The City of Orinda is looking for responsible, courteous individuals who enjoy working in a hands-on environment, can work independently of supervision and have experience dealing tactfully and effectively with members of the public.  The successful applicant will work on a part time basis with a schedule which will include evening and weekend hours, depending upon programs, rentals and events.   

The Facility Attendant performs custodial duties related to the care and cleaning of assigned facilities, performs a wide variety of duties for events, classes and programs, including setting up and tearing down of tables, chairs, equipment and supplies and will perform minor maintenance and repairs as needed.

EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES

Provide friendly and professional customer service by greeting Community Center visitors, serving as a main point of contact during activities and events primarily in evenings, weekends and special events.

Performs custodial duties at assigned facilities which include, but are not limited to cleaning, sweeping, vacuuming, mopping, waxing, stripping and polishing floors; cleaning furniture, woodwork, fixtures, equipment, supplies, doors, windows, walls, walkways, driveways, and facility grounds; disposing of trash.

Set up all necessary equipment and furniture such as tables, chairs, podiums, and A/V equipment for indoor and/or outdoor events.

Inspects facilities and equipment, reports issues in a timely manner to appropriate higher-level staff; performs minor facility maintenance.

Explain and follow City and department policies and procedures.

Provide information and feedback to Facility and Parks Supervisor.

Opens, closes, secures and alarms facilities in compliance with standard procedures.

Supervise and interact with rental guests, responding by assisting with any facility needs.

Assists in monitoring and maintaining equipment and supplies.

May perform clean up duties as needed, including but not limited to:  move and arrange furniture and equipment, restroom cleaning, sweeping and mopping, and garbage pick-up and removal.

Perform related duties and responsibilities as assigned.

Must be willing to work a scheduled variety of hours, which may include evenings, and/or weekends, as needed.

The City of Sunnyvale is recruiting for a Principal Water Pollution Control Plan Operator.  This position, reporting to the Water Pollution Control Operations Manager, undertakes supervisory responsibilities at the Sunnyvale Water Pollution Control Plant (SWPCP). Their duties include providing instruction, troubleshooting, and maintenance related to plant operations, supervising training programs, ensuring efficient operation and maintenance of equipment, and coordinating with various stakeholders.

The minimum qualifications for education and experience can be met in the following way:

• Graduation from high school or tested equivalent, and
• Five years of experience in the operation and maintenance of a wastewater treatment plant with at least 3 years at the shift supervisor level as defined by the State Water Resources Control Board (SWRCB).  The Senior WPC Operator position at the SWPCP is considered equivalent to the SWRCB Shift Supervisor definition.
• Grade III Wastewater Treatment Plant Operators Certificate issued by the California State Water Quality Control Board
• Class C California driver's license and a safe driving record

The Engineering Group Manager – Facilities will oversee a diverse and talented team responsible for managing the planning, design, and construction of capital projects at the Santa Clara Valley Transportation Authority (VTA). This individual will lead the delivery of high-impact projects ranging from transit infrastructure upgrades to the improvement and rehabilitation of maintenance yards and other critical facilities. The role includes overseeing staff, consultants, and stakeholders in the successful execution of these projects, while also ensuring compliance with VTA’s overall objectives and community needs.

The City is now accepting applications for the position of Management Analyst I/II. While the current opening is in the Public Works Department, applicants interested in this position in any department are strongly encouraged to apply. This recruitment will create an eligibility list which could remain in place for six months to two years. This eligibility list will be used for any Management Analyst I/II position that opens throughout the City.

Management Analyst I/II is responsible for preparing and administering the department operating budget; managing and tracking purchasing; preparing written communication for executives and City Council; coordinating intra-departmental and departmental activities including public outreach; assisting with the development of various short- and long-term plans; supervising or leading administrative staff; and various special projects and duties as assigned. This position requires taking the initiative to problem-solve, effectively communicate, and champion teamwork.

Positions in the Management Analyst class series are flexibly staffed and positions at the Management Analyst II level are normally filled by advancement from the Management Analyst I level after gaining the knowledge, skill, and experience which meets the qualifications for and after demonstrating the ability to perform the work of the higher-level class.

EXPERIENCE AND TRAINING

• Management Analyst I- Equivalent to a Bachelor's degree from an accredited college or university with major course work Public Administration, Business Administration, Finance, Economics or a related field.
• Management Analyst II- In addition to the above education requirement, two (2) years of progressively responsible professional level organizational administrative and/or operational support experience. 

