The City of Auburn is looking for an Administrative Services Technician, a unique role where you'll contribute equally to our Finance and Human Resources departments!

 

ABOUT THE POSITION

We're seeking a detail-oriented and adaptable professional to make an immediate impact. Your time will be split equally between the two departments, with a primary focus on payroll processing. Beyond that, this role offers a variety of technical and paraprofessional work, including accounts payable and receivable, accounting, cash handling, budget, benefits administration, recruitment, customer service and other essential technical-level functions.

DISTINGUISHING CHARACTERISTICS

A paraprofessional classification requiring specialized administrative and technical skills to perform semi-complex, administrative, support and confidential duties. The role is distinguished from lower classifications by its scope of work and requirements for specialized training and technical proficiency. This classification performs recurring tasks and solves problems independently under general supervision from the department director or assigned supervisor, and does not exercise supervision over staff.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Actual work may vary based on department needs or change due to evolving business practices.

• Perform  a varied range of administrative, operational and technical tasks supporting assigned programs and functions.
• Maintain accurate financial, human resources, and administrative records and data within various computer systems, including data entry, report generation, and resolving discrepancies.
• Participate in the implementation and testing of new technology systems and process improvements.
• Handle inquiries, provide information, offer technical information and guidance on procedures, rules and regulations to internal and external customers.
• Provide administrative support to department management and staff, including research, processing, and preparing reports, correspondence, and written materials.

Finance Duties:

• Participate in core finance processes, including accounts payable, accounts receivable, payroll, license and permit fee collection, and general financial transaction processing.
• Process and record financial transactions related to payroll and benefits, prepare related tax forms (e.g. 1099 and W2), and fee/levy data for tax rolls.
• Assist with budget preparation and monitoring, financial reporting, external auditor inquiries, and the review/approval of purchase requisitions.
• Participate in the implementation and adherence to Government Accounting Standards Board requirements and statements.
• Maintain financial and accounting records and data within systems, reconcile accounts, identify and resolve discrepancies, and prepare related reports.

Human Resources Duties:

• Participate in various functions supporting payroll, recruitment, benefits administration, leaves and other human resources functions.
• Participate in processing payroll including changes to wages, positions, benefits, leaves of absence, and related.
• Assist with benefits administration including processing forms, enrollments and changes, assisting employees, and responding to vendor inquiries.
• Intake and assist with worker’s compensation and insurance claim documentation.
• Apply personnel rules, MOUs, and relevant regulations to HR and payroll tasks, and assist with ensuring compliance, and maintain confidentiality of sensitive personnel and management information.

DEFINITION

Under the general direction of the Director and City Engineer, the Civil Engineering Associate/Project Manager – Capital Projects leads the delivery of complex capital infrastructure and facility projects for the Town of Danville.  This role focuses on high-value construction and modernization projects, including buildings, utilities, and public infrastructure. The position serves as a critical liaison between Town departments, consultants, contractors, regulatory agencies, and community stakeholders to ensure successful execution of capital projects within scope, schedule, and budget.

 

SUPERVISION RECEIVED AND EXERCISED

Receives direction from the Director and City Engineer. Exercises supervision over Public Works Inspectors and contractors.  This is a journeyman-level, first line supervisory position requiring substantial independent judgment, technical expertise, and leadership in managing capital improvement projects. The position reports to the City Engineer and may supervise professional and technical staff. 

 

ESSENTIAL JOB DUTIES

Essential duties may include, but are not limited to the following:

• Train, direct and manage Public Works Inspectors to perform and document daily inspections of construction projects, private development projects, encroachment permits and clean water inspections to ensure compliance with project plans, specifications, permit conditions of approval and Town standards.
• Oversee day-to-day operations for paving construction projects ensuring project is completed safely, on schedule, according to quality specified and within budget.
• Plans, organizes, directs and controls all parts of projects from permitting, bidding, and construction to the closeout for a portfolio of complex capital improvement projects.
• Prepares and monitors project budgets, including support for obtaining funding.
• Facilitates work of a multi-disciplinary development team across organizational boundaries, including designers and construction professionals.
• Develops and maintains detailed project schedules and budgets, tracks expenditures, and recommends cost control strategies.
• Reviews and processes change orders, ensures quality control, and oversees contractor compliance with plans, specifications, and safety standards.
• Prepares reports, presentations, and communications to inform internal and external stakeholders, including Town Council.
• Ensures that contractors are maintaining safe work sites and that the needs of the staff at each project are being protected.
• Coordinates final project closeout including punch list items, documentation, and transfer to operations.
• Manages consultant contracts and coordinates with engineers, architects, construction managers, and inspectors.
• Facilitates cross-departmental coordination and public outreach related to project scope, impacts, and progress.

