The City of Berkeley invites you to apply for the position of Supervising Civil Engineer in the Public Works Department! In this role, you will have the opportunity to supervise a section of the Engineering Division engaged in the application of engineering to a variety of public works capital improvement projects and construction and maintenance programs.

One of the current vacancies will be specifically designated towards Measure FF: the Sustainable and Accountable Funding for Equitable Street Transformation, Revitalization, Enhancements, and Essential Traffic Safety (SAFE STREETS) Initiative.

SAFE STREETS authorizes an annual parcel tax of $0.17 per square foot for residential properties and $0.25 per square foot for other properties over a 14-year period. This parcel tax is projected to generate approximately $15 million annually, dedicated to funding street and sidewalk repairs, safety improvements, and environmental infrastructure projects.

This vacancy, reporting directly to the Principal Program Manager, will be at the center of this high-impact initiative. The role will be fast-paced, challenging, and critical to the success of Measure FF. The position will:

• Lead the technical review of projects; ensuring plans, specifications, and cost estimates are accurate, complete, and buildable before they go out to bid.
• Provide hands-on oversight of technical staff and consultants, guiding design and engineering decisions that affect public safety.
• Manage complex design and construction contracts, balancing scope, budget, schedule, and quality under tight timelines.
• Coordinate across multiple departments, commissions, and external agencies to keep projects aligned and moving forward.

 

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is equivalent to graduation from a four year college or university with major coursework in civil engineering and five years of increasingly responsible experience in design and construction management of civil engineering projects, at least two years of which were at a level equivalent to the City's Associate Civil Engineer.

Other requirements include possession of a valid California registration as a professional Civil Engineer and a valid California driver's license with a satisfactory driving record.

Overview:

Under general supervision, this role assists in the planning, design, and validation studies of the advanced water treatment facility (AWTF) and the distribution of product water. Key responsibilities encompass the development of water quality testing plans, validation of treatment processes, provision of technical support for design, piloting, operational planning, monitoring plans, ensuring regulatory compliance with DPR regulations, managing Reverse Osmosis Concentrate, and aiding in the integration of purified water into the current water supply and distribution system.

The Associate Engineer additionally acts as a technical liaison for the Water Supply Outreach team-evaluating outreach materials for precision and conducting tours of the Silicon Valley Advanced Water Purification Center for stakeholders and community organizations. The incumbent would also assist the R&PW Unit in its ongoing collaboration with the District Financial Planning & Management Services Division regarding State and Federal grant and loan applications. In addition, the incumbent would assist in the development of agreements for the PWSV. This position is essential for the implementation of the Pure Water project and ensuring that Valley Water achieves its long-term recycled water objectives while securing community backing and regulatory consent.

Key Responsibilities include, but are not limited to:

• Supporting the R&PW Unit in enacting a robust communications plan for outreach and associated strategies for promoting water reuse and also technical tours at SVAWPC and continued proactive communication with key parties-consumers, elected officials, regulators, advocacy organizations, media outlets, utility staff- before, during, and after PWSV project development and continued leadership for the purified bottling and taste-testing efforts.
• Support the R&PW Unit in its continued coordination with the District Financial Planning & Management Services Division on State and Federal Grant and Loan applications.

Recycled and Purified Water Unit (Position Code 443)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. The Permit Technician will perform a variety of responsible technical and office support work in the Engineering division. Work may include reviewing permit applications relating to building, site development, construction, mapping, encroachment or occupancy; checking plans for completeness and performing basic review for permits; tracking plans and applications through the permitting process; calculating permit fees and issuing over the counter permits; performing a variety of office support activities, which may include telephone and counter reception, provision of factual information to visitors, receipt of payments, word processing, data entry and record keeping, report preparation and filing, and other related work as assigned. This position receives general supervision from the Public Works Director or designee, and exercises no direct supervision over staff.

SPECIAL EMPLOYMENT INFORMATION: This is a part-time position requiring a minimum of 24.5 hours per week, up to 37 hours per week. The schedule will typically be 25 hours per week, Monday through Thursday, with some flexibility with days and hours.
 

Examples of Duties:

• Provide customer service by responding to general public, developer, and agency inquiries by phone and at the counter; provide information regarding building, encroachment and grading permit policies and application procedures; and work cooperatively with property owners, contractors, architects, developers, engineers or their representatives to resolve questions regarding permit issuance and permit fees. 
• May review building, traffic control or engineering plans and specifications for completeness and conformance to application requirements and regulations; ensure that required permits have been obtained; verify contractor licensing; route plans to appropriate departments for review and sign off; track plans and ensure timely returns; prepare and track plan packets for plan check by outside contract services; and compiles plan check comments.
• Calculate, collect and record permit application and plan check fees; coordinate fee collection with staff; issue building, grading, encroachment, and over the counter permits for development projects; and coordinate bond releases with finance staff and contractors.
• Coordinate with outside agencies to ensure all necessary approvals acquired before issuing permits.
• Work closely with Code Enforcement Officer on code compliance issues to ensure community concerns are addressed and building code is adhered to.
• Assist in scheduling daily building or engineering inspections; monitor Division inspection phone line; and coordinate utility releases with building inspectors and utility company.
• Maintain department records, file and other reference materials; compile and disseminate data regarding permit activity and fee collections; prepare and edit correspondence, plan check comments and various technical and statistical reports.
• Establish positive working relationships with building contractors, developers, engineers, representatives of community organizations, state/local agencies, associations, City management and staff, and the general public.

Under general supervision, the Public Works Inspector performs skilled and technical inspection work on a variety of public and private construction projects, including streets, utilities, and other public infrastructure. This role ensures conformance with approved plans, specifications, permits, industry standards, accepted construction practices, and all applicable local and state codes and contractual requirements.

