THE POSITION Under general supervision, this non-sworn, non-peace officer position performs assignments involving responsible public contact work in crime prevention and delivers non-emergency police services; to include Public Safety (emergency/non-emergency) Radio Comm for Police & Fire responders; also performs related duties as required.

Prerequisites / Qualifications 

This is the entry-level position.   Applicants must be 18 years old at time of application, have no felony convictions, have the ability to learn and understand radio and statue codes, understand policy and procedures written in English, function without close supervision, work a variety of shifts including weekends and holidays, and lift and transport various objects.  

Education / Experience

Any combination equivalent to graduation from high school plus one (1) year of experience in a clerical of similar position; college credits in criminal justice or communication preferred. 

Licenses / Registrations / Accreditation / Etc. 

Possession of a Valid Class C California Motor Vehicle Operator License; A 35 WPM Typing Certification (Needs to be attached to application); and achieve within one year of appointment the completion of a P.O.S.T. Dispatch Certificate, completion of D.O.J. training for full access operator, and standard CPR and First Aid Certificates issued by the American Red Cross.

THE POSITION:

This position oversees the work of the Building Division, inclusive of managing permit technicians, plan checkers, building inspectors, and support staff, they are responsible for enforcing the adopted building codes as well as ensuring construction projects comply with federal and state laws and ordinances. Performs contract administration, project management, and coordinates activities with various outside agencies, contractors, municipalities, and other departments; manages the effective use of division resources to improve organizational productivity and customer service.

• Assists in the development and implementation of goals, objectives, policies and priorities for the division.
• Plans, organizes, controls, and evaluates the functions and activities of the Building Inspection Division, including building inspections, electrical inspections, plumbing and mechanical inspections, plan checking, and issuance of permits.
• Establishes, improves, schedules, and coordinates the plan checking and building inspection procedures of the City.
• Maintains close coordination between various City departments for the plan check and building inspection functions.
• Makes presentations to public agencies, business and civic groups, and other organizations regarding code and safety-related issues.
• Assists in the preparation and administration of the budget, including recommendations for establishing and adjusting plan check and inspection fees.
• Serves as staff liaison and provides recommendations to the Building Abatement Hearing Panel and various citizen advisory committees.
• Supervises, trains, and evaluates subordinate professional, technical, and clerical personnel.
• Determines code interpretations in complex and unclear cases.
• Provides leadership and motivation to expand staff knowledge and provides excellent customer service.

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain the knowledge and abilities would be:

Experience: Five (5) years of increasingly responsible experience of a supervisory, administrative, or professional nature in the design, construction, and inspection of public, commercial, industrial or residential buildings. 

Education: Equivalent to a Bachelor's Degree from an accredited college or university with major work in structural, mechanical, or civil engineering, architecture, or a closely related field. 

License: Possession and maintenance of a valid Class C California Driver's License. Possession of Certification as Building Official by International Code Council (ICC) is required within one (1) year of appointment. Possession of a Certificate of Registration as a professional engineer in the State of California is desirable.  

OTHER REQUIREMENTS

The City of Lincoln is creating an applicant pool for the position of Public Safety Dispatcher I/II within the Police Department.  Interested applicants may submit their application to be part of the applicant pool.  As new vacancies occur, the recruitment team will review applications for consideration.

The Lincoln Police Department is authorized for 23 sworn officers, six dispatchers, and various other civilian and volunteer positions. The dispatch center provides public safety dispatch services for the Lincoln Police Department and three Lincoln Fire stations. The communications center is staffed 24/7 and dispatchers work in pairs or solo. Public safety dispatchers answer emergency and non-emergency calls for police, fire and other city services. Dispatchers prioritize calls and dispatch public safety units as needed. Heavy phone and radio use is a primary duty of the position. Other duties include clerical and specialized record keeping functions.

Under immediate supervision, performs a wide variety of technical and clerical law enforcement support duties related to taking police, fire and medical emergency requests for service from the public and tracks and dispatches field units as appropriate; gathers, records, maintains, retrieves and distributes law enforcement data and information; enters reports and data into a variety of automated law enforcement records systems; ensures that records and information are accurate, clear and comprehensive for law enforcement personnel and the general public; learns applicable policies, procedures and work methods associated with assigned duties; performs other related duties as required.

DISTINGUISHING CHARACTERISTICS

Public Safety Dispatcher I

The Public Safety Dispatcher I is the entry level class in which incumbents learn to perform and perform Police Dispatcher duties under immediate supervision. This classification is alternatively staffed with Public Safety Officer II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher class.

