DESCRIPTION  

The City of Thousand Oaks is excited to announce the creation of a new Engineering Division Manager position within the Public Works Department. This newly established role, has been created to further strengthen our commitment to infrastructure excellence and service. Unlike similar roles in the City, this position has not been previously filled and offers a unique opportunity to shape and lead a critical division focused on engineering and construction of the City’s critical infrastructure. Depending on the qualifications and experience of the selected candidate, this position will be responsible for overseeing complex engineering projects related to the City's water and wastewater infrastructure, ensuring the continued reliability and advancement of these vital systems. 

The Public Works Department is seeking an innovative and proactive Engineering Division Manager who will be responsible for leading and managing the design, engineering and construction management to advance and protect the capital investments in the City’s critical public infrastructure.    

 

PRIMIARY RESPONSIBILITIES 

• Provide leadership to direct engineering and project management activities to advance challenging and comprehensive engineering capital projects.  

• Provide strategic and tactical planning by leveraging knowledge of engineering while aligning with the City’s overall goals.  

• Drive continuous improvement through innovation and optimization of processes and procedures.  

• Have extensive team building skills, be results oriented, and be a seasoned project manager with strong management skills.  

• Work cooperatively with all City departments.  

• Have superior interpersonal and communication skills that thrive in a fast-paced work environment.  

• Understand the importance of effective public outreach and engagement.  

• Developing, implementing, and monitoring long-term plans, budgets, goals and objectives focused on achieving the department’s mission and priorities.  

• Directing preparation of a variety of studies and reports relating to current and long-range City capital improvement needs.  

• Managing the preparation of plans, specifications, designs, estimates and schedules, coordinating inspections and project monitoring programs. 

• Making presentations to the Traffic Commission, Planning Commission, and City Council, as well as the public. 

The Position

The Chief Nursing Officer (CNO) provides oversight and strategic direction for nursing practice across the organization’s continuum of care. This role ensures a unified nursing vision and consistent standards of practice in all clinical areas where patients receive nursing services. The CNO establishes nursing policies, procedures, standards of practice, and care models that meet the needs of the patient populations served by the organization. They assess, plan, and monitor the resources necessary to support safe, high-quality patient care and foster an environment that promotes staff recruitment, retention, and professional growth.

The Chief Nursing Officer reports directly to the Chief Executive Officer and serves as a member of the Senior Leadership Team. The incumbent exercises direct and indirect supervision over skilled nursing, acute psychiatry, emergency services, acute medical/surgical services, perioperative services, ambulatory nursing practice, case management, social services, and other managerial, clinical, technical, and clerical staff. The CNO also collaborates with the Chief Medical Officer, Chief Quality & Experience Officer, and Chief Financial Officer to ensure the optimal delivery of medical services at San Mateo Medical Center.

Ideal Candidate

• Holds or is currently pursuing an advanced degree in Nursing Science
• Brings at least four years of progressive leadership experience overseeing nursing services in a complex healthcare setting
• Understands healthcare administration, including trends in policy, treatment, research, education, licensing, and accreditation
• Recognizes the need for public health systems to operate in innovative, integrated, and efficient ways that ensure continuity of care and align with broader County programs

Minimum Qualifications

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:

License/Certification

• Current Licensure as a Registered Nurse in California
• Certification in Nursing Administration issued by the American Nurses Credential Center (ANCC) upon hire or within two years of hire

Experience

Four years of increasingly responsible experience in a healthcare organization performing a variety of administrative and management duties.

In addition, successful candidates will possess a minimum of two years of experience within the past five years in a senior-level administrative or executive leadership position.

Education

Possession of, or current enrollment in, an advanced degree program in Nursing Science.

Overview: 

Under Accounts Payable Lead Senior Accountant's direction: - process assigned invoices for timely payment by promptly and accurately entering invoices into Infor Payables system, resolve invoice, purchase order and receiver document matching discrepancies and reconcile assigned vendor accounts; - coordinate and process weekly check run on a rotational basis; - issue and disburse checks; respond to A/P and general accounting inquiries from vendors and employees; - administer petty cash reimbursements to employees and reconcile petty cash fund; - scan and upload accounts payable documents and; - perform other accounting projects as assigned; - provide customer service to vendors and Valley Water employees.