The inspector reviews construction documents, oversees all phases of infrastructure installation and contract maintenance work—such as pavement overlays, stormwater systems, and utility installations—and ensures compliance with the Manual on Uniform Traffic Control Devices (MUTCD) for traffic control. Responsibilities include conducting field measurements, performing material testing, maintaining detailed daily field records, and using applicable software to compile construction reports. The inspector coordinates with contractors, developers, and agency representatives to resolve construction-related issues and may provide functional supervision of field staff on assigned projects. All work is performed in accordance with City safety policies and procedures.

The Position:

This is a temporary, as-needed position assigned to the City of Santa Clara’s Electric Utility Department, Silicon Valley Power (SVP). The position is part of the Systems Support Group (SSG), which functions as the technology backbone of SVP and is responsible for critical technology modernization, cybersecurity, and operational support in response to rapid utility growth and evolving regulatory requirements.

We are seeking a highly skilled and experienced Network Engineer to design, implement, and support both enterprise and utility-specific network infrastructure, with a strong emphasis on Cisco technologies. The incumbent plays a critical role in ensuring the availability, performance, and security of the organization’s overall network environment, including the SVP’s utility communication and control systems.
 
In this role, the Network Administrator is responsible for administering and monitoring network services, managing a variety of advanced network and security products—including, but not limited to, Cisco firewalls and intrusion prevention systems- and maintaining compliance with Federal Energy Regulatory Commission (FERC) requirements as well as applicable state and local mandates. This position involves supporting and maintaining complex multi-protocol infrastructure components, including enterprise-grade Cisco firewalls, routers, switches, and wireless controllers. Additionally, it consists of managing secure VPN access, routing protocols, and future zero-trust network access initiatives.

 

As an as-needed employee, this is an "at-will" position, and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

Typical Duties:

Network: Design, configure, deploy, and maintain secure enterprise-grade network infrastructure, including routers, switches, wireless controllers, and access points within a large and complex high-availability multi-protocol environment.

 

Network Performance: Proactively monitor network utilization and capacity, and troubleshoot issues related to connectivity, degradation, or failure.

 

Network Security: Design, configure, deploy, and maintain, including but not limited to firewalls, VPNs, IPS systems, and zero-trust platforms, in a highly segmented environment.

DEFINITION 
Perform technical building inspection work to enforce compliance with California State building, plumbing, mechanical, electrical, green building and energy codes; research new construction materials and methods; reviews plans for compliance with local, state, and federal rules and regulations; and provide information to and work with the public to resolve problems.

SUPERVISION RECEIVED AND EXERCISED
Receives direction from the Permit Center Supervisor under the guidance of the Chief Building Official.  This position does not exercise supervision of others.

ESSENTIAL JOB DUTIES
Essential job duties may include, but are not limited to the following:

• Perform routine to complex building, electrical, plumbing, mechanical, energy and accessibility inspections of new and existing commercial and residential structures. 
• Ensures construction conforms to CA state building codes, local ordinances, approved plans, calculations, and specifications.
• Review specifications, and architectural plans of buildings to be constructed, altered, or repaired.
• Process minor building permit applications and over-the counter plan checks and assist in the issuance of building permits and front counter coverage as needed.
• Check quality of materials and methods of construction; inspect existing buildings for hazardous conditions and/or structural integrity.  
• Confers with and advises contractors, owners, architects, engineers, and the general public regarding interpretation and application of building codes and other applicable laws, ordinances, and regulations.
• Assist other Town staff in the enforcement of zoning, grading, and planning issues.
• Utilize enterprise permit system to plot inspection routes, document inspection results, and maintain accurate records.   
• Prepare and maintain reports and records of plan checks completed, inspections made and/or actions taken.

QUALIFICATIONS 
Knowledge of:

• Knowledge of the California building, electrical, mechanical, plumbing, energy, fire, accessibility, and housing codes, ordinances and laws, and related local, State, and Federal codes, laws, and regulations.
• General zoning and land use laws; general grading practices.
• Accepted safety standards, testing procedures and methods of construction.
• Principles and techniques of building inspection and plans examining work.
• Basic understanding of the plan checking process.  

Ability to:

• Analyze, interpret and accurately check building plans, specifications and building codes; draw valid, independent conclusions.
• Enforce codes with good judgment, impartiality and tact.
• Apply technical knowledge of building trades.
• Establish, maintain and foster positive and harmonious working relationships. 
• Communicate effectively orally and in writing, producing clear and complete correction notices and inspection reports. 
• Use an enterprise permitting system to map inspection routes, log inspection findings and process electronic permit applications.
• Stoop, climb, crawl, balance, maneuver, walk and stand for long periods of time; must possess the ability to lift up to 50lbs.

EXPERIENCE AND EDUCATION
Any combination of education and experience that reasonably provides the necessary knowledge and skills may be considered qualifying.  A typical way to obtain knowledge and abilities would be:

Experience:
Two (2) years of experience as an entry-level combination-building inspector.  
Specialized training and hands-on experience in the building trades are desirable.

Education:
Equivalent to the completion of the twelfth grade. An associate degree in construction technology, engineering, or closely related field is desirable.

LICENSE(S) AND CERTIFICATION(S)
Possession of a valid California State Driver’s License, or license in another state with the ability to obtain a California license within 30 days of hire. 
Minimum of two (2) IAPMO or ICC Certifications in building, plumbing, mechanical, or electrical.
A State Contractors License, or engineering degree may be substituted for IAPMO or ICC Certification with the ability to obtain an International Code Council (ICC) certification as a Building Inspector, Combination Inspector, or equivalent during first year of employment.