Public Safety Dispatcher II

The Public Safety Dispatcher II is the working level class in which incumbents are expected to perform the full range of Police Dispatcher duties with minimum supervision and apply sound judgment regarding their scope of authority in dispatching personnel. This classification is distinguished from the Community Service Officer series in that the latter performs duties involving work in taking reports in the field and performing face-to-face public service activities.

Public Safety Dispatcher I
Receives immediate supervision from the Police Office Supervisor or a Watch Commander. Incumbents of this class do not routinely exercise supervision.

ESSENTIAL FUNCTIONS
Include but are not limited to the following:

• Receives and enters calls for police, fire and medical service in CAD; dispatches and tracks field units; interprets level of service needed through information obtained from field officers or citizens; coordinates multi-agency responses when necessary; transfers calls to appropriate agencies if warranted.
• Responds to questions and concerns from the general public, department staff and other agencies; takes and records telephone and counter reports; provides information as appropriate and resolves service issues and complaints.
• Enters and maintains accurate data and information into the California Law Enforcement Telecommunications System (CLETS) including stolen vehicles and missing and unidentified persons; enters and retrieves information from a variety of state and local automated systems; validates selected records from the Department of Justice files including vehicles, boats and missing persons; releases impounded vehicles; processes reports and citations; collects and maintains statistical information.
• Learns and develops an understanding of applicable policies, procedures, and work methods associated with assigned duties.
• Photocopies and distributes crime, incident, arrest and accident reports to the general public and various agencies such as the Department of Justice (DOJ), California Highway Patrol, District Attorney, Department of Motor Vehicles (DMV) and insurance companies; prepares reports for court; applies federal, state and local laws when releasing information.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, and stooping in the performance of daily office activities. The position also requires grasping, repetitive hand movement, and fine coordination in preparing reports and retrieving and entering data using a computer keyboard. Additionally, the position requires near and far vision in reading work related documents and using the computer, and acute hearing is required when providing phone, dispatch and face to face service. The need to lift, drag, and push files, paper, and documents weighing up to 25 pounds also is required.

KNOWLEDGE, SKILLS AND ABILITIES

The following are a representative sample of the KSAs necessary to perform essential duties of the position. The level and scope of the knowledge and abilities listed below vary between the I and II levels.

Knowledge of:

Civil, criminal, and municipal provisions relating to the various activities of the Police Department; law enforcement, fire, and other operating procedures and functions of the Department as they relate to the dispatch function; geography of the City and the surrounding environment; legal and procedural techniques and regulations regarding transmission and reception of public safety radio traffic; basic radio and related equipment maintenance.

Skill to:

Operate an office computer and a variety of word processing and software applications; effectively operate specialized law enforcement automated information and communication systems; type accurately from clear copy at a rate of 35 words per minute.

DEFINITION
Under general supervision, performs a variety of semi-skilled and skilled gardening and turf maintenance duties in the development, maintenance and repair of landscaped areas; and related work as required.

Groundskeeper Gardener I is the entry-level class and Groundskeeper Gardener II is the journey-level class in the series. Incumbents in the Groundskeeper Gardener I class will progressively perform most of the duties required in the Groundskeeper Gardener series but are not expected to function at the same skill level and will usually exercise less independent direction and judgement on matters related to work procedures and
methods. Work is usually supervised while in progress and fits an established pattern that has been explained before the work is started. Generally, changes in procedures or exceptions are explained in detail as they arise. Under the flexible staffing concept, Groundskeeper Gardener II positions that may become vacant may reasonably be filled at the Groundskeeper Gardener I or Utility Maintenance Worker level for training purposes.

Positions in the Groundskeeper Gardener II class are flexibly staffed and normally filled by advancement from the Groundskeeper Gardener I class, or when filled from the outside, require prior specific experience in gardening and general grounds maintenance. Appointment to this class requires the employee to be performing substantially the full range of gardening and general grounds maintenance duties and to meet the qualification standards for the class. This class requires the ability to work independently exercising
judgement and initiative. Duties will normally require the ability to operate the full range of mechanical equipment related to gardening and general grounds maintenance.

Plant, cultivate, water, spray, and propagate plants, hedges, trees, flowers, and lawns and perform grounds maintenance work; operate hand and power machines; aids in keeping greenhouses and other structures in repair and free from plant diseases and pests; maintain equipment, tools, and supplies in proper condition and repair; do general laboring tasks related to grounds and garden maintenance work. Install, maintain, and
operate manual and automatic irrigation systems. Input and retrieve data and work orders from the computer system. May assist in supervising utility workers, temporary employees, court referrals and other subordinates.

