The City of Millbrae has an exciting opportunity for one (1) full-time Plant Senior Treatment Operator (Operator III) to join our team. This critical role is responsible for operating, maintaining, and monitoring the City’s water pollution control plant to ensure the efficient and effective treatment of wastewater. As a Treatment Plant Operator III, you will regulate wastewater flow, adjust treatment processes, inspect and repair equipment, and maintain accurate records of plant operations. Additionally, you will conduct laboratory tests, perform preventive maintenance, and serve as Operator of the Day as assigned.

DEFINITION 

Under general supervision, performs a variety of work related to the operation, maintenance, and monitoring of the water pollution control plant; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

Treatment Plant Operator III is the advanced journey-level position in the Treatment Plant Operator class series.  This classification is distinguished from the Treatment Plant Operator II in that the Treatment Plant Operator III requires a higher level of licensure.

SUPERVISION EXERCISED AND RECEIVED

Receives general supervision from the Chief Treatment Plant Operator.

DUTIES AND RESPONSIBILITIES

• Operates wastewater treatment machinery and equipment; reads, records and interprets meters and gauges; adjusts controls to properly regulate flow and process of wastewater; adjusts and monitors the operations of valves, pups, motors, chlorinator, disinfection equipment, filters, digesters, and clarifiers; inspects equipment, tools, pumps, and machinery;
• Collects and maintains accurate records and prepares summary reports of plant operations; collects samples; runs a variety of tests on tanks, equipment, and materials, and records results;
• Performs standard laboratory test of materials in process; adjusts plant processes as needed; takes grab and composite samples; performs other laboratory routines as required; maintains accurate records of laboratory test conducted;
• Disassembles electrical, plumbing, and other mechanical or constructed plant systems and structures; makes repairs to existing equipment; fabricates parts when feasible; reassembles and tests repairs; operates tools in the repair and maintenance of electrical systems, plumbing, and mechanical systems; performs sandblasting, welding, concrete and cement work, metal work, general construction, and related work; assists in plant construction projects as appropriate;
• Conducts preventative maintenance, including oiling, greasing, cleaning, and maintaining treatment plant machinery and equipment; cleans, adjusts, and repacks valves and pumps; inspects plant electrical, plumbing, and mechanical equipment for needed repair;
• Operates and records data from the Supervisory Control and Data Acquisition (SCADA) equipment;
• Reads and applies Operations and Maintenance (O&M) manual(s); reads and applies equipment manuals as needed;
• Cleans tanks and containers, sweeps, sands, and paints plant equipment and facilities; performs general groundskeeping such as litter pickup and weed abatement tasks, including trimming weeds and spraying herbicides; performs building custodial and maintenance work, such as sweeping, mopping, dusting, disinfecting, and replacing waste bin liners as needed to maintain orderly plant and facilities operations;
• Serves as Operator of the Day, as assigned;
• Trains and instructs others in plant operations and maintenance processes; and   
• Performs related duties as assigned.

JOB-RELATED QUALIFICATIONS

Knowledge of: Design, operation, and maintenance principles of valves, pumps, motors, plumbing, and electrical systems; sewage treatment processes and general treatment plant operations; basic equipment maintenance and specialized tool operation used in maintenance and repairs; chemicals used in treatment plant operations; applicable State Water Resources Control Board (SWRCB) rules & regulations;  safe work practices and use of safety equipment in relation to the job duties and operational functioning of wastewater processes; basic laboratory practices and procedures; SCADA supervisory control and acquisition control systems.

Ability to: Operate wastewater treatment plant machinery and equipment; read, record, and interpret meters and gauges; use and maintain manual and automated electronic record-keeping systems; perform basic wastewater mathematics; properly adjust operational equipment and process controls; perform standard wastewater laboratory tests; perform preventive maintenance of treatment plant machinery and equipment; perform minor repair of electrical and mechanical systems;  perform operation or maintenance work involving heavy physical labor; communicate effectively orally and in writing; safely operate a variety of hand and power tools; read plant drawings to confirm location of underground piping.

EDUCATION AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be: 

Education: High school diploma or equivalent (GED).  Technical training in treatment plant operations and maintenance, environmental science, or a related field is desirable.

