What's the Role and What You'll Do
We’re looking for a highly motivated, reliable and skilled individual to join the Public Works Department as a Public Works Inspector I/II. Working with the City’s Engineering and Public Services teams, you will inspect work quality and materials used in a variety of streets and utilities infrastructure, public works construction projects, and development projects to ensure conformance with approved plans, specifications, and departmental regulations. What You'll Do
Review plans and specifications of assigned project; attend preconstruction conferences as assigned.

Inspect a variety of public works improvements such as utilities, streets, sidewalks, gutters, and other off-site construction; check line, grade, size, elevation, and location of structures for conformance with specifications and regulations.

Inspect a variety of public works construction projects such as City parks, traffic signals, roadway improvements, utilities, and building renovations. Verify conformance with project plans / specifications, and measure field quantities for payment.

Observe work during progress and upon completion; ensure that safety procedures are followed.
Monitor, inspect, and approve completion of work done under an excavation permit; ensure that all specified conditions are met.

Perform related duties as assigned.
 

The Essentials

Public Works Inspector I

Equivalent to the completion of the 12th grade with courses in drafting and related mathematics.
 

Possession of a valid California Class C Driver License.
 

Three years of public works construction experience.
 

Public Works Inspector II

Equivalent to the completion of the 12th grade supplemented by courses in civil engineering or construction management.

Possession of a valid California Class C Driver License.

Eighteen (18) months public works inspection experience equivalent to Public Works Inspector I in the City of Mountain View.

Bonus Points

One year as a construction foreman or public works inspecting experience.

Registration as a California construction inspector.

Possession of a Certified Public Infrastructure Inspector (CPII) certificate.

What You'll Do:

• Conduct cross-connection surveys and tests to identify potential cross-connections to the water system. 
• Monitor the provision of backflow prevention at user connections. 
• Provide technical supervision over maintenance staff performing backflow prevention assembly installation, repair, inspection, and testing.
• Inspect potable and recycled water systems to determine the existence of cross connections and recommend corrective actions as necessary.
• Test, install, repair, and maintain backflow prevention assemblies.
• Perform plan reviews to ensure proper water system connections.   Identify potential cross-connections and provide written comments.
• Maintain records of installations, locations, tests, and repairs of backflow prevention assemblies.

The Essentials:

Cross-Connection Control Specialist

• Two years of experience in water system maintenance, equivalent to the responsibilities of a Water Utility Worker in the City of Mountain View
• Equivalent to completion of the 12th grade supplemented by approved courses of instruction in the theory, laws, regulations, and techniques of backflow prevention and/or cross-connection control.
• Possession of a valid California Class C driver’s license.
• Possession of an AWWA Backflow Prevention Assembly Tester Certificate and a California Water Resources Control Board Water Distribution Operator Grade 1 Certificate.  
• Possession of an AWWA Cross-Connection Control Specialist Certificate within one year of appointment.  

Bonus Points:

• Experience administering a water system cross-connection inspection program is highly desirable.
• Completion of a recycled water site supervisor’s training class is highly desirable.

The Public Works Department is made up of four divisions: Engineering, Building Inspection, Maintenance, and Environmental Services. The incumbent in this position will be instrumental in directing the planning, design, and construction of public infrastructure projects, overseeing both city-led developments and private sector contributions. As a vital contributor to the City’s long-term development, the City Engineer will manage the City's Capital Improvement Plan (CIP), ensuring that infrastructure projects are aligned with the needs of our growing community.

This position reports to the Public Works Director and supervises a talented team of professional, technical, and paraprofessional staff. The City Engineer will also act in the absence of the Public Works Director, providing crucial leadership and decision-making in the department. 

A few key aspects of this position are: 

• Leadership & Supervision: Direct the activities of the Engineering Division by assigning, supervising, and evaluating the work of staff and ensure that city projects are completed on time, within budget, and in accordance with legal requirements. 

• Project Oversight: Lead the development and implementation of major street, transportation, and capital projects through plan and specification review, bidding process management, and construction and inspection. 

• Regulatory Compliance: Ensure all private development and public improvement plans comply with state and local codes, including the preparation and review of subdivision maps and stormwater management initiatives. 

• Capital Improvement Management: Administer the City’s Capital Improvement Plan (CIP), including project selection, budget oversight, and coordination with City Council and other stakeholders. 

• Grant Applications & Management: Apply for federal and state grants to fund various public works projects. Monitor the expenditure and compliance of awarded grants. 

• Collaboration & Communication: Provide guidance to other City departments and the public on civil engineering and urban development matters. Represent the City in regional discussions and public meetings.

EXPERIENCE AND TRAINING

For the Senior Engineer, the salary range listed above reflects the full compensation potential for this position. Initial placement in the salary range is typically within the first half of the range; however, in certain circumstances (i.e. an experienced lateral candidate) placement at or above the midpoint may be considered. The last 3% of the salary range requires five years of City of Gilroy service and strong work performance – see MOU for specific requirements.

For Engineer II, additional steps (Step F, Step G, and Step H) included in the salary range listed above are available to employees in this job classification after completion of five years of service (Step F), ten years of service (Step G), and 15 years of service (Step H),  one year at the prior step, and a good performance evaluation.  Initial salary placement is typically at the entry point of the range unless the candidate has prior lateral work experience which may warrant initial placement at a higher step.

ABOUT THE POSITION

Although this position is dedicated to CIP, in order to appropriately respond to community needs, the Engineer II may also provide support to the Land Development and Transportation engineering sections, so adaptability and flexibility are keys to success in this position. The Engineer II is a journey-level position that will work under the direct supervision of a Senior Engineer or City Engineer and will perform professional engineering work in the field and office. The Department is under new leadership with a renewed focus on master infrastructure planning, proactive capital maintenance and replacement, traffic engineering and customer service. Pipeline public projects include completion of the Civic Center Master Plan, design and bid of the new Santa Teresa Fire Station, a $7 million pavement rehabilitation project, a $3 million San Ysidro Park remodel project, and completion of Traffic Impact Fee Study. The City is processing multiple large private projects including an almost one million square foot Amazon data center as well as multiple residential subdivisions and multi-family projects.
