The Department

The Human Services Department works to support a vibrant community through the creation and maintenance of services that empower individuals, strengthen families, encourage self-sufficiency, enhances neighborhoods and fosters a high quality of life. The Team

The Mobile Evaluation Team (MET) is a co-responder team comprised of officers from the Fremont Police Department, Crisis Intervention Clinicians from the City of Fremont Human Services Department, and Social Workers from Washington Hospital Healthcare System. MET is a predominantly field-based team that provides comprehensive and compassionate services to Fremont’s most vulnerable populations, including community members experiencing homelessness and/ or mental illness. MET provides crisis intervention and de-escalation, guidance and encouragement, and connects community members needing assistance with local mental health and homeless service providers. MET works to support community members, engaged in services, to pursue healthy outcomes. MET provides resources to homeless encampment areas, sometimes in conjunction with City abatement activities.

The team coordinates their efforts and interfaces with other service agencies working with the same population(s). Collaboration is key to the success of the MET program.

The Positions

There are currently two positions available within the Human Services Department, working as members of the City’s Mobile Evaluation Team (MET).

The two positions will be cross-trained and will work collaboratively with each other to provide complementary services to the community as each position will have a different primary focus. Both positions will be supervised by the FRC Clinical Supervisor who , with the MET Sergeant, will structure training and team building opportunities for both Crisis Intervention Specialists. Both Crisis Intervention Specialists are expected to become familiar in the utilization of HMIS (Homeless Management Information System) with the ability to update data, and with Alameda County’s Coordinated Entry System (CES) and Community Health Record (CHR). Both Clinicians will also be trained to utilize and record pertinent data in the Human Service Department’s Electronic Data Base: My Evolv.

Position 1: Crisis Intervention Specialist (Mental Health Response)

This position will receive assignments and field supervision from the MET Sergeant in the Police Department, with many calls for service coming directly through the Police Dispatch System. Most of the work will be conducted in the field. This position will be working and riding in tandem, with the Police Department’s compliment of MET officers, on calls which may require intervention and assessment for 5150 status. The Crisis intervention Specialist responding to Mental Health Crisis calls will be responsible for facilitating client connections to and assisting with appropriate placements for those needing stabilization services. This position will coordinate with ACCESS, outpatient and residential programs. Follow-up with clients and family members will also be conducted to provide on-going support and resources, as needed. This may also respond to calls related to homelessness complaints or, prior to abatement activities. The incumbent in this position must be comfortable working within the police command structure and the unique law enforcement culture where trust and follow-through are essential elements of the job.

Position 2: Crisis Intervention Specialist (Homelessness Response/Outreach)

This position will primarily focus on working with the homeless population and is expected to carry a small caseload of homeless clients (for up to 90 days) who are pursuing housing stability services or until client is transferred to a more long-term case manager or housing navigator. This position will work with clients who may also need a variety of medical, mental health, SUD, educational and other social services.

Assignments will be coordinated by the FRC Clinical Supervisor who will be working closely with both the Homeless Services Manager in the City Manager’s office, the FRC Clinical Supervisor focusing on Housing Navigation and Sustainability Services and the MET Sergeant in the Police Department. If there is no crisis situation, the two Crisis Intervention Specialists, or a Crisis Intervention Specialist and a Social Worker, may be deployed through Human Services to provide client outreach and follow-up services. Additionally, both Crisis Intervention Specialist(s) may also be asked to accompany a Code Enforcement Officer, or Environmental Services Specialist or member of the Fire Department to provide information and resources to homeless residents.

Examples of Duties

• Accompany or assist clients in accessing needed services and advocates on their behalf.
• Work to maintain an updated resource list outlining services and programs to support client population.
• Develop and maintain strong working relationships with staff in the Police and Human Services Department, other City Departments, hospitals, health care professionals, family service providers, the Family Resource Center, homeless/housing service providers and the community at large.
• Maintain program documentation and outcome measures
• Prepare written and statistical reports
• Complete Crisis Intervention Training (CIT) Attends regular and ongoing coordination meetings with other MET team members
• Prepare correspondence and reports on client histories, treatment progress and other matters related to case treatment.
• Enter data into client data base system (MyEvolv).

In addition to the listed examples of duties, the specific assignments have the following responsibilities:

Crisis Intervention Specialist (Homelessness Response/Outreach)

• Provide harm reduction education and supply distribution to encampments and unsheltered individuals
• Coordinate outreach and follow up to locations identified by City staff, Council and community members.
• Develop safety plans.
• Establish a health home, including arranging required transportation to and from services.
• Conduct housing problem solving and housing assessment, as part of Alameda County’s Coordinated Entry System assessments at locations where client is comfortable, and which are easily accessible.
• Assist with housing applications and documentation procurement, as needed to obtain housing.
• Utilize Alameda County’s Homeless Management Information System (HMIS) to enter, retrieve and update data.
• On an as needed basis, this position may also be asked to fulfill the role of the Crisis Intervention Specialist, assigned to the Police Department, focused on Mental Health interventions and will be trained and expected to follow appropriate police safety protocols when riding with a Police Officer.

