About the Commission: The San Francisco Ethics Commission was created by the City’s voters with the passage of Proposition K in November 1993. The Ethics Commission is responsible for the independent and impartial administration and enforcement of laws related to campaign finance, public financing of candidates, governmental ethics, conflicts of interest, and registration and reporting by lobbyists, campaign consultants, permit consultants, and major developers.

The successful candidate should expect to perform their duties in a hybrid work environment with at least three days onsite per week per current City policy. Additionally, any City employee may be called in for Disaster Service Work duty or to work onsite with 24-hours’ notice.

ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.
• Manage the department’s hiring initiatives including tracking vacancies, producing hiring-related documents, coordinating recruitment functions with staff and DHR, and supporting onboarding activities.
• Manage the department’s HR and personnel functions and lead initiatives to promote staff engagement and professional development.
• Direct the department’s annual budget development process by working with Commission staff and City stakeholders to get necessary funding approved through the City’s budgeting process.
• Track ongoing spending using the City’s financial systems and monitor adherence to the approved budget.
• Manage the department’s contracting needs and establish internal procedures and documentation for related business processes.
• Design and implement standardized workflows, procedures, documents, and tools for the Commission’s departmental business processes. Identify ways to improve business processes using automation.
• Establish effective metrics that inform the department’s operations and programmatic work in a data-driven manner. Develop processes to generate and track performance measures broadly across functions for leadership and staff, using automated tools in collaboration with the technology division.
• Manage services from other departments to support the Commission’s operations and serve as a liaison for departments and other stakeholders.
• Prepare management reports, annual reports, agency publications, and financial reports to provide regular progress updates regarding departmental goals and operations. Provide presentations at Commission meetings as needed.
• Maintain information on the Commission’s website, including budget, operational reports, and Commission information, in compliance with the City’s language access and digital inclusion standards.

• Support Commission-related operations including assisting with public meetings and onboarding new Commissioners.
• Act on behalf of the Executive Director when requested to provide business continuity for other programmatic and business functions.
• Maintain absolute confidentiality of sensitive information obtained through the course of completing assignments while working comfortably in an open government environment.
• Maintain and retrieve documents, records, and correspondence in accordance with established procedures for data retention and records requests.
• Establish and maintain effective professional relationships that foster an inclusive work environment and constructive problem-solving.

• Demonstrate sound independent judgment and the highest standards of integrity in carrying out duties.
• Perform other related duties and responsibilities as assigned.

Minimum Qualifications

• Bachelor's degree from an accredited college or university, AND
• Two (2) years of managerial experience in governmental ethics, campaign financing, and/or lobbying laws and regulations, all of which must include supervisory experience.

Substitution: Additional experience as described above may substitute for the required degree on a year for year basis up to a maximum of two (2) years.

Desired Qualifications

• A Master's degree in public administration, business administration, public policy, or a closely related field of study, or a juris doctor degree.

• Two or more years of demonstrated experience with public sector management, budgeting, financial accounting, procurement, contracting, and/or recruitment functions.
• Experience in the fields of campaign finance and governmental ethics.
• Experience working objectively, efficiently, and effectively under strict deadlines and highly visible, sensitive, or politicized settings.
• Extensive knowledge and expertise in organizational policies, systems, and issues in a government setting.
• Proficiency with computers and software applications, including with Microsoft Office tools, electronic filings systems, collaboration and project management tools (SharePoint, MS Teams, Jira or similar), financial & accounting systems, digital signature tools (DocuSign or similar), and content management systems (WordPress or similar).
• Familiarity with data analysis skills including advanced Excel, PowerBI, Tableau, or other statistical/analytics tools. Comfortable working with complex datasets and databases.
• Strong leadership and management skills and experience working effectively with diverse stakeholders in fast-paced, sensitive, and politicized settings.
• Ability to operate as an effective tactical and strategic thinker.
• Exceptional written and verbal communication skills with excellent presentation and organizational skills.
• Adaptability and flexibility in handling changing circumstances in dynamic work environments.
• Ability to plan, prioritize, exercise initiative, and complete multiple competing projects within established timeframes while also ensuring accurate, high-quality work products.