License and Certificate:

• Possession of a valid driver license and a satisfactory driving record throughout employment.

• Must possess mobility to work in a standard office setting and use standard office equipment, including a computer, and to operate a motor vehicle to visit various City and meeting sites; vision to read printed materials and a computer screen; and hearing and speech to communicate in person and over the telephone. Finger dexterity is needed to access, enter, and retrieve data using a computer keyboard or calculator and to operate standard office equipment. Positions in this classification frequently sit for prolonged periods of time, bend, stoop, kneel, and reach to perform assigned duties, as well as push and pull drawers open and closed to retrieve and file information. Standing in and walking between work areas is frequently required. Employees must possess the ability to lift, carry, push, and pull materials and objects up to 25 pounds with the use of proper equipment.

DESCRIPTION:

The Department:

The Parks and Recreation Department provides planning, development, operation, maintenance, and rehabilitation of the City's neighborhood parks, open space, water sites, recreation buildings, and trails.

The Position:

Under supervision, to perform a variety of unskilled and semi-skilled tasks in connection with the development and maintenance of City parks and recreational facilities.

As an As-needed Laborer, the successful incumbent will work in the department, performing routine maintenance on various parks and facilities including the city-owned cemetery. This position will assist in maintenance and repair using a variety of tools and specialized equipment. 

The Laborer position performs varied, unskilled and skilled manual tasks related to landscape maintenance and sanitization. Typical tasks include cleaning and sanitizing restrooms and buildings, loading trash and leaves in truck, litter abatement, mowing, edging, cleaning park sites, graffiti abatement, and operating a variety of hand/power tools and heavy equipment as needed. This position may require working weekends, holidays, and after hours. Must be able to read, speak, and write English at a basic level, follow written and oral instruction, and perform heavy lifting.  

As an as-needed employee, this is an "at-will" position and there is no guarantee of hours. Hours are limited to 999 in a fiscal year or 960 hours in a fiscal year for retired CalPERS annuitants.

Under direct supervision, performs varied, unskilled manual tasks often requiring considerable physical strength and the use of hand tools and hand power tools; loads rubbish and leaves on trucks; excavates and fills trenches and ditches; assists in the removal, trimming and spraying of trees and shrubs; prepares surfaces for paving; mixes cement; breaks up paved surfaces; helps place forms and pour concrete; lays pipes; uses such tools as shovel, rake, and jackhammer; operates trucks and heavier equipment as needed. Performs construction, maintenance and sanitation duties as required; and does related work as required.

Sufficient education to provide the ability to read, write and speak English at a basic level.

The City of San José , Public Works Department is seeking to fill five ( 5 ) full- time Electrician vacancies . The department's tight-kn i t team of E lectrician s work collabo ra tively and intra-departmentally to ensure electrical components and systems are installed and m aintained throughout city facilities such as community centers, l ibraries and public park s.

Electrician I is the entry-level class in the Electrician series. Incumbents are provided with training and experience to develop the knowledge, skills, and abilities necessary to perform the full range of installation, maintenance, and repair of electrical systems and equipment.

Electrician II is the journey level class in the installation, maintenance and repair of electrical systems and equipment, working independently under general supervision.

Electricians are responsible for installing, maintaining , testing, troubleshooting, repairing, and operating high and low voltage/amperage electrical components, systems and equipment including locating problems; determining appropriate courses of action; and coordinating repairs with affected parties. They design, fabricate, and install electrical systems and components and install wiring and electrical equipment, ensuring code compliance. Electricians review work orders, maintain activity logs, prepare requisitions and obtain approval for various projects. Duties may also include purchasing electrical supplies, including filling out paperwork; coordinating purchases; and, choosing vendors. They are responsible for responding to occasional emergencies, evaluating and taking required actions and determining if support is needed. Public Works electrician duties also include:

• N ew construction, remodels, small tenant improvement projects ;
• L ighting retrofit projects ;
• M aintenance of pump stations (includes motor controls and PLC's and computerized alarm and monitoring of pumps, etc. ) ;
• Maintenance of E mergency generators, fire alarm systems, vehicle gate operators, badge access controls, lighting control systems ;
• E lectrical building distribution systems and equipment up to and including 12kv ;
• I nstalling cat 5 and fiber optic networks and maintenance of all City buildings ; and
• Setting up t emporary power for special events and public address setups.

