Building Inspector Combination Certified Senior: $143,073.84 - $174,370.56  

This salary range(s) includes an approximate five percent (5%) ongoing non-pensionable compensation. Actual salary shall be determined by the final candidates’ qualifications and experience. 

Position Duties  

The Department of Public Works is recruiting to fill two (2) Building Inspector-Electrical Specialty, Combination/Certified I/II/III/Senior positions within the Engineering Services Division, Code Inspection Section.   

The Building Inspector Combination/Certified I/II/III/Senior position will be located subject to business need. This position will provide inspection support at a variety of City of San José facilities, including the Airport, Regional Wastewater Facility and Central Service Yard.  

Key responsibilities and duties may include, but are not limited to the following:  

• Conduct inspections of industrial, commercial, manufacturing, and facilities to ensure compliance with codes, regulations, ordinances, standards, and contract agreements which includes setting up inspection schedules; gathering information and evidence; and, ensuring conformance to plans, specifications, and safety regulations.   

• Investigate building, construction, and land use changes in the field by gathering factual data to ascertain present use of land and location of structures; conducting background investigations and research; and preparing reports to use as evidence.   

• Provide technical assistance for development of codes and policies.   

• Generate written reports and enforcement orders which includes noting deficiencies in standards and submitting final documentation.   

• Review plans and specifications for compliance with codes which includes assisting in projects in complying with regulations, prioritizing deficiencies, and preparing timetables.   

• Provide technical support for agencies and the public which includes inputting data into system for general public access.   

• Meet with architects, engineers, City officials, and building contractors to discuss construction projects.   

• Perform other duties of a similar nature or level.

The Department of Public Works maintains the Town’s infrastructure to support the community. With a staff of 15, the department is responsible for the operation and maintenance of the following public facilities: roads, parks, buildings, parking, equipment, and vehicle fleet. THE POSITION

Typical duties of the Senior Building Inspector position include, but are not limited to:

• Make field inspections of buildings and public works permits to ensure compliance with approved plans, specifications, and applicable building, electrical, plumbing, and mechanical codes, statutes, and regulations of the Town, county, state and federal agencies.
• Review, approve and issue permits for construction work.
• Check plans and specifications for completeness, accuracy, and compliance with codes and ordinances.
• Investigate code violations and complaints.
• Conduct residential resale inspections, prepare and issue reports upon the sale of all residential property.
• Perform re-inspections and follow-up as necessary to gain compliance.
• Provide information and guidance to the public regarding codes, ordinances, and the permitting process.
• Provide technical information and interpretations regarding codes, ordinances and compliance methods to contractors, builders, designers, and the general public.
• Resolve difficult and complex code interpretation, enforcement, and inspection problems, issues, and conflicts.
• Prepare and maintain accurate records, reports, and files.
• Write clear and concise letters as needed.
• Provide staff assistance to the public at the department’s service counter as needed.

 Minimum Qualifications (Knowledge and Abilities):

• Knowledge of state and local building, electrical, plumbing, mechanical, energy, accessibility, and fire codes and local building, fire and zoning ordinances.
• Principles and techniques of building construction, building materials and accepted safety standards; Principles and techniques of building inspection.
• Ability to read, analyze and interpret building plans and specifications; understand, interpret and apply codes, ordinances, and regulations; communicate clearly and concisely in English, both orally and in writing.
• Use windows-based computer programs such as MS Word and Excel.
• Operate a car and pickup truck safely, back vehicle a long distance, and steer through narrow roadways and hillsides.

Experience and Training:

• Five years of progressively responsible experience in building inspection, including commercial inspection and/or plan check experience, of which two (2) years must be at full journey level.
• Three years of experience as a building inspector or related field involving inspection or code enforcement.
• Graduation from high school or equivalent to the completion of 12th grade – college training in the field of civil engineering, architecture, or building technology may be substituted for equivalent year of work experience. Associated of Arts degree preferred.
• Possession of, or ability to obtain within 3 months, a valid California driver’s license
• Possession of, or ability to obtain within 6 months, certification, through the International Code Council, as a California Residential Building Inspector- J1 and California Commercial Building Inspector- I1

Special Requirements/Physical Demands:

• On-site field inspections and office work require a moderate amount of physical agility. Intermittently walk, stand, twist, squat, kneel, climb, and bend both in the office and in the field.
• On a continuous basis, sit at a desk or stand at a counter to answer questions of the public.  Write by long hand and use a computer keyboard to communicate through written means.
• Frequently lift or carry a weight of up to 10 pounds and occasionally up to 50 pounds.
• The nature of the work requires the individual to climb 30’ to 40’ ladders or scaffolding to reach high areas such as roofs, balance on narrow walkways or steep-pitched roofs, crawl through narrow openings and in confined spaces.
• During inspections, the individual may be required to walk on uneven surfaces. Work will require exposure to intermittent uncomfortable working conditions such as dust, noise, and extreme cold or heat. Inspections are done out-of-doors year-round.

This is a non-sworn, civilian training classification to be used while incumbent is attending a certified P.O.S.T. Basic Police Academy.  Incumbent in this classification receives the same employee benefits as Police Officers, with the exception of being placed in the “Miscellaneous” retirement category until successful completion of a designated police academy, and as a civilian employee, will not be covered by government code sections 4850 and 3300 through 3311.  Upon successful completion of an academy, incumbent shall be sworn as a Police Officer, placed in the safety retirement category and begin an 18-month probationary period as a Police Officer on the date of swearing in.

THE POSITION: 

The City of San Rafael is recruiting for a Police Officer. This position performs a wide variety of peace officer duties involving the protection of life and property, enforcement of laws and ordinances, criminal investigation, crime prevention and suppression.  Police officers prepare cases and provide courtroom testimony, provide information and assistance to the public and perform special assignments in areas such as patrol, traffic, investigations and gang enforcement.  General supervision is provided by the Police Sergeant.  Responsibilities may include the direct supervision of officers in training and/or the indirect supervision of other officers and/or support staff.

• Searches, guards, transports and assists in the booking and custodial care of prisoners.
• Handles missing person cases; takes custody of runaway or delinquent juveniles; investigates child welfare cases involving potential mental, physical or sexual abuse.
• Assists with emergency or planned events, including natural disasters, fires, parades, and crowd control; participates in special details and assignments.
• Directs, instructs, and supervises officers in training; conducts in-service and/or briefing training.

THE POSITION:

The City of San Rafael Police Department is recruiting for a full-time, Police Communications Dispatcher.  This is a specialized police civilian classification and performs all duties required to effectively dispatch police services including operating police radio communication equipment to communicate with the public and police.  Receives, interprets, and transmits information essential to the delivery of emergency and non-emergency police services.

• Monitors local emergency services radio transmissions; maintains contact and monitors status of field units; monitors the county mutual aid channel.
