POLICE DEPARTMENT

The Wheatland Police Department is responsible for providing public safety for the city. Services provided by the Police department include uniformed patrol, investigative services, traffic enforcement and administration. Dispatch services are provided under a contract with the Yuba County Sheriff. The Police Department is staffed with 11.5 FTE positions, of which 9 are authorized sworn positions. The authorized department staffing includes 1 Police Chief, 1 Sergeant, 6 Officers, 3 part-time Reserves and 2 non-sworn positions.

POSITION

To attend a Peace Officer Standards and Training (P.O.S.T), a certified basic academy. After successful completion of the P.O.S.T. academy, guaranteed promotion to Police Officer where they will perform law enforcement and crime prevention work and do related work as required.  The purpose of this recruitment is to fill current vacancies and establish an eligibility list for future vacancies.

ABOUT THE POLICE DEPARTMENT

The Woodland Police Department is staffed with 72 sworn officers and 22 support employees. It, too, is expected to expand in size as the City grows. The Department is managed by a Chief of Police, a Deputy Chief, four Lieutenants, ten Sergeants, and a Police Records Supervisor. The Department has three Bureaus: Patrol, Investigations, and Community Relations. Police Officers are assigned to all Bureaus where they work in various capacities and teams.   Within the Bureaus are many specialty units including K-9, Motors, School Resource Officers, Gang Task Force, Narcotics Agents, Detectives, and a Homeless Outreach Street Team.  There are a number of collateral duties available to officers including SWAT, Crisis Negotiations Team, Field Training Officer, Honor Guard, Arrest & Control Instructors, Firearms Instructors, Gang Resistance Education and Training (G.R.E.A.T) instructors, Social Media Team, and Bicycle Team. The Woodland Police Department prides itself in being a service-orientated agency using a Community Oriented Policing model and Intelligence Led Policing (ILP) strategy. The Woodland Police Department welcomes and practices constant community engagement, outreach, and activism. ABOUT THE CITY

Woodland is a city of approximately 60,000 residents. Incorporated in 1871, Woodland is conveniently located on I-5 just 12 miles northwest of Sacramento and 9 miles north of U.C. Davis. Woodland’s primary business is agriculture and light industrial, including distribution centers for Target, True Value, and Walgreens. Woodland has a community college, 2 senior high schools, 2 junior high schools, and 12 elementary schools in the public school district, supplemented by five private schools, grades K through 12. The area offers various recreation possibilities: water skiing and boating on the Sacramento River, Lake Berryessa, and Lake Folsom; skiing in the Sierras, hunting and fishing; five golf courses; and many other youth and adult oriented recreations.

ESSENTIAL JOB FUNCTIONS

As a Police Officer Recruit, the Recruit will attend a Peace Officer Standards and Training (P.O.S.T), a certified basic academy during regular academy hours, and any other scheduled departmental and academy exercise activities.  Successful completion of the academy is required to continue employment and be promoted to Police Officer.  General Supervision will be provided by supervisory Police Department personnel, both sworn and civilian, and P.O.S.T. Academy staff.  No direct supervision of staff is exercised. 

QUALIFICATIONS

Education:  Equivalent to graduation from an accredited U.S. high school; passing score on the General Education Development (GED) test; or possession of a two-year, four-year, or advanced degree from an accredited college or university.

License or Certificate:  Possession of a valid California Class C driver's license with an acceptable driving record.

Environment:  The candidate will train in a high-stress police-training academy; indoor classrooms and outdoor physical agility course; exposed to noise, smoke, and inclement

Physical:  Physical health, strength, stature, and agility to meet the physical demands of police work as determined by an agility test and a pre-employment physical exam.

Vision:  See in the normal visual range with or without correction.

Hearing: Hear in the normal audio range with or without correction.

Age:  Must be 21 years of age upon completion of the academy.

Citizenship:  A candidate must be legally authorized to work in the United States under federal law at the time of appointment. (Applicants may be in the process of obtaining legal authorization upon application, but will need to show proof of legal authorization to work in the U.S. under federal law before being accepted into the Academy)

Conduct: No felony convictions and good personal conduct.  During the Background Investigation, a candidate is evaluated relative to an established set of automatic disqualification criteria. Candidates are asked questions relating to the RECENCY AND FREQUENCY of traffic citations, at-fault automobile collisions, illegal drug usage, arrests, and convictions.

