The Department

The Parks and Recreation Department is the third largest department in the City and is organized by program area, with each program administered by a supervisor, coordinator, or specialist. The Parks and Recreation Department is composed of a Director and 22 full-time management positions. The department is comprised of the Recreation, Community Services, Parks, Facilities and Common Greens divisions.

The Parks Division is in charge of planning and maintaining the city’s parks, playgrounds, sports fields, and other landscaping. The Assistant Civil Engineer is an entry-level class in the Civil Engineer series. This class is distinguished from the Associate Civil Engineer by the performance of the more routine tasks and duties assigned to positions within the Civil Engineer series. Incumbents perform less complex office and field engineering work and assignments are generally routine or closely related within a framework of established procedures. The Assistant Civil Engineer receives general supervision from higher level professional engineers and may exercise technical or functional supervision over technical engineering staff. The Assistant Civil Engineer position does not require registration as a civil engineer or professional engineer.  This position will have a focus in development review but will also participate in Capital Project delivery.

 

Essential and other important responsibilities and duties may include, but are not limited to, the following:

• Perform a variety of engineering duties in support of capital improvement projects including road construction, storm drains, sewers, traffic systems and related construction projects.
• Perform design and engineering studies for capital improvement projects, including the preparation of project plans, research project design requirements, drawing specifications, cost estimates and project schedules.
• Preparation of Request for Proposals, including scope of work for a variety of engineering projects and studies. Management of engineering consultant procurement process and oversight of engineering consultants.
• Manage advertisement and award of construction projects including the review of contract bids and proposals; management of construction contracts including participating in the review of contractor work activities; ensures contract compliance with contractual obligations, prepares and reviews change orders and manages contract close out and acceptance.
• Coordinate projects and assignments with businesses, utilities, special districts, and other City departments. Respond to complaints and assists in solving problems related to City projects and policies; provides information to property owners, contractors, engineers, consultants, and the general public on conformance to standards, plans, specifications, and costs.
• Conduct or oversee field inspections or investigation of capital projects during construction; ensure compliance with applicable codes and regulations; provides resolutions to construction problems; conduct or oversee survey, mapping, and data collection.
• Performs private development plan review.
• Perform a variety of engineering complex calculations and computation; prepare project cost analyses; prepare estimates of time and materials costs.
• Investigate field problems affecting property owners, contractors, and maintenance operations.
• Develop revised design and construction standards for public works structures and appurtenances.
• Prepare estimates and feasibility reports for new or modified services and structures.
• Prepare special engineering studies and reports.
• Prepare applications for state and federal grants.

The Department of Public Works of the County of San Mateo is seeking qualified applicants for the position of Assistant/Associate/Associate Civil Engineer. 
 
There are currently three (3) vacancies in the Department of Public Work’s Design and Construction Section. This recruitment will be used to fill current and future vacancies in either the Design and Construction or Utilities and Watershed Protection sections.

Design and Construction 
The Assistant/Associate/Associate Civil Engineer assigned to the Design and Construction Section would perform AutoCAD/Civil3D work and work on Public Works infrastructure projects such as roads, drainage, retaining walls, bridges, sewer, and other public works facilities including the planning, designing, preparation of construction bid documents, overseeing construction activities in the field, and performing inspection of public works infrastructures.  This position may also involve the application and management of outside grants associated with Public Works facilities.

Utilities and Watershed Protection
The Utilities and Watershed Protection Section oversees 30 Special Districts that include flood control, drainage, domestic water, sanitary sewer, and street lighting. The primary responsibilities of the position include the design and management of various capital improvement projects from the conceptual stage to construction close-out. Additional duties include assisting with the day-to-day operational tasks of administering these Districts.

Assistant Engineer is the entry or trainee level class of this series. Under immediate supervision employees perform first level professional civil engineering field and office work while acting in a trainee capacity in connection with the planning, design, construction and maintenance of a wide variety of civil engineering projects. This class is flexibly staffed with Associate Engineer and incumbents may advance to the higher level after gaining experience and demonstrating necessary proficiency.
 
Associate Engineer is the journey level job classification and is responsible for routine office or field projects. Employees are expected to be fully competent to independently perform a full range of duties requiring a high level of technical expertise, and some periodic supervisory responsibilities. Employees may also serve as a resident engineer on smaller, less complex construction projects.
 
Associate Civil Engineer is the registered journey level classification in the engineering series. At this level, a high degree of technical expertise and some periodic lead responsibilities are required. Under general supervision, incumbents may perform a variety of professional engineering tasks in such areas as planning, design, traffic engineering & operations and construction inspection of roads, park trails, bridges, drainage, sanitary sewer systems, water supply, and other public works projects. Associate Civil Engineers may provide lead direction to other staff in completing projects of greater difficulty and complexity. Incumbents will be required to perform field work in support of the planning, design, and/or construction inspection of public works projects.
 
NOTE: Assistant/Associate Civil Engineer differs from the Associate Engineer classification in that Associate Civil Engineers are registered as professional engineers in the State of California and may provide lead direction to other staff in completing projects of greater difficulty and complexity.

