What You'll Do

Under general direction, assists the Human Resources Director in the administration, planning, and coordination of the operations of major functional areas of the Human Resources Department; coordinates assigned activities with other City departments, divisions, and outside agencies; and provides highly responsible and complex administrative support to the Human Resources Director.

Examples of essential duties may include, but are not limited to the following:

• Assist in the development, implementation, and evaluation of departmental policies, procedures, goals, objectives, and priorities for each assigned service area.
• Assist in monitoring and evaluating the efficiency and effectiveness of human resources services and programs, processes, and practices. Assess and monitor workload, staffing levels, and resources. Identify opportunities for improvement.
• Conduct a variety of organizational and operational studies and investigations and make recommendations.
• Coordinate activities between major departmental divisions and/or sections to ensure efficiency and effectiveness of departmental operations.
• Assist in planning, directing, and coordinating the Human Resources Department’s work plan.
• Serve as an active member of the City’s negotiation team as assigned
• Represent the Human Resources Department in meetings with other City departments, elected officials and outside agencies; explain and interpret Human Resources Department programs, policies, and activities; negotiate and resolve sensitive, significant and controversial issues; and provide advice and assistance to management staff regarding personnel matters.
• Assist in ensuring compliance with policies, contracts, Federal, State and local human resources management regulations; review and analyze reports, legislation, court cases, and related personnel matters.
• Act as liaison with regulatory agencies to address formal complaints of harassment and discrimination; and prepare reports and documents as required. 
• Select, supervise, train, motivate and evaluate assigned personnel; develop and implement action plans to address work deficiencies.
• Provide consultation to departmental managers on a variety of human resources matters; discuss organizational problems, develop alternatives and strategies for dealing with those problems; and assist in implementation of solutions, as necessary.
• Assist in the development and administration of the Human Resources Department budget, including the forecast of additional funds needed for staffing, equipment, materials, and supplies. Assist in monitoring and approving expenditures.
• Assist with coordinating Human Resources Department activities with those of other departments, divisions and outside agencies and organizations; provide staff assistance to the Human Resources Director, City Manager, and City Council; prepare and present staff reports and other necessary correspondence.
• Research, collect, compile, and analyze information from various sources on a variety of specialized human resources topics; prepare comprehen­sive technical records, reports, and summaries to present and interpret data, identify alternatives, and make and justify recommen­da­tions.
• Assist in the development and revisions of City policies, procedures, and programs.
• Assist in monitoring legislation and analyzing proposed legislation to determine impact on human resources operations and programs.
• Prepare and direct the preparation of a variety of written correspondence, reports, procedures, and other written materials.
• Serve as liaison with employees, public and private organizations, community groups, and other organizations; provide information and assistance regarding human resources programs and services; receive and respond to complaints and questions relating to human resources; review problems and recommend corrective actions.
• Participate in a variety of committees and task forces; attend and participate in professional group meetings; stay abreast of new trends and innovations in the field of human resources and benefits.
• Assume responsibility for the department's operations in the absence of the Director of Human Resources, and as needed. Represents the Director of Human Resources in a variety of meetings and committees.

The Human Resources Administrator (Classification & Compensation) reports to the Director, Human Resources and is responsible for administering the District’s classification and compensation categorization system including performing highly confidential and professional level analytical work and advanced data analysis. This position makes recommendations based on studies and market data for professional-level administrative positions within the San Mateo County Transit District (SamTrans), Peninsula Joint Powers Board (Caltrain), and the San Mateo County Transportation Authority (TA) agencies. 

Essential Functions & Duties:

Examples of Essential Functions:

• Plan, develop, and administer the District’s classification and compensation program. 

• Gather, consolidate, and analyze complex qualitative, quantitative, confidential and sensitive data, datasets, and information from multiple sources. 

• Serve as the subject matter expert in classification and compensation, market salary data, and salary studies, providing information and recommendations to management. 

• Provides leadership in change management related to classification and compensation including communication with District staff on updated Human Resources policies and procedures. 

