Role Description

As a Clinical Psychologist for the County Adult Assistance Program(CAAP), you will conduct professional-level work in screening and assessing CalWORKS and CAAP clients to identify and document disabling mental health conditions and associated functional limitations that enable them to qualify for Social Security Benefits.

Essential Duties Include:

• Conducts screening and assessment of clients with mental health related complaints, collateral interviews with primary care and behavioral health staff, and medical records review to support clients’ application for Social Security Benefits.
• Selects, administers, scores, and interprets appropriate psychological tests of intelligence, personality, aptitude, achievement, interest and other specialized areas and conducts diagnostic clinical interviews with emotionally disturbed, mentally ill, chemically dependent, and intellectually disabled adults to assess their impairments to provide medical evidence in support of clients’ application for Social Security Benefits as needed.
• Prepares psychological reports presenting diagnostic findings, interview findings, functional assessments, clinical evaluations, and recommendations for the Clients’ SSI eligibility.
• Reviews and evaluates psychological, psychiatric and/or neuropsychological data and case material.
• Provides education, consultation, and information to community providers, and CAAP’s multi-disciplinary team on adult adjustment problems, mental illness, chemical dependence, culturally relevant services, and other topics related to SSI eligibility.
• Supervises psychology interns and subordinate clinical staff not including class 2574 Clinical Psychologist; conducts staff training programs both within the clinic or unit and for line agency personnel.

Extra Help - Extra-help positions are short-term employment for up to 1040 hours which is equivalent to about six months; however, employment might end sooner depending on the needs of the hiring departments. Extra-help assignments are at-will and the employee is paid on an hourly basis. Some extra help positions are eligible for benefits under the Affordable Care Act. Extra-help workers are not guaranteed permanent status at the end of the extra-help assignment.

Term - Term positions are designated for a specific and limited period of time, anywhere from 6 months to a maximum of 3 years depending on the assignment. Qualifications

Certification Requirement:
Possession of a Medical Assistant Certificate or a certificate of completion or degree from an accredited medical assisting program is required. A certificate of completion of an approved medical assisting program must be submitted at the time of application.

Bilingual Fluency:
Some positions may require bilingual skills. Fluency in both English and Spanish is required to be considered for a bilingual position.

Education and Experience:

Role description

Under general supervision, assists in analyzing, planning, implementing, maintaining, troubleshooting and enhancing large complex systems or networks consisting of a combination that may include mainframes, mini-computers, personal computers, mobile devices, LANS, WANs, servers, data storage and the physical and logical components that integrate these systems together as an enterprise networking backbone. 

The 1042 Security Engineer is the journey level position in the Engineer series. The class is distinguished from the Senior level by the complexity of the tasks, projects or duties assigned, and is more independent than the Assistant level. This classification performs a wide range of complex analytical, design, planning, implementation, enhancement and problem resolution tasks on large complex systems and networks. Works within a framework of established procedures and interprets policies, procedures and guidelines. This level may formulate recommendations consistent with directives, policies, standards and regulations. Incumbents require only occasional instruction or assistance. Work is reviewed upon completion and for overall results. Serves as a technical architect and systems integrator for large complex systems or networks, with a focus on securing vulnerabilities and reducing risk of system and/or asset compromises.

Essential Duties:
 

1. Determine requirements for the development environment and / or enhancement for large complex systems that serve HSA’s programs. May research and conduct feasibility studies on new technologies.
2. Design, plan, integrate, test, implement, document and enhance large complex systems. This may involve the analysis, coding (.NET C#, Cold Fusion), web application design, database design, and evaluation of systems software, hardware and communications strategies.
3. Perform systems integration for interoperability over dissimilar platforms and technologies. This may involve the integration of various protocols and systems software.
4. Determine the proper installation parameters for software for smooth integration and efficiency in relation to the enterprise system and network.
5. Write code to customize large systems software which may involve specialized programming languages.
6. Read and understand requirements documentation and other documentation in order to write code to implement the required features for application systems.
7. Analyze, detect, identify and correct complex systems software or hardware deficiencies. Analyze, research and debug program logic and systems; modify program logic; analyze service requests for system changes or new requirements to determine the most effective approach and the appropriate staff time required to achieve the needed modification.
8. Provide emergency technical support for application issues to ensure system availability and data integrity. May provide on-call support to ensure rapid recovery from software or hardware problems for mission-critical systems and networks.
9. Act as the liaison between vendors, technical support hot-lines and departments to resolve complex systems. Coordinate and implement corrective measures; this may involve site visits, telephone assistance, remote systems and participation in technical committees.
10. Facilitate the demonstration and training of staff in the use of new hardware or software products.
11. Document procedures and troubleshooting techniques related to systems software and hardware; develop technical documentation and review documentation prior to general distribution.
12. Plan, develop and implement backup and recovery procedures for large systems.
13. Communicate with managers regarding system performance and operational issues. Suggest improvements to management.
14. Research and test new software technologies; report results; recommend software purchases. Learn and implement the new technologies that are brought in. Coordinate and work with vendors when needed.

