The City of Thousand Oaks is seeking a driven, detail-oriented Accounting/Customer Service Representative to join the Public Services Division within the Finance Department. This role will serve as a key liaison between the community and the City's revenue operations, managing a high volume of payments and customer inquiries, supporting diverse revenue programs, and adapting to evolving priorities. Primary Responsibilities

• Utility Billing & Collections: Prepare and adjust water and wastewater bills, resolve customer inquiries, and set up payment arrangements to maintain uninterrupted service. When accounts become delinquent, coordinate lien filings and work with customers and field crews to clear balances and restore service.
• Business Tax: Oversee the full life cycle of business license applications and renewals, from initial customer service to intake and fee collection, to compliance verification, and final issuance. Coordinate with Planning, Building, Code Enforcement, and Thousand Oaks Police Department to resolve discrepancies, update records, and provide guidance on licensing requirements.
• Payment Processing & Cashiering: Process payments for all revenue programs, both at the front counter and within a centralized unit, and reconcile daily cash receipts. Balance cash drawers, prepare bank deposits, and validate transactions against the general ledger.

• Interdepartmental Collaboration: Collaborate with field technicians, IT, Thousand Oaks Police Department, and other departments to resolve billing and payment issues, identify process improvements, and share best practices. Cross-train on multiple revenue streams to enhance team agility and service coverage.
• Administrative Support: Administer specialized billing programs, including parking citations for false alarm, from initiation through resolution, ensuring accuracy, analytics, and compliance.

The Public Works Department is seeking a highly motivated and results-oriented Street Maintenance Worker I/II for the Street division. Depending on the candidate's qualifications, the vacancy will be filled at either Street Maintenance Worker Level 1 or Level 2. The successful candidate will work at the City’s Municipal Service Center in the Newbury Park area of Thousand Oaks.

 

Primary responsibilities:

• Breaks and removes concrete using a hydraulic breaker and handwork
• Repair or replace cracked, raised, sunken, or otherwise damaged sidewalks, curbs, and gutters
• Perform skilled and semi-skilled work in the construction, maintenance, repair, and cleaning of streets, curbs, gutters, storm drains, and related structures
• Perform heavy manual labor in the removal, repair, and finish of concrete and asphalt work
• Operate and maintain a variety of maintenance and construction equipment, including hand and power tools, and light, medium, and heavy motorized equipment
• Conduct traffic control when working in traffic areas of the City; install street barricades and cones; direct and control traffic around work sites

DESCRIPTION 

The City of Thousand Oaks Community Development Department currently has two vacancies for an Assistant and Associate Planner. Under general supervision, these positions perform varied and responsible professional planning work; administer and perform work on relatively complex current and advance planning projects; and perform related duties as assigned.   

 

These vacancies will be filled as an Assistant Planner ($81,085 - $121,628 annually) and Associate Planner ($96,549 - $144,825 annually). 

 

PRIMARY RESPONSIBILITIES 

Assistant Planner:  

• Manage and process applications for development projects, including residential, mixed-use, commercial, industrial, and institutional proposals  

• Facilitate in-person and virtual permit submittals 

• Respond to phone and email inquiries  

• Consult and advise property owners, architects, engineers, contractors, and the public regarding applications, City policies, codes, and other plans.   

• Prepare clear and concise technical documents, reports, correspondence and other written materials.  

• Exercise sound independent judgement. 

• Establish and maintain effective working relationships with those encountered in the course of work.    

• Present information to City Council, Planning Commission, and other groups  

Associate Planner: 

In addition to the responsibilities of the Assistant Planner position:  

• Plans, organizes and conducts research studies and prepares recommendations regarding land use, zoning, urban design, population trends, transportation, housing and environmental needs, updates and analyzes demographic and other data required for the planning function, participates in the review, development or revision of the various of the General Plan, environmental impact reports, plans, ordinance and other policies and procedures.  

• Independently perform responsible and varied professional planning duties 

• Exercise independent judgment in selecting study approach and analytical techniques  

• Implement sound recommendations based on study results

• California Law Enforcement Telecommunications Systems (CLETS)
• Computer-Aided Dispatch (CAD)
• National Crime Information Center (NCIC)
• Criminal Justice Information System (CJIS) 

License/Certificates: Possession of, or ability to obtain, a Peace Officer’s Standards and Training (POST) Basic Public Safety Dispatcher Certificate within one year of employment.

Special Requirements: Must be 18 years of age as of the date of hire; a United States citizen or meet citizenship requirements; and be of good moral character with no felony convictions.