The salary range for Assistant Engineer is $100,318.40- $125,340.80 annually.
The salary range for Associate Engineer is $118,664.00- $148,324.80 annually.
The salary range for Associate Civil Engineer is $132,828.80- $166,025.60 annually.

The ideal candidate for this position will be:

• Technically knowledgeable and experienced in the principles and practices of civil engineering, public works design, construction, and/or maintenance. 
• An effective communicator, both orally and in writing; able to represent the County in meetings and presentations to various groups including property owners, community groups, regulatory and other governmental agencies, and the public.
• Customer-focused and interpersonally effective in dealing with staff, engineers, contractors, and the public, and in coordinating with law enforcement agencies, emergency responders, and other agencies when necessary.
• Able to provide information to the public and other governmental agencies, in person or over the telephone, regarding County procedures and regulations, facility locations, plan requirements, and property ownership, which may require the interpretation of policies and procedures.
• Able to perform development plan reviews and prepare plan review comments.

• Able to analyze and evaluate alternatives, make sound recommendations, and prepare concise and effective technical staff reports.
• Accountable and able to schedule and carry through with assignments with independence.
• Experienced with designing public works projects such as road improvements, bridges, drainage and flood control improvements, parks facilities, water treatment and distribution systems, and sanitary sewer systems.
• Experienced with computer aided drafting software such as AutoCAD/Civil3D or similar.
• For Assistant Engineer, possession of Engineer in Training Certificate is preferred.

  Qualifications:

 

Licensure/Certification: Candidates for Associate Civil Engineer must possess a valid Certificate of Registration as a Professional Civil Engineer in the State of California at the time of hire. Some positions require possession of a class C California driver license or equivalent.
   
Education and Experience: 
 Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is:
 

• Assistant Engineer: Bachelor’s degree in Civil Engineering OR twenty-four semester units in civil engineering courses and three years of civil engineering experience in office, field or survey party work OR possession of an Engineer in Training Certificate. 
• Associate Engineer: Two years of professional civil engineering experience which has included field and office work in the planning, design, construction, and maintenance of a variety of civil engineering projects.
• Associate Civil Engineer: In addition to possession of a valid Certificate of Registration as a Professional Civil Engineer in the State of California at the time of hire, two years of professional civil engineering experience which has included field and office work in the planning, design, construction, and maintenance of a variety of civil engineering projects.

What You’ll Do

• Operate wastewater treatment facilities to control flow and processing of wastewater, sludge and effluent; monitor gauges, meters and control panels; observe variation in operating conditions, interpreting meter and gauge readings and test results to determine processing requirements.
• Operate valves and gates, start and stop pumps, engines and electric motors to control and adjust flow and treatment processes, operate and maintain boilers, perform routine maintenance work on valves, tanks, related equipment and facilities.
• Monitor, adjust and troubleshoot as needed plant operational processes utilizing data-driven technology, such as the SCADA or PCS system.
• Fully utilize the computerized work systems in accordance with work flow processes.
• Operate treatment plant vehicles and stationary machinery as required.
• Collect samples and perform routine laboratory tests and analyses.

 

These positions require shift work, nights, weekends, holidays with on-call emergency response 24 hours per day. However, along with this challenge is the benefit of working a 12-hour shift that results in a very favorable work/life balance and requires the minimum commuting days as compared to other standard 8-hour shifts.

 

Who You Are

 

The WWTP Operator in Training:

• You have graduated from high school or equivalent, and have six educational units of math or science course work, and six months experience in handling mechanical equipment and tools.
• You have up to 18 months to obtain a Grade I WWTP Certificate to promote to WWTP Operator I.

 

The WWTP Operator I:

• You have graduated from high school or equivalent and have six months experience in handling mechanical equipment tools.
• You possess a Grade I WWTP Certificate and work under direct supervision of the WWTP Shift Supervisor or WWTP Operator II and perform more routine operation work.
• You may be promoted to WWTP Operator II upon obtaining a Grade II WWTP Certificate and completing qualifying training.

 

The WWTP Operator II

• You possess a Grade II Wastewater Treatment Plant Operator Certificate issued by the State of California.
• You have graduated from High school or equivalent and a minimum of one year of experience in the operation of a wastewater treatment plant.

THE POSITION

Under general supervision of a Police Sergeant, the Reserve Police Officer is a sworn position assigned to field operations to patrol for the prevention and detection of crime and enforcement of laws and regulations within the philosophy of community oriented policing.  Incumbents are normally expected to solve most work problems independently and to refer to supervisory personnel only those matters which involve policy decisions, technical questions and unusual problems at the entry level and make recommendations at the advanced level.

The City of Menlo Park is currently accepting applications for a temporary Equipment Mechanic in the Fleet Services Section of the Public Works Department. A temporary equipment mechanic performs diagnostic, maintenance and repair services on light and heavy city vehicles and equipment, such as automobiles, storm/sewer trucks, aerial bucket trucks, dump trucks shuttle buses, construction equipment, lawn mowers, small equipment and stationary generators; and performs other duties as assigned.