Key Responsibilities include, but are not limited to:

• Perform a variety of technical and specialized accounts payable functions as related to district expenditures.
• In compliance with financial policies, procedures and accounting standards, match, verify and audit purchase order, receiving and approval documentation to invoices.
• Enter, review for accuracy, determine appropriate accounting period and post accounts payable invoices and other disbursement requests for payment utilizing the Infor system. 
• Research and resolve billing discrepancies with end users, procurement staff and vendors, reconcile vendor statements, maintain/update account coding and rate spreadsheets. Review data entry reports for accuracy.
• Download Infor report, audit against source documents and make corrections. Issue and disburse weekly checks and manual checks. Match source documents with check copies, prepare reports for cash flow management, and prepare check control reconciliation. 
• Administer petty cash to employees, ensuring compliance with policies and procedures

Ideal Candidate's Background Includes:

Ideal Experience:

• 3 years of accounting support, bookkeeping, or accounting clerk with full cycle accounts payable preferably in public sector.

• Experience working with vendors and resolving accounts payable billing inquiries

Ideal Skills and Abilities:

• Ability to proficiently use Microsoft Outlook, Excel, Word, and PowerPoint and web-based programs, or equivalent.
• Ability to provide excellent customer service skills through all levels of the organization as well as the vendors

Ideal Knowledge:

• Knowledge of accounting principles, bookkeeping, payroll, processing payables.

Ideal Training and Education:

Equivalent to the completion of the twelfth grade supplemented by two years of college level course work in accounting, business administration or a related field.

General Accounting Unit (Position Code 25)
Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. Employment with Valley Water requires employees to live within 150 miles of their primary physical work location located in San Jose, California by their start date.

 

This position is eligible for a hybrid telework schedule, typically working 40% remote and 60% onsite, after completion of the probationary period (one year).

San Francisco International Airport (SFO) is seeking, under the administrative direction of the Chief Digital Transformation Officer (CDTO), an ITT Project Management & Delivery Director to provide strategic oversight and direction for every technology project, change, and product to ensure continuous improvement to the End-user Experience. They will oversee the portfolio of projects and technology services for priorities that span across the Airport as well as help ensure the successful delivery of complex, multi-faceted projects involving internal/external resources, cross-functional teams, and a variety of project funding sources.

 

You are excited about this opportunity because you will:

1. Oversee and manage the delivery of ITT technology projects that advance airport strategic goals, including operational efficiency, non-airline revenue growth, enhanced passenger experience, and support for capital improvement initiatives. Lead the strategic direction of Airport Technology to ensure all projects are aligned with organizational priorities and executed successfully. Direct Managers that support the day-to-day IT operations, ensuring projects are delivered on time, within budget, and meet defined quality standards through the use of performance metrics and continuous improvement frameworks.
2. Provide strategic oversight of ITT project management and delivery, ensuring alignment with airport goals while maximizing budgetary efficiency and economic impact. Lead the planning and execution of technology initiatives that enhance operational performance, increase non-airline revenue, and elevate the passenger experience. Implement governance frameworks and performance metrics to ensure fiscal accountability, cost containment, and return on investment across the ITT portfolio.
3. Optimize capital and operational expenditures by leveraging scalable technologies such as smart infrastructure, IoT, and cloud platforms, reducing long-term maintenance costs and improving service delivery.
4. Establish and formalize governance, project and portfolio management, and service delivery management. This includes implementing a portfolio tool that includes: a central repository of technology projects, executive dashboards, systems to manage technology change, performance metrics, and training curriculums.
5. Implement governance structures to ensure transparency, accountability, and alignment with public sector mandates. Collaborate closely with cross-functional project teams, internal clients, and external stakeholders to define objectives, develop comprehensive project plans, and allocate resources effectively. Leverage emerging technologies such as smart infrastructure, passenger analytics, IoT, and cloud-based platforms to modernize airport systems, improve service delivery, and support data-driven decision-making.
6. Provide strategic leadership in developing and implementing transparent, citizen-focused frameworks for prioritizing ITT initiatives and optimizing resource utilization across the public sector enterprise. Champion continuous improvement in project intake, evaluation, and work request processes to ensure alignment with agency mandates and public service goals. Oversee cross-functional resource planning and budget stewardship to drive operational excellence, fiscal responsibility, and equitable service delivery across the ITT portfolio.
7. Provide visionary leadership for the ITT Project and Delivery function, driving the successful execution of complex, multi-agency technology initiatives that advance public service outcomes. Act as a catalyst for organizational change by aligning project delivery with strategic priorities, policy mandates, and community needs—ensuring every initiative contributes to a more responsive, efficient, and equitable government.
8. Direct and lead enterprise-level product analysis for technologies delivered across the public sector ITT portfolio. Develop and maintain strategic roadmaps for system implementations, and upgrades to ensure financial investments are optimized and aligned with industry standards, vendor product lifecycles, and long-term agency objectives. Drive informed decision-making by evaluating technology performance, sustainability, and future readiness, ensuring that solutions support mission-critical outcomes and deliver measurable public value.
9. Lead cross-functional teams through the full lifecycle of digital transformation programs, applying rigorous governance, agile delivery methodologies, and stakeholder-centric planning. Facilitate strategic decision-making and consensus-building across executive leadership, enabling timely, data-informed choices that balance innovation with accountability.
10. Strive for continuous service delivery improvement by conducting surveys, interviewing stakeholders, and providing qualitative and quantitative analysis.

