THE POSITION

The successful candidate for Director of Finance & Administrative Services will bring a proven breadth and depth of financial management experience to the position. Appointed by and reporting to the City Manager or their designee, the new Director will lead a staff of 35 in the management of accounting, cash management, revenue collections, business licensing, utility billing, purchasing, payroll, budget, and information technology. Bringing supervisorial and leadership experience, the Director will have an opportunity to continue to build and enhance the department team as it faces future retirements. The Director will offer recommendations and solutions to the City Manager and will advise the City Council on long-term financial planning on policy matters. Working collaboratively with other members of the executive team and staff, the Director will take a proactive approach to identifying opportunities for new ideas, creativity, innovation, and technological advances. In addition, the Director will foster a team approach of customer service and problem solving as well as a culture that accepts and embraces change. Exceptional communication skills and a strong desire to provide superior services to both internal and external customers are critical. The Director will be comfortable in an organizational culture that welcomes input, engagement with, and participation of the community. The city utilizes a two-year, budget and currently faces budgetary challenges due to changing CalPERS retirement costs and laws, decreased tax revenues, and other structural issues. The Director will work closely with the City Manager, executive team, and staff in order to address these issues, identify necessary solutions, and facilitate highly efficient services and programs to the community.

MINIMUM QUALIFICATIONS

This position requires a Bachelor’s degree, and desirably a Master’s degree and CPA, in accounting, public or business administration or a related field. In addition, progressive executive level responsibility is desirable in finance administration, accounting, auditing, budget administration, purchasing and risk management, long-range financial forecasting, debt and investment strategies, and labor negotiations. Experience with information technology and computer software systems is highly desirable.

This is an excellent career opportunity for individuals who have a breadth of financial management experience in various agencies as a division head, Deputy Director, or Director. While experience in municipal finance is highly desirable, a combination of public and private sector experience is acceptable as well. 

The Judicial Council of California is accepting applications for the position of Senior Fiscal Analyst in the State Budget unit of the Budget Services Sacramento office.

The Senior Fiscal Analyst provides advanced, complex, and specialized analytical and technical budget support to the Judicial Council Facilities Services Capital Outlay program. This position provides fiscal oversight for capital outlay projects and manages the ongoing project close-out activities. Fiscal oversight responsibilities include analyzing and preparing statewide budget reports for management, controlling capital outlay appropriations, reviewing and coding requisitions, preparing and reviewing Capital Outlay budget change proposals (COBCPs), reviewing the updated five-year capital outlay plan, and managing the bond sale process. The position conducts monthly fiscal forecasting for each project by appropriation, line item, and category of expense, that are completed three times a year for every project. These package submissions are done approximately eight times annually. The role also updates and escalates project costs for Executive staff to support accurate advocacy for project funding. In addition, the position manages the twice-yearly bond sales process, a 3.5 month cycle involving extensive preparation, detailed bond document review, meeting participation, and coordination with the Judicial Council Facilities Program, Department of Finance, the State Treasurer’s Office, Judicial Council Legal services, and the tenant courts. The position also prepares and reviews budget documents and fiscal displays containing Capital Outlay budget data for inclusion in the budget galley, published three times per year, and provides backup support to other areas within the State Budget Unit.

RESPONSIBILITIES

Analysts are deeply involved in building the County’s operating and capital budgets from the ground up, gathering data, consulting with departments, evaluating requests, and helping shape budget strategy.

KEY RESPONSIBILITIES

Budget Development and Creation

Qualifications

Education and Experience

• A bachelor’s degree in public administration, business, finance, political science, or related field plus three years of analyst experience; OR
• A master’s degree in the same fields plus one year of analyst experience; OR
• Five years of progressively responsible analyst experience in a public or nonprofit agency.

Knowledge of

• Public budgeting and financial management processes in government.
• Financial reporting, cost accounting, and multi-year forecasting.
• ERP or similar systems, Excel modeling, and data presentation tools.
• Local government operations and interdepartmental coordination.

Skill/Ability to

The Superior Court of California in San Mateo County is seeking qualified candidates for the position of Court Senior Accountant – Exempt.