The City of Dixon is looking to fill one full-time, regular position of Accountant in the Finance Department. This position performs professional level accounting functions such as recording and reporting financial transactions, review of financial records; provides fiscal control for assigned areas of operation, preparation of financial report statements and analyzes. This is not a remote position and work schedule will be Monday through Friday, onsite.

Summary Description

Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1.      Perform a variety of professional accounting functions supporting City-wide operations; maintain accuracy of general, revenue, and expenditure ledgers and subsidiary financial systems.

2.      Reconcile financial ledgers and records; prepare financial statements and reports, general and subsidiary ledgers and supporting schedules; research and resolve discrepancies.

3.      Review and audit all accounts payable, purchase orders, cash receipts, business licenses, payroll, utility billing, and other accounting records and transactions; ensure money is posted to correct accounts and that all accounts balance.

4.      Provide assistance in the development of the annual budget; assist in the review and validation of the annual City budget; create a variety of spreadsheets, documents, and graphs; assist in preparing the final budget document for approval by City Council.

5.      Prepare bank reconciliations and related journal entries for a variety of accounts.

6.      Prepare a variety of monthly, periodic, and annual financial and statistical reports and account summaries; prepare treasurer reports; prepare and file annual State Controllers Report.

7.      Assist in preparation of year end closings and accompanying financial reports.

8.      Perform grant accounting work related to federal, state or grant agency funding; maintain records for audit purposes.

9.      Maintain and track fixed asset inventory control records for the City.

10.   Participate in the year-end audit; compile and prepare supporting schedules, work papers, and financial reports as requested by auditors.

11.   Prepare property tax remittances for payment.

12.   Respond to public inquiries in a courteous manner; provide information within the area of assignment; resolve issues in an efficient and timely manner.

13.   Provide responsible staff assistance to management staff; perform special department projects as assigned.

14.   Serve as department liaison to various City committees as necessary.

The Department: 

The Purchasing Division resides in the City's Finance Department and maintains a "centralized purchasing system" that is responsible for all purchasing and contracting activity for supplies, materials, and equipment as well as general and professional services.  The Division also operates a Central Warehouse, with over 3,000 inventory items primarily to support the City's utility departments (Silicon Valley Power and the Water and Sewer Departments). The Division is also responsible for the disposition of surplus property and the City mailroom.

The Division will soon expand its warehouse operations with the opening of a second warehouse to support Silicon Valley Power’s infrastructure projects. This recruitment is to fill the Chief Storekeeper position that will manage operations at the current central warehouse, as the incumbent Chief Storekeeper will be transitioning over to the new warehouse.

The Position: 

The Chief Storekeeper is a classified position responsible for overseeing day-to-day warehouse operations, including:

• Oversee a wide variety of materials, supplies, and related equipment 
• Receiving, storing, and issuing supplies, tools, and equipment 
• Ensuring accurate inventory tracking and efficient material handling
• Providing direction to departments for orders of materials
• Supervising a team consisting of two Material Handlers and one Senior Materials Handler in the efficient requisition and issue of materials and supplies

How to qualify

The Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is seeking well-qualified candidates for the position of Principal Appraiser.  Principal Appraisers must have thorough knowledge of Property Tax and the Revenue and Taxation Code as it relates to Real Property Valuation, Change in Ownership reassessment or exclusion requirements, New Construction valuation, Decline in Value valuation, Property Classification, etc.
 
The department currently has two vacancies in the areas of Residential and Commercial real property appraisal and assessment.
 
The Principal Appraisers share a critical role in assisting the Chief Appraiser and Deputy Assessor in the completion of the Office's mission to determine the assessed value of all taxable property located in San Mateo County, the creation of the official record of taxable property (approximately 240,000 assessments each year in the local assessment roll), and the sharing of this information with the County Controller and Tax Collector and making it publicly available.
 