 

QUALIFICATIONS

Knowledge of:

• Financing, estimating and budgeting, including planning and estimating, calculating overhead, design and construction costs.  General knowledge of various funding sources and restrictions.
• Regulations and regulatory agencies and commissions affecting planning, zoning, design and construction.
• Requirements of final bid packages.
• Construction management techniques and practices.
• Americans with Disabilities Act Accessibilities Guidelines (ADAAG), and California accessibility requirements that are in Title 24 of California Code of Regulations.
• Principles and practices of capital project delivery, including public procurement and contract management.

AC Transit is seeking a Finance Systems Project Manager. Under general direction serves as the project manager leading a variety of complex, finance systems-related projects. This position works with department end-users, Innovation and Technology (IT) staff, consultants and, vendors to translate business and operational requirements into workable finance system solutions. Incumbents in this position provide training and technical assistance in the use of the system software.

This classification is distinguished from other finance classifications by the assigned project management responsibilities leading District-wide, finance systems-related projects and studies of considerable size and complexity. Incumbents at this level are expected to operate with a high degree of professional judgment and independence, providing technical and functional direction to vendors, professional, technical, and contract staff.

REPRESENTATIVE FUNCTIONS:

Oversees the development and delivery of training for end-users, including identifying training needs and determining training methods; plans and oversees change management communications and methods; coordinates departmental implementation of enterprise finance system updates and upgrades.
Analyzes current and future enterprise finance system needs; prioritizes, manages, and oversees system updates and enhancements; develops requests for proposals, selects vendors, and administers contracts; acts as final approver in the change control process. Evaluates system issues and conditions for risk; develops contingency plans to cover various finance systems failure scenarios and application software systems recovery and restoration procedures.

Analyzes testing criteria and results to support development, evaluation, and configuration of existing and new systems.

Works with IT staff on the development and implementation of finance systems security protocols, including policies and procedures on security, disaster recovery, standards, and best practices.
Oversees the finance software and hardware acquisition and procurement process; develops cost estimates for hardware and software components, connectivity solutions, system integrations, and ongoing support, maintenance, and training for assigned systems and databases.

Serves as staff on a variety of committees; consults with District staff and consultants concerning information technology, finance system issues, work progress, and priorities; coordinates and runs periodic meetings; ensures adherence to standards and procedures; presents recommendations for strategic initiatives, long range planning, and process improvements.

Performs project management functions and activities and is responsible for the full lifecycle of the assigned projects overseeing scope, timeline, budget, and quality standards from the project’s inception to completion; manages the activities of outside vendors and contractors.

Provides consultation and professional, technical advice to executive staff, management teams, and other District departments; represents the Department on various external committees and projects.
Prepares and presents a variety of reports on finance operations, activities, and special projects; presents findings to the Board of Directors, executive management, other District staff, and various public and private entities.

Evaluates and recommends professional consulting services for assigned projects; develops and disseminates Requests for Proposals (RFPs), Request for Qualifications (RFQs), and Invitation For Bids (IFBs) and develops proposal evaluation criteria; assists in the negotiation, preparation, and administration of professional services and contracts; recommends and prepares amendments to professional services contracts.

Prepares, reviews, and maintains a variety of project-related information and documentation, including project schedules, Statements of Work (SOWs), status reports, detailing issues, risks, and deliverables; monitors agreements and projects for compliance with relevant codes, ordinances, rules, and regulations.
Attends and participates in professional group meetings and committees; stays abreast of new trends and innovations in the field of project management and market research. Provides technical and functional direction to professional, technical, and contract staff and participates in the formation, planning, review, and management of assigned projects.

Performs related duties as required.

MINIMUM QUALIFICATIONS:
Education: Equivalent to a bachelor’s degree from an accredited four-year college or university in a field directly related to the area to which assigned.
For the Finance Systems Project Manager position the following are applicable fields of study: business administration, public administration, accounting, finance, management information systems, or a related field.

Experience: Eight (8) years of experience in the professional field required by the assigned special projects. The Finance Systems Project Manager position requires accounting support experience utilizing and supporting financial systems and/or two (2) years that involved responsibilities at a level equivalent to the District's classification of Project Manager II. Years of experience may be substituted for the educational requirement on a two for one basis (two years experience may be submitted for one year of education).