Minimum Qualifications

Education

Possession of a Bachelor’s degree from an accredited college or university in Business Administration, Engineering, Strategic Planning, Project Management or other closely related program;

AND

Experience

Six (6) years of managerial experience in project management, change management, risk management, or a closely related field, all of which must include supervisory experience.

Substitution

Education Substitution: Additional qualifying experience as described above may be substituted for the education requirement on a year-for-year basis up to two (2) years. (One year of work experience is equal to 30 semester units or 45 quarter units).

The City of San José Information Technology Department seeks an experienced City Information Security Officer (CISO) to lead cybersecurity Citywide initiatives.
 
The CISO will direct the Cybersecurity Office as the City’s principal executive leader for information and systems security. In partnership with the Chief Information Officer (CIO), they will manage risk identification, protection and compliance, threat detection, incident response (IR), and recovery services for all City departments to ensure business resilience.
 
The City’s CISO must be able to apply expertise in security strategy, cybersecurity frameworks, managing staff and vendor services, leading incident management, and optimizing resources to achieve desired security outcomes.
 
Key responsibilities include but not limited to:

• Lead and mentor the Cybersecurity team, offering expertise and support to foster growth and a collaborative environment. 
• Collaborate with business units and solution providers to provide optimal security measures and achieve a balance between sustaining business operations and achieving security compliance.
• Coordinate with stakeholders within the City and partners/vendors outside of the City to ensure information and systems meet the City’s standards for threat identification, protection, and risk detection.
• Develop, operationalize, and enhance the City’s cybersecurity strategic plan, programs, policies, and architecture, including vulnerability, risk, and threat management programs through remediation.
• Conduct training programs to educate City personnel on relevant security best practices, foster diligence, and ensure compliance.
• Provide expert security guidance to City departments and officials in service planning, procurements, contract negotiations, vendor management, and project management.
• Provide expert guidance on regulations and standards (FISMA, FedRAMP, CJIS, PCI-DSS, HIPAA, etc.) the City must meet in providing municipal services, as well as security frameworks (NIST, ISO, IEEE, etc.) to shape City operations.
• Oversee and lead incident management/response processes in coordination with City departments to respond and recover from incidents.
• Resolve security-related audits in partnership with City staff.
• Ensure comprehensive security strategies align with resilience plans and emergency management exercises.
• Oversee vendor relationships and manage the City’s procurement and utilization of cybersecurity products and services across departments.
• Lead the annual Cybersecurity Assessment of the City’s technology infrastructure.
• Provide strategic and operational leadership to address cybersecurity in the City’s emerging Internet-of-Things, smart communities, privacy, and equity through data initiatives. 
• Collaborate with the Digital Privacy Officer to address privacy challenges emerging from new technologies, including AI. 
• Implement governance policies to ensure responsible AI usage across the organization, aligning with ethical standards and risk management protocols. 
• Support the GovAI Coalition’s initiatives to promote responsible and safe use of AI in government. 

Please note that the City Information Security Officer (CISO) position is currently eligible for a hybrid telework schedule. The schedule for working remotely and onsite is subject to change.

Under general supervision of a Police Sergeant, the non-sworn Community Service Aide provides technical police services in crime prevention, crime investigation, and crime response which do not require full police powers and assists police officers in the maintenance of law and order.

CLASS CHACTERISTICS
The Community Service Aide is a journey-level classification, fully competent to independently perform a variety of patrol and special assignment support duties. A Community Service Aide may be assigned to an organizational unit including Community Oriented Policing and Problem Solving (COPPS) and Investigations. This classification has clear guidelines to help with independent decision-making, and supervision is available when unusual or complex situations arise.

