ROLE

Under the direction of the Director of Engineering/City Engineer, the Engineering Manager plans, organizes and directs the activities of an assigned engineering division; coordinates engineering services with other divisions, City departments, outside agencies and organizations; performs advanced level professional engineering work in the areas of current and advance engineering; provides complex staff assistance to the Director and others to plan, organize, supervise, and review the work of assigned staff; may be designated to serve as acting City Engineer and perform other related work as required.

DISTINGUISHING CHARACTERISTICS

This classification is responsible for planning and directing staff, and directing current and advanced engineering projects .

SUPERVISION RECEIVED AND EXERCISED

The incumbent receives general direction from the Director and provides direction and supervision to assigned professional, technical, and clerical staff.

ESSENTIAL FUNCTIONS

Duties may include, but are not limited to the following:

• Plans, manages, oversees and directs the professional and technical engineering work in the design, investigation, project management and construction of street, storm drainage facilities, sanitary sewer facilities, parks, park irrigation systems, water production and distribution facilities; reclaimed water, buildings, and other projects.
• Recommends goals and objectives; assists in the development and implementation of policies, procedures and standards to ensure compliance with applicable laws and regulations.
• Plans, organizes and supervises the activities of assigned professional, technical and clerical staff.
• Trains employees in work procedures, standards and safety practices; reviews work in progress or upon completion for compliance with standards; prepares documentation and improvement plans and recommends disciplinary action.
• Reviews and approves employee work schedules, overtime, vacation, sick leave and time cards.
• Participates in the development and implementation of the Department's work plan and budget; reviews budget expenditures; recommends necessary staff, equipment, materials and supplies needed to support the work plan.
• Maintains accurate, complete and up-to-date records.
• Prepares and presents studies and recommendations, reports, resolutions and ordinances before the Planning Commission, City Council and citizen groups regarding Department findings and recommendations.
• Coordinates engineering activities with other divisions, departments, governmental agencies and outside organizations; confers with engineers, developers, architects, and others; provides staff support to a variety of boards and commissions; participates in professional groups and committees.
• Reviews, assigns and oversees the design and development of public works and utility structures from pre-application through the construction phase; the preparation of project specifications; provides advice and instructions to subordinates on design standards and problems from design inception through the construction phase to completion of the project.
• Prepares and negotiates requests for proposals, contracts and agreements; analyzes proposed development projects for compliance with applicable codes, ordinances and regulations.
• Monitors and keeps informed of current trends in the field of municipal engineering, including legislation, court ruling and professional practices and techniques; evaluates their impact and recommend policy and procedural modifications accordingly.
• Acts on behalf of the Director when needed.

PHYSICAL REQUIREMENTS

Incumbents appointed to this class must have the mobility to work in a standard office or field environment, use standard office equipment and attend off-site meetings; operate a motor vehicle on streets; mobility to traverse uneven terrain and periodically standing, stooping, bending, climbing and kneeling to perform fieldwork; lift light to moderately heavy weights; vision to read handwritten and printed materials and a computer screen; hearing and speech to communicate in person and by telephone; manual dexterity to operate small equipment, tools and standard office equipment, and to manipulate single sheets of paper and large document holders.

The Behavioral Health Clinician I/II performs a variety of professional duties in the provision of outpatient and crisis behavioral health services to individuals and groups. This person will work with complex casework which may include clinics, criminal justice, adult services, youth and family services, and other mental health settings where they may be asked to  respond to crisis situations, work with case managers and psychiatrists in treatment teams and be familiar with various treatment modalities to ensure clients are in appropriate treatment services. • Provides individual, group, and family counseling on a variety of mental health problems and substance use disorders; develops treatment plans; provides follow-up counseling and assists patients with the resolution of problems.

THE POSITION
To perform a variety of tasks in the maintenance of City-owned buildings, equipment and facilities.

The purpose of this recruitment is to hire a Temporary / Part-Time position. Applicants who do not meet the minimum qualifications for the Facility Maintenance Worker I position may be considered for employment as an Intern. This position will perform semi-skilled tasks in a variety of light construction and maintenance activities. ESSENTIAL JOB FUNCTIONS
Maintain and repair City buildings, equipment and facilities by performing a variety of semiskilled carpentry, plumbing,  painting, heating/air conditioning, mechanical repair and electrical work as necessary. Inspect City buildings to locate conditions indicating the need for repairs and maintenance; assist in establishing and implementing preventative maintenance programs. Operate and maintain a variety of heavy tools and equipment, including small power and hand tools. Work cooperatively with others. Regular and consistent attendance.

