The City of Redwood City invites you to apply for the position of Senior Long Range Planner within the Community Development Department’s Planning Division. This position, which will be focused primarily on long range planning activities, is an excellent opportunity for a motivated professional to lead or participate in numerous long-range efforts underway including:

• Greater Downtown Area Plan, an update of the City’s vision for Downtown Redwood City and adjacent neighborhoods
• Update to the City’s Historic Preservation Ordinance
• Development of objective design standards

About the role:                   

The Parks, Recreation & Community Services Manager – Arts & Events is responsible for overseeing the City’s signature community events, cultural programming, and public art initiatives that celebrate Redwood City’s diverse community and vibrant downtown. This position manages the planning, coordination, and production of a wide range of public events including festivals, concerts, cultural celebrations, and arts programming that bring people together and foster community pride.

In addition to event management, this role provides critical support to the Director of Parks, Recreation, and Community Services on all public art initiatives. The Arts and Events Manager serve as the staff liaison to the Arts Commission, manages website content related to the Commission and public art, and leads the implementation and updating of the City’s Public Art Master Plan. The position also ensures compliance with the Percent for Art Ordinance, including public art permit application management, maintaining detailed records of all art in public places (45.070 Section C), and overseeing the recognition and promotion of public art throughout the city.

The Arts and Events Manager collaborate closely with the Economic Development Manager and works with developers as new commercial projects over 50,000 square feet come on board, ensuring compliance with public art requirements.

More broadly, this role involves negotiating, preparing, and managing contracts and agreements with vendors, performers, artists, and community partners, while ensuring compliance with City policies and maintaining strong inter-agency collaboration.

San Mateo County Health is seeking a well-qualified individual for the position of Social Work Supervisor - Aging & Disability Services (ADS) – Supportive Services. Social Work Supervisors plan, assign, review, and evaluate the work of a team of Social Workers, a Community Worker and Public Health Nurses. The Social Work Supervisor provides directions to staff on casework concepts, methods and procedures, provisions of services, and departmental policies and procedures under direction of a Health Services Manager.

The Social Work Supervisor position is located within ADS’ Supportive Services unit, which includes the Enhanced Care Management (ECM), Partners for Independence (PFI), and In-Home Supportive Services (IHSS) programs. In addition to overseeing operations and providing supervision to Social Workers in Supportive Services programs, the supervisor will assist with the on-going integration of California Advancing and Innovating Medi-Cal’s (CalAIM) ECM and Community Supports programs, working closely with the Health Plan of San Mateo (HPSM) – a Managed Care Plan for San Mateo County Medi-Cal recipients. In collaboration with key stakeholders, the supervisor will facilitate and refine care management and care coordination services to promote a seamless continuum of care within a whole-person centered care model.

The ECM and PFI program serve adult clients who need assistance managing complex medical and psychosocial needs, linking to community resources, and coordinating in-home care to safely remain in the community. The team conducts home and other field visits to assess clients’ psychosocial and safety needs engaging clients in the creation of appropriate case planning, care coordination and management goals.

This full-time position follows a Monday - Friday, 8am-5pm schedule, working in both South San Francisco and San Mateo offices. It is anticipated that the position will primarily work in the office during the probationary period, but include hybrid work accordingly. Office requirements include four on-site workdays to align with operational needs and County requirements.

The ideal candidate will possess the following:

• Strong leadership skills to direct the work of and motivate a team of Social Workers, Public Health Nurses and Community Workers.
• Familiarity with the laws, rules, regulations and procedures governing the operation of public social services agencies and the variety of service programs.
• Excellent organizational skills with the ability to plan and implement social service programs.
• Knowledge of case management principles, including integrating social and health care services to enhance client function and stability.
• Work experience and proficiency with IHSS.
• The ability to manage day-to-day program details while keeping in view the agency’s broader philosophy, standards, and requirements.
• Strong analytical and problem-solving abilities, with sound judgment in decision-making.
• A talent for innovating and streamlining processes to expand community access and simplify program operations for staff.
• Effective communication skills, with experience preparing and presenting both oral and written reports.
• The ability to build and maintain cooperative, respectful relationships with clients from diverse backgrounds, as well as with representatives of other units and agencies.
• Experience providing supervision and guidance to staff through a racial and equity lens.
• Possession of a clinical license such as an LCSW (or equivalent), which is highly desirable but not required.