EXAMPLES OF DUTIES (illustrative only):

• Receive and transmit calls for service over the police radio.
• Issue vehicle parking and registration citations.
• Mark, arrange tow, and maintain files for abandoned vehicles; cite vehicle/owner for violation after a given period of time of being marked.
• Direct traffic at major injury collisions, chemical spills, malfunctioning traffic signals, and special events.
• Drive a marked police vehicle; transport children to foster care facilities, citizens including stranded motorists, and city staff; deliver messages, property, and evidence as dispatched to court, citizens, or other agencies.
• Interview witnesses or others involved search for, collect, and identify evidence; and write reports for crimes with no suspect, lost and found cases, and non-injury collisions.
• Engage in general patrol observation; report any suspicious activity to dispatch and patrol officers.
• Patrol and enforce animal regulation laws and ordinances, which include receiving and investigating complaints and reports regarding stray, dangerous, unwanted or improperly controlled dogs, livestock and other animals; answering emergency calls and investigating persons bitten and quarantining the animal; and impounding, transporting and giving first aid to animals.
• Verify and certify mechanical violations receiving a citation have been corrected.
• Search files for information to aid in apprehending a criminal, returning lost property, determining the disposition of a vehicle and other problem resolution.
• Assist in the processing of evidence to include crime scene photography, sketching, video, evidence collection, and preservation as well as other duties associated with evidence processing. Assist in routine equipment/vehicle maintenance.
• Assist with clerical functions such as entering data and conducting file searches on the computer and typing filing, and form completion.
• Provide municipal code updates and additions for best practices and law changes.
• Coordinate training of both current employees (CPT) and new employees (FTO).
• Testify in court.
• Inspect and clean the holding facilities and radio-equipped vehicles in order to maintain health/safety standards.
• Search and/or obtain specimens from same-sex prisoners.
• Performs related work as required.

Community Oriented Policing and Problem Solving (COPPS):

• Perform community outreach.
• Assist, participate, and support community events (e.g., Shop with a Cop Coffee with Cops, National Night Out, Summer Sandlot etc.).
• Assist with the neighborhood watch program/meetings.
• Assist with COPPS unit projects.
• Liaison with Youth and Family Services (YFS).
• Performs related work in COPPS as required.

Investigations:

• Ensure registration of habitual sex and narcotic offenders are complete and organized.
• Attend a basic POST approved Crime Scene Investigation course and other applicable, advanced trainings.
• Assist with the collection and preservation of evidence to include taking crime scene photographs, searching and dusting for latent fingerprints, crime scene diagrams, laser scanning of crime scenes, and attending autopsies. Arrange for proper identification of evidence.
• Assist Detectives with basic investigative follow-up (e.g. no identified suspect fingerprint results, gather surveillance footage, etc.)
• Performs related work in Investigations as required.

THE LINCOLN POLICE DEPARTMENT

The Lincoln Police Department proudly serves a thriving and rapidly growing community in Placer County. Committed to safeguarding both quality of life and public trust, the department operates with a dedicated team of 46 total staff members supported by a current fiscal year budget of $11.3 million. The Police Department enjoys a very low vacancy rate as compared to many other agencies, allowing the department to sustain service quality as the city expands.

Organized into core Operations and Support divisions, the department includes Patrol, Investigations, Communications, Records, Property & Evidence, and the Citizens on Patrol (COP) volunteer program. THE POSITION

The Police Captain reports to the Chief of Police and serves as the Department’s second-in-command. Receiving general direction from the Chief, the Captain is responsible for exercising direct supervision over sworn and non-sworn management, supervisory, technical, and administrative support staff through subordinate levels of management and supervision. The Captain’s direct reports are a Lieutenant, a Detective Sergeant, and a Dispatch/Records Supervisor. Key job functions of the Police Captain role include planning, directing, managing, coordinating, and evaluating the work of all major divisions of the Police Department; developing, recommending, and administering policies and procedures; continuously monitoring and evaluating the efficiency and effectiveness of service delivery methods and procedures; assessing and monitoring workload, administrative and support systems, and internal reporting relationships; and managing and participating in the development and administration of the division’s budget.

In addition to being a highly ethical and well qualified servant leader, the ideal candidate will have a leadership style characterized by inclusion, approachability, empathy, humility, collaboration, and respect for people in the broadest possible sense; be able to skillfully collaborate with all internal and external stakeholders; can commit to serving in the organization for several years; be a skilled communicator and relationship builder; have experience working in a unionized environment and demonstrated experience in labor/management relations; and must bring familiarity and experience with the important administrative functions of leading an agency, such as budget, information technology, collective bargaining, internal investigations, and human resources functions.