Crisis Intervention Specialist (Mental Health Response)

• In response to crisis calls through the Police Department, the Crisis Intervention Specialist will normally be deployed with a police officer and will be trained on and follow appropriate police protocols.
• Conduct wellness checks.
• Develop safety plans.
• Provide medication support.
• Where there is no crisis situation, two Crisis Intervention Specialists, or a Crisis Intervention Specialist and a Social Worker, may be deployed through Human Services to provide client outreach and follow-up services. Additionally, a Crisis Intervention Specialist may also be asked to accompany a Code Enforcement Officer, or Environmental Services Specialist or member of the Fire Department to provide information and resources to homeless residents.
• Receive client referrals or duty assignments through Police Dispatch or the MET Sergeant.

The Human Resources Analyst I is the entry-level class in the professional Human Resources Analyst series. Incumbents in this class provide varied professional clerical and technical support in the administration of personnel programs.

To perform a variety of skilled and semiskilled horticulture tasks in the construction, maintenance and repair of parks, pools, recreation, and cemetery facilities and buildings.  The purpose of this recruitment is to fill a current vacancy in the Community Services Department, as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

The City of Woodland is looking to fill a Park Maintenance Worker I/II position in the Community Services Department. The Ideal Candidate for the current vacancy is someone who has a good understanding of many aspects of the maintenance of facilities, parks, janitorial, and horticulture. This position requires a “team player” with good interpersonal, time management, and communication skills. The Ideal Candidate must be highly self-motivated, able to work independently with minimal oversight, demonstrate good judgement, as well as be organized, flexible, approachable, resourceful, and a positive team contributor on a consistent basis. This position will also require the selected candidate to work weekends, standby and overtime as necessary.

Park Maintenance Worker I:

This is an entry-level classification in the park maintenance worker series. Positions in this class normally perform a variety of unskilled and semi-skilled duties. May be required to work any shift, including a regular work-shift that includes weekends and holidays, and routinely participate in a week-long stand-by shift. Park Maintenance Worker I will usually exercise less independence, discretion and judgment on matters related to work procedures and methods.

Park Maintenance Worker II:

This is the journey level in the park maintenance worker series. This class differs from Parks Maintenance Worker I in that incumbent performs more complex parks maintenance duties, including the requirement to work any shift, weekends, and holidays, to work independently, exercise judgment, and operate the full range of tools and mechanical equipment related to a specific assignment. The incumbent Park Maintenance Worker II may also be expected to assist in the oversight and training of less experienced personnel. Positions in this class are flexibly staffed and are normally filled by advancement from the Park Maintenance I level, or when filled from the outside requires prior work experience.

ESSENTIAL JOB FUNCTIONS 

Performing general grounds cleaning, including emptying trash receptacles, mopping, sweeping, and raking City parks, ball field maintenance/set up, and Cemetery as needed. Maintain irrigation, maintain synthetic turf, mow, cultivate, prune, weed, renovate, and fertilize grass, plants, trees, flowers, and shrubs. Operate power mowers, turf groomers, chain saws, rototillers, aerators, hedgers, spreaders, front-end loader, edgers, air compressors, and other equipment. Utilize proper safety precautions related to all performed work, while all safe work procedures i.e., necessary PPE. Drive vehicles and equipment as required. Prepare and maintain athletic fields and related facilities, swimming pools, and cemetery/interment operations.  Regular, predictable, consistent and timely attendance is an essential function of the position, in that the failure of such attendance undermines the City’s ability to provide critical services to the employees, department and the public.

OTHER JOB FUNCTIONS 

Install, maintain and replace playground equipment and fences; assemble tables, benches and bleachers. Applying fertilizers and spraying various herbicides and pesticides in City park and recreation areas. Respond to inquiries from the general public. Install, maintain and repair irrigation systems. Assist in setting up community services and special events. Maintain, repair and replace plumbing systems and fixtures such as light switches, motors, wall receptacles, faucets, drinking fountains, water heaters, water closet, urinals, water regulators and pressure valves, and building maintenance as required. Work cooperatively with others. Meet all Standby Program requirements; work any shift including weekends and holidays. Perform related duties as assigned.

QUALIFICATIONS

Park Maintenance Worker I:

Education: High School Diploma or equivalent. 

Experience: Six (6) months of experience in the care and maintenance of landscapes or facilities.

License and Certificate: Required upon hire, possession of a valid California Driver’s License.

Park Maintenance Worker II:

Education: High School Diploma or equivalent.

Experience: One (1) year of experience performing duties comparable to those of a Park Maintenance Worker I in the City of Woodland.

