The Police Officer - Lateral position is a sworn position in the Police Department. Enforces Federal, State and Municipal laws and ordinances; performs patrol duties in cars, on motorcycles or bicycles, and on foot as required; enforces State and local traffic laws to regulate traffic, and investigates accidents; answers calls for service and the protection of life and property; makes arrests as required and testifies in court; performs crime prevention duties and community relations activities; interfaces with all City departments to insure the utmost service to the citizens of Campbell; prepares reports; services and maintains departmental equipment; may relieve or assist Records or Communications personnel.

Typical Duties: 

• Enforces Federal, State and Municipal laws and ordinances;

MINIMUM REQUIREMENTS

Education/Experience: 

• Completion of 60 semester units or 90 quarter units from an accredited college or university. (college units must be completed at time of application)
• Completion of a POST approved basic academy. 

Possession of: 

• Valid California Driver's License
• POST Academy Graduation Certificate
• First Aid Card & CPR Certificate 

Additional Requirements:

• Must be a U.S. citizen or a permanent resident alien who is eligible for, and who has applied for, citizenship at least one year prior to application for employment. Application for citizenship shall not have been denied.
• Pre-employment: ability to pass drug and alcohol test; candidates must not have been convicted by any state or by the federal government of a crime, the punishment for which could have been imprisonment in a federal penitentiary or a state prison.

Probationary Period: Upon date of hire and 18 months following the date of swearing in as a Police Officer

BACKGROUND INVESTIGATION AND POLYGRAPH TEST
An intensive background investigation will be conducted on each final candidate in accordance with the Peace Officer Standards and Training Commission Peace Officer Background Investigations Guidelines. Candidates will also be required to successfully pass a polygraph test administered by a licensed polygrapher, a psychological exam given by a City-selected psychologist and a medical exam by a City physician (to include a stress test EKG and general physical examination). The results of the psychological exam are valid for one year. Suitability for employment will also be based on the following POST job dimensions: problem-solving ability, learning ability, observation skills, willingness to confront problems, interest in people, interpersonal sensitivity, desire for self-improvement, dependability, integrity, credibility as a witness in a court of law, communication skills, judgment under pressure and physical ability.

• Must show proof of current enrollment in a California P.O.S.T. Basic Training Police Academy, and must successfully complete academy prior to appointment. 

Lateral applicants must be able to meet all Entry Level requirements listed above; and 

• Must currently be employed as a full time paid, sworn police officer for at least two years, or have been employed for at least 24 months as a full time paid sworn police officer in a civilian governmental jurisdiction prior to application; or  

• Possession of a valid California P.O.S.T. Basic Certificate or equivalent as approved by P.O.S.T. 

• Must have successfully completed a current California P.O.S.T. Basic Training Police Academy or equivalency.

The Position

The San Bruno Police Department is recruiting for Public Safety Dispatchers (Lateral.)  Public Safety Dispatchers are responsible for public safety dispatch and related records management activities. This position operates on a 24-hour, 365 days per year basis, and may be assigned to either a day, swing, or graveyard shift on a regular, rotational basis that includes nights, weekends, and holidays.  Public Safety Dispatchers perform a wide range of duties involving radio, telephone, and computers, applying various procedures and codes. Dispatchers receive and transmit emergency and non-emergency telephone and radio traffic as well as process communication reports, records, and radio logs, while maintaining a high level of confidentiality.  Dispatchers may also support the Police Department by performing clerical tasks, training, assisting with fingerprinting, and being accountable for financial transactions.  This position is integral in supporting the goals and objectives of the City and Police Department.  

Essential Duties

• Receives and transmits emergency telephone and radio traffic. 
• Maintains and processes a variety of communications reports, records and radio logs.
• Operates a dispatch console, uses Computer Aided Dispatch (C.A.D.) System and other computer programs to process information and records.
• Maintains a high level of confidentiality.
• Performs collateral duties including a variety of related clerical tasks: assisting in preparation of work schedules; training and evaluating performance of new employees; conducting training sessions; assisting in fingerprinting and jail operations, which may include searching prisoners; and is accountable for handling cash, bond, and check transactions.
• Plans, organizes, and directs dispatching and related activities on an assigned shift. This may include preparing schedules and prioritizing work; observing work performed by Dispatcher I employees to ensure compliance with standards; approving time off; conducting employee evaluations; and providing effective recommendations on personnel matters.
• Prepares and maintains training and procedure manuals.  As required, prepares special reports, and undertakes projects for Management Staff.
• May act as Records/Dispatcher Supervisor in their absence.
• Maintains liaison with other Department Divisions, City Departments, and other law enforcement and emergency response agencies.
• Maintains various C.A.D and Record Management Files.
• Performs related duties and responsibilities as assigned.

• Gives information to the public regarding laws, ordinances, traffic safety, directions and available public services, issues citations to traffic violators, writes reports of daily activities and action taken.

• Maintains effective working relationships with other law enforcement agencies, employees and the public.
• Operates the radio and other communication equipment, protects the life, property, public order and constitutional rights of all citizens.
• Adheres to the California Peace Officers Standards and Training Code of Ethics.
• Works varying hours and days of the week.
• May take on additional duties as requested, such as field training officer or instructor in one or more areas including, but not limited to firearms, defensive tactics, hostage negotiations and canine handling.

• Upon successful completion of the Public Safety Officer in Training requirements, incumbents promote to Public Safety Officer I ($136,764 - $158,321).
• Upon successful completion of all phases of training, members of the Public Safety Officer I classification promote to Public Safety Officer II ($144,724 - $180,310).
• This position has an excellent benefit package, including 2.7% at 57 retirement plan.

Under immediate supervision of a Public Safety Lieutenant or Captain, either currently attends the California POST Basic Academy and is learning to perform a wide range of public safety work involving the protection of life and property including law enforcement, crime prevention, fire suppression, rescue, and basic life support activities; or has graduated from the California POST Basic Academy within the last 12 months; and performs related work as required.

DISTINGUISHING CHARACTERISTICS 

The position of Public Safety Officer Academy Attendee/Graduate is the training level classification for general police and fire work for those incumbents not affiliated with an agency and currently enrolled in a police academy. Incumbents are not sworn personnel and are generally in this classification until successful completion of the police academy. Assignment to this classification is temporary. If incumbents do not successfully complete a police academy, they will be terminated.  Incumbents hired after the graduation from the California POST Basic Academy are not sworn personnel and are generally in this classification until they are promoted to Public Safety Officer I.

Public Safety Officer Academy Attendee/Graduate is distinguished from the higher-level Public Safety Officer I in that the latter is a sworn position where incumbents continue training for both police and fire duties. Incumbents must successfully complete the police academy prior to being promoted to the classification of Public Safety Officer I.

Post Certificate Incentives
Officers with Intermediate Post Certificate receive an additional 5%
Officers with Advanced Post Certificate receive an additional 10%

Special Assignment Pay

Members of our team are eligible for specialized assignments with compensation incentives:

Detective/School Resource Officer - Additional 2.5% of base salary

Motorcycle - Additional 2.5% of base salary 

Field Training Officer - Additional 2% of base salary

Bilingual Pay - up to $150 per month

K-9 Handler - Additional seven hours of additional pay at 1.5 rate and seven of overtime each pay period

Information Technology Super User - Additional 5% of base salary

Under general supervision, receives and transmits routine and emergency telephone and radio traffic; dispatches and coordinates police, fire, public works, and other municipal staff and equipment via multifrequency two-way radio; maintains and processes a variety of communications reports, records, and radio logs; and does related work as required.
