Summary Description

Under general supervision, performs a wide variety of duties involved the enforcement of laws and the prevention of crimes; controls traffic flow and enforces state and local traffic regulations; issues citations; participates in and conducts a variety of criminal investigations; makes arrests; provides support and assistance to special crime prevention and law enforcement programs; and performs a variety of technical and administrative tasks in support of law enforcement services and activities.

TYPICAL TASKS

• Patrol designated areas of the City in car, by foot, or other means to preserve law and order, discover and prevent the commission of crimes, and enforce traffic and other laws and ordinances; protect real and personal property by providing security checks of residential, business, and public premises; maintain awareness of and remains alert for wanted suspects, known criminals, stolen vehicles, missing persons, traffic violators, and crimes in progress; issue warnings and citations;
• Respond to calls for the protection of life and property, the enforcement of laws and ordinances, general public service calls, and complaints including those involving automobile accidents, traffic hazards, misdemeanor and felony incidents, domestic disturbances, property control, civil complaints, and related incidents; investigate complaints and takes appropriate action, which may include the use of deadly or non-deadly force; use sound judgment under adverse, stressful conditions;
• Conduct investigations at scenes of incidents to which summoned, or incidents observed; determine what, if any, crime has been committed; identify, collect, preserve, process, and book evidence; locate and interview victims and witnesses; identify and interrogate suspects;
• Work in partnership with the District Attorney’s Office to obtain and file criminal complaints on arrested subjects;
• Prepare and serve search and arrest warrants; apprehend and arrest offenders for crimes committed under federal, state, and local laws and codes; control and mitigate people under the influence of drugs or alcohol or other potentially hostile situations;
• Serve as liaison and public relations officer to the public; establish and preserve good relationships with the general public; answer questions from the public concerning local and state laws, procedures, and activities of the department; make presentations before a variety of public groups to promote crime prevention activities and to enhance public understanding of Police activities;
• Contact and cooperate with other law enforcement agencies in matters relating to the apprehension of offenders and the investigation of offenses; may respond to requests for assistance from agencies outside the City for mutual aid in the suppression of civil disturbances, apprehension of criminals, or other related requests;
• Participate in continuous training to enhance law enforcement skills including firearms proficiency, defensive driving skills, apprehension and arrest techniques, investigative skills, and general law enforcement skills’
• Perform a variety of administrative and other types of duties in support of law enforcement services, programs, and activities; attend meetings; maintain and calibrate specialized equipment including preliminary alcohol screening devices;
• Initiate and complete reports, legal documents, and other required paperwork; prepare a variety of reports including those on activities, operations, arrests made, and unusual incidents observed; prepare investigative reports and case information;
• Testify in courts and at hearings; prepare and present case evidence; respond to mandatory court calls during irregular hours;
• Direct traffic at fires, special events, and other emergency situations; provide traffic and crowd control at events; provide security at City Council meetings and other City functions;
• Enforce parking regulations; issue citations; tow vehicles that are in violation of codes;
• Sign off on citations and Vehicle Identification Number (VIN) verification;
• Participate in special assignments including Special Weapons and Tactics (SWAT), Crisis Negotiation Team (CNT), Canine Unit, and related assignments; provide guidance and training to Explorers;
• When assigned as a Field Training Officer, train new recruits and lateral police officers; document trainee progress and prepare evaluations; serve as acting field supervisor as assigned;
• When assigned as School Resource Officer, serve as law enforcement officer, law related counselor, and law related instructor at assigned school; create a positive role model for students; serve as liaison between students and law enforcement; investigate crimes that occur within the school and on school property; provide information and assistance to school staff and administration, parents, and students regarding law enforcement and community problems; make group presentations; attend committee meetings; maintain program statistics and reports; and
• When assigned to traffic, patrol assigned areas on a police motorcycle; perform a full range of traffic enforcement duties; observe, monitor, and control routine and unusual traffic conditions; assist and advise motorist; use radar to detect speed; issue citations and warnings; investigate traffic accidents.