Under direction the Senior Accountant plans, oversees, coordinates, and monitors a significant accounting functional area in the Court’s Finance Office.  The Senior Accountant may assign, direct, review, and evaluate the work of accounting professional and support staff and will perform complex professional accounting work. 

The Senior Accountant is either the supervisory and/or the advanced specialist level in the professional accountant series. Incumbents in this class exercise a high degree of independent judgment on diverse and specialized projects and have significant accountability and ongoing decision making associated with their work. Incumbents may identify and implement full accounting systems, initiate modifications to fiscal recordkeeping systems, make projections of revenues and expenditures, and participate in the budgeting process.  Senior Accountants model a culture of transparency, accuracy, and clarity in all matters of the Court.

• The ability to effectively communicate both verbally and in writing with staff in the Superior Court and County Departments, and with external stakeholders.

Qualifications

Education Requirement:

This classification requires the successful completion of a minimum of twelve semester units of college level accounting coursework. 

Experience and Education:

In addition to the required 12 semester units of college level accounting coursework, any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required knowledge and skills is:

• Equivalent to graduation from a four-year college or university with major coursework in accounting, finance, business administration, or a closely related field and one year of journey level accounting experience. 

Knowledge of:

• Basic supervisory principles and practices.
• Principles, practices, and terminology of general, fund, and governmental accounting.
• Principles and practices of business data processing, particularly as related to the processing of accounting information.
• Principles of public finance.

ABOUT THE POSITION:
The Housing Coordinator supports the Housing and Community Development division by assisting in the formulation and implementation of the City’s affordable housing policies and programs. This position monitors the City’s inventory of affordable housing units for compliance with the applicable deed restrictions or affordability covenants, assists developers in complying with the City’s Affordable Housing Ordinance, and coordinates the funding processes for the City’s affordable housing funds. The Housing Coordinator stays current with local, state and federal housing laws and helps advance the various affordable housing policies and programs in the City’s Housing Element. This may include drafting funding agreements, reviewing scopes of work for housing rehabilitation projects, and income verification of applicants for affordable housing programs.

DEFINITION

Under the direction of the Housing and Community Development Manager, the position is responsible for the development, coordination and oversight of the City’s housing policies and programs to meet the City’s long and short-term housing goals and objectives.

EXAMPLES OF DUTIES

Identify and work with for-profit and non-profit housing development organizations in developing affordable housing projects; negotiate and monitor contracts; develop and evaluate RFP’s relating to affordable housing development; assist in developing new housing assistance programs, new housing development projects, criteria for new construction programs, and in negotiating lending agreements and contracts with financial institutions for housing programs; work on site acquisition for housing programs. Knowledge of: Real Estate lending practices and underwriting standards, and housing development finance; as well as, knowledge and experience with housing funds and HUD’s Community Development Block Grant (CDBG) and HOME programs along with laws, regulations and funding requirements relating to State and Federal assisted housing programs.

Ability to: Prepare clear and concise written reports and recommendations, both written and oral, to the City Council, Daly City Housing Development Finance Agency, and at public meetings; maintain effective working relationships with City Council members, City Staff, the real estate development community, non-profit organizations, civic groups and the general public. Additionally, be sensitive to the housing needs of the City’s
lower-income residents, and translate knowledge into policy options for City Council and Housing Development Finance Agency programs. Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

We are looking for a person that leads and coordinates the preparation of the affiliate annual audits and other auditor examinations; and assist the real estate team with affiliate budget preparations, plans and coordinates the accounting process for affiliate properties that provide affordable housing; reviews, evaluates work methods, procedures, provides technical support to real estate teams and property management accountants, and enforces policies and procedures, analyzes and reviews financial reports and much more.

What YOU have to offer us:

A bachelor’s degree from an accredited four-year college or university with major coursework in finance/accounting; and three (3) years of increasingly responsible professional experience in financial accounting experience, management, budget, financial analysis or a related field. At least one (1) year experience working as a technical or functional lead is highly desirable. Ideal candidates will provide administrative, budgetary, and workflow support to the Finance Department and agency staff, analyzes programmatic practices and procedures for organizational, operational, policy, and procedural improvements; conducts needs analyses, provide agency-wide payroll monitoring and support and other related tasks.