Experience: Two (2) year of experience in a position equivalent to a Treatment Plant Operator II with the City of Millbrae,

Licenses: Possession and maintenance of a valid Class C California Driver's License with a satisfactory driving. Possession and maintenance of a Grade III Operator Certificate issued by State of California Water Resources Control Board. 

SPECIAL REQUIREMENTS

The ability to sit, stand, walk, kneel, crouch, stoop, squat, twist upper body, climb, lift 60 pounds, and drive a standard motor vehicle.  Work weekends and holidays. Ability to maintain records; learn and see operation of plant equipment, ability to access remote areas of the Treatment Plant using ladders, walk ways, and stairs.

EDUCATION AND EXPERIENCE:

Facility Repair Worker II:

• Equivalent to graduation from high school.
• Three years of responsible experience in building repair and maintenance with at least one year of experience in one of the trades.

Facility Repair Worker III:

• Equivalent to graduation from high school.
• Five years of responsible experience in building repair and maintenance equivalent to the Facility Repair Worker II classification at the City of San Rafael.
• Knowledge of building codes and necessary permits related to building maintenance tasks.
• Possess strong computer skills with programs such as Microsoft Word, Excel and Office.

OTHER REQUIREMENTS

• Possession of a valid California Class C Driver's License with a satisfactory driving record.

The Department of Public Works of the County of San Mateo is seeking qualified applicants for the position of Assistant/Associate/Associate Civil Engineer. 
 
There are currently three (3) vacancies in the Department of Public Work’s Design and Construction Section. This recruitment will be used to fill current and future vacancies in either the Design and Construction or Utilities and Watershed Protection sections.

Design and Construction 
The Assistant/Associate/Associate Civil Engineer assigned to the Design and Construction Section would perform AutoCAD/Civil3D work and work on Public Works infrastructure projects such as roads, drainage, retaining walls, bridges, sewer, and other public works facilities including the planning, designing, preparation of construction bid documents, overseeing construction activities in the field, and performing inspection of public works infrastructures.  This position may also involve the application and management of outside grants associated with Public Works facilities.

Utilities and Watershed Protection
The Utilities and Watershed Protection Section oversees 30 Special Districts that include flood control, drainage, domestic water, sanitary sewer, and street lighting. The primary responsibilities of the position include the design and management of various capital improvement projects from the conceptual stage to construction close-out. Additional duties include assisting with the day-to-day operational tasks of administering these Districts.

Assistant Engineer is the entry or trainee level class of this series. Under immediate supervision employees perform first level professional civil engineering field and office work while acting in a trainee capacity in connection with the planning, design, construction and maintenance of a wide variety of civil engineering projects. This class is flexibly staffed with Associate Engineer and incumbents may advance to the higher level after gaining experience and demonstrating necessary proficiency.
 
Associate Engineer is the journey level job classification and is responsible for routine office or field projects. Employees are expected to be fully competent to independently perform a full range of duties requiring a high level of technical expertise, and some periodic supervisory responsibilities. Employees may also serve as a resident engineer on smaller, less complex construction projects.
 
Associate Civil Engineer is the registered journey level classification in the engineering series. At this level, a high degree of technical expertise and some periodic lead responsibilities are required. Under general supervision, incumbents may perform a variety of professional engineering tasks in such areas as planning, design, traffic engineering & operations and construction inspection of roads, park trails, bridges, drainage, sanitary sewer systems, water supply, and other public works projects. Associate Civil Engineers may provide lead direction to other staff in completing projects of greater difficulty and complexity. Incumbents will be required to perform field work in support of the planning, design, and/or construction inspection of public works projects.
 
NOTE: Assistant/Associate Civil Engineer differs from the Associate Engineer classification in that Associate Civil Engineers are registered as professional engineers in the State of California and may provide lead direction to other staff in completing projects of greater difficulty and complexity.

The salary range for Assistant Engineer is $100,318.40- $125,340.80 annually.
The salary range for Associate Engineer is $118,664.00- $148,324.80 annually.
The salary range for Associate Civil Engineer is $132,828.80- $166,025.60 annually.

