THE POSITION

To monitor City facilities during programs and rentals; to open and close facilities; to set up and take down equipment; to provide information and assistance to the public in person and on the phone; to perform general administrative tasks when assigned; to perform certain custodial duties; to ensure user compliance with policies, regulations, and laws pertaining to facility use; and to perform other duties as assigned. ESSENTIAL JOB FUNCTIONS

QUALIFICATIONS

Age Requirement:  At least 18 years of age

Education:  Possession of a high school diploma or equivalent

Experience:  At least one (1) year of experience in resource management, parks & recreation, or other relevant customer service positions.

License and Certificates:  Possession of a valid California Driver's License is required upon hire.

BENEFITS

All of these positions are temporary/part time. Temporary employees work no more than 130 hours per month AND 960 hours in a Fiscal Year.

The pay cycle is bi-weekly.  Except for worker's compensation coverage and sick leave accrual, no other benefits are provided. Employees must contribute 1.45% of salary to Medicare and 7.5% to a retirement plan in accordance with Federal Law.

Tri-City Mental Health Authority is looking for a Behavioral Health Specialist (BHS) who will provide a variety of rehabilitative support services to clients. This position will be a part of a 3 year - federally funded MHSSA Grant Team set to end in December 2026. Candidates must be able to facilitate the following: behavior modification, skill building, and self-care and safety in individual and/or group settings; demonstrates and coaches clients to promote and reinforce the use of effective coping strategies and techniques based on individual needs and treatment plans; performs outreach and provides linkages and referrals to a variety of behavioral health, community, and social services, resources, and systems of care; encourages full client engagement in services to promote wellness and recovery; and performs related duties as assigned. This position is responsible for a variety of ongoing responsibilities including, but not limited to:

• Provides individual, group, family, and collateral rehabilitative support services to facilitate behavior modification including skill building, needs assessment, self-care/safety, and coping strategies and techniques; may provide case management services in the office and in the field.

 

• Develops, monitors, and evaluates client rehabilitative and case management goals and increases/decreases in targeted behavior according to client needs; monitors goal progress/regression.

 

• Provides linkages, resources, and referrals to address basic needs and other barriers to wellness and recovery including food, housing, clothing, transportation, and other financial resources.

 

• Encourages and supports clients to fully engage in services; provides outreach and assists clients in addressing and overcoming barriers to treatment.

Will provide behavioral health support services to individuals in need of and requesting behavioral health services for both adults and children. The Behavioral Health Specialist (BHS) will report to the Clinical Program Manager.

• Facilitate and/or co-facilitate therapeutic support groups in a garden setting and virtually using mindfulness techniques;
• Perform community outreach internally and externally;
• Create and develop curriculum for the TCG Program;

• Process incoming and outgoing referrals for TCG;
• Work on a multidisciplinary team to promote recovery;
• Create and develop TCG workshops for the community;
• Assist in maintaining data related to activities performed by TCG team

• Will complete garden related tasks in the garden such as planting, weeding, watering and harvesting;

POSITION SUMMARY

The Wildfire Resilience Coordinator will manage projects related to the overall MRCA efforts regarding wildfire resilience, including tracking and analyzing existing funding sources related to wildfire preparedness and response, supporting staff project as defined by the early action wildfire resilience plan, coordinating with other MRCA and SMMC staff members working on wildfire related projects and programs, preparing and documenting further regional needs.

 

This position requires a highly motivated, responsible, organized and self-starting individual who can handle an array of tasks at the same time as part of standard workload, has good judgment and can make decisions, and works well independently and as part of a small team.

 

This is professional and technical work pursuant to the terms of grants, contracts, and applicable regulations, involving frequent communication with others. Project managers must also build community and political support, seek funding opportunities, actively cooperate with other government agencies and non­profit organizations, and keep abreast of related planning processes. The work performed will support MRCA’s capital Workprogram for wildfire resilience including improvements, workforce development, ignition prevention and suppression, inspection and monitoring and structure hardening and other MRCA efforts related to public access, open space conservation, habitat restoration, and urban park development. Special projects assigned or led by the Chief of Staff will be supported by this position.