MINIMUM QUALIFICATIONS
Knowledge of: Approved methods of planting, propagating and caring for hedges, ornamental trees, shrubs, lawns, and flowers; gardening materials, tools and equipment, and their use and care; the common plant diseases and insect pests and the approved methods and materials used in controlling and destroying them.

Ability to: Safely use hand and power gardening tools and perform heavy physical labor; follow oral and written directions; follow and abide by the City's Rules and Regulations of the Classified Service. Learn to use the computer system. Maintain an appropriate public service demeanor and positive customer service interactions. Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Experience:

• Groundskeeper Gardener I, entry level: one (1) year, full-time, paid experience in construction, maintenance or other semi-skilled, physical work.
• Groundskeeper Gardener II: two (2) years of full-time experience in gardening and general grounds maintenance work.

Education:

• Groundskeeper Gardener I, entry level: completion of the tenth grade. Graduation from high school or the equivalent is desirable and required to advance to Level II in the classification series.
• Groundskeeper Gardener II: A high school diploma or the equivalent.

License:

• Possession of a valid, Class C California Driver's License.
• Groundskeeper Gardener II: A current Qualified Applicator Certificate is desirable.

DEFINITION

Under general supervision from the Communications Supervisor, the Communications Operator operates a computer aided dispatch system receiving calls and dispatching police, fire or other City services.

DISTINGUISHING CHARACTERISTICS

This is a journey technical level position in which incumbents are expected to independently perform the full range of duties assigned. This class is distinguished from the Communications Supervisor in that the latter provides technical and functional supervision over assigned communication personnel.

THE DEPARTMENT

The Communications Center in the Support Services Division of the Hayward Police Department is responsible for dispatching both Police and Fire Services throughout the City of Hayward. The Hayward Police Department is one of 18 CALEA (Commission on Accreditation for Law Enforcement) accredited police departments in California and is committed to maintaining CALEA's high standards and broadly recognized excellence.
The Communications Center is frequently the first point of contact that a member of the public will have when requesting assistance from the City of Hayward. The information gathered by the communications operator during this contact is critical to a positive outcome. The Communications Center consists of six (6) stations with each communications operator assigned to a specific job.

Minimum Qualifications

LATERAL REQUIREMENTS:

Experience: Two (2) years of experience as a public safety dispatcher for a Public Safety Answering Point, including heavy public contact while performing multiple tasks and using a computer-aided dispatch system.

Education: Equivalent to the completion of the twelfth (12th) grade.

Licenses and Certificates: Completion of the California Commission on Peace Officer Standards and Training (POST) Basic Public Safety Dispatcher course is highly desirable.

Typing Certificate: A typing certificate with 35 net words per minute 

1. Certificates will be accepted from a public school, business school or temporary agency; certificates from Internet testing services and/or home computer CD testing will NOT be accepted.

THE POSITION:

Under general supervision, receives and transmits routine and emergency telephone and radio traffic; dispatches and coordinates police, fire, public works, and other municipal staff and equipment via multifrequency two-way radio; maintains and processes a variety of communications reports, records, and radio logs; and does related work as required.                                                                              

Per Diem Dispatchers will provide public safety dispatching at Levi's Stadium and/or Santa Clara Police/Fire Communications.

 

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

Minimum Qualifications

 

EDUCATION AND EXPERIENCE

Minimum Education Requirements: 

Graduation from high school or possession of a GED

 

Minimum Experience Requirements: 

• The equivalent of two (2) years of paid employment experience in public safety dispatching within the past five (5) years of which at least one (1) year included solo status; or
• Five (5) years of current paid employment with a public safety agency or private emergency medical services agency, with high level Computer Aided Dispatch (CAD), radio and/or telephone operation; or
• Successful completion of probationary period as a Public Safety Dispatcher I with the City of Santa Clara.

 

License/Certifications: 

Possession of a current P.O.S.T. Basic Dispatch certificate is required.

 

Other Requirements:  

• Incumbents must have the ability to work, as assigned, on schedules that may include Saturdays, Sundays, holidays, and non-traditional work hours.
• Must be able to perform all the essential functions of the job assignment.  All candidates will be required to pass a City background investigation, which will include fingerprinting and/or psychological testing.
