THE POSITION:

Under general supervision, responsible for protecting the community from dangerous and sick animals; enforcing and investigating local municipal, state, and federal animal laws; preventing the spread of zoonotic diseases; capturing and impounding a variety of animals requiring specialized equipment; euthanizing animals as deemed necessary; providing care and maintenance for animals; picking up and disposing of deceased animals; assisting in licensing; providing humane education to residents in the community and children in schools; and performing other related duties as required.

Experience: One (1) year of experience in the handling of or caring for animals.

Education: Equivalent to completion of twelfth (12th) grade.

License: Possession and maintenance of a valid Class C California Driver's License by the time of appointment.

Persons hired must obtain a certificate from the California Commission on Peace Officers Standards and Training covering laws of arrest and safety in firearms as described in Chapter 4.5, Section 832 of the Penal Code within 90 days from the date of employment.

This position is temporary / part-time and is limited to a maximum of 130 hours per month AND 960 hours per fiscal year. Typical work schedule will be three 8-hour shifts per week, excluding weekends and evenings.

To perform a variety of semi-skilled and skilled work involving the construction, maintenance, and repair of the City's traffic signs and markings.  The purpose of this recruitment is to fill a current temporary/part-time vacancy in our Public Works Department. Candidates who do not currently meet the minimum qualifications for the Signs and Markings Technician I position may be considered for an Intern position instead.

IDEAL CANDIDATE
The Ideal Candidate will have experience with equipment, materials and methods utilized in general construction, maintenance, and repair of traffic signs and markings. This individual will be able to work independently with limited supervision, and make sound decisions.  It is important that this person can follow directions properly, be flexible, communicate clearly and have a positive, professional attitude.

ESSENTIAL JOB FUNCTIONS
Paint, install, and maintain city street signs, striping and reflective markers. Design and manufacture street name signs, City facility signs, and regulatory signs. Interpret and apply relevant codes, rules, and regulations as specified in the Traffic Control Handbook, Caltrans Specifications and California Manual on Uniform Traffic Control Devices (MUTCD). Provide general information to the public, other city departments, and vendors pertaining to area of assignment; investigate and respond to citizen inquiries and complaints regarding area of assignment. Comply with the policies and procedures in the Department Illness and Injury Prevention Program; utilize proper safety precautions and set a positive example for others. Regular, predictable, consistent and timely attendance is an essential function of the position. Employee must be present to work on facilities and equipment impacting the public’s health and safety.

OTHER JOB FUNCTIONS
Assist in the planning and layout of traffic control devices including safe work zones. Be aware of the Underground Service Alerts (USA) guidelines.  Perform preventive maintenance and minor repairs on assigned equipment such as compressors, paint sprayers, thermal applicators and stencils. Install new or modified signing and/or striping as directed by Senior Signs and Marking Technician. Requisition and purchase materials and supplies; assist in maintaining expenditure records for materials and services; maintain records and prepare reports regarding work performed. Prepare detailed designs for installation of traffic control devices. Assist in the training of assigned crew members. Work cooperatively with others. Drive vehicles and equipment as required. Perform related duties as assigned. Meet stand-by requirements and serve in a stand-by status after working hours. Respond to emergency callouts as required.

QUALIFICATIONS
Signs and Markings Technician I

Education: High School Diploma or equivalent. Specialized coursework in signs and markings or related field is desired.

Experience: One (1) year of experience performing duties in general construction or maintenance work related to signs and markings. 

License or Certificates: Must acquire and be able to retain a valid Class B California Driver's License with Tank and Air Brake Endorsement, Signs and Markings Specialist I and Work Zone Safety certifications from the International Municipal Signal Association (IMSA), First Aid, CPR, ICS 100 and NIMS 700 certifications prior to permanent appointment.

BENEFITS
All of these positions are temporary part-time.  Temporary employees work no more than 130 hours per month AND no more than 960 hours in a Fiscal Year. 

The pay cycle is bi-weekly. With the exception of worker's compensation coverage and sick leave accrual, no other benefits compensations are provided. Employees must contribute 1.45% of salary to Medicare and 7.5% to a retirement plan in accordance with Federal Law.

WORK SCHEDULE AND BENEFITS:

The District observes a 4/10 work schedule, Monday-Thursday, 10-hour days. The regular work schedule for the Water Distribution Operator I/II position is 6:30 a.m. – 5:00 p.m.

Water Distribution Operators also perform Standby Duty on a rotating basis. Standby Duty begins at 5:00 p.m. on Tuesday and shall end at 5:00 p.m. on the following Tuesday. Per CHWD policy, employees assigned to Standby Duty must reside within fifteen (15) miles of the District headquarters while performing Standby Duty.

Water Distribution Operators are directly involved in the installation, maintenance, and repair of valves, mains, services, and related potable water distribution system facilities and equipment. Performs related work as required.