Detective Assignment

• Serve on assigned taskforce including gang or drug taskforce; gather knowledge about individuals or groups who are involved in criminal activity in order to understand how they function, describe their current activities, forecast future action they may undertake, and provide intelligence and resources that will eradicate criminal activity; coordinate and participate in multi-jurisdictional intelligence gathering and suppression operations;
• Receive, review, and analyze reports and case information on law enforcement activities requiring special and detailed investigations;
• Coordinate and conduct complete and detailed investigations of crimes involving juveniles and adults, crimes against persons and property including child and elder abuse claims, homicides, rape and assaults with deadly weapons, and crimes involving vice, gaming, and narcotics violations; follow cases from reporting, to arrest, to prosecution;
• Contact, interview, and interrogate victims, complainants, witnesses, suspects, and others involved in cases and incidents; obtain statements, documents, and factual and physical evidence;
• Collect, preserve, maintain, and book evidence and recovered property found that is involved with suspected crimes;
• Hold stakeouts, perform undercover activities, conduct surveillance activities, and other observation assignments;
• Prepare investigative reports and case information; recommend disposition of cases including to discuss recommended disposition of cases with legal authorities;
• Review information and evidence obtained for presentation in court cases; testify in court concerning evidence and facts gathered during the investigative process;
• Remain on-call during stipulated time periods to respond to incidents that will probably require major investigative follow-up and criminal identification work at the scene of the incident; and
• Perform related duties as required.

PATTERN I – ACADEMY LEVEL

• Must have successfully completed a POST certified basic academy not more than three (3) years prior to the date of application.
• Must possess or be eligible to possess a Proof of Eligibility (POE) or certificate (Basic, Intermediate, or Advanced) from California Peace Officer Standards and Training under SB 2.  Ineligibility or decertification from POST will automatically disqualify candidate from holding a peace officer classification.

Experience:

• Some work experience as a California peace officer or other work experience that demonstrates a general aptitude for police work.

PATTERN II –LATERAL TRANSFER

• Successfully completed (at any time) a California POST certified basic law enforcement academy: AND
• Must be currently employed in a California law enforcement agency with at least one (1) year of full-time experience as a sworn peace officer with a California law enforcement agency, and be eligible for appointment as a Peace Officer under Section 830.1 PC; AND
• Must possess a basic POST certificate issued by California Commission on Peace Officers Standards and Training or other documentation to substantiate your eligibility.
• Must possess or be eligible to possess a Proof of Eligibility (POE) or certificate (Basic, Intermediate, or Advanced) from California Peace Officer Standards and Training under SB 2.  Ineligibility or decertification from POST will automatically disqualify candidate from holding a peace officer classification.

In addition to either Pattern I & II 

License or Certificate:

• Graduate from high school or passage of high school level General Education Development (GED) test: AND
• Possess and maintain an appropriate, valid driver’s license; AND

Under general supervision, a Crime & Intelligence Analyst performs a variety of manual and automated crime research and analysis for the enhancement and direction of law enforcement operations; maintains a data base of information regarding a variety of offenders; and performs other duties as assigned. The City of Newark is hiring a Community Preservation Specialist. This role is essential to protecting the health, safety, and quality of life in our community. Working under general supervision, the Specialist enforces City codes related to health and safety, nuisance abatement, housing, and zoning. The position combines investigative work with public education and involves frequent interaction with property owners, businesses, community organizations, and residents.

In this position, you will:

• Advises property owners, businesses, and residents on City code requirements and compliance.

• Educates the public and professional groups on code regulations to encourage voluntary compliance.

• Investigates complaints from City staff, the public, and officials regarding zoning or nuisance issues such as signs, fences, rental housing, home occupations, vehicle storage, trash accumulation, noise, and odors.

EXPERIENCE AND TRAINING

Any combination of education and experience that would provide the required knowledge, skills, and abilities is qualifying. A typical way to obtain the required qualifications would be:

• Associates Degree or 60 college semester units in a related field from an accredited college, supplemented by one year of experience in code enforcement.  Experience may be substituted for education on a year for year basis up to a maximum of one year.
• Documented code enforcement related training from a recognized code enforcement association in the State of California, which includes training in the areas of property management and landlord tenant issues.
• Bilingual skills are highly desirable. 

