What You'll Do:

• Conduct cross-connection surveys and tests to identify potential cross-connections to the water system. 
• Monitor the provision of backflow prevention at user connections. 
• Provide technical supervision over maintenance staff performing backflow prevention assembly installation, repair, inspection, and testing.
• Inspect potable and recycled water systems to determine the existence of cross connections and recommend corrective actions as necessary.
• Test, install, repair, and maintain backflow prevention assemblies.
• Perform plan reviews to ensure proper water system connections.   Identify potential cross-connections and provide written comments.
• Maintain records of installations, locations, tests, and repairs of backflow prevention assemblies.

 

The Essentials:

Cross-Connection Control Specialist

• Two years of experience in water system maintenance, equivalent to the responsibilities of a Water Utility Worker in the City of Mountain View
• Equivalent to completion of the 12th grade supplemented by approved courses of instruction in the theory, laws, regulations, and techniques of backflow prevention and/or cross-connection control.
• Possession of a valid California Class C driver’s license.
• Possession of an AWWA Backflow Prevention Assembly Tester Certificate and a California Water Resources Control Board Water Distribution Operator Grade 1 Certificate.  
• Possession of an AWWA Cross-Connection Control Specialist Certificate within one year of appointment.  

 

Bonus Points:

• Experience administering a water system cross-connection inspection program is highly desirable.
• Completion of a recycled water site supervisor’s training class is highly desirable.

ABOUT THE POSITION
The City of Gilroy is currently recruiting for a full-time Environmental or Civil Engineer to ensure sustainable water solutions and make a positive impact on public health and our environment. The Environmental/Civil Engineer is primarily assigned to the South County Regional Wastewater Authority (SCRWA) treatment plant. THE POSITION:
The City of Hayward is seeking a Senior Utility Leader - Water for the Field Services Division of the Utilities and Environmental Services Department. The Senior Utility Leader supervises one or more crews performing work in the installation and maintenance of water system lines, meters and associated equipment. This position is designated as the “Shift Operator” for water distribution in the City of Hayward. The Senior Utility Leader provides lead working supervision to water maintenance crews and is expected to exercise judgement and initiative in the independent planning, scheduling and prompt completion of work. Incumbents are expected to resolve most work problems with only occasional recourse to supervisors and are expected to exercise effective supervision over subordinate personnel.
 

THE DEPARTMENT:

The core mission of the Utilities & Environmental Services Department is to provide water, wastewater, and solid waste/recycling services  to Hayward residents and businesses and to implement the City’s Climate Action Plan. The Department plays a central role in meeting the City’s goal of becoming a more environmentally sustainable community through water and energy use efficiency, renewable energy sources, and reducing greenhouse gas emissions.

Participates in the short and long range planning and scheduling of specific activities to be accomplished by crews under his or her supervision and sees to the prompt and efficient completion  of the work.

 

Supervises valve crews, hydrant crew, marking and location of mains. 

 

Works with Construction Inspectors and other public agencies.

 

Provides field checks for all new water related installations, and evaluate leaks in water system.

 

Locates and coordinates with contractors and customers on all new water service installations; adjust service installations and locations when conflicts occur with other utilities.

 

Makes recommendations for installation changes at the work site.

Overview:
The Grants, Compliance, and Claims Management Unit with Valley Water is the centralized unit for seeking and managing grants brought in to help fund Valley Water projects. The pre-award side of work within the unit will be administered by this Senior Management Analyst, with support from a Management Analyst II, and oversight by the Grants Unit Manager.
 
Senior Management Analyst (SMA): Core components of the Senior Management Analysts work will include researching grant opportunities and writing grant applications; high levels of collaboration with project teams, grants liaisons in watersheds and water utility divisions, procurement, legal, government relations, capital improvement program, and communications; and tracking/reporting. The position will tie efforts into the two grant roadmaps (i.e. strategic funding plans), assist in preparing updates to the Board and staff via all employee communications, and aid in early compliance reviews (pre-agreement) to ensure Valley Water can meet grant terms and conditions. As a Senior, the position will help implement new grants management software on the pre-award side in coordination with the unit’s compliance and claims staff, assist in updating standard operating procedures, and work with the Unit Manager to clearly define rationale for which grants to pursue.

Management Analyst II: Core components of the Management Analyst II's work will include assisting the SMA in researching grant opportunities and writing grant applications, coordinating with project teams, tracking and reporting grant-related information, assisting with compliance tracking for federal and state grant terms and conditions, and assisting with grant communications such as the bi-monthly Grants One Pager update for the Board of Directors and the Grants Action Team monthly meeting.

