Class Characteristics

Engineering Assistant is a classification of employee that provides technical support and assistance in production, reviewing, and processing of various civil engineering plans, permits, specifications and technical reports; that generates design drawings using CAD and GIS programs; and that performs a variety of technical tasks relative to assigned areas of responsibility.

The City of Berkeley invites you to apply for the position of Supervising Civil Engineer in the Public Works Department! In this role, you will have the opportunity to supervise a section of the Engineering Division engaged in the application of engineering to a variety of public works capital improvement projects and construction and maintenance programs.

One of the current vacancies will be specifically designated towards Measure FF: the Sustainable and Accountable Funding for Equitable Street Transformation, Revitalization, Enhancements, and Essential Traffic Safety (SAFE STREETS) Initiative.

SAFE STREETS authorizes an annual parcel tax of $0.17 per square foot for residential properties and $0.25 per square foot for other properties over a 14-year period. This parcel tax is projected to generate approximately $15 million annually, dedicated to funding street and sidewalk repairs, safety improvements, and environmental infrastructure projects.

This vacancy, reporting directly to the Principal Program Manager, will be at the center of this high-impact initiative. The role will be fast-paced, challenging, and critical to the success of Measure FF. The position will:

• Lead the technical review of projects; ensuring plans, specifications, and cost estimates are accurate, complete, and buildable before they go out to bid.
• Provide hands-on oversight of technical staff and consultants, guiding design and engineering decisions that affect public safety.
• Manage complex design and construction contracts, balancing scope, budget, schedule, and quality under tight timelines.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is equivalent to graduation from a four year college or university with major coursework in civil engineering and five years of increasingly responsible experience in design and construction management of civil engineering projects, at least two years of which were at a level equivalent to the City's Associate Civil Engineer.

The Department:                                       

The Engineering and Transportation Department is supported by 27 FTEs, 9 contract employees, and a FY 2025-26 Capital Budget of approximately $72.9 million covering infrastructure and transportation projects. The Five-Year CIP (FY 2025-26 to FY 2029-30) totals $372 million, including citywide projects. Major projects include an impressive list of transportation projects, such as the SR84/US101 Freeway Interchange, grade separations along the Caltrain rail line, parking, transportation demand management and Vision Zero implementation, and various traffic calming and roadway projects. Other major projects entail the Transit Center, the Water Master Plan implementation, finalizing and implementing a Recycled Water Master Plan, and various Stormwater System improvements. The City of Foster City is looking for an experienced Associate Engineer with a passion for public service. This position will provide exposure to large-scale projects and internal collaboration and performs engineering work on water and wastewater capital improvement projects. They will perform regulatory reporting for utilities as well as the Sanitary Sewer Master Plan. Utility experience is desirable. 

It is essential that the candidate should have project management experience from conception to completion and be able to manage a wide variety of projects simultaneously while developing and maintaining positive and effective working relations with others. The ideal candidate would be able to effectively communicate information to non-engineering staff or persons, both orally and in writing, which are necessary for interacting with contractors, vendors, manufacturers, and residents.

Education and Experience
Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

Education: Equivalent to a bachelor’s degree in engineering or a directly related field.

Experience: Three (3) years of professional experience in civil engineering work including project design, plan checking, and project management.

Licenses and Certifications

• Possession of a valid Certificate of Registration as a Civil Engineer in the State of California, desirable.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications and supplemental questionnaires received, a limited number of the qualified applicants will be invited to participate in the examination process. 

The process will consist of an Oral Panel Interview. An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Public Works department will make the hiring decision.

Position Summary

The Permit Technician will perform a variety of responsible technical and office support work in the Engineering division. Work may include reviewing permit applications relating to building, site development, construction, mapping, encroachment or occupancy; checking plans for completeness and performing basic review for permits; tracking plans and applications through the permitting process; calculating permit fees and issuing over the counter permits; performing a variety of office support activities, which may include telephone and counter reception, provision of factual information to visitors, receipt of payments, word processing, data entry and record keeping, report preparation and filing, and other related work as assigned. This position receives general supervision from the Public Works Director or designee, and exercises no direct supervision over staff.

SPECIAL EMPLOYMENT INFORMATION: This is a part-time position requiring a minimum of 24.5 hours per week, up to 37 hours per week. The schedule will typically be 25 hours per week, Monday through Thursday, with some flexibility with days and hours.
 

Examples of Duties:

• Provide customer service by responding to general public, developer, and agency inquiries by phone and at the counter; provide information regarding building, encroachment and grading permit policies and application procedures; and work cooperatively with property owners, contractors, architects, developers, engineers or their representatives to resolve questions regarding permit issuance and permit fees.

The Department of Public Works is accepting applications for the position of Public Works Technician I/II. Under general supervision, Public Works Technicians perform a variety of routine to journey level sub-professional technical, field, and office civil engineering work in a variety of technical areas.

The current vacant Public Works Technician I/II position is in the Road Operations - Permitting Section of the Road Services Division.

The Road Maintenance Division of County of San Mateo's Department of Public Works is responsible for routine and emergency repairs to over 315 miles of road surfaces, culverts, shoulders, drainage facilities, and roadside vegetation on roads within the public right-of-way of San Mateo County's unincorporated districts.

Public Works Technician I is the entry level class of this technical support series. Initially under close supervision, incumbents learn technical support and County procedures. As experience is gained, there is greater independence of action within established guidelines. This class is flexibly staffed with Public Works Technician II and incumbents are expected to advance to the higher level after gaining experience and demonstrating proficiency which meet the qualification of the higher-level class.

Public Works Technician II is the journey level class of this series, fully competent to independently perform a variety of responsible technical support duties. This class is distinguished from the Senior Engineering Aide class which is specialized in scope and technical functions.

The City of Newark is seeking an energetic and committed Associate Civil Engineer to perform professional civil engineering work related to the planning, review, design, construction, inspection, and coordination of a variety of public works projects.

• Meet and confer with developers, contractors, engineers and the general public relative to city policies, regulations, and procedures.