Under the direction and supervision of the Lieutenant, the Police Sergeant participates in patrol, and may oversee the law enforcement, Police Dispatch and Animal Control activities during an assigned shift. This position leads, inspects, gives instructions to, counsels and provides direction to personnel; completes reports, citations, and other required document reviews to ensure thoroughness, grammar, and spelling; maintains discipline and ensures that department rules, regulations and policies are followed; participates in police patrol activities, including the enforcement of local, state and federal laws, issuing citations, making arrests. This position may also be in charge of an area of responsibility such as training and scheduling, investigations or support services as needed in addition to their patrol supervision responsibilities. This position will prepare reports related to assigned areas of responsibility and prepare and review department policies and procedures manual(s). This position will direct, supervise, guide and train employees assigned in programs instituted by the department. This position will conduct investigations concerning complaints on personnel. This position may address public meetings to promote better community relations and will carry out other related duties as assigned. The Department

The Community Services Department plays a key role in enhancing the community and ensuring the citizens of Fremont receive excellent customer service through the management of recreation facilities, quality recreation and environmental programs, and park planning.

The Position

The Park Ranger/Naturalist will provide information and assistance to the public, as well as enforce laws, rules, regulations, and the Fremont Municipal Code. The primary focus of the position will be to assist with implementing the initiatives of the Homeless Task Force. Additionally, the incumbent may conduct natural resource protection and environmental education programs.

Examples of Job Duties

• Work in prescribed uniform and is responsible for general patrol and supervision of City of Fremont’s parks, plazas and trails.
• Interact and engage with unhoused populations on a daily basis, providing guidance and encouragement, enforcing laws and regulations and connecting community members with service providers.
• Perform homeless response strategies and mitigation efforts, such as posting notice to abate nuisance tags, collection on unattended property and removal of debris.
• Provide assistance and act as a liaison to the public, responding to questions concerning park and recreation facilities, programs, policies, and rules and regulations.
• Demonstrate knowledge of and enforce the Fremont Municipal Code or other rules, regulations and ordinances pertaining to park operations within the City, including the issuance of citations.

A Dispatcher II is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher II acts as the Department’s primary dispatcher, receiving and relaying incoming calls for emergency and non-emergency assistance; dispatching police units; operating a variety of telecommunications equipment including radio, telephone, and computer-aided dispatch systems; status monitoring, records and file maintenance in a computer-aided environment; and entry level dispatch training. A Dispatcher II may be assigned to work various hours, shifts, holidays, weekends and overtime.

Additional duties may include, but are not limited to, the following: prioritize requests for service based upon available resources, receive radio requests and handle accordingly, type, process and file a wide variety of reports and materials including memos, letters, complaints, declarations, warrants, citations, crime and traffic reports.  Assists Department personnel and the public in person and by phone performing record checks, collecting fees and mailing requested reports to outside agencies in accordance with established regulations. 

QUALIFICATIONS

Have a combination of education and work experience, including a minimum of one year of dispatch work; two years general office work involving typing of varied materials, public contact, general filing and basic record keeping; type at least 40 wpm (net).  Have knowledge of business English, spelling; modern office practices and procedures; record keeping. Ability to dispatch police units quickly and effectively; work under pressure; exercise independent judgment; work with minimal supervision; make sound decisions in emergency situations; learn assigned clerical tasks readily and to adhere to prescribed routine; write English legibly; establish and maintain effective working relationships with other employees and the general public; operate computer-aided dispatch system, 911 emergency telephone, and other multi-line telephone systems, various law enforcement telecommunications systems, radio console with headsets and handsets, computer keyboards, cameras, intercoms, security. Willingness to work varying shifts and radio dispatching skills. 

SPECIAL EMPLOYMENT INFORMATION

This is a one-year, limited-term assignment, with the possibility of extension based on budget, departmental needs and approval. The position will require a minimum of 24.5 hours and up to a maximum of 39.5 hours per week. The work schedule may include nights, weekends, and holidays. Shift schedules are reviewed every four months and are subject to change.

THE POSITION:

The Police Officer Trainee position is an entry level position, requiring no prior law enforcement experience. Under general supervision of the Chief Building Official, the Building Permit Technician performs technical, paraprofessional support, customer service, and clerical work supporting the operations involved with the issuance and coordination of the building inspection and permits process.

CLASS CHARACTERISITICS:

The incumbent will usually serve the public at the front counter and provide information regarding permits and building code requirements.  The nature of the tasks requires good public relations skills and the ability to handle customers with tact and good judgment.  The position will perform routine and complex tasks associated with the receipt, review and tracking of building permit applications through the permit process to ensure the efficiency and compliance to department policies and procedures.  May receive functional or technical supervision from department staff.  May exercise functional or technical supervision over other clerical positions.