The Position

This new Urban Landscape Manager will have a primary focus on park capital maintenance projects and all phases of park maintenance contractor service agreements under the direction of the Park Superintendent. Together both of the Urban Landscape Managers will manage park staff and contractors in the care and upkeep of parks, medians, municipal landscape and hardscape, trails and open space. This includes assisting the Park Superintendent with administrative duties, short and long-term planning, organizing and supervising park maintenance operations and functions.
 
Examples of Duties

• Oversee assigned park maintenance capital projects and ensure all purchasing and legal requirements are met.
• Plan, schedule, organize, manage and assign work within sections of the Park Maintenance Division.
• Supervise employees as needed in performing park maintenance activities.
• Assign, train, direct, evaluate and assist in selecting subordinate staff.
• Monitor and prepare employee performance evaluations and plan staff development.
• Determine the needs and direct the development of staff training in work techniques, safety and other work-related matters.
• With assistance from the Park Superintendent, review, mediate and resolve personnel problems, and administer discipline.
• Meet regularly with Park Superintendent to discuss program issues and receive input and/or direction on pertinent issues. When required, develop related recommendations to resolve problems.
• Develop and maintain work productivity measures and direct operational changes.
• Review field activities, confer with staff and direct the corrections of any noted deficiencies or deviations from accepted practices.
• Assigned projects should be completed within approved budget and timeline and any variance need to be communicated to the Superintendent for approval.
• Provide input for operating and capital improvement plan budget development.
• Prepare estimate of maintenance impacts due to park or landscape improvements.
• Monitor expenditures to ensure conformance with the Division’s budget.
• Prepare bid materials, contracts and specifications for the maintenance of City owned landscaped areas.
• Assist with consultants’ selection, contract administration and inspection of the work of contractors.
• Determine the type of work to be done, and the personnel and equipment required to complete the work.
• Coordinate with other departments as needed on assigned capital projects.
• Interpret and communicate appropriate application of policy and operational procedures.
• Confer with staff to review and monitor operations and program implementation.
• Coordinate activities of the Parks and Urban Landscape functions with those of other City units and outside agencies.
• Maintain  records and  prepare  a variety  of  complex  reports  and  memoranda  on  every  aspect  of  the section including maintenance reports on proposed landscape development projects and chemical reports for the County Agricultural Commissioner
• Other related duties as assigned.

About the Division
 
The Parking Division resides within Transportation and Parking Operations and provides a comprehensive range of services aimed at meeting the needs of businesses, downtown employees, visitors, convention, cultural and sports facilities, special
events, schools and residents. Services include:
 

• Operations and maintenance of the City’s public parking facilities: eight garages and six surface lots totaling over 7,000 parking spaces, and 2,500 on-street metered parking spaces utilizing smart meter, and multi-space meter technologies.
   
• Management of vendor contracts, including a Parking Operations vendor responsible for day-to-day management of off-street facilities and Security vendor responsible for parking facility security and parking enforcement field investigations.
   
• Parking compliance activities supporting traffic safety, street cleanliness and maintenance activities, turnover of on-street spaces in business districts; and enhanced neighborhood quality-of-life through the removal of vehicles abandoned or stored in the public right-of-way.
   
• Collection of fines from parking citations and oversight of administrative review process for contested citations.
   
• Development and implementation of transportation and parking operation plans for a variety of special events, including provision of traffic control during events.
   
• Staff support to the Downtown Parking Board. The Board is comprised of seven members appointed by the City Council and serves as a public forum for discussion of downtown parking issues.
   
• The 24-25 fiscal year operating budget for the Parking Division’s services includes revenue projections of approximately $12 million from lots/garages and $3 million from on-street meters. The Division is supported by nearly 90 employees, both professional staff that lead programs, implement projects, and perform analytical administrative work; and field staff that provides parking compliance and meter collections/repair services. 

Position Duties

 
The Department of Transportation (DOT) is looking to potentially fill three (3) vacancies for Parking/Ground Transportation Administrator. Each role has a distinct focus: one  leads the on-street vehicle abatement efforts, another oversees on-street enforcement programs, and the third manages the daily operations of off-street parking lots and garages.
 
On-Street Vehicle Abatement Parking/Ground Transportation Administrator 
The On-Street Vehicle Abatement Parking/Ground Transportation Administrator is a newly created position within the Division, reporting to the Vehicle Abatement Parking Manager. This role will oversee the launch and management of the City’s initiative to address vehicle blight and maintain street cleanliness across the City.

