The County's Sustainability Department seeks well qualified applicants for the position of Sustainability Specialist III – Commute Alternatives Program (CAP) on the Climate Resilience team.
  
The Climate Resilience Program works on community and government operations hazard mitigation and adaptation, implements water quality regulations, supports efforts to reduce greenhouse gas emissions in county operations, and administers Shift, the County’s employee commute alternatives program.

 

The Sustainability Specialist III will lead efforts to reduce emissions from employee commute and help the County achieve its goal of carbon neutrality for operations by 2035. The CAP lead staff will:

• Empower people to walk, bike, carpool or take transit rather than drive alone.
• Manage daily operations of the CAP for our employees.
• Re-design and implement an integrated CAP for our employees.
• Share ideas of how we can change the way people make sustainable transportation decisions.

Established in July 2014, the Sustainability Department is dedicated to enhancing the environmental resilience and sustainability of both the County’s operations and the wider community.

Examples Of Duties

 

The duties of the Sustainability Specialist, may include, but are not limited to, the following: 

• Help develop the strategic vision and goals and manage daily operations for the CAP.
• Coordinate the evaluation of the current CAP and launch the re-designed program.
• Pro-actively develop relationships with County departments and regional and local transportation agencies and other partners.
• Develop and implement a marketing and communications strategy and oversee all customer service-related issues for the CAP.
• Identify Transportation Demand Management best practices to be incorporated into the CAP.
• Serve as a liaison to County departments and regional transportation planning initiatives and partnerships.
• Execute contracts, monitor budgets, and coordinate with contractors and County Departments on logistics of the CAP (enroll employees, resolve any issues regarding transit passes, etc.)
• Conduct commute surveys and analyze commute and emissions data.
• Coordinate and support outreach events.

 

Qualifications  

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is three years of experience in the field of transportation planning or resource conservation which has included program analysis and coordination.

The Bay Area Air Quality Management District (Air District) is a regional government agency, committed to achieving clean air to protect the public's health and the environment. The District accomplishes this goal through regulation of industrial facilities and various outreach and incentive programs designed to encourage clean air choices.
 
The Air District's jurisdiction encompasses all of seven counties - Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara and Napa, and portions of two others - southwestern Solano and southern Sonoma.
 
The Air District is currently accepting applications for the position of Senior Air Quality Engineer in the Engineering Division. This is an open recruitment for four (4) full-time, represented positions.

Staff may be assigned to sections that are focused on specific industries, such as petroleum refineries, organics recovery facilities (e.g., landfills, wastewater treatment) or inorganic material handling facilities (e.g., asphalt plants, concrete batch plants, quarries) OR lead specific programs such as Title V permitting for the division.

 

EXAMPLES OF DUTIES (Illustrative Only)


Performs the more difficult and complex air quality engineering work such as, but not limited to, permit processing for petroleum refineries, power plants and semiconductor manufacturing facilities, air pollution dispersion modeling, providing detailed source inventories and providing project leadership.

Upon assignment, provides lead direction training and work review to Air Quality Engineers on routine, continuing or well-defined tasks, priorities and follows up on work to ensure timely completion. Coordinates and reviews the work of engineering and support staff involved in complex, sensitive and controversial engineering projects, studies and audits.

Provide engineering expertise in preparing and updating the emission inventory and other aspects of State and Federal air quality plans, including developing required programs, structuring data and preparing long-range emission forecasts for major industrial classifications.

Represent the District as technical expert in meetings with outside agencies, environmental groups and industry personnel regarding air quality control regulations, and source inventory procedures and results; act as an expert witness before the Hearing Board.

Upon request, provides input into selection decisions and performances. Coordinates technical data gathering and compilation, including coordination with other District sections and divisions.

Reviews permit and enforcement files to prepare materials and responses for variance requests, violation notices and case summaries and hearing board referrals; recommends appropriate actions; may testify of behalf of the District.

Coordinates on-site compliance inspections of sources and abatement devices; evaluates compliance and recommends enforcement actions.

Responds to industry, public and District inquiries regarding regulation interpretation, permit preparation, various compliance measures and emission calculation methods in person, by telephone and in writing.

Reviews and evaluates new developments in motor vehicle technology, fuels, and test procedures, as they affect air pollutant emissions.

