DEFINITION

Under general supervision, performs a variety of administrative and analytical tasks related to assigned department; participates in the preparation, monitoring, and control of department budget; conducts or assists with a variety of special studies, surveys, research, and special projects; assists in the development and implementation of department policies; performs related duties as assigned.                                                                                                                 

DISTINGUISHING CHARACTERISTICS                                                                  

Management Analyst performs a variety of complex analytical duties in support of an assigned department.  Incumbents may be assigned tasks related to budget preparation, monitoring and control, developing policies and procedures, supporting management in personnel matters, surveys, data analysis, special projects, and other administrative and analytical support work.

SUPERVISION EXERCISED AND RECEIVED

Receives general supervision from the Department Head or Deputy Director of assigned department.  Provides day-to-day supervision for lower-level administrative and clerical staff.

DUTIES AND RESPONSIBILITIES

• Participates in the administration of contracts, which may include those related to capital improvement projects; may be assigned responsibility for department functions, such as reviewing and processing public bid invitations, and reviewing, authenticating, and processing requests for payments, stop notices, and other retention of funds;
• Provides customer service, responding to customer requests and complaints as needed;
• In consultation with appropriate staff members, reviews and monitors overall department financial administration including budget, financial reports, and cost of service analysis; provides direction and coordination for budget preparation and execution; maintains and uses financial and performance records and reports to determine compliance with budget, and monitors trends and observes other performance characteristics to provide advice and assistance to operational managers;
• Manages Departmental agendas for City Council meetings and other meetings as assigned; coordinates the preparation of Department City Council reports; prepares and edits staff reports to the City Council;
• Consults with and provides advice to the Director on personnel matters, including promotions, selection, grievances, compensation, or procedural issues;
• Provides technical and functional supervision of lower-level administrative, clerical, and temporary positions; manages, develops, and trains lower-level support staff;
• Interprets Federal, State, and City regulations; coordinates their application to Department and City operations; serves as Department liaison, informing Department Head and Division Heads on pending legislation and coordinating appropriate responses concerning same;
• Assists in the coordination of interdepartmental and departmental activities with other City departments and divisions and outside agencies; coordinates and administers specialized and ongoing studies and programs requiring interdivisional participation; acts as supervisor for Departmental administrative functions; and
• Performs related duties as assigned.

EDUCATION AND TRAINING GUIDELINES

Education: Bachelor's degree in Business Administration, Public Administration, or a closely related field from a recognized college or university.

Experience: Four (4) years of increasingly responsible work experience in a fiscal or administrative capacity which included analysis, research, and program or project management. Previous experience in a public agency is desirable.

Licenses: Possession of a valid Class C California Driver's License with a satisfactory driving record as determined by California Motor Vehicle guidelines.

SPECIAL REQUIREMENTS

Speak clearly and understandably; stamina to attend and participate in evening meetings as assigned; vision adequate to quickly and accurately review reports and correspondence; ability to report to work at any hour of the day or night as required by a disaster or other emergency situation.  Maintain physical condition appropriate to the performance of assigned duty and responsibilities which may include sitting for extended periods of time and operating assigned office equipment. 

The Redwood City Police Department is currently accepting applications for Per-Diem COMMUNICATIONS DISPATCHERS.  Using a sophisticated Computer Aided Dispatch terminal, the Communications Dispatcher receives emergency calls from within the public requesting police, fire, medical, or other emergency service; determine priority, and dispatch police, fire, ambulance, or other emergency units as necessary and in accordance with established procedures. ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.
• Manage the department’s hiring initiatives including tracking vacancies, producing hiring-related documents, coordinating recruitment functions with staff and DHR, and supporting onboarding activities.

Minimum Qualifications

Desired Qualifications

• A Master's degree in public administration, business administration, public policy, or a closely related field of study, or a juris doctor degree.

• Two or more years of demonstrated experience with public sector management, budgeting, financial accounting, procurement, contracting, and/or recruitment functions.
• Experience in the fields of campaign finance and governmental ethics.

GENERAL INFO

Under general supervision, the Recreation Leader I/II provides essential support to recreation programs and services by performing custodial tasks, event setup and teardown, program support, and minor maintenance duties at various facilities, including parks and community centers. This position provides support, mentoring, education, skill-building, advocacy, and youth-guided programming to persons receiving services at the Community Drop-In Youth TAY Center located in the Behavioral Health Division at the Glenn County Health and Human Services Agency. The incumbent will work as part of Behavioral Health with the Transition Age Youth Team delivering outreach/engagement and supportive service to youth and families on school campuses, in the community, and/or at the TAY Center. How to qualify

Education: Possession of a baccalaureate degree from an accredited college or university AND

Experience: Four (4) years of experience managing a section with oversight of contract negotiation, administration, operation, or compliance within a large organization, all of which includes experience supervising professionals.

Substitution:

1. Additional experience as described above may be substituted for the required degree on a year-for-year basis (up to a maximum of two (2) years). Thirty (30) semester units or forty-five (45) quarter units equal one year.
2. Possession of a graduate degree (Master’s degree or higher) from an accredited college or university with major coursework in specialized subject matter areas such as public or business administration, economics, finance, business law, contract law, public policy, or other fields of study closely related to the essential functions of the job may be substituted for one (1) year of required experience.