Examples Of Duties

The Supportive Services Social Work Supervisor’s responsibilities may include, but are not limited to:

• Providing support and supervision to a team of Social Workers, Public Health Nurses, Community Worker, and/or office staff.
• Reviewing and approving health and psychosocial risk assessments, care plans, and other clinical assessments.
• Coordinating, overseeing, and participating in Interdisciplinary Care Team meetings.
• Overseeing the process for care coordination related expenses.
• Troubleshooting issues with the Q Continuum System, HPSM MedHOK database system and the State IHSS CMIPS II database system.
• Establishing and maintaining collaborative working relationships with peers and colleagues from IHSS and other managed long-term services and supports programs.
• Maintaining and reporting on program specific data, metrics and performance measures.
• Participating in on-going quality improvement and program evaluation.
• Assigning new ECM/PFI and IHSS referrals to ECM/PFI staff
• Reviewing, consulting and guiding IHSS work, including initial and reassessments.
• Providing field instruction to MSW graduate students if applicable.
• Understanding and supporting LEAP efforts (e.g., process improvement) tracking progress, and continuously gathering information about process improvements.
• Coordinating training for staff on ECM/PFI/IHSS related topics
• Conducting presentations to community partners, contract agencies, and other County staff.
• Reviewing client cases and communicating with clients’ formal and informal support as needed.
• Collaborating with HPSM and other partners.
• Developing and updating Supportive Services Policies and Procedures.
• Ensuring compliance with State and Federal regulations.
• Other duties as assigned.

Qualifications

Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying. A typical way to qualify is

• A Master's degree from an accredited college or university in Social Work that included an internship, AND one (1) additional year of experience performing a full range of professional social worker duties.

This recruitment is for one (1) Manager position in the Assessment, Inventory & Modeling (AIM) Division. This is an open recruitment for one (1) full-time, exempt, management position. 

About the Position
Under administrative direction, the position manages the Air Quality Modeling and Analysis (AQM&A) Section in the AIM Division. The manager is responsible for: maintaining a positive work environment within the AQM&A Section to promote a culture of excellence; directing the development and evaluation of air quality modeling analyses at both regional and local scales, including modeling assessment of potential health impacts from various air pollutants and emission sources; with support from AIM Division staff, developing, evaluating, and reporting modeling-based assessments of community exposure and health impacts from air pollution; interacting with the Board of Directors, Advisory Council, and Air District management and staff on air quality modeling assessments; and performing related work as assigned.

Incumbents in this class make decisions that have impacts on daily operations and implementation of established procedures and policies and solve problems requiring analyses of issues that may result in deviations from routine processes, new technology, and additional resources.  Incumbents make recommendations for program planning and directing, as well as organizing new and future resource needs.

About the Division
The Assessment, Inventory, and Modeling (AIM) Division prepares comprehensive source emission inventories for the Bay Area and conducts air quality modeling at both regional and community scales. AIM prepares technical assessments that evaluate equity in air pollution exposures and health impacts in support of Air District programs. AIM coordinates and implements programs to improve and report estimates of emissions of criteria pollutants, toxic air contaminants, and climate forcing pollutants. AIM maintains the Bay Area photochemical grid modeling platform and functions, developed and analyze modeled concentrations, exposures of toxic air contaminants, particulate matter, ozone and their precursors, to support targeted strategies that reduce impacts of air pollution both regionally and within communities, especially where Assembly Bill (AB) 617 community action plans are being developed and implemented. AIM reviews and provides guidance on environmental health risk assessments within environmental review documents prepared pursuant to California Environmental Quality Act (CEQA).

The incumbent will assume responsibility for leading and managing multiple programs and functional areas within the AIM Division and assisting the Division Director in implementing the Air District’s policies and best practices, as well as making decisions regarding program planning, project prioritization, and staff resources allocation. The incumbent will also lead or support collaborative projects across Divisions and provide technical assessments of modeled air pollutant concentrations and health risk associated with stationary and mobile sources.

ABOUT THE POSITION

Within the Parks, Recreation and Community Services Department the LEAD LANDSCAPE GARDENER will perform a variety of semi-skilled and skilled work and be involved in the development, maintenance and repairs of City parks, medians,  landscaped areas and athletic fields; assist in supervision of Landscape Gardeners and part-time personnel, and operate a wide variety of landscape maintenance equipment.

NOTE: May be required to travel between various locations during scheduled work shift and drive vehicles used to transport materials, tools, and equipment.

Typical duties include, but are not limited to: 

• Operate mowers, tractors, trencher, vehicles, equipment, and utilize a variety of hand and power tools in park landscape maintenance work; assist in routine maintenance of such equipment.