The ideal candidate for this position will be:

• Technically knowledgeable and experienced in the principles and practices of civil engineering, public works design, construction, and/or maintenance. 
• An effective communicator, both orally and in writing; able to represent the County in meetings and presentations to various groups including property owners, community groups, regulatory and other governmental agencies, and the public.
• Customer-focused and interpersonally effective in dealing with staff, engineers, contractors, and the public, and in coordinating with law enforcement agencies, emergency responders, and other agencies when necessary.
• Able to provide information to the public and other governmental agencies, in person or over the telephone, regarding County procedures and regulations, facility locations, plan requirements, and property ownership, which may require the interpretation of policies and procedures.
• Able to perform development plan reviews and prepare plan review comments.

• Able to analyze and evaluate alternatives, make sound recommendations, and prepare concise and effective technical staff reports.
• Accountable and able to schedule and carry through with assignments with independence.
• Experienced with designing public works projects such as road improvements, bridges, drainage and flood control improvements, parks facilities, water treatment and distribution systems, and sanitary sewer systems.
• Experienced with computer aided drafting software such as AutoCAD/Civil3D or similar.
• For Assistant Engineer, possession of Engineer in Training Certificate is preferred.

Licensure/Certification: Candidates for Associate Civil Engineer must possess a valid Certificate of Registration as a Professional Civil Engineer in the State of California at the time of hire. Some positions require possession of a class C California driver license or equivalent.

The Manager, Track & Structures reports to the Deputy Director of Infrastructure Engineering and is responsible for overseeing railroad track and structures engineering support for the Peninsula Corridor Joint Powers Board (Caltrain)

Essential Functions & Duties:

Essential Functions:

• Acts as agency lead on matters related to track and structures.
• Oversee the track and structures engineering tasks for design/construction of Caltrain Capital and SOGR projects and provide technical support for planning on grade separation projects.
• Ensure the capital and maintenance projects comply with the contract agreement and implement the approved design for compliance with JPB standards and specifications. 
• Lead the advanced technical reviews of projects to assess constructability, examine design details, perform quantity audit, and recommend construction sequencing.
• Establish effective relationships and liaise with Caltrain operation contractors, consultants, internal departments, and other agencies (CPUC, FRA, UPRR, etc.) on railroad track and structures related to influence design and project development.
• Supervise staff.  Hire, mentor and take appropriate corrective and/or disciplinary action.  Ensure EEO policies and procedures are followed. Participate in selection of staff. Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

Examples of Essential Duties: 

• Plan, develop and implement the group’s work plan, budget, goals, and objectives to be consistent with the Engineering Department’s goals.
• Manage the design review of project documentation such as drawings, basis of design, specifications, technical reports, and calculations for compliance with Caltrain Standards and for cost effectiveness of the design. 
• Lead development of potential solutions to the design/construction team and presents for design optimization, risk management challenges, and constructability improvements.
• Assist with Maintenance Department to develop the annual and long-term railroad track engineering and maintenance plans, coordinate these plans with capital projects and support to implement the plans.
• Review and provide technical input for capital and maintenance projects for compliance and cost effectiveness of the design.
• Perform QA reviews of RFIs and submittals as well as participate in change order review and final inspections to construction. 
• Ensure track and structures comply with all return-to-service requirements following all construction activities.
• Review and evaluate project specific designs and provide technical recommendations to design variance approval process.
• Responsible for Caltrain Bridge Management Program.
• Responsible for updates to Caltrain Engineering Standards.
• Train, motivate and monitor staff activities, provide direction, and to identify and resolve the problems.

• Five years of relevant experience or demonstrated equivalency of experience of railroad design and engineering in a railroad, engineering firm, or public works agency with experience managing professional staff.
• Railroad structures projects design experience through all phases of design and construction.
• Experienced with AREMA, FRA and CPUC Standards.

Preferred Qualifications:

• Able to respond 24/7 to service and operational needs in a variety of weather and road conditions.
• Experienced with AREMA, FRA and CPUC Standards.
• Effective oral, written, and presentation communication skills.
• Possess a valid California driver license with safe driving record or able to obtain one within six months of hire.