This is an exciting time for seasoned Principal Appraisers to join our dynamic team of Appraisal professionals. The Assessor's Office is currently involved in several major projects, including the development of a new Assessor's Property Assessment System (APAS), and the appraisal and assessment of several large-scale new generation commercial, manufacturing, research and development, and mixed-use developments being built throughout San Mateo County.  Principal Appraisers may be called upon to provide subject matter expertise in the development of the Assessor's Property Assessment System.

 

Examples Of Duties

The technically-savvy and experienced individuals hired for these positions will have the responsibility to supervise appraisal and exemption staff in the timely collection, processing, and analysis of valuation data for real, personal, tangible, and intangible property for tax assessment purposes, and to manage the impact of the new regulations.
 

Additional responsibilities and duties of these Principal Appraisers will include (but are not limited to):

• Planning, organizing, training, supervising, reviewing, and evaluating the work of appraisal staff
• Providing advanced support in the most difficult, specialized, or high-value or high-risk appraisals
• Fostering professional growth and effective working relationships
• Managing, analyzing, and evaluating special projects
• Providing subject matter expert (SME) advice to IT analysts/team in the development of the new Assessor Property Assessment System

The ideal candidates will possess:

• Knowledge of supervisory principles and practices including work planning, scheduling, assignment, and review, and employee training, evaluation, and corrective action
• Technical and professional knowledge of appraisal procedures for real, personal, and intangible property
• Understanding of California Property Tax laws, State Board of Equalization guidelines, and Uniform Standards of Professional Appraisal Practice; and the ability to read, interpret, and apply these rules, policies, and procedures
• Familiarity with systems, technology, and desktop applications
• Ability to appraise and assess complex property interests as per California statutes and Property Tax Rules and Regulations
• Skill in analyzing information and using sound independent judgment to make decisions and determine appropriate courses of action, including recommending legal actions
• Effective communication skills in both oral and written formats, including formal presentations
• Capability to be adaptable and resourceful
• Team building skills and effective ways of motivating and leading others to meet the challenges of a changing work environment

THE DEPARTMENT AND DIVISION
The mission of the Office of the Assessor-County Clerk-Recorder and Chief Elections Officer is to ensure equitable treatment of County property owners by accurate and fair valuation of land, improvements, and businesses; to create an accurate public record of recorded transactions relating to people and property within San Mateo County; and to register County citizens to vote and efficiently conduct honest elections.
 
The Department is responsible for:

• The maintenance of 240,000 assessments and a local property tax roll of over $238 billion.
• The maintenance of County birth, death, and marriage records.
• The maintenance of over 3,000,000 recorded land records.
• The facilitation of local elections.
• The maintenance of the voter registration rolls representing over 330,000 County voters.

 
The Department is also responsible for a budget of $20 million, election billing to all jurisdictions, and 15 governmental trust funds.
 
 

Qualifications

Licensure/Certification: Acquisition within one year of appointment of a permanent Property Tax Appraiser Certificate issued by the California State Board of Equalization.  
 
Education and Experience: Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.
 
The preferred qualifications include:

• A Bachelor's degree, and
• Six years of experience performing a full range of appraisals of tangible and taxable property, of which three years are for tax assessment purposes preferably with an Assessor's Office in California, and
• Experience appraising and assessing at least 3,000 or more residential properties, and
• Three years of experience with Assessment Appeals

Additional preferred qualifications include:
 

• Previous completion of advanced level courses offered by the California Board of Equalization and/or the Appraisal Institute
• Advanced Appraiser Certification issued by the State Board of Equalization.

Three years of experience as a Sr. Appraiser with San Mateo County Assessor's Office is considered qualifying experience.
 
The preferred and most highly qualified candidates will have experience in both the commercial and residential areas.
 
Specialized knowledge of Property Tax Rules and Regulations and Revenue and Taxation Code as they relate to Change in Ownership, Transfers, Assessments, etc., is a plus.