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. The Position: 

The Generation Technician performs the hands-on duties required to safely and efficiently operate and maintain the SVP Generation resources.  Under direction from the on-shift Sr. Generation Technician, the Generation Technician performs all manner of mechanical, electrical, and operational activities required for the City’s power generation facilities including:

 

• Controlling City power plants and monitoring remote hydroelectric facilities
• Responding to emergency situations and abnormal operations
• Repairing mechanical pumps, valves, compressors, boilers, HRSG auxiliaries, reduction gears, hydraulic systems, liquid and gas fuel systems, lube oil systems
• Repairing electrical systems, breakers, relays, meters, wiring, and motors
• Organizing and supervising contractors and employees in conducting scheduled and emergency shutdown work

The Water Plant Operator will perform the duties of a state-designated shift operator in the monitoring and operation of a water treatment plant, to provide relief operations shift coverage and, as necessary, to perform the duties of an Assistant Water Plant Operator. AC Transit is seeking a Project Manager I (Utility Location and Marking) in the Capital Projects department. Under general direction, serves as project manager for routine to moderately complex projects and assists higher-level project managers on more complex projects as needed. This is the experienced level within the Project Manager series. There are four (4) levels within the series, which are distinguished from one another by the technical complexity of the assigned duties and the level of discretion and independent judgment exercised. Positions at this level are responsible for performing project management activities for routine to moderately complex projects.

MINIMUM QUALIFICATIONS:

Experience: Four (4) years of experience in the professional field required by the assigned special projects or two (2) years that involved responsibilities at a level equivalent to the District's classification of Project Coordinator. Applicants whose experience and background best match the ideal experience, knowledge, skills, abilities, and education are considered ideal candidates for the position. To determine the top candidates, each applicant will be assessed based on the ideal candidate criteria as listed below.

Ideal Experience for Senior Assistant District Counsel:

• Fifteen years of recent experience in the active practice of law in the State of California, including at least six years representing public agency employers in labor and employment matters.  
• Experience with real estate transactions, inter-agency agreements, and agency-level policies and procedures is also desired.   
• Experience with public agency financing is a huge plus. 

Ideal Skills and Abilities:

• A high degree of political acumen and the ability to think strategically and see the big picture.
• Maintain effective relationships with federal, state, regional, municipal, and local agencies, and with Silicon Valley’s major stakeholders. 
• Comfortable operating in complex legal and regulatory environments,
• Establish and maintain effective working relationships with colleagues and adversaries.
• Analyze and apply principles of law, particularly with respect to highly sensitive labor and employment matters.
• Advise on the legal aspects of labor negotiations, including “second table” experience (“first table” experience is highly desired).   
• Provide significant first-line and strategic support to Valley Water's Finance team on debt issuances, refinancing, and Public Facilities Financing Corporation work. 
• Present statements of law and fact clearly, succinctly, and logically, both orally and in writing.
• Prepare legally sufficient transactional documents.
• Prepare a variety of reports, correspondence, and other written materials.
• Collect, interpret, and evaluate varied information and data and provide recommendations.

Ideal Knowledge:

• Principles and practices of law, particularly as related to public agency activities.
• Advanced principles of law related to labor and employment matters
• Judicial and administrative procedures and the rules of evidence
• Principles of legal research and writing
• Pleadings and practices and effective techniques in the presentation of judicial cases, administrative hearing cases, and labor arbitration cases
• Principles of governmental organization
• State and federal laws and constitutional provisions affecting Valley Water operations, particularly the Brown Act, the Public Records Act, the Fair Employment and Housing Act, Title VII, the Age Discrimination in Employment Act, the Meyers-Milias-Brown Act, and the Americans with Disabilities Act.  
• Knowledge of the laws governing public agency financing transactions is a plus.

 Ideal Training and Education: 

Graduation from an accredited four-year college or university, and graduation from an accredited law school plus a minimum of six years in the active practice of public agency-labor and employment laws and fifteen years of practice of law overall.

Required License or Certificate

• Must be a current member, in good standing, of the California State Bar Association. 
• Must have pledged to comply or be willing to pledge to comply to the Santa Clara Bar County Association Code of Professional Conduct.

Selection Process

Following the closing date, resumes and cover letters will be screened according to the qualifications outlined above. The most qualified candidates will be invited to Zoom panel interviews with a Valley Water-appointed interview panel. A select group of candidates will be asked to provide references once they are anticipated to be recommended as finalists. References will be contacted only following candidate approval. Finalist interviews will be held with a Valley Water executive interview panel.
