The Position:

The Customer Service Representative is the entry-level classification in the Customer Service Representative series. This classification has a primary focus on providing superior customer service to the citizens and customers of the City of Santa Clara in handling a variety of customer account and billing issues.  Incumbents in this classification may be assigned to answer telephone calls, handle difficult inquiries, perform cashiering duties, process business licenses, and perform functions associated with customer billing, analysis, account adjustments, collections, or the financial assistance programs offered to utility customers.  This classification is distinguished from the Senior Customer Service Representative in that the latter is a lead worker position requiring a greater degree of technical knowledge, analytical ability, and independent judgment.

THE DEPARTMENT

The Information Systems and Technology Division is responsible for the City's network infrastructure, cybersecurity, Help Desk support, and daily IT operations. The division supports a full-service city that includes City Administration, Police, Fire, Planning, Public Works, Parks, Beaches, and Recreation departments.

DEFINITION

Under general supervision, perform a variety of routine and complex duties in support of City-wide information systems, security, and technology operations. Perform systems administration, troubleshoot problems, and ensure data integrity; trains and assists end users in using new applications and systems.

DISTINGUISHING CHARACTERISTICS

This is a professional level position that requires significant administrative, analytical, and technical skills. This position serves as a technical leader, providing complex analytical support.

SUPERVISION RECEIVED/ EXERCISED

Receive general supervision from higher-level management. May provide direction to support staff and oversee part-time staff and/or volunteers.

ESSENTIAL FUNCTIONS – INCLUDE BUT ARE NOT LIMITED TO THE FOLLOWING:

• Install, configure, maintain, troubleshoot, and monitor physical and virtual network and server infrastructure including hardware, software, real-time monitoring tools, peripherals, and devices ensuring effective performance and proper integration of components and systems with existing architecture; assist in infrastructure changes and upgrades to limit interrupted services.
• Administer automated deployment of software and updates over the network.

What You’ll Do
The Development Review Technician I/II/Senior performs a wide variety of technical, paraprofessional support, and customer service duties related to building permits and development or planning applications; serves the public at the Community Development Department Permit Center; and performs other related work as required. 

Development Review Technician I - This is the entry level class in the Development Review Technician series that allows the employee to develop journey-level knowledge and skills. Positions in this class typically have little or no directly related work experience. The Development Review Technician I class is distinguished from the II level by the performance of less than the full range of duties assigned to the II level. Incumbents work under immediate supervision while learning job tasks, progressing to general supervision as procedures and processes of assigned area of responsibility are learned. Employees are expected to demonstrate proficiency and advance to the Development Review Technician II classification. Development Review Technician I receives immediate supervision from the Permit Center Supervisor or higher-level department personnel and may receive training and guidance from a Development Review Technician II or Senior Development Review Technician.

Development Review Technician II - This is the journey level class in the Development Review Technician series and is distinguished from the I level by the assignment of the full range of duties. Employees at this level receive occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. They may assist with training of employees in the Development Review Technician I classifications and perform more difficult and complex duties. The Development Review Technician II receives general supervision from the Permit Center Supervisor or higher-level department personnel and may receive technical and functional lead direction from a Senior Development Review Technician. May provide training and guidance to Development Review Technician I.

Senior Development Review Technician – This is the advanced journey level in the Development Review Technician series. Positions at this level are distinguished from other classes within the series by the level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and by the nature of the public contact made. Employees perform the most difficult and complex duties and serve as a lead worker to employees in the Development Review Technician I and Development Review Technician II classifications. Employees at this level are required to be fully trained in all procedures related to assigned areas of responsibility. Senior Development Review Technician receives direction from the Permit Center Supervisor or higher-level department personnel. Serves as a lead worker over Development Review Technicians I/II.

The Senior Development Review Technician is a flexibly staffed classification, and positions are generally filled by advancement from the journey level class of Development Review Technician II through a competitive process, or, when filled from the outside, require prior and advance development review or permit technician work experience.

Depending upon assignment, duties may include, but are not limited to, the following: 

Development Review Technician I/II 

• Assist the public at the Permit Center, provide customer service in person, by phone or by email regarding building and development review submittal/application requirements, including but not limited to applicable fees, plan review, permitting, inspection processes and project status. 
• Screen and review building permit and development review applications for completeness; enter permit data into permitting software database; route plans and specifications to all applicable City departments and/or outside agencies for review, track plan review process 
• Compile building permit and related data as directed, prepare various reports. Review and issue permits for minor applications for conformance with ordinances, applicable state law and department's standards, policies, and guidelines. 
• Calculate various fees, prepare fee estimates and apply fees to permits or other development review billings. 
• Approve and issue over-the-counter permits. 
• Build and maintain positive working relationships with co-workers, other City employees and the public using practical principles of good customer service. 
• Foster an environment that embraces diversity, integrity, trust, and respect. 
• Be an integral team player, which involves flexibility, cooperation, and communication.