SPECIAL REQUIREMENTS

Applicants for the Police Officer Recruit position must pass the POST Entry-Level Law Enforcement Test Battery (PELLETB) with a minimum T-Score of 45 and must pass all components of the Physical Agility Test-Work Sample Test Battery (WSTB) with a minimum score of 320.

• If taken within the past 12 months, applicants may submit evidence of a P.O.S.T. Certified PELLETB test score with a score equal to or greater than a T-45 with the application to be considered for this recruitment.
• Woodland Police Department will accept previously received Physical Agility Test-Work Sample Test Battery (WSTB) scores if it is in an official format and less than 6 months old. 

Test Details:

1) Written Test - POST Entry-Level Law Enforcement Test Battery (PELLETB) - This test must be completed in less than 2.5 hours, and it must be passed with a minimum T-Score of 45.  The areas covered by the test include:

• Spelling - Select the correct spelling of a word from a list of options
• Vocabulary - Select the correct meaning of a word from a list of options
• Clarity - Select the sentence that is most clearly written from a pair of options
• Reading - Read a passage and answer questions about the passage's content
• CLOZE - Use contextual clues to complete a passage that contains missing words

2) Physical Agility Test - Work Sample Test Battery (WSTB) - This test consists of five individually timed and weighted events, and the minimum passing score is 320 (Important – POST Academies may require a higher standard). The events include:

• 99-yard obstacle course with sharp turns and up to 34-inch high obstacles
• 165-pound body drag for 32 feet
• 6-foot chain link fence climb
• 6-foot solid wall climb
• 500-yard run

Test Date:

Woodland Police Department will offer the WSTB tests on an ongoing basis. Candidates will be notified of test dates and times once they have applied.

Eligible List Placement: 

Applicants for this position must take and pass the Physical Agility - Work Sample Test Battery (pass/fail), and the POST Entry-level Law Enforcement Test Battery (PELLETB) with a minimum T-score of 45 (weight: 100%).  Those applicants who pass both the PELLETB and Physical Agility test (WSTB) will be invited to participate in a panel interview.  Applicants who successfully pass the panel interview will be placed on an eligibility list and may be selected to participate in a final interview with the Chief of Police.

Candidates successful in the testing process will be placed on the eligibility list. Candidates selected to continue in the process must successfully complete the following:

• Personal history background check

• Fingerprint examination with no felony or domestic violence convictions

• An interview with members of the Command Staff

• Pre-employment psychological testing and medical examination

The Emergency Dispatcher I/II position in the Sheriff’s Department performs a variety of difficult work in the provision of 24-hour-per-day, seven-days-per-week public safety emergency dispatch service, including all 911 communications. Emergency Dispatcher I is the entry level class in the Emergency Dispatcher series.  It differs from Emergency Dispatcher II in that the II level is fully trained as a dispatcher and may provide training for the Dispatcher I. This position is scheduled for forty (40) hours per week.

WHAT YOU’LL DO

• Receives incoming calls from the public; determines type of assistance required, including law enforcement, fire or ambulance personnel, etc., and dispatches emergency and non-emergency radio and telephone communications to appropriate jurisdictions and agencies.
• Operates a law enforcement 911 communications network.
• Maintains radio communications with field personnel as necessary to relay messages and information, and to determine the location and safety of field personnel.
• Performs a variety of clerical duties as required, including but not limited to answering business telephones; processing and/or maintaining department records, including case files; compiling information and statistics for reports; preparing criminal history reports; entering/cancelling/retrieving data on computer; ordering supplies, copying and filing documents, etc.
• Processes civil, misdemeanor, juvenile and felony warrants.

The City of Live Oak is seeking a dynamic, visionary, and experienced leader to serve as the Community and Economic Development Director. This key position will oversee the planning, implementation, and coordination of community development initiatives, economic growth strategies, and planning projects to enhance the City's growth and quality of life. 