The temporary equipment mechanic performs a range of skilled tasks requiring journey level mechanical ability and aptitude. The Position

The San Bruno Police Department is recruiting for Public Safety Dispatchers (Lateral.)  Public Safety Dispatchers are responsible for public safety dispatch and related records management activities. This position operates on a 24-hour, 365 days per year basis, and may be assigned to either a day, swing, or graveyard shift on a regular, rotational basis that includes nights, weekends, and holidays.  Public Safety Dispatchers perform a wide range of duties involving radio, telephone, and computers, applying various procedures and codes. Dispatchers receive and transmit emergency and non-emergency telephone and radio traffic as well as process communication reports, records, and radio logs, while maintaining a high level of confidentiality.  Dispatchers may also support the Police Department by performing clerical tasks, training, assisting with fingerprinting, and being accountable for financial transactions.  This position is integral in supporting the goals and objectives of the City and Police Department.  

 

Essential Duties

• Receives and transmits emergency telephone and radio traffic. 
• Maintains and processes a variety of communications reports, records and radio logs.
• Operates a dispatch console, uses Computer Aided Dispatch (C.A.D.) System and other computer programs to process information and records.
• Maintains a high level of confidentiality.
• Performs collateral duties including a variety of related clerical tasks: assisting in preparation of work schedules; training and evaluating performance of new employees; conducting training sessions; assisting in fingerprinting and jail operations, which may include searching prisoners; and is accountable for handling cash, bond, and check transactions.
• Plans, organizes, and directs dispatching and related activities on an assigned shift. This may include preparing schedules and prioritizing work; observing work performed by Dispatcher I employees to ensure compliance with standards; approving time off; conducting employee evaluations; and providing effective recommendations on personnel matters.
• Prepares and maintains training and procedure manuals.  As required, prepares special reports, and undertakes projects for Management Staff.
• May act as Records/Dispatcher Supervisor in their absence.
• Maintains liaison with other Department Divisions, City Departments, and other law enforcement and emergency response agencies.
• Maintains various C.A.D and Record Management Files.
• Performs related duties and responsibilities as assigned.

San Mateo County Behavioral Health and Recovery Services (BHRS) seeks a board eligible or board-certified psychiatrist to serve as a staff Child and Adolescent Psychiatrist within BHRS. The position is full time, and provides child psychiatric diagnostic and therapeutic services to clients in various divisions of San Mateo County Behavioral Health and Recovery Services. Potential service sites include our outpatient behavioral health clinics, the Canyon Oaks Youth Center (youth residential program), the Youth Services Center, the Therapeutic Day School programs, the Transitional Age Youth program, and BHRS’s integrated behavioral health team co-located within the County’s pediatric clinics. The specifics of the clinical sites will be determined in collaboration with the successful candidate, the Supervising Child Psychiatrist, and the BHRS Medical Director.

 

Excellent Benefits Package

The position offers a competitive salary and an excellent benefits package which includes County funded malpractice insurance, pension plans and health benefits for retirees, 5% match into deferred comp, reimbursement of professional dues and expenses (up to $3,000/year), an additional 5% increase in salary for each qualifying Board certification up to two (2) Boards, administrative leave time at 5 hours per pay period up to 260 hours (this is prorated for part time employees) that can be used as time off or cashed out up to 50%, three days of Winter Recess (24 total hours) leave time, and a wellness program, including exercise classes, worksite massage, and an onsite gym. The ideal candidate will have completed a Residency in General Psychiatry and a Fellowship in Child and Adolescent Psychiatry, and will be board-certified or board eligible in both. A candidate will hold a valid and up-to-date California Physicians and Surgeons License as granted by the Medical Board of California and a current prescribing certificate from the Federal Drug Enforcement Agency. A thorough background check will be conducted, which may include inquiries of the Department of Justice and the National Practitioners Data Bank. Any negative findings may be a basis for rejection of an application. All services will be provided in a professional manner that demonstrates cultural sensitivity and humility. An ideal candidate will have a strong demonstrated commitment to and competence for providing care to populations with shared characteristics, strengths, and challenges as those populations served within our County’s behavioral health system of care. An ideal candidate will have fluency in providing services in the preferred language of the families, notably Spanish; however, second language proficiency or fluency are not required.

 

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is: Completion of an accredited psychiatric residency program as well as a child and adolescent fellowship.

 

Licensure/Certification:

• License to practice medicine or osteopathy in the State of California.
• Possession of a valid Basic Life Support (BLS) certification.

The Position

The Planning Manager oversees the operations of CDD’s Planning Division, which includes supervision of a team of 10 planners and management of all current and long-range planning functions of the City. The ideal candidate is a team player; is experienced and effective in all aspects of professional planning practices; has proven leadership, negotiation, and communication skills; works well with a variety of interest groups, individuals, and stakeholders. The Planning Manager serves as staff liaison to the Planning Commission and supervises preparation of the Commission’s agenda and compilation of required reports and documents, and acts as Zoning Administrator and performs all duties required thereof by the Zoning Code. The position exercises direct supervision over professional staff in the Planning Division, receives general direction from the Community Development Director and/or Deputy Community Development Director, and works collaboratively with other division managers within CDD.
