Overview:

The Program Administrator (Contracts Supervisor) plans, organizes, supervises, and coordinates the procurement by contract of professional consultant services (architectural engineering "A/E" and non-A/E consultants) and specialized Valley Water activities, and coordinates and oversees contract administration activities.  The Program Administrator works on contracts that are highly complex and sensitive in nature, where substantial judgment and initiative are essential in making recommendations and resolving problems. This is a management and leadership position with oversight of a team of contract professionals. This position reports to the Manager of the Purchasing and Consultant Contracts Unit, within the General Services Division.

Key Responsibilities include, but are not limited to:

• Review and approve procurement request documents, cost estimates, scope, and other relevant information to initiate and implement a procurement strategy.

Purchasing & Consultant Contracts Services Unit (Position Code 103)

SUMMARY DESCRIPTION

Under general supervision (Wastewater Operator II), performs a variety of skilled and semi-skilled tasks in the maintenance and operation of the City's sanitary sewer system and wastewater treatment plant.

 

DISTINGUISHING CHARACTERISTICS

This is the full journey level class within the Wastewater Operator series. This class is distinguished from the Wastewater Operator I by the assignment of the full range of duties assigned. Employees at this level receive only occasional instruction or assistance as new or unusual situations arise and they are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the I level.

 

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

 

1. Operate and adjust controls on treatment plant equipment and machinery, such as valves, pumps and motors.

2. Grease and clean plant equipment; read and interpret meters and gauges; regulate plant effluent.

3. Monitor, repair, and maintain wastewater system lift stations; remove debris; disassemble and clean pumps; perform minor repairs when necessary.

4. Respond to emergency calls as needed; locate problems and operate sewer cleaning equipment to clear stoppages. 

5. Collect samples and perform various lab tests.

6. Inspect and make repairs to plant equipment.

7. Perform general plant maintenance work such as sweeping, cleaning, sanding and painting of equipment and facilities.

8. Assist in operating video inspection system.

9. Perform general grounds maintenance work.

10. Rod sanitary sewers; install and repair sanitary sewer laterals and trunk lines.

11. Enter and work in permitted confined spaces and underground trenches.

12. Locate, mark and notify sewer lines per USA (underground service alert) requirements.

13. Observe and enforce safety precautions. 

14. May temporarily be assigned to work with other City departments as needed.

15. Operate trucks, tractors and other motorized equipment of comparable size and complexity.

Education/Training:
Equivalent to the completion of the twelfth grade.

Experience:
Two years experience performing duties at a level comparable to a Wastewater Operator I with the City of Ceres while in possession of a Grade I Wastewater Treatment Plant Operator certificate.

License or Certificate:
Possession of a valid Class B driver’s license.
Possession of a Grade I Wastewater Treatment Plant Operator certificate from the California State Water Resources Control Board.

The position of Systems Control Operator III is responsible for remotely monitoring, operating, and controlling Valley Water’s raw water system, including local and imported raw water transmission facilities, three pumping plants, and appurtenances to control the flow of water from the Raw Water Control Center during an assigned shift.

• Observe and inspect pumps, motors, generators, and related equipment for safe and proper operation; coordinate high-voltage and general switching orders in dealing with Western Area Power Authority (WAPA) and Pacific Gas and Electricity (PG&E).
• Issue internal and external switching and clearance orders; bypass portions of the system during emergencies or planned maintenance shutdowns; and ensure lockout/tagout procedures are completed before maintenance activities commence.
• Perform confined space entry functions in the completion of assigned tasks; ensure adherence to established safety procedures and precautions.
• Maintain detailed logs and records of work performed; issue source change notifications; and prepare clear and concise reports, as requested.
• Interact with Valley Water's Emergency Operations Center (EOC), field operations personnel, and County communications personnel to resolve emergency flood control situations during periods of heavy rain.
• Work 12-hour, day or night shifts on weekdays or weekends on a rotating basis every six months.
• Work on-call during the weekends and nights on a rotating basis.
• Communicate with external customers such as the California Department of Water Resources (DWR) and San Benito County Water District and internal customers (water treatment plants operators, water resources technicians, and hydrographers) about operations such as shutdowns; coordinate with customers to ensure they receive deliveries; and communicate, plan, and orchestrate system.
• Use pressure monitoring devices to find leaks in pipelines.
• Follow safety regulations and applicable safety policies and procedures.
• Serve as a disaster service worker and perform disaster service activities as may be assigned by supervisor or law, pursuant to California Government Code Section 3100.