• Assists with People & Culture Group programs including benefits, recruitment, civil rights, and employee relations by providing data and information relating to compensation and classification. 

• Responsible for developing, updating, and communicating policies and standard operating procedures (SOPs) related to the area of administration. 

Examples of Duties:

• Provide classification and compensation support to the HR Director and Caltrain HR Business Partner.

• Conduct review of classification descriptions and determine an appropriate level of compensation based on market data comparators and internal alignment.

• Independently and proactively identify trends and insights for recommendations. 

• Monitor state and federal policy updates, new technology, or updated methodology related to classification and compensation and communicate changes to relevant departments and staff. 

• Prepares presentations, reports, and data visualizations to support findings and present information in a clear and concise manner. 

• Analyze and interpret large datasets and information. 

• Leads meetings to present salary and budget recommendations, policy updates, and individual results with staff, management, and consultants. 

• Performs periodic audits of the classification and compensation evaluation system, ensuring data quality and control, consistent and fair application, and 

• Maintains reports, manuals, datasets and files. 

• Manages the work of outside consultants, scheduling meetings with necessary administrative staff, and supporting the information gathering and decision-making process. 

• Assess and review compensation and classification policies and procedures for improvements.

• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees, and the public from injury or harm. Promote safety awareness and follow safety procedures in an effort to reduce or eliminate accidents.

• Perform other duties as assigned.

Minimum Qualifications:

Sufficient experience, training and/or education to demonstrate the knowledge and ability to successfully perform the essential functions of the position. In lieu of a degree, work-related experience that demonstrates the skills and experience necessary to perform this role will be accepted. Development of the required knowledge and abilities is typically obtained through but not limited to:

• Associate Degree in Business Administration, Economics, Statistics, Human Resources, Labor Relations, or directly related field. 

• Five (5) years full-time, progressively responsible experience in classification, data and/or information analysis in a professional business setting.

Preferred Qualifications:

• Ability to use initiative and independent judgment, work with interruptions and changing priorities, organize work and follow-up assignments with minimal supervision.  

• Public sector experience preferred. 

• Experience providing analytical support to a human resources function preferred.

Employment Standards

Education and Experience:

Any combination of education and experience that provides the knowledge, skills, and abilities required to perform the duties of the position is qualifying. A typical way to meet the qualifications is:

• Education:
  Graduation from an accredited college or university with a bachelor’s degree in human resources, business or public administration, or a closely related field is desirable.
   

• Experience:
  A minimum of one year of technical or professional experience in human resources is highly desirable. Experience in a public sector setting is a plus.

Licenses and Certifications:

BASIC EXAMPLE OF DUTIES

Duties may include, but are not limited to the following:

• Perform a variety of unskilled/semi-skilled maintenance or custodial duties involving manual labor of facilities, parks, storm drains, streets, etc.
• Clean and inspect facilities for vandalism or potential hazards.
• Sanitize surfaces, repair minor plumbing problems, diagnose basic sewer issues, replace components on fixtures.
• Maintain area(s) as assigned including parks and public buildings, performing basic repairs, inspections and landscaping.

Tri-City Mental Health Authority is looking for a Bilingual Behavioral Health Specialist (BHS) within our Therapeutic Community Garden (TCG) who will facilitate/co-facilitate Therapeutic Community Garden (TCG) groups, community outreach, curriculum development, participate in community events and presentations, garden events and establish relationships and collaborate with outside agencies. Will provide behavioral health support services to individuals in need of and requesting behavioral health services for both adults and children. The Behavioral Health Specialist (BHS) will report to the Clinical Program Manager.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Facilitate and/or co-facilitate therapeutic support groups in a garden setting and virtually using mindfulness techniques;
• Perform community outreach internally and externally;
• Create and develop curriculum for the TCG Program;
• Contribute to monthly program report writing;
• Process incoming and outgoing referrals for TCG;
• Work on a multidisciplinary team to promote recovery;
• Create and develop TCG workshops for the community;

• Provides individual, group, family, and collateral rehabilitative support services to facilitate behavior modification including skill building, needs assessment, self-care/safety, and coping strategies and techniques; may provide case management services in the office and in the field.