ESSENTIAL FUNCTIONS

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

 

• Implement multiple projects simultaneously: The project manager is the central point of contact on all issues concerning assigned projects and will be responsible for project quality. Perform project tracking, scheduling, and budget management.
• Coordinate between MRCA divisions to track agency-wide wildfire resilience efforts and guide the agency towards accomplishment of big picture wildfire resilience priorities.
• Perform day-to-day administration of grants, prepare required reports and ensure conformance with grant agreements. Analyze, verify and obtain payment approvals for invoices.
• Interagency coordination: Coordinate with Santa Monica Mountains Conservancy grantees to perform tracking and data management on wildfire resilience grants.
• Coordinate with Santa Monica Mountains Conservancy, its grantees, and regional stakeholders to advance wildfire resilience efforts in Southern California.
• Determine project scope, options, and alternatives to overcome constraints. Revise as often as needed to address unexpected conditions.
• Demonstrate proactivity to initiate and drive projects, leveraging past experiences, consulting with colleagues, and referencing relevant documentation to successfully launch and manage projects without established precedents.
• Oversee consultants and contractors, manage contracts, coordinate project team and collaborate with coworkers to ensure that the project scope is completed according to grant agreements, schedules, and cost limits. Assist in selection of consultants/contractors.
• Write and coordinate grant proposals and research new funding opportunities for wildfire resilience and workforce development related planning efforts.
• Cooperate with other team members to accomplish project goals; provide support to coworkers on other projects.
• Produce written materials including staff reports, text for publication, proposals, progress reports, and a variety of other documents.
• Write comprehensive reports based on samples, summarizing and analyzing information to provide clear conclusions in the sample's format and style
• Maintain positive relationships with coworkers, representatives of other government agencies, non-profit organizations, homeowner's associations, and the public at large.
• Other projects as directed by Chief of Staff.

JOB SPECIFICATIONS

 

Physical Demands

The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of the job. While performing the duties of this job, the employee is regularly required to remain in a stationary position, occasionally move about inside the office to access supplies and office machinery, frequently communicate and exchange information, review handwritten, electronic and facsimile documents, observe site conditions, and operate a computer and other office productivity machinery. Occasionally work in outdoor weather conditions and move between multiple work sites. The employee must occasionally move items weighing up to 20 pounds inside the office.

 

Required Hours And Location

Monday through Friday, 8 hours per day, 40 hours per week with some scheduling flexibility. Occasional overtime work in evenings or weekends upon prior approval by supervisor. The position will work remotely and out of the Los Angeles River Center and Gardens but may be required to travel to various other locations. Offices at the River Center are spread among multiple buildings and floors.

 

Public Contact

As public parklands, the majority of MRCA properties are open to the general public during operating hours. This position will have contact with members of the public in public areas such as parking lots and shared public/office restrooms, and during public meetings.

 

MINIMUM QUALIFICATIONS

Education and Experience

• B.A. or B.S. degree or higher in preferably environmental studies, education, project management, landscape architecture, or related field. Experience may substituted for academic degree.

Knowledge of:

• Windows-based programs including word processing and spreadsheets, Office 365, iCompass.

ROLE

Under the direction of the Director of Engineering/City Engineer, the Engineering Manager plans, organizes and directs the activities of an assigned engineering division; coordinates engineering services with other divisions, City departments, outside agencies and organizations; performs advanced level professional engineering work in the areas of current and advance engineering; provides complex staff assistance to the Director and others to plan, organize, supervise, and review the work of assigned staff; may be designated to serve as acting City Engineer and perform other related work as required.