Develops and recommends revisions to District procedures and regulations.

Uses a computer terminal and a variety of software and programs to make engineering calculations, enter and retrieve data and to monitor and correct data entry; writes and revises computer programs; investigates and corrects errors in the data bank.

Acquires, evaluates, and applies computer models to simulate motor vehicle use and calculate vehicle emissions.

Coordinates toxic risk screening and risk assessment analysis; calculates toxic emissions, determines and applies appropriate air dispersion models, calculates maximum concentrations and calculates risk; recommends approval or denial of permit applications.

Performs, reviews, and directs the preparation of air quality impact analyses for permits, risk assessments and environmental impact documents.

Uses emissions models, geographic information systems, and relational data base to prepare and modify large data files on inventory input to air quality models.

May manage contracts with vendors and consultants.

Develops procedures to calculate and forecast pollutant emissions from natural and man-made sources of air pollution.

Conducts environmental audits, compliance inspections and source tests; evaluates results and recommends appropriate actions, including violation notices.

Participate in calculating, reviewing, correcting and documenting the emissions inventory; evaluates accuracy of source emission calculations and methodologies.

Conduct special studies and write technical reports related to research and planning functions, and coordinate activities with District Staff, outside agencies and organizations.

Prepare new regulations and evaluated revisions to existing District procedures and regulations based upon changes in State and Federal programs.

Minimum Qualifications

A typical way to obtain the knowledge and skills is:
 
Equivalent to graduation from a four-year college or university with major coursework in environmental, chemical, mechanical or petroleum engineering or a closely related field and two years of air quality environmental engineering experience at a level equivalent to the Air District's class of Air Quality Engineer II.

A directly related graduate degree may be desirable for some assignments and may be substituted for one year of experience.


Skill in:
Applying sound engineering principles and techniques in difficult and complex air quality engineering matters.
 
Computing complex engineering calculations quickly and accurately.
 
Performing detailed analyses of designs, specifications and plans.
 
Coordinating a variety of air quality engineering studies.

THE POSITION

Under general supervision of a Police Sergeant, the Reserve Police Officer is a sworn position assigned to field operations to patrol for the prevention and detection of crime and enforcement of laws and regulations within the philosophy of community oriented policing.  Incumbents are normally expected to solve most work problems independently and to refer to supervisory personnel only those matters which involve policy decisions, technical questions and unusual problems at the entry level and make recommendations at the advanced level.

San Mateo County Behavioral Health and Recovery Services (BHRS) seeks a board eligible or board-certified psychiatrist to serve as a staff Child and Adolescent Psychiatrist within BHRS. The position is full time, and provides child psychiatric diagnostic and therapeutic services to clients in various divisions of San Mateo County Behavioral Health and Recovery Services. Potential service sites include our outpatient behavioral health clinics, the Canyon Oaks Youth Center (youth residential program), the Youth Services Center, the Therapeutic Day School programs, the Transitional Age Youth program, and BHRS’s integrated behavioral health team co-located within the County’s pediatric clinics. The specifics of the clinical sites will be determined in collaboration with the successful candidate, the Supervising Child Psychiatrist, and the BHRS Medical Director.

Qualifications

Education and Experience:

Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying. A typical way to qualify is: Completion of an accredited psychiatric residency program as well as a child and adolescent fellowship.

 

Licensure/Certification:

• License to practice medicine or osteopathy in the State of California.
• Possession of a valid Basic Life Support (BLS) certification.

We are seeking a hands-on, mechanics and electronics savvy Instrumentation Technician to join our Public Works Sanitation division. This position maintains, repairs, inspects, plans, modifies, designs, installs and calibrates instrumentation, electrical, and SCADA control systems for wastewater treatment facilities; maintains a spare parts inventory; and trains operations staff in the understanding of instrumentation and control systems related to the process operation.

Details:

• Full-time regular position, 9/80 schedule with every other Monday or Friday off.
• Salary range $35.80 to $45.70 hourly with Excellent Benefits.

Our Minimum Qualifications for consideration are:

Education: Equivalent to the completion of the twelfth grade supplemented by college level course work in electronics or a related field.

Experience: Two years of increasingly responsible experience in the maintenance, repair, fabrication and installation of instrumentation systems in a wastewater treatment system, water distribution, water processing, or other industrial process control environment.