• Respond to inquiries and confer with builders, engineers, contractors, architects, and the public concerning submittal requirements, building codes and permit regulations at the counter and over the phone.
• Assemble, route and monitor plans and associated information through various City departments and agencies for the plan review process and permit issuance.
• Enter appropriate information into the permit tracking system and other logs and records of permits issued.  Maintain and compile record files, forms and reports concerning building inspection and plan review activities.
• Perform general clerical tasks and use the computer to enter data using spread sheets and maintain and update the permit tracking software information.
• Calculate various valuations, plan check fees and permit fees.
• Sort file and purge documents and records, maintaining alphabetical, index and cross-reference files; maintain complex office records related to building inspection and code enforcement.
• Research and assemble information from a variety of sources for the completion of forms or the preparation of reports; make arithmetic or statistical calculations.
• Organize and maintain various departmental files.  Prepare correspondence, reports, forms, and specialized documents from drafts, notes, or brief instructions, using the office computer system.  Proofread and check typed and other materials for accuracy, completeness, and compliance with departmental policies and regulations.
• Act as receptionist, receive and screen visitors and telephone calls and direct the caller to the proper person or personally handle the call.
• Operate standard office equipment.

Under the administrative direction of the City Administrator, the Community and Economic Development Director will plan, organize, direct and coordinate the City’s community and economic development program and will represent the city in matters of economic development; and performs related work as required.

This is a department head position who will coordinate the City’s efforts in promoting community and economic development. The incumbent will serve as Executive Director of the Successor Agency to the Redevelopment Agency. The incumbent serves as liaison with local, state and federal economic development agencies, and brings various program activities together into a City-wide coordinated and planned economic development strategy. The Community and Economic Development Director acts with a high degree of independence of action in the assigned area of responsibility to attain objectives according to policy guidelines. The incumbent is expected to develop methods and procedures and solve problems encountered. Except where a deviation in policy is involved, most work is not reviewed directly by supervisor and when work is reviewed, the review is directed toward final outcomes and results

The Director will direct and coordinate the City's economic development efforts that may include financing, site selection, supplemental outreach recruitment and existing business expansion and development entitlement assistance. Prepares and recommends the City's economic development policy goals and implementation plans. Serves as a liaison with local, state and federal agencies responsible for economic development activities. Manages developer selection process and negotiates developmental agreements for commercial and industrial projects. Manages permit processing, planning, building plan checking and inspections, code enforcement, historic preservation and development engineering. Directs research and preparation of various reports, proposals, and studies. Chairs committees comprised of key employees from other city departments in order to respond in a coordinate manner to the development needs of applicants. Represents the City at various meetings. Performs related work as required. 

ESSENTIAL RESPONSIBILITIES: The essential responsibilities of the director are to have knowledge of principles and practices of economic development efforts that may include financing, site selection, business outreach and recruitment, existing business expansion, and development entitlement assistance methods and techniques of permit processing, building inspection and code enforcement; laws, ordinances and regulations governing the operation of municipal government; management theory and practice; spelling, grammar and punctuation; appropriate safety precautions and procedures. 

Have the ability to plan, organize and administer comprehensive economic development programs; coordinate a task force designed to respond to developmental needs of applicants; prepare comprehensive reports, make effective oral presentation and maintain effective public relations; exercise good judgement in the handling of municipal affairs; formulate and administer budget; operate a vehicle observing legal and defensive driving practices; establish and maintain effective relationships with those contacted in the course of work; deal with a wide variety of planning, building and code/zone customers and reaching a satisfactory resolution to difficult and complex problems; maintain confidentiality and determine what information can be dispensed; coordinate with various departments for plans and permits review; manage the performance of others in the department with regards to scheduling inspections, computerized data entry, permit issuance, public relations, complaint, planning and community and economic development conditions and monetary follow-up. 

PHYSICAL DEMANDS & WORKING CONDITIONS: Strength, light work-lifting, carrying and/or pushing 25 pounds maximum; incumbents are required to attend periodic evening meetings; and required to travel within and out of City to attend meetings. 

PREREQUISITES: This position requires equivalent to a bachelor’s degree from an accredited college or university with major course work in business administration, urban planning, economics or a closely related field.

A master’s degree in one of these fields is desirable.

A minimum of three years of increasingly responsible experience in managerial-level work in economic/business development and municipal services.

Possession of a valid California driver's license and a satisfactory driving record.