New Program Services Include:

• Oversee the citywide enforcement of oversized and lived-in vehicles.
• Lead efforts to inventory oversized and lived-in vehicles parked on streets citywide.
• Analyze data to develop and implement a site/location prioritization strategy.
• Manage internal and external outreach, including delivering presentations to community stakeholders.
• Implement temporary and permanent parking restrictions, such as tow-away zones.
• Oversee enforcement activities, including towing, enhanced cleaning, and street-sweeping in designated zones/areas.
• Track program progress and outcomes, providing regular status reports.
• Manage interdepartmental relationships to ensure the program’s success.

Under direction, the On-Street Vehicle Abatement Parking/Ground Transportation Administrator performs complex professional, analytical, and administrative work in the development, implementation, and management of parking programs and contracts related to on-street parking enforcement operations.

This role includes one direct report—a Parking and Traffic Control Supervisor—and oversees eighteen (18) indirect reports, comprising two (2) Senior Parking and Traffic Control Officers (Sr. PTCOs) and sixteen (16) PTCOs.

The successful candidate will lead, manage, and motivate a team of nineteen (19) staff members by setting clear goals, fostering an innovative work environment, maximizing staff development, and recognizing achievements appropriately.

Key Responsibilities:

• Oversee the day-to-day management of the Parking Compliance Unit’s Vehicle Abatement Program.
• Serve as the City’s primary liaison for Council office staff and constituents regarding oversized vehicle and vehicle abatement concerns.
• Manage parking compliance and enforcement activities in alignment with the San Jose Municipal Code and California Vehicle Code.
• Analyze on-street parking conditions and assist in establishing appropriate parking controls.
• Manage program budgets and fiscal activities effectively.
• Provide staff support and collaborate with committees, boards, task forces, community groups, associations, and interdepartmental teams.
• Coordinate and contribute to the preparation of new parking ordinances, resolutions, requests for proposals (RFPs), agreements, and City Council memorandums related to on-street parking services.
• Analyze data to optimize the use and enforcement of on-street parking.
• Lead the hiring, onboarding, training, development, and performance appraisal of staff within the Parking Compliance Unit (PCU) and support the Vehicle Abatement Parking Manager in developing and managing Standard Operating Procedures across the unit.
• Perform routine audits of program operations, evaluate processes to identify improvement opportunities, and assist with the planning and execution of short- and long-term parking planning projects and programs.
• Support procurement processes within the Parking Division by developing Scopes of Service for RFPs and RFBs and develop reports and presentations for community meetings and other stakeholder groups.
• Manage vendor 
• Navigate political decision-making processes and City procedures effectively.
• Assist with program reporting to Council/Committees, including the Transportation & Environment Committee (T&E).

 
On-Street Enforcement Parking/Ground Transportation Administrator 
The On-Street Enforcement Parking/Ground Transportation Administrator reports to the On-Street Parking Manager and is responsible for managing and operating the City’s PCU and Meter Shop. The PCU oversees citywide enforcement of parking regulations and provides various services, including proactive patrols, school safety, residential permit enforcement, and street sweeping. The Meter Shop handles the installation, maintenance, and revenue collection for approximately 2,500 on-street parking meters.
This position has two (2) direct reports: a Parking and Traffic Control Supervisor and a Senior Maintenance Worker, and oversees forty-seven (47) indirect reports, including four (4) Senior Parking and Traffic Control Officers (Sr. PTCOs), thirty-six (36) PTCOs, one (1) Staff Specialist, and six (6) Maintenance Workers.

The successful candidate will plan, coordinate, assign, and supervise the work of employees engaged in parking enforcement and meter operations through subordinate supervisors.

Key Responsibilities:

• Oversee the day-to-day management and operations of the Parking Compliance Unit (PCU) and Meter Shop.
• Serve as the primary liaison for Council office staff and constituents regarding general parking enforcement concerns, and manage internal and external outreach, including presentations to community stakeholders.
• Ensure compliance with the San Jose Municipal Code and California Vehicle Code, analyze on-street parking conditions, and implement appropriate parking controls and restrictions, such as tow-away zones.
• Manage program budgets, fiscal activities, and interdepartmental relationships to ensure program success, while providing staff support and collaborating with committees, boards, task forces, community groups, and other City departments and agencies.
• Conduct data analysis to optimize the use and enforcement of on-street parking, and assist in developing new parking ordinances, resolutions, requests for proposals (RFPs), agreements, and City Council memorandums.
• Lead the hiring, onboarding, training, development, and performance appraisal of staff within the PCU and Meter Shop and support the On-Street Parking Manager in developing and managing Standard Operating Procedures across the unit.
• Perform routine audits of program operations, evaluate processes to identify improvement opportunities, and assist with the planning and execution of short- and long-term parking planning projects and programs.
• Support procurement processes within the Parking Division by developing Scopes of Service for RFPs and RFBs and develop reports and presentations for the Downtown Parking Board, community meetings, and other stakeholder groups.
• Respond to customer service inquiries and assist with program reporting to Council and Committees, including the Transportation & Environment Committee (T&E).