ABOUT THE POSITION

The Town of Atherton invites you to apply for the position of Associate Engineer in the Public Works Department. Project Name: Train Control Upgrade Project

The Transit Division is currently in the process of developing and procuring a new train control system, as well as streamlining operations at the new Transportation Management Center (TMC). The Program Delivery and Support Unit within the Transit Division was created in 2018 to oversee capital program and project budgets, manage vehicle and onboard equipment projects, testing and acceptance of rolling stock and technology projects that will deliver high-quality, cost-effective solutions which improve safety and the Agency’s ability to deliver quality transit service. Within the Program Delivery and Support unit, the Transit Technology Group handles the delivery, acceptance, and management of technology systems which are critical to transit operations.

The Train Control Upgrade Project is an 8-year, multimillion dollar project with the goal of modernizing the existing Automatic Train Control System in Muni’s subway as well as expanding the supervision and limited control aspects of a Communication-Based Train Control System to the entire Muni light rail system.

Under the general direction of the Train Control Upgrade Project Manager, the Lead Project Engineer manages the Train Control Upgrade Project engineering team and acts as the SFMTA lead for the overall system design. The Lead Project Engineer assists the Project Manager with oversight duties related to project design and scheduling to facilitate the procurement, development, and maintenance of the future train control system. Additionally, this position is responsible to the Train Control Upgrade Project Manager for ensuring that the future train control system design meets the SFMTA’s objectives for the project, and that the system design conforms to all applicable SFMTA, state, local, and federal standards.

The Train Control Upgrade Project will be delivered through a series of contracts with the technology vendor (Supplier) and other firms providing installation, construction support, technical expertise, and professional services. The Lead Project Engineer will act as the SFMTA design authority for the project by supervising the production of technical documentation from the project contractors, leading technical coordination between the department and Supplier, and ensuring the future system meets the performance metrics and technical specifications laid out in the Supplier contract(s).

In addition, the Lead Project Engineer will act as the SFMTA technical representative to review, accept, or when necessary, audit, technical project submittals and deliverables provided by the Supplier and other project contractors related to system design. As the SFMTA technical representative, the Lead Project Engineer will have a strong understanding of the project contract requirements and be able to identify key project staff and agency stakeholders for review when evaluating submittals and project deliverables.

Essential Duties:

• Manages a team of SFMTA engineers assigned to the project, including vehicle engineers, electrical engineers, and traffic engineers;
• Responsible to the Project Manager for ensuring the train control system design meets the project objectives as well as applicable SFMTA, state, local and federal design standards;
• Acts as the lead SFMTA design authority for the project, provides technical review and recommendation to the Project Manager for approval/acceptance of project CDRLs;
• As assigned by the Project Manager, represents the SFMTA in reviewing, approving and auditing technical submittals provided by the Supplier and other project contractors;
• Leads the SFMTA technical team during project design reviews and prepares technical comments on behalf of the SFMTA;
• Reviews all technical documents and correspondence from the Train Control System Supplier and other project contractors;
• Prepares and supervises staff and project Consultants in the preparation of documents, including technical specifications, engineering reports, contract documents, advertisement for bids, instructions to potential bidders, detailed project specifications, technical manuals, and contract bonds;
• Assists Project Manager in negotiating contracts and contract modifications;
• Responds to technical RFIs, resolves clarifications from vendors and addresses their requests by issuing addendums;
• Works with the Technical Program Manager and Technology Department engineers on communications infrastructure design and technical coordination between the Supplier and supportive infrastructure installers;
• Works with Real Estate department, Maintenance of Way staff, facilities project team and engineers on ensuring SFMTA facilities are prepared for train control equipment installation;
• Reviews proposals from vendors and evaluates bid documents for conformance with project specifications;
• Observes train control system component installation and ensures installation is occurring according to plans;
• Ensures smooth communication, and when necessary, mediates technical disputes between the train control system Supplier and installers;
• Supervises the train control system testing program and assists the project QA team in assessing the quality of delivered and/or installed components;
• Tracks completion of technical requirements and evaluates the system and individual subsystems and components for acceptance;
• Participates in the RAM demonstration and verifies that the system as designed and delivered meets the project performance metrics;
• Communicates with Train Control System Supplier for technical support as needed to address system issues under warranty;
• Works with Supplier, SFMTA operations and maintenance staff to ensure both the designed and finished train control system meets operations and maintenance needs and works within their stated constraints;
• Reviews and manages workload assignment to consultants, SFMTA engineers, and interns as required;
• Performs other duties as required.

Minimum Qualification:

1. Seven (7) years of verifiable professional electrical engineering work experience of which four (4) years of that experience must be as a licensed professional engineer. Two (2) of the seven (7) years must be equivalent to the City and County of San Francisco class 5241 Engineer; AND
2. Possession of a baccalaureate degree with major course work in engineering; AND
3. Possession of a Certificate of Registration as a Professional Engineer (Electrical) in the State of California.

Substitution:

• A Master's Degree in Engineering may substitute for one-year work experience.
• A Ph. D. in Engineering may substitute for two years work experience.

Prior to employment, the selected candidate will be required to complete the following:

However, consideration may be given to those whose drug convictions occurred more than five years ago. A conviction for other crimes may not necessarily disqualify you from the job for which you may be applying.