• Develops, monitors, and evaluates client rehabilitative and case management goals and increases/decreases in targeted behavior according to client needs; monitors goal progress/regression.

• Provides linkages, resources, and referrals to address basic needs and other barriers to wellness and recovery including food, housing, clothing, transportation, and other financial resources.

THE POSITION

Tri-City is actively recruiting to fill a vacancy for Clinical Supervisor I within the Access to Care Team ("ATC") and the Therapeutic Community Garden Team (TCG). This position will be responsible for supervising and assisting with both Access to Care and the Therapeutic Community Garden. Additional duties include, planning, organizing and directing the work of clinical, professional, & technical staff & providing behavioral health services to individuals & families. The Clinical Supervisor I position will report to the Clinical Program Manager.

This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Coordinate, supervise, and direct the clinical, operational and program activities, inclusive of unit personnel, on a day-to-day basis to meet unit objectives;

• Provide individual supervision, documentation review, urgent intake assessments, crisis assessments, assist Clinical Program Manager with trainings and meetings, ensuring Network Adequacy and processes and protocols are followed;

• Assist with the supervision, oversight and development of the Therapeutic Garden Program.

• Assist with data collection and board reports for the Therapeutic Garden Program and Assess to Care Department.

• Consult with Clinical Program Manager regarding program goals, activities, policies, and procedures; make recommendations on programmatic, clinical and administrative policies; regularly update program policies and procedures; and implement and enforce policies and procedures.

This position will be a part of a 3 year - federally funded MHSSA Grant Team set to end in 2026. A Clinical Therapist I/II provides behavioral health clinical intervention and recovery services to assigned clients and their families; develops treatment plans and performs individual, group, and family psychotherapeutic counseling, routine and emergency assessment, crisis intervention, and related treatment services; manages an assigned caseload of adults, juveniles, and/or children; provides 
consultation to other staff, programs, and agencies related to treatment needs and plans; and 
performs related duties as assigned. 

The Clinical Therapist I/II position will report to a Clinical Supervisor I and will work on a multidisciplinary team consisting of other Clinical Therapists and Mental Health Specialists in partnership with the school and families.

These positions are responsible for a variety of ongoing responsibilities including, but not limited to:

•  Provides individual, group, and family interventions, rehabilitation, and treatment services including counseling, therapy, case management, and referral and linkage to community services to a variety of clients including high acuity clients. 

•  Within scope of authority, assesses, diagnoses, and treats a variety of clients with mental health disorders; collaborates with clients and creates individualized treatments plans according to client’s needs and circumstances. 

• Initiates and conducts individual, group, and family counseling and biopsychosocial therapy sessions utilizing a variety of techniques and modalities; provides case management services in the office and in the field. 

•  Performs routine and emergency intake evaluations according to Authority procedure; completes appropriate forms and documents relating to the intake process; and prepares medical and demographic case history for use in diagnosis.

• Assists clients and family members in understanding behavioral health diagnosis, contributing factors/causes, effects, prognosis, rehabilitation, and treatment. 

•  Works with clients to address stressors and barriers to treatment and/or social functioning; identifies and focuses on client strengths and personal resources to effectively engage and treat client. 

•  Performs crisis intervention for clients and walk-in non-clients; evaluates individuals to identify level of stable behavior; provides support and assistance in problem resolution; coordinates or arranges for the provision of appropriate care services; and places holds as necessary within scope of authority. 

• Attends and participates in a variety of meetings, staff trainings, utilization and peer review activities, clinical supervision and case consultation, and public information and education functions.

•  As a member of a multidisciplinary treatment team, provides critical clinical input related to client diagnosis and recommended treatment; presents findings and clinical observations; and makes recommendations for additional services.
