Examples of Duties
 

Plans, coordinates, staffs, prioritizes, monitors, directs, evaluates and participates in the City's code enforcement activities, including investigating conditions, initiating procedures and providing educational programs to abate violations  involving, zoning ordinances, building codes, housing codes, public nuisances, property maintenance, abandoned vehicles, animals, license regulations and other issues relating to health, safety and welfare of the community for public and private residential, commercial and industrial property; performs the more difficult complex duties as needed; ensures safe work practices, work quality and accuracy.

Serves as the lead investigator and subject-matter expert for complex or high-profile code enforcement cases.

Coordinates closely with sworn personnel, public works, fire prevention, planning, and legal staff to address multi-jurisdictional code violations.

Maintains accurate case records, reports, and documentation to support administrative actions, citations, or legal proceedings.

Represents the City and the Police Department at hearings, city council meetings, and community outreach events.

Responds to public inquiries and complaints with professionalism, empathy, and technical expertise.

Monitors trends, emerging community issues, and legislative changes impacting code enforcement operations. Assures that assigned areas of responsibility are consistent with local, State and Federal regulations; stays current on related policies, regulations and trends.

Participates in the development of policies and procedures; develops and recommends programs and projects to higher level personnel.

Participates in the selection and training of maintenance personnel; assumes responsibility for motivating and evaluating assigned personnel; provides necessary training; initiates discipline procedures as is appropriate.

Participates in the development of assigned budget; administers and monitors the approved budget; prepares cost estimates and bids for maintenance and repair activities; maintains supply inventories and supply and budgetary records; prepares requisitions and orders needed materials, parts and equipment.

Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff and the public.

Must be available to occasionally work evenings and weekend hours and/or respond to emergencies.

EDUCATION AND/OR EXPERIENCE

Graduation from high school or equivalent, and at least five (5) years of municipal code enforcement experience with at least one (1) year in a lead or senior role. Possession of a Bachelor's degree from an accredited university in planning, construction technology or a related field may be substituted for two (2) years of the experience requirement. Building inspection experience is highly desirable.

LICENSE/CERTIFICATE

Possession of and the ability to maintain a valid California Class C driver's license and a safe driving record. Certification from CACEO (California Association of Code Enforcement Officers) or similar organization is preferred or must be obtained within one year of appointment.
Possession of an I.C.B.O.
Building Inspection certificate (or other similar
professional certification) is desirable and may be substituted for two years of the
required experience. Penal Code 832 certification is also desirable.

After passing required tests, the employee must commit to attending a 20-week program with the Santa Rosa Junior College Public Safety Training Center. The police academy will be held Monday – Friday and include some nights and weekends. SUPERVISION RECEIVED AND EXERCISED

Receive immediate supervision from higher level supervisory or management staff and from training staff at a POST-certified Basic Law Enforcement Academy.

ESSENTIAL FUNCTIONS – INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

• Attend a POST-certified Basic Law Enforcement Academy designed to provide an overview of the criminal justice system including knowledge of laws, police procedures, law enforcement techniques, first aid and physical fitness.
• Receive training to develop an awareness of Police Department functions, as well as the responsibilities of Police Officers and how those responsibilities relate to field operations.

• Provides information to business owners regarding business license requirements and fees; processes license applications and renewals; receives and receipts payments and prepares license certificates; maintains utility billing ledgers; inputs meter readings into the system and produces billing statements.
• Posts receipts, encumbrances, and expenditures to various accounts; reconciles accounts and prepares general ledger entries.
• Prepares and distributes billings for money owed to the City for fees and services.
• Answers questions, provides information regarding procedures and regulations and assists the public at a counter and over the telephone.
• Prepares and distributes payroll tax forms and 1099’s on an annual basis.
• Records and verifies a variety of financial transactions; prepares and maintains records and a variety of periodic and special financial, accounting, and statistical reports.
• Enters and retrieves information using standard word processing and spreadsheet software.
• Performs general office support duties such as opening and routing mail, preparing correspondence, maintaining an inventory of office supplies and stationery, and duplicating and distributing various written materials.