Under general administrative direction of the City Manager, plans, directs, manages, and oversees the activities and operations of the Community and Economic Development Department including planning, building inspection and compliance, code enforcement, affordable housing, economic development, and related services; coordinates assigned activities with other departments and outside agencies; and provides highly responsible and complex administrative support to the City Manager.

The Community and Economic Development Director is an “at -will” employee of the City and serves at the pleasure of the City Manager. The position is considered a Department Director with responsibility for directing the activities of a Department with the City. Positions at this class level serve as a member of the City’s senior management team and provide advice and counsel to the City Manager regarding strategic planning and problem solving issues relating to the assigned Department and the City overall.

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Assumes full management responsibility for all Community and Economic Development Department services and activities including planning, building inspection and compliance, code enforcement, affordable housing, redevelopment agency and economic development operations and services.
• Develops, plans, coordinates, and manages the City’s economic development program and initiatives regarding business assistance, attraction, retention, and expansion; sets annual program goals and objectives consistent with budget; plans, develops, and implements programs, plans, and policies to foster economic growth.
• Manages the development and implementation of departmental goals, objectives, and priorities for each assigned service area; recommends and administers policies and procedures.
• Establishes, within City policy, appropriate service and staffing levels; monitors and evaluates the efficiency and effectiveness of service delivery methods and procedures; allocates resources accordingly.
• Assesses and monitors workload, administrative and support systems, and internal reporting relationships; identifies opportunities for improvement; directs and implements changes.

• Supervises and coordinates the environmental review and development review process for all private and public development activities in the City; assists in the development of the General Plan; coordinates and reviews plan changes and resolves sensitive, controversial and complex issues; solves problems with developers, property owners, the public, architects, engineers, and planners as well as City Council and Planning Commission.
• Collaborates with City staff, public officials, business community, consultants, media, and citizens in the accomplishment of program objectives; maintains professional relationships with regional, county, and local economic development organizations; makes presentations to private sector executives, local agencies, community groups, and City Council regarding the business advantages and opportunities within the City.
• Works as the single point of contact with existing and prospective businesses, developers, brokers, and partners to facilitate business expansion in or relocation to the City; provides guidance to business throughout the development and permitting process; assists new and expanding businesses in site selection, acquisitions, and facility construction.
• Oversees building plan check, building inspection, and code enforcement, planning activities, and ensures compliance with appropriate laws, ordinances, and regulations.
• Monitors legislation and developments related to economic development matters; evaluates their impact on City operations and programs, and recommends and implements policy and procedural improvements.
• Prepares and reviews complex documents including development agreements, specific and master plans including financing implementation plans and related contracts; testifies in court as an expert witness for the City on development related matters.
• Explains, justifies, and defends department programs, policies, and activities; negotiates and resolves sensitive and controversial issues.
• Gathers, tracks, and analyzes local, regional, and state economic and market indicators and other data, draws appropriate conclusions, and makes appropriate recommendations; conducts research regarding economic conditions and trends in the local area and makes recommendations for programs and activities for the City; identifies target industries based on operating, workforce, distribution, and infrastructure criteria, and City objectives.
• Serves as a representative for the Department and City in coordination with governmental agencies, community organizations, and other stakeholder groups as a participant in meetings, committees, and other professional settings.
• Attends and participates in meetings, conferences, workshops, and training sessions; stays abreast of new trends and innovations in field expertise.
• Researches funding opportunities; coordinates and/or completes and submits grant applications; tracts grant-funded projects and requirements; processes and maintains paperwork and reimbursement requests in compliance with funding and reporting requirements.
• Responds to and resolves difficult and sensitive citizen inquiries and complaints.
• Performs related duties as required.

Upon successful completion of POST Academy, the position becomes a full-time probationary Police Officer position.

Under direct supervision, the Police Academy Recruit attends a basic Peace Officer Standards and Training (POST) certified training academy to obtain the basic skills and fitness level necessary for the performance of Police Officer duties.  This position requires a thorough background investigation, psychological assessment, and a medical exam prior to appointment. This is the non-sworn, entry-level classification in the Police Officer series. Incumbents in this classification receive training in a controlled classroom environment.  Advancement to the sworn Police Officer position is based on meeting minimum qualification standards and satisfactory performance in the academy.