GENERAL INFO

Under general supervision, the Recreation Specialist provides essential support to recreation programs and services by performing custodial tasks, event setup and teardown, program support, and minor maintenance duties at various facilities, including parks and community centers. GENERAL INFO

Under general supervision, the Recreation Leader I/II provides essential support to recreation programs and services by performing custodial tasks, event setup and teardown, program support, and minor maintenance duties at various facilities, including parks and community centers. DEFINITION 

Under general supervision, leads and performs a variety of preventative maintenance, repairs, and installation of water pollution control plant, sewage pumping facilities, and equipment; maintains accurate maintenance records; orders and maintains an inventory of supplies, parts, and other frequently used items; and performs related duties as assigned.

DISTINGUISHING CHARACTERISTICS

Senior Treatment Plant Maintenance Worker is distinguished from Treatment Plant Maintenance Worker II in that the Senior Treatment Plant Maintenance Worker level provides lead direction, work coordination, and training to assigned staff and requires a higher level of certification.

SUPERVISION EXERCISED AND RECEIVED

Receives general supervision from supervisory or management staff in assigned department. Provides lead direction, work coordination, and training to lower-level staff.

DUTIES AND RESPONSIBILITIES

• Leads and performs tasks related to the maintenance and repair of pumps, motors, plumbing, electrical, and exercise and lubricate machinery within the plant; records and maintains accurate maintenance records in a daily logbook;

• Completes monthly work orders and enters information regarding maintenance tasks into the system; records SCADA; records hours on equipment and meters; makes entries into the end of the month report and prints work order summary;
• Generates new maintenance work orders for each month; prioritizes tasks to be performed on Water Pollution Control Plant equipment;
• Leads and performs cleanup of the plant, removing trash, washing down decks, and clearing leaves and branches from storm drains; cleans tools and makes sure equipment is in proper locations and power tools are in safe working condition;
• Changes oil and filters on various pumps and compressors in the plant; maintains safety inspections of fire extinguishers, eye wash stations, and ladders in the plant;
• Removes and replaces packing from various pumps in the plant; installs new rings of packing with new lantern rings if damaged; applies grease to the new set of packing for proper lubrication; removes corrosion or debris from packing gland before reinstalling;
• Evaluates pump performance and flow rate to determine if pump has excessive buildup of rags that is affecting its performance and efficiency; shuts down pumps to remove rags from impeller and clears any obstructions;
• Replaces damaged parts/fittings on leaking chemical feed pumps; makes alterations to existing supply tubing or fittings, replacing clamps or O-rings, or removing  debris caught in the check valves; inspects, tests, calibrates, adjusts, cleans, and paints equipment in the water pollution control  plant; and
• Performs related duties as assigned.

JOB-RELATED QUALIFICATIONS

Knowledge of: Principles, practices, and techniques of the installation, maintenance, and repair of water treatment plan systems; operation of various hand and power tools; proper procedures to safely perform maintenance on machinery and equipment in the plant;  principles and techniques of lead direction, work coordination, and training; maintenance for MP2 program; recording and updating repair history on water pollution control plant equipment; how to create new work orders and close out completed work orders; forklift operations and scissor lift; replacing, repairing, and installing piping, fittings, and valves on water pollution control equipment; data entry of important, vital information regarding maintenance repairs; performance and evaluation on future preventative maintenance in the WPCP MP2 program; proper protective equipment.

EDUCATION AND TRAINING GUIDELINES

Any combination of experience and training that would likely provide the required knowledge and abilities. A typical way would be:

Education: High school diploma or equivalent (GED). Technical training in a water treatment plant system or related field is desirable. 

Experience: Four (4) year of full-time experience in the installation, maintenance, and repair of pollution control plant and sewage pumping facilities with at least one (1) year of equivalent experience to a Treatment Plant Maintenance Worker II.

Licenses: Possession of a valid California Class C driver's license and a satisfactory driving record. CWEA Certification as a Grade II Mechanical Technologist. Grade II Electrical/Instrumentation Certificate issued by the California Water Environment Association. 

SPECIAL REQUIREMENTS

Respond to work at any hour of the day or night, within designated timeframe, as required during afterhours, weekend service, and/or emergency situations; carry communication equipment in order to respond after work hours.  Vision, hearing, and physical ability adequate to obtain and maintain a California Class B Driver’s License; speak clearly and understandably.