OTHER JOB FUNCTIONS
Remodel and repair a variety of building components such as counters, tables, desks, bookshelves, cabinets, partitions, walls, windows and doors; boilers, water pumps, exhaust fans, compressors, and other water and sewage system plumbing as required. The County of Yuba is recruiting for both Extra-Help and Full-Time Juvenile Corrections Officers I/II, in an effort to fill current vacancies and expand staffing levels. DISTINGUISHING CHARACTERISTICS

The Code Enforcement Officer I
The Code Enforcement Officer I is the entry level class in the code enforcement series that allows the incumbent to develop journey level knowledge and abilities. Initially, under immediate supervision, incumbents perform the more routine and less complex code enforcement assignments while learning City policies and procedures. As experience is gained, there is greater independence of action within established guidelines. This classification is alternatively staffed with Code Enforcement II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

The Code Enforcement Officer II
The Code Enforcement Officer II is the journey level class in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents are responsible for performing the full range of inspection and code enforcement responsibilities involving codes and regulations in a broad range of areas, including zoning, building, fire, health and safety. The work requires independence and discretion in working with the public and in conducting field inspections and involves a proactive implementation of applicable codes and regulations. This classification is distinguished from the Building Inspector class by the performance of duties primarily related to zoning and code violations.

The Code Enforcement Officer I
The Code Enforcement Officer I receives immediate supervision from the City Attorney. Incumbents of this classification do not routinely exercise supervision.

The Code Enforcement Officer II
The Code Enforcement Officer II receives general supervision from the City Attorney and may exercise technical and functional supervision over assigned staff.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Performs residential, commercial, industrial and site inspections; determines existence and type of code violation; compiles, analyzes and evaluates findings of investigations and inspections; coordinates with property owners or their representatives and other regulatory agencies to take corrective action; performs follow-up inspections and investigation as required; ensures compliance with all applicable municipal codes and regulations; issues administrative citations for non-compliance.

• Responds to questions and concerns from the public, departmental staff and other agencies; provides information as appropriate and resolves service issues and complaints; cooperates with other agencies, neighborhood improvement groups and organizations interested in neighborhood beautification, improvement and clean up.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking on level and slippery surfaces, reaching, twisting, turning, kneeling, bending, stooping, squatting, crouching, grasping and making repetitive hand movement in the performance of daily duties. The position also requires both near and far vision when making inspection, reading written reports and work-related documents. Acute hearing is required when providing phone and personal service. The need to lift, carry and push tools, equipment and supplies weighing 25 pounds or more is also required. The County of Yuba is currently recruiting for the position of Senior Civil Engineer in the Public Works Division of the Community Development and Services Agency. Under limited supervision, the Senior Civil Engineer will perform the more difficult professional engineering work including the preparation of civil design plans for various Public Works projects, conducting research studies, performing field inspections and testing, analyzing reports, maps, drawings, or geological data, and procuring permits; act as a resource to staff, contracts, consultants, other agencies and the public regarding areas of assignment; provide lead direction and technical assistance to assigned staff and/or project management; and perform related work as assigned. Incumbents are fully qualified to perform all duties specified as a Professional Engineer by the State of California. Associate Engineer: is the journey level in the civil engineer series. Under general supervision, incumbents independently conduct design, research and construction project inspection and analyses for a variety of projects within the county. Responsibilities may also include providing work direction to technical support staff.

Associate Civil Engineer: is the advanced journey level in the civil engineering series. Under general direction, incumbents perform professional engineer work and prepare civil design plans for various Public Works projects; independently conduct engineering feasibility cost, research and design studies and construction project work; analyses for varied department and agency projects and functions; signing off designs and as-built changes related to roads, bridges, culverts and other County infrastructure and perform related duties as assigned.

-Education Incentive Pay up to 10% described below:

• POST Intermediate Certificate: 2.5% of base salary

           And/or

• POST Advanced Certificate: 2.5% of base salary

           And/or

• Completion of 60 college semester units or AA/AS degree: 2.5% of base salary

            And/or

• Completion of 120 college semester units or BA/BS degree: 2.5% of base salary

-Bilingual Pay: 2.5% of base salary

-Officer in Charge/Field Training Officer/Investigator: 5% of base salary

Total estimated potential incentive pay: 17.5%

Base Salary range with all incentives: $99,173.90 - $132,902.51

Additional Incentive Pay:

Physical Fitness Program: $70-$120 per month + Wellness Incentive of $50 per month

Uniform Allowance: $1,200 per Fiscal Year

$30,000 hiring incentive

SELECTION PROCESS:  Apply immediately and include all required documents at the time application is submitted.  Applications and supplemental questions will be reviewed and screened, and the most qualified candidates will be invited to continue in the examination process. The process includes a Personal History Statement (PHS) review, interview, Poly exam, extensive personal background investigation, credit history, pre-employment medical, with drug test, and psychological assessments.

Failure of any component during the exam process eliminates the candidate from further selection processing.

EMPLOYMENT PROCESSING:  All appointees are required to complete a field training program and successfully complete an 18-month probationary period, and in accordance with Federal law, are to provide proof of identity and proof that they may legally work in the United States.