The Burlingame Public Library is seeking a motivated and detail-oriented Special Collections Intern to assist with the assessment, development, and strategic planning of the Library’s Special Collections. This internship provides hands-on experience in archival evaluation, policy development, and collection management—ideal for graduate students pursuing careers in Library Science, Archival Studies, or Museum Studies.

RESPONSIBILITIES

• Conduct an inventory and condition assessment of selected Special Collections materials
• Evaluate holdings by topic/theme, physical condition, and space constraints
• Contribute to the creation of a Special Collections component for the Collection Development Policy
• Assist in defining the scope and purpose of the Special Collections
• Research and analyze collection strengths, weaknesses, and growth opportunities

• Benchmark the Special Collections against best practices and peer institutions
• Draft guidelines for the acquisition and withdrawal of items
• Collaborate with library staff to define collection priorities and future directions
• Participate in staff meetings and contribute to strategic planning discussions

MINIMUM QUALIFICATIONS:

THE DEPARTMENT

The South San Francisco Fire Department provides its residents with service in fire suppression; first-responder and ambulance transport emergency medical services; hazardous materials response; urban search and rescue; marine rescue and fire prevention, investigation and public education. The Department operates five (5) fire stations throughout the City, plus an Emergency Operations Center and Fire Training Tower and is comprised of 92 dedicated staff members.

The City of South San Francisco is seeking a dependable and service-oriented individual to join our Fire Department team as a Fire Courier. This essential role provides logistical support to ensure the operational readiness of all five City Fire stations and assists city-wide departments through reliable mail, materials, and records handling.

TYPICAL DUTIES:

• Provides logistical support to all five of the City’s Fire stations and departments by delivering essential supplies and materials to maintain operational readiness.
• Picks up, sorts, and delivers interdepartmental and USPS mail, packages, and materials to City departments and external entities; processes outgoing mail, meters postage, and maintains departmental records of postage use.
• Assists in maintaining and retrieving City records from storage, ensuring timely delivery to appropriate departments.
• Operates a City vehicle safely and efficiently during daily tasks.
• Uses handcarts and lifting devices to transport materials as needed.
• Operates a personal computer to manage inventory and storage records.
• Maintains positive working relationships with staff and the public through courteous and professional interaction.
• Performs other related duties as required.

Working Conditions/Physical Requirements:

Ability to use standard office equipment, including a computer; sit, stand, walk, kneel, crouch, stoop, squat, twist, and maintain sustained posture in a seated or standing position for prolonged periods of time; vision to read printed materials and a computer screen; hearing and speech to communicate in person and over the telephone; lift from the ground and carry 60 pounds; move several boxes via hand truck or cart. Travel to different sites and locations; must maintain safe driving record; maintain a clean and neat appearance.

QUALIFICATIONS: Any combination of experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be:

The Bay Area Air District (Air District) is a regional government agency, committed to achieving clean air to protect the public's health and the environment. The Air District accomplishes this goal through regulation of industrial facilities and various outreach and incentive programs designed to encourage clean air choices.
  
 The Air District's jurisdiction encompasses all of seven counties - Alameda, Contra Costa, Marin, San Francisco, San Mateo, Santa Clara and Napa, and portions of two others - southwestern Solano and southern Sonoma.
  
The Air District is currently accepting applications for the position of Senior Rule Development Engineer (Senior Air Quality Engineer) in the Rules & Strategic Policy Division. This is an open recruitment for one (1) full-time, represented positions.
 

About the Position

The Rules and Strategic Policy Division works with all levels of the Air District, including staff, management, executives, and Board members in developing and modifying Air District rules to provide emissions reductions to improve air quality both regionally and at the neighborhood level and protect the climate. The Senior Rule Development Engineer (Senior Air Quality Engineer) will: 

• Work closely with professional and technical staff and perform complex scientific research and economic analyses and engineering work for developing regulations to control air pollutants (including those contributing to climate change and contributing to localize air quality impacts in overburdened communities).
• Review and draft regulatory language, develop and implement cost effectiveness and incremental cost effectiveness calculations for a wide variety of sources in an industrial sector with a variety of control options.
• Analyze emissions inventories to determine baseline emissions and reduction estimates for rules under development. 
• Review environmental and socioeconomic analyses required by statute.
• Develop testing and verification procedures. 
• Advise Air District managers, brief executives, and present at workshops, committee meetings and board hearings.
• Work closely with the Community Engagement Section staff and other Air District divisions to strengthen partnerships with key community stakeholders.
• Manage external work duties and efforts of various contractors.
• Perform related work as assigned.

DEFINITION

Under direction, provides lead direction to engineering staff and performs the more difficult and complex professional engineering work in a variety of areas such as permit application evaluation, toxic risk screening and assessment evaluations, compliance audits and source testing; modeling and source inventory; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

This is the specialist level class in this series. In addition to performing the more difficult and complex engineering work, responsibilities include functioning as the project leader for a variety of engineering projects, providing training to other District staff and coordinating technical data gathering and compilation and the preparation of special and technical reports. This class is distinguished from Supervising Air Quality Engineer in that the latter supervises the staff and participates in the activities of assigned air quality engineering responsibilities.

This is the advanced lead level in the professional engineering series. Incumbents provide lead direction to air quality engineers and performs highly specialized and difficult engineering projects. Incumbents are assigned to design and implement programs that require considerable professional knowledge and the use of independent judgement. This class is distinguished from the Principal Air Quality Engineer in that the latter has the responsibility for developing new programs and handling the most difficult, sensitive, or critical projects.