Senior Development Review Technician 
In addition to the duties listed above, duties may include the following: 

• Plan, prioritize, and review the work of staff assigned to a variety of development review support duties. 
• Assist the general public with questions regarding building and development review/permit requirements. 
• Accept building permit and development review applications, act as lead on complicated plan check input and questions. 
• Participate in evaluating the activities of staff, recommending improvements and modifications. 
• Coordinate and prepare counter coverage and daily/weekly task rotation schedules. 
• Provide and coordinate staff training; work with employees to correct deficiencies. 
• Compile building related data as directed; prepare various reports.

They wear uniforms, carry weapons, drive patrol cars or ride motorcycles and must comply with departmental grooming standards. In addition, they work under potentially adverse and hazardous conditions and are on call.

EXAMPLES OF DUTIES

MINIMUM QUALIFICATIONS

Description

The County Executive’s Office is seeking highly qualified candidates for the position of County Procurement Program Services Manager II.

The Procurement Division of the County Executive’s Office provides procurement services to all County departments and acts as a regulatory mechanism to help county departments obtain maximum value for each dollar spent, while maintaining compliance with all relevant County, State, and Federal laws, ordinances, and policies.   The Procurement Division (Division) also connects with and assists vendors in conducting business with the County.   

The Division successfully operates under several ordinances, codes, and policies designed to heighten worker standard of living, support local business, protect tax-payor dollars, and support eco-friendly practices.  The following are examples:

• The Living Wage Ordinance sets a minimum wage, which contractors are required to pay employees providing services under County contracts.  
• To support interested vendors, the Procurement Division offers a variety of trainings that review and explain the County’s Request for Proposals (RFP) process, contracting, and OpenGov.  
• The Procurement Division follows a Code of Ethical Conduct to ensure that expenditures of public funds, through the procurement and contracting process, occur in an ethical and responsible manner.

The Position

The Program Services Manager II (PSM II) will have the opportunity to coordinate the day-to-day operations of the office including managing staff, overseeing OpenGov - the County’s electronic procurement system, developing and facilitating special projects, such as the Vendor Fair and Procurement Academy, collaborating with the cities in San Mateo County regarding procurement and purchasing services, and updating policies and procedures, including the Procurement Handbook.  

The PSM II will supervise and manage a dedicated team within the Division. In addition, the PSM II will develop and deliver trainings, act as procurement consultant to all county departments and special districts, and work to increase office efficiency and effectiveness.  The PSM II will be part of the management team helping lead the dedicated team of lead, professional, technical, and clerical subject matter experts committed to exceptional customer service and fair, open, competitive, timely, and ethical procurement practices.

Qualifications

Education and Experience

Any combination of education and experience that would likely provide the required knowledge, skills, and abilities is qualifying.  A typical way to qualify is three years of increasingly responsible experience managing complex procurement activities and providing operational oversight, including direct management of staff engaged in procurement activities.

Patrols an assigned area in radio car, on motorcycle, or on foot; answers calls for protection of life and private property, and the enforcement of city, county and state laws; conducts preliminary or full investigations depending on assignment, of prowlers, burglaries, thefts, holdups, accidents, deaths and other disturbances; directs traffic, including regulation of vehicle flow at emergency or congested situations; stops drivers who are operating vehicles in violation of laws; warns drivers against unlawful practices; collects and presents evidence with criminal prosecutions; serves warrants and subpoenas; prepares reports of arrests made, investigations conducted, and unusual incidents observed; gives information and directions to the public. Assists in maintaining police records and types records and reports; operates headquarters radio telephone equipment to dispatch officers on patrol; as ordered, acts as lead officer in the field on a shift. Performs basic investigation, consulting and crime prevention work in assisting to control juvenile delinquency; performs such other basic police work as attending fire scenes to assist in the protection of life and property, parade and crowd controlling duties, and engaging in problem-solving skills and tactics.

MINIMUM QUALIFICATIONS

To qualify for competition in this entry-level examination, you must:

1.         Be 21 years of age.

2.         Possess a United States high school diploma, or G.E.D. with qualifying scores, or have passed the California High School Proficiency Examination, or attained a two-year or four-year degree from a college or university accredited by the Western Association of Colleges and Universities.

3.        Have satisfactorily completed a P.O.S.T. approved academy.

4.         Possess a valid Class CCalifornia Driver's License by date of appointment.

5.         Possess a personal history which is compatible with the effective performance of sworn police duties.

6.         Have the physical strength, stamina and agility adequate to perform all duties of a Police Officer.

7.         Hear well enough to comprehend radio transmissions and long-range conversations.

8.         Have adequate written and oral communication skills to give instructions and explanations, conduct information-gathering interviews and write reports.

9.        Be able to deal with a variety of people and situations, exercising judgment, tact and self-restraint.

10.       Have adequate reading skills to understand and interpret orders, bulletins, laws, codes and court

             decisions.

11.        Be willing to work irregular hours and days and at various locations in the City.

12.        Be able to interact positively and cooperate with co-workers, respond politely to customers, and work as a team member.

13.      Be able to function under demanding time pressure.

14.      Be able to respond in a positive manner to supervision.

15.      Be able to attend work and perform duties on a regular and consistent basis

Education: Graduation from high school or equivalent.

Certification: Basic POST Certificate