The Position:

This is a temporary, as-needed position assigned to the City of Santa Clara’s Electric Utility Department, Silicon Valley Power (SVP). The position is part of the Systems Support Group (SSG), which functions as the technology backbone of SVP and is responsible for critical technology modernization, cybersecurity, and operational support in response to rapid utility growth and evolving regulatory requirements.

We are seeking a highly skilled and experienced Network Engineer to design, implement, and support both enterprise and utility-specific network infrastructure, with a strong emphasis on Cisco technologies. The incumbent plays a critical role in ensuring the availability, performance, and security of the organization’s overall network environment, including the SVP’s utility communication and control systems.
 
In this role, the Network Administrator is responsible for administering and monitoring network services, managing a variety of advanced network and security products—including, but not limited to, Cisco firewalls and intrusion prevention systems- and maintaining compliance with Federal Energy Regulatory Commission (FERC) requirements as well as applicable state and local mandates. PRIMIARY RESPONSIBILITIES 

Associate Engineer:  

• Prepares and oversees the preparation of complex and technical engineering studies, plans, and reports   

• Assists the Division Manager and Team Leader/Senior Engineer in managing varying responsibilities including permitting, design and construction of water, wastewater, storm drain, pavement, energy resiliency and roadway improvements

Silicon Valley Power (SVP) currently provides over 40 percent of Santa Clara’s electricity from carbon-free renewable resources. In addition to using green energy from large-scale wind, solar, geothermal and hydroelectric projects outside of the area, SVP employs innovative ways to locally produce electricity by capturing and burning methane gas from a closed city landfill and using power from solar generating systems on city-owned garages and vacant, unusable land. The Position:

Silicon Valley Power (SVP) is seeking dynamic, engaging and qualified engineers for several vacant Electric Utility Engineer positions in various divisions.

 

For the SVP Fiber Division, this position will be assigned engineering work associated with SVP’s fiber network. This individual will assist with engineering design, engineering pole loading analysis software, site surveys, material selection and estimates.   

 

For SVP Operations Division, this position will be assigned engineering work associated with communication and electrical power engineering. This individual will assist with the programming of industrial multiplexer networks. The individual should have a strong interest in industrial high-speed data networking.

 

For SVP Engineering and CIP projects, this position will be assigned engineering work associated with electrical power engineering, substation design and Transmission and distribution systems. The individual may manage or will assist in managing Capital improvement Projects (CIP) to support growth of the electric utility. The candidates should have strong background and interest in electric systems.

 

For the Customer Development and Project Management Division, this position will assist in monitoring the operation of power generation equipment to ensure that it operates within the desired specifications, conducting routine inspections and maintenance of plant equipment to prevent failures and ensure maximum efficiency, Implementing upgrades and modifications to existing systems to improve performance and reduce environmental impact, coordinating with other technical staff and management to discuss and strategize plant operations, ensuring compliance with local, state, and federal regulations pertaining to safety and environmental protection, preparing reports on plant operations, outage planning, and other performance metrics necessary for proper management and planning.

The annual salary range for this position is $178,651.44 - $227,823.12.  This position may be filled at or near the minimum of the salary range.

 

MINIMUM QUALIFICATIONS:

 

EDUCATION AND EXPERIENCE

Minimum Education and Experience Requirements:

Graduation from an accredited college or university with:

a) Bachelor's Degree in Electrical Engineering and two (2) years experience doing electric utility engineering work, or

 

b)  Bachelor's Degree in Engineering and three (3) years experience doing electric utility engineering work and experience using AutoCAD and Microsoft office (i.e. Microsoft Word, Excel, PowerPoint and Mathlab)

 

Acceptable Substitution:

• A Master's Degree in Electrical Engineering from an accredited college or university may be substituted for one (1) year of experience

 

• An Engineer-in-Training Certification with ten (10) years of experience in electric utility engineering work can be substituted for the degree in engineering and the required experience indicated above

 

License/Certifications:

Possession of an appropriate, valid Class C California driver's license is required at time of appointment and for the duration of employment.

 

Desirable Qualifications:

• Registration as an Electrical, Mechanical or Civil Engineer in the State of California
• Experience using ESRI based Geographic Information System (GIS)
• Experience using system modeling and load flow software; Aspen one-liner software, GE PSLF, and DEW ISM

 

Special Conditions:

May work unusual hours in emergency situations, or while acting as supervisor, or at other than the regular job site.