Physical Requirements: Must maintain the physical condition necessary to perform tasks in an office setting operating a computer, keyboard, and other peripheral equipment; safely drive a District automobile; and walk, stand, and climb short distances in construction settings in order to inspect the progress of assigned projects.

The City of Dixon is looking to fill one full-time, regular position of Accountant in the Finance Department. This position performs professional level accounting functions such as recording and reporting financial transactions, review of financial records; provides fiscal control for assigned areas of operation, preparation of financial report statements and analyzes. This is not a remote position and work schedule will be Monday through Friday, onsite.

Accountant - This classification is the entry level, mid-management position in the accounting series. Professional level work is performed, and incumbents are expected to perform the full range of accounting duties with minimal supervision. Under general direction of the Human Resources Director, the Human Resources Manager oversees and coordinates the day-to-day human resources operations and is expected to perform professional human resources and administrative work. CLASS CHARACTERISTICS

• Conducts position classification studies; performs job audits and analyses of individual positions, classes and series of classes; participates in organizational and staffing studies of City departments; prepares and revises class specifications and proposes appropriate salary ranges for newly established and revised classifications.
• Conducts salary and employee fringe benefit surveys, analyzes data and recommends adjustments and internal relationships.
• Develops, implements and manages the use of the City’s HRIS system; analyze and develop forms and procedures associated with human resources processes and HRIS applications; maintain the department internet and intranet pages.
• Provides professional and technical advice regarding memorandum of understanding (MOU), language, Personnel Rules and Regulations, policies, procedures, laws, rules and regulations to City departments, employees, employee organizations, job applicants and the general public and responds to complaints and requests for information from employees, management, outside agencies and the public.
• Designs and conducts employee training and orientation programs and assesses training effectiveness and modifies training programs as needed.
• Supports the Human Resources Director with employee and labor relations matters to include handling investigations, disciplinary matters and labor relations duties; assists in the collection and preparation of data used in negotiations.
• Supports the Human Resources Director with conducting formal and informal inquiries into discrimination, harassment and equal opportunity related complaints.
• Coordinates leave management programs; advises employees on their rights under the Family Medical Leave Act (FMLA), California Family Rights Act (CFRA), State Disability Insurance (SDI), Paid Family Care Leave (PFL), long-term disability and disability retirement; receives and processes requests for FMLA, CFRA and other leaves; determines eligibility and sends initial notices; requests additional information and prepares other leave-related correspondence; recommends approval or denial of leaves.
• Supports the Human Resources Director with monitoring compliance of the Department’s various programs with applicable laws, guidelines and regulations; tracks and analyzes proposed legislation to determine impact on human resources operations and programs; researches, develops and proposes updates to, and/or establishment of new, City policies, administrative regulations and personnel rules.
• Establishes highly effective working relationships with clients, employees and union representatives, representatives of community organizations, state/local agencies and associations, City management and staff and the public.
• Performs related duties as required.

 

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking, reaching, twisting, turning, kneeling, bending, stooping, and squatting in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service. Additionally, the incumbent in this position may work in all weather conditions including wet, hot and cold. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required.

 

KNOWLEDGE, SKILLS AND ABILITIES

The following are a representative sample of the KSA’s necessary to perform essential duties of the position.

Knowledge of:  Principles and practices of public personnel administration; methods and techniques related to classification, compensation and benefits analysis; applicable state and federal employment laws and regulations; principles and techniques of recruitment and selection in the public sector; knowledge of Meyers-Milias-Brown Act, California Public Employees’ Retirement System, Worker's Compensation law, Family and Medical Leave Act, Fair Labor Standards Act, current labor case law and other related federal, state and local laws, codes and regulations.

Skill in:  Operate an office computer and variety of word processing, spreadsheet, presentation, financial and other software applications. Develop, analyze, proofread and maintain Excel spreadsheets.

Ability to:  Interpret the City's personnel programs and policies to employees and department managers; interpret and analyze information; coordinate a variety of tasks and assignments; elicit the cooperation of others; use a variety of computer software programs, including Microsoft Word, Excel, PowerPoint, and Visio; work in an office environment, which may require sitting for extended periods of time; maintain physical and mental condition appropriate to the performance of assigned duties. Incumbents must possess the physical and mental capacity to work under the conditions described in this document and to perform the duties required by their assigned position.