License and Certificate: Required upon hire, possession of a California Driver’s License. 
It is highly desirable to possess a State of California Qualified Applicator Certificate, Category B.

Under direction of the Deputy City Manager, the Recycling and Solid Waste Program Manager plans, organizes, directs and participates in the administration of multiple integrated solid waste management contracts and programs within the City Manager’s Office; represents the City and provides staff support for a variety of intergovernmental committees, subcommittees and authorities.

CLASS CHARACTERISITICS:

The Recycling & Solid Waste Manager performs complex and politically sensitive tasks including functioning as the City’s integrated waste program expert.  Appropriate judgment is essential to this position, as incumbents are expected to use professional judgement and skills in establishing relationships working with regulatory agencies, other cities, franchised service providers, local businesses, and community groups.  Strategic thinking is also essential to this position, including the ability to see emerging trends and develop strategies to succeed in a changing environment.  Community sensitivity and awareness are crucial to this position, including gauging community reaction to new fees and programs, and being able to effectively communicate to a very culturally diverse community. Creativity is paramount in developing and implementing effective Recycling & Solid Waste Program marketing and public information programs, preparing grant applications, and developing new programs to increase the level of community recycling and materials re-use.

EXAMPLES OF DUTIES (illustrative only):

• Managing the City's exclusive franchise contract(s) for residential garbage, recycling and organic (i.e., yard and food scrap) waste collection/disposal, commercial garbage collection/disposal, and private-sector contracts for materials transfer and recovery, and long-term disposal.
• Administering contracts including developing requests for proposals, overseeing the bidding process, recommending selection of providers, preparing contracts, policy development, negotiation and administration of the contract, reviewing revenue and expenses pertaining to collection and processing agreements, monitoring performance and regulatory conformance, resolving customer service issues, monitoring service providers for compliance with contracted level of service, and other contractual obligations.
• Prepares and administers the Recycling & Solid Waste (RSW) Program budgets; manages budgets to ensure appropriate spending and recording of expenditures, including tracking the status of associated RSW Special Funds and RSW Program grants.
• Managing the RSW Program's recycling programs including planning, organizing, and implementing programs and projects designed to encourage business, citizen, and public participation in waste reduction, recycling, pollution prevention, and composting, and maximizing efficiency and material recovery.
• Managing the RSW Program's public education, marketing and outreach program for RSW Program functions, and preparing, coordinating, implementing, and participating in public events which support RSW Program service objectives.
• Establishing and maintaining relationships with the press and other media, and community groups, organizations, and agencies, for publicizing, sponsoring and promoting RSW Program programs and events.
• Representing the City at the Alameda County Waste Management Authority (ACWMA), including Alameda County Recycling Board and Authority Board meetings and reporting significant issues to the City Manager in a timely manner; participating in County Waste Management Authority Technical Advisory Committee meetings; preparing and making presentations to the ACWMA and Recycling Board as required.
• Conducting resident and business surveys related to the RSW Program.
• Preparing a variety of data analyses on waste stream quantities and overall program elements, including cost analyses of programs, in conjunction with ACWMA and State programs and mandates.
• Providing reports to State and Regional authorities on integrated solid waste program results.
• Participating in the development of solid waste, waste reduction, recycling, and pollution prevention policies, which comply with regulatory mandates.
• Analyzing proposed regional, state and federal legislation affecting solid waste management.
• Recommending revisions of existing programs to meet new/changing needs.
• Preparing reports and documents for City Council study sessions and meetings; making presentations to City Council, other boards and commissions, and public groups.
• Providing staff-support and/or representing the City with a variety of committees, commissions, community groups, and the general public.
• Receiving and responding to customer service requests concerning scope of program, technical information, and service delivery issues.
• Developing proposals to obtain county, state, and federal grants; implementing and administering grant programs.
• Planning, assigning, supervising, and reviewing the work of professional and/or support staff; participating in the recruitment and selection of RSW Program staff.
• Facilitating communication, consensus building and resolving conflicts related to MSR Program projects and policy matters by conferring with, facilitating and conducting meetings with elected and appointed officials, other City departments, members of the public, and neighborhood organizations; participating in developing and conducting citizen involvement/public participation events to explain MSR Program policies, procedures, and proposed regulations and policies; and developing and conducting demonstration projects, workshops and other training events.
• Maintaining internal and external customer relations by using tact and diplomacy in all interactions with customers; establishing and maintaining positive and effective working relationships with co-workers and those contacted in the course of the work; and coordinating with departments and outside agencies.
• Maintaining attention to detail by prioritizing work and coordinating several activities simultaneously despite interruptions.
• Maintaining integrity of work by taking responsibility and accountability for completion of work and customer interactions and maintaining punctuality and attendance at work.
• Performing other work as assigned.