The Controller's Office is currently seeking well-qualified candidates for the position of Payroll Personnel Coordinator IV.

The mission of the Controller's Office is to promote the County's operational effectiveness and ensure its financial transparency and integrity by providing quality accounting, audit, and financial reporting services.

The Controller's Office maintains the County’s financial systems and records, and prepares independently audited, award-winning annual financial reports that disclose the financial condition of the County to the public. We are staffed with 51 full-time accounting, audit, and information systems professionals. The office also calculates annual property tax bill amounts, distributes taxes collected to local government agencies, performs internal audits of the County’s operations, and provides payroll services for the County's workforce.

Under general supervision, provides technical and specialized payroll and/or personnel-related support to a large and complex County department and/or division(s) or perform payroll and/or personnel-related functions at a Countywide level with responsibilities for reviewing, correcting and instructing the work of other Coordinators; coordinate human resources, payroll and/or timekeeping processes; maintain personnel-related records; provide information to management and employees regarding payroll and personnel-related matters; and perform related work as required.

Distinguishing Characteristics

Payroll/Personnel Coordinator IV is the lead or specialist level class in the Payroll/Personnel Coordinator series. This level is distinguished from the Payroll/Personnel Coordinator III in that the former is assigned to larger County departments with 24/7 operations, various locations, programs, and shifts in the Controller's Office. At this level, work requires the analysis of unusual circumstances, understanding and proper application of complex and multiple labor contract provisions and assessing a variety of approaches to finding solutions. Actions to be taken or responses to be made differ in such things as the source of information, the kind of transaction or scenario, the type of employee, and his/her eligibility for labor contract provisions. Positions at the Controller's Office provide lead, guidance, and instructions to other departmental Coordinators.

In addition, the ideal candidate will have experience in Human Resources and the Payroll System (Workday) and the timekeeping system (Infor Workforce Management aka ATKS).

Duties may include, but are not limited to, the following:

• Perform technical and specialized office support work, relating specifically to payroll and personnel, which requires the use of independent judgment and the application of technical skills.
• Generate, review, and interpret a variety of automated reports on a routine basis to identify and resolve payroll and personnel change errors and discrepancies; researches and analyzes discrepancies and processes appropriate corrections. • Under the direction of Human Resources or the Controller's Office, may assist other departmental staff with payroll/personnel processing and procedures.
• Process time reporting forms, verify information and calculations, specific payroll rates related to such items as holiday, overtime, off-shift, and predetermined premium rates, and monitor leave and compensatory time totals.
• Coordinate and execute employee onboarding and off-boarding in conjunction with supervisors and the Human Resources Department; process paperwork required for new employees; provide employees guidance on how to navigate through available onboarding resources.
• Interpret, explain, and comply with negotiated contracts, prescribed laws, rules, regulations, and confer with Human Resources and/or Controller's Office as needed.
• Review and process retroactive pay, pay inputs, etc.; research and assemble information from a variety of sources, and make associated arithmetic and/or statistical calculations.
• Assist with processing SDI and Workers Compensation payroll adjustments and work with HR as needed to ensure accuracy and resolve discrepancies, if any.
• Regularly generate and analyze audit reports related to time entry, job, and compensation changes to ensure accurate entry and completion of tasks by various department staff; identify and correct errors; notify individual employees of corrections or action needed, and elevate communications to a supervisor as appropriate.
• Run reports as requested by management.
• Organize and maintain various files, including those related to personnel matters.
• Enter and retrieve data using the County's HR/Payroll system, Workday, and review reports for accuracy and make corrections as required.
• Assist employees, supervisors, and managers with payroll, timecard, and personnel-related inquiries, and in interpreting and applying payroll, retirement, and benefit laws, rules, regulations, bargaining unit contracts, policies, procedures, resolve problems, and recommend solutions.
• Responds to salary verification requests.
• Research record-keeping issues, including sick leave, vacation, or non-contract balances, and perform appropriate action as needed.
• Interpret, explain, and comply with negotiated contracts, prescribed laws, rules, and regulations.
• Perform related duties as assigned.

The Department

The Department of Economic and Community Development includes four dynamic divisions that together are responsible for the preservation and improvement of the physical and economic conditions of the South San Francisco community. The Building Division is responsible for enforcing the California Building, Plumbing, Mechanical, Electric, Residential, and Energy Codes, as well as monitoring construction activity and performing inspections throughout the construction process.