SUPERVISION RECEIVED AND EXERCISED

The incumbent receives general direction from the Director and provides direction and supervision to assigned professional, technical, and clerical staff.

 

ESSENTIAL FUNCTIONS

Duties may include, but are not limited to the following:

• Plans, manages, oversees and directs the professional and technical engineering work in the design, investigation, project management and construction of street, storm drainage facilities, sanitary sewer facilities, parks, park irrigation systems, water production and distribution facilities; reclaimed water, buildings, and other projects.
• Recommends goals and objectives; assists in the development and implementation of policies, procedures and standards to ensure compliance with applicable laws and regulations.
• Plans, organizes and supervises the activities of assigned professional, technical and clerical staff.
• Trains employees in work procedures, standards and safety practices; reviews work in progress or upon completion for compliance with standards; prepares documentation and improvement plans and recommends disciplinary action.

• Monitors and keeps informed of current trends in the field of municipal engineering, including legislation, court ruling and professional practices and techniques; evaluates their impact and recommend policy and procedural modifications accordingly.
• Acts on behalf of the Director when needed.

 

PHYSICAL REQUIREMENTS

THE POSITION
To perform a variety of tasks in the maintenance of City-owned buildings, equipment and facilities.

ESSENTIAL JOB FUNCTIONS
Maintain and repair City buildings, equipment and facilities by performing a variety of semiskilled carpentry, plumbing,  painting, heating/air conditioning, mechanical repair and electrical work as necessary. Inspect City buildings to locate conditions indicating the need for repairs and maintenance; assist in establishing and implementing preventative maintenance programs. Operate and maintain a variety of heavy tools and equipment, including small power and hand tools. Work cooperatively with others. Regular and consistent attendance.

OTHER JOB FUNCTIONS
Remodel and repair a variety of building components such as counters, tables, desks, bookshelves, cabinets, partitions, walls, windows and doors; boilers, water pumps, exhaust fans, compressors, and other water and sewage system plumbing as required. Perform electrical work such as wiring and rewiring; replace switches, ballast and receptacles as required. Prepare simple activity and related reports; maintain inventory and work records as required. Requisition supplies and materials. Perform general janitorial duties as needed. DISTINGUISHING CHARACTERISTICS

The Code Enforcement Officer I
The Code Enforcement Officer I is the entry level class in the code enforcement series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine and less complex code enforcement assignments while learning City policies and procedures. As experience is gained, there is greater independence of action within established guidelines. This classification is alternatively staffed with Code Enforcement II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

The Code Enforcement Officer II
The Code Enforcement Officer II is the journey level class in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents are responsible for performing the full range of inspection and code enforcement responsibilities involving codes and regulations in a broad range of areas, including zoning, building, fire, health and safety. The work requires independence and discretion in working with the public and in conducting field inspections and involves a proactive implementation of applicable codes and regulations. This classification is distinguished from the Building Inspector class by the performance of duties primarily related to zoning and code violations.

The Code Enforcement Officer II
The Code Enforcement Officer II receives general supervision from the City Attorney and may exercise technical and functional supervision over assigned staff.

 

ESSENTIAL FUNCTIONS

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when making inspection, reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. Additionally, the incumbent in this outdoor position works in all weather conditions, including wet, hot and cold. Incumbents may frequently deal with irate members of the public.

Required Hours and Location

This position is seasonal with an assigned 10-hour shift on Fridays and optional 10-hour shifts on Saturday, Sunday, or Monday as needed.  This position will terminate at or before 900 hours and is intended to run concurrently with the Background Investigation and Hiring process for Ranger Trainee, for Seasonal Ranger Assistants who communicate an interest in doing so within the introductory period of the season. Must be available to work at various locations.

 

Public Contact

As public parklands, the majority of MRCA properties are open to the general public during operating hours. This position will have contact with members of the public in public areas such as parking lots and shared public/office restrooms, and during public meetings.

MINIMUM QUALIFICATIONS