Water Distribution Operator I - This is the entry-level class in the Water Distribution Operator series. Positions in this class typically have little or no directly related work experience and work under immediate supervision while learning job tasks. The Water Distribution Operator I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of the assigned area of responsibility are learned.

Water Distribution Operator II - This is the journey-level class in the Water Distribution Operator series and is distinguished from the I level by the assignment of the full range of duties. Positions in this class are flexibly staffed and are normally filled by advancement from the I level once the incumbent meets the qualification standards of the II level, demonstrates an ability to perform the full scope of the work, and meets performance standards.

Under the supervision of the Fire Marshal, is responsible for performing plan review, construction inspections, and other duties as required.   The position will also be involved to varying degrees with public education, public relations, exterior hazard abatement, engine company pre-fire planning, record keeping, and report writing.

EXAMPLE OF DUTIES

This position is responsible for the review of plans, to ensure compliance with applicable Federal, State, and local fire safety laws, ordinances, and codes. Although not all inclusive the following serve to represent the various types of plans to be reviewed: planning applications; applications for the subdivision of land; site plans for access and water supply; building and tenant improvement plans; fire protection systems including fire sprinkler, fire alarm, kitchen hood extinguishing systems; and other types of plan reviews that are part of various fire code permitted activities.

Provides supervision, work direction and technical assistance as directed. Utilizes tools and technology identified by the District related to performance of tasks. ESSENTIAL FUNCTIONS

• Architect, implement, monitor, maintain, and troubleshoot various security systems that protect the City’s networks, IT/OT systems (including SCADA), applications and critical infrastructure.
• Design, organize, modify, install, secure and support security infrastructure; and provide technical support for network and security issues associated with enterprise applications.

All knowledge from the Systems Security Analyst I level, and NIST 800-series cyber security standards, CIS Top-20 Critical Security Controls, Payment Card Industry Data Security Standards (PCI-DSS), and Criminal Justice Information Security (CJIS) requirements; principles and practices of securing cloud-hosted systems and applications; principles and practices of complex operating system design, analysis, and documentation; current hacker techniques, exploits, active defense detection and prevention measures, penetration testing tools, tactics, techniques, and procedures (TTPs); unified threat management (UTM) firewalls and associated components including, but not limited to, URL/Content filtering, file scanning and blocking, DNS sinkholing, and data leakage prevention; endpoint detection and response (EDR) platform deployment, monitoring and management; business continuity planning, documentation, and testing best practices; computer and network forensic tools, techniques and analysis including root cause and comprehensive cause and effect analysis of cyber-attacks and breaches; scripting languages (e.g. PowerShell, Python, BASH, etc.) at an expert level; single sign-on, Multi-factor authentication and SAML concepts and applications; eDiscovery processes and techniques for messaging and other social media platforms; network monitoring tools and techniques used to perform security troubleshooting, including packet capture and protocol analysis tools; network routing and switching protocols (i.e., BGP, EIGRP, OSPF, RIP, VLANs, STP, VTP, IOS, NX-OS, HSRP, CDP, and LLDP); principles and practices of project management; file storage technologies, file structures, and file systems; and methods of application integration.

All abilities from the Systems Security Analyst I level, and independently manage security-related projects, investigations, operations, and incident response; independently perform professional work involving the evaluation, implementation, and daily management of information security systems; implement and maintain compliance with all required information security rules, regulations, mandates, standards, and best practices; design, document, and implement secure network, system, and application architectures; on an ongoing basis, identify and declare observed risks, threats and vulnerabilities and propose practical steps to minimize or mitigate them; participate in, or lead, cross functional teams and meetings; perform and/or work with professional service providers to conduct risk assessments and/or ethical hacking/penetration testing against city systems to determine and mitigate vulnerabilities and other security issues; perform governance tasks, including research, analysis and evaluation, and provide recommendations regarding proposed security, network, and user systems and applications; and conduct various security awareness programs such as citywide cyber security training campaigns, phishing testing, and periodic targeted training initiatives.

WORK SCHEDULE:

The District observes a 4/10 work schedule, Monday–Thursday, 10-hour days. The regular work schedule for this position is 7:00 a.m. – 5:30 p.m.

POSITION DESCRIPTION, DISTINGUISHING CHARACTERISTICS, AND QUALIFICATIONS:

Under immediate supervision, the Customer Service Technician performs a variety of customer service and billing support duties, including processing payments, maintaining customer accounts, responding to billing inquiries, and coordinating service orders. The position also provides administrative support to an assigned supervisor and performs related work as required.

This is the entry-level class in the Customer Service series. Employees in this class typically have little or no directly related work experience but demonstrate the ability to perform the full scope of duties and meet performance standards. Incumbents work under close supervision while learning job tasks, progressing to general supervision as procedures and processes are learned.

• Two (2) years of responsible experience similar to Customer Service Technician is desirable

• Equivalent to completion of the twelfth (12th) grade supplemented by coursework in business or accounting is desirable

• Valid California Class C Driver’s License may be required. A satisfactory driving record is required.