 
Off-Street Operations Parking/Ground Transportation Administrator:
 
The Off-Street Parking/Ground Transportation Administrator focuses on managing the day-to-day operations of eight parking garages and six surface lots, totaling approximately 7,300 parking spaces, primarily in Downtown San José. The position reports to the Off-Street Parking Manager and oversees a Parking and Traffic Control Supervisor.
 
The successful candidate will lead a team that works closely with Downtown businesses and residents, community groups, associations, Council Offices, the Downtown Parking Board, the Convention Center and Cultural Facilities operator, and other City departments to deliver off-street parking services. They will ensure that the off-street parking program consistently provides the highest level of customer service, minimizes costs, and maximizes cash flow to the City.
 
Key Responsibilities:

• Develop, implement, and manage agreements and contracts related to off-street parking operations, including major projects like facade and elevator modernization, and security program analysis.
• Lead and manage off-street parking staff by establishing goals, fostering an innovative work environment, maximizing development opportunities, and providing appropriate recognition.
• Work directly with Downtown businesses, community groups, Council Offices, and other stakeholders to deliver effective off-street parking services.
• Oversee the maintenance and security of parking facilities and the parking guidance system, ensuring optimal operation.
• Analyze Downtown San José’s parking supply and demand, considering local market conditions and future developments.
• Manage marketing agreements and implement strategies to attract customers and increase participation in parking programs.
• Perform and analyze results from semi-annual customer service surveys for all parking facilities, track City Council-approved Performance Measures, and manage off-street parking operating budgets.
• Provide staff support to advisory committees, boards, and task forces, and coordinate the preparation of parking ordinances, resolutions, Requests for Proposals (RFPs), agreements, and City Council memorandums.
• Plan, coordinate, and execute comprehensive short- and long-term parking projects and programs, including special events like Cinequest, Convention Center events, and Christmas in the Park.
• Develop reports and presentations for the Downtown Parking Board and other stakeholder committees.
• Represent the Off-Street Parking Manager at meetings with internal and external stakeholders, and perform other duties as assigned.

The incumbent in this position will be instrumental in directing the planning, design, and construction of public infrastructure projects, overseeing both city-led developments and private sector contributions. This position reports to the Public Works Director and supervises a talented team of professional, technical, and paraprofessional staff. The City Engineer will also act in the absence of the Public Works Director, providing crucial leadership and decision-making in the department. 

A few key aspects of this position are: 

• Leadership & Supervision: Direct the activities of the Engineering Division by assigning, supervising, and evaluating the work of staff and ensure that city projects are completed on time, within budget, and in accordance with legal requirements. 

• Project Oversight: Lead the development and implementation of major street, transportation, and capital projects through plan and specification review, bidding process management, and construction and inspection. 

• Regulatory Compliance: Ensure all private development and public improvement plans comply with state and local codes, including the preparation and review of subdivision maps and stormwater management initiatives. 

• Capital Improvement Management: Administer the City’s Capital Improvement Plan (CIP), including project selection, budget oversight, and coordination with City Council and other stakeholders. 

• Grant Applications & Management: Apply for federal and state grants to fund various public works projects. Monitor the expenditure and compliance of awarded grants. 

• Collaboration & Communication: Provide guidance to other City departments and the public on civil engineering and urban development matters. Represent the City in regional discussions and public meetings.

MINIMUM QUALIFICATIONS

A typical way of gaining the knowledge, skills, and abilities for this position is:
Equivalent to graduation from a four-year college or university with major coursework in civil engineering and two (2) years of professional civil engineering experience in design and construction work at a level equivalent to the City of Berkeley Junior Public Works Engineer classification.

Other requirements include:

• Possession of a California State Certification of Registration as a Professional Engineer
• Possession of a valid California driver's license with a satisfactory driving record
