Police Officer

City of Lathrop Police Officer

The City of Dixon is opening a great opportunity for those curious to learn about the ins and outs of police work for the position of Police Cadet in the Police Department. Under the supervision of veteran Police Officer's the cadet experiences what it takes to develop important cadet skills. Examples: cadet patrol, traffic control, attending meetings, delivery of witness subpoenas, report taking, provide assistance to the various bureaus within the department, directing phone calls to the appropriate personnel, learns how to interact with the community during all kinds of problem-solving situations.

This is an entry-level, volunteer position intended as an educational and career development internship. In addition to serving a support role within the Police Department, this classification is exposed to a wide variety of law enforcement duties and will gain experience in the work place.

ABOUT THE DEPARTMENT

Lincoln Police Officers serve a diverse community by performing law enforcement and crime prevention duties, which include but are not limited to: controlling traffic flow, conducting investigative work, and performing a variety of technical law enforcement tasks.  Police Officers also patrol the City in computer-equipped vehicles, make arrests as necessary, interview victims, complainants and witnesses, collect evidence, and prepare written reports.  The Lincoln Police Department is a full-service department of 28 sworn officers, 9 dispatchers and 4 civilian positions. THE POSITION

The Police Officer is the journey-level class responsible for performance of the full scope of assigned law enforcement duties and responsibilities, under general supervision. This classification is distinguished from the next higher classification of Police Sergeant in that the latter is responsible for performance of the more complex and difficult tasks, and the supervision of assigned activities.  Receives general supervision from a Police Sergeant, or higher ranking position depending upon assignment. May provide technical supervision and training if serving in the Field Training Program.

Position requires prolonged sitting, standing, walking, running, jumping, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires both near and far vision and acute hearing. Additionally, incumbents may work outdoors in all weather conditions including wet, hot and cold. The position entails working in hazardous situations, and may involve abusive persons, potential physical violence and the potential risk of exposure to bloodborne pathogens in the performance of law enforcement duties. The Lincoln Police Department is authorized for 23 sworn officers, six dispatchers, and various other civilian and volunteer positions. The dispatch center provides public safety dispatch services for the Lincoln Police Department and three Lincoln Fire stations. The communications center is staffed 24/7 and dispatchers work in pairs or solo. Public safety dispatchers answer emergency and non-emergency calls for police, fire and other city services. Dispatchers prioritize calls and dispatch public safety units as needed. Heavy phone and radio use is a primary duty of the position. Public Safety Dispatcher I

The Public Safety Dispatcher I is the entry level class in which incumbents learn to perform and perform Police Dispatcher duties under immediate supervision. The Public Safety Dispatcher II is the working level class in which incumbents are expected to perform the full range of Police Dispatcher duties with minimum supervision and apply sound judgment regarding their scope of authority in dispatching personnel. This classification is distinguished from the Community Service Officer series in that the latter performs duties involving work in taking reports in the field and performing face-to-face public service activities.

As experience is gained, there is greater independence of action within established guidelines. This classification is alternatively staffed with Code Enforcement II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher-level class.

The Code Enforcement Officer II
The Code Enforcement Officer II is the journey level class in which incumbents are expected to independently perform the full scope of assigned duties. Incumbents are responsible for performing the full range of inspection and code enforcement responsibilities involving codes and regulations in a broad range of areas, including zoning, building, fire, health and safety. The work requires independence and discretion in working with the public and in conducting field inspections and involves a proactive implementation of applicable codes and regulations. This classification is distinguished from the Building Inspector class by the performance of duties primarily related to zoning and code violations.

The Code Enforcement Officer I
The Code Enforcement Officer I receives immediate supervision from the City Manager. Incumbents of this classification do not routinely exercise supervision.

The Code Enforcement Officer II
The Code Enforcement Officer II receives general supervision from the City Manager and may exercise technical and functional supervision over assigned staff.

ESSENTIAL FUNCTIONS     (Include but are not limited to the following)

• Performs residential, commercial, industrial and site inspections; determines existence and type of code violation; compiles, analyzes and evaluates findings of investigations and inspections; coordinates with property owners or their representatives and other regulatory agencies to take corrective action; performs follow-up inspections and investigation as required; ensures compliance with all applicable municipal codes and regulations; issues administrative citations for non-compliance.

SENIOR PLANNER

SUMMARY DESCRIPTION

Under general supervision, performs a variety of professional planning responsibilities and tasks associated with the coordination and implementation of complex planning projects; performs a variety of duties relating to the collection, analysis, interpretation, and presentation of technical land use, environmental, zoning, and other City planning data.

DISTINGUISHING CHARACTERISTICS

This is the advanced journey level in the professional planning class series. The position is characterized by the level of technical expertise and skill and independent oversight of out of the ordinary, high profile, complex and atypical projects, while functioning as the project coordinator, working with and leading interdisciplinary teams. The Senior Planner is distinguished from the Associate Planner by the complexity and technical expertise required to work on assigned projects.

REPRESENTATIVE DUTIES

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

1. Coordinate, lead, and perform professional level work in the fields of current and advanced planning, zoning administration, design review, and economic development activities.
2. Prepare, edit, and review complex reports on a wide range of planning issues; make presentations to the City Council, Planning Commission, standing and ad hoc committees, developers, community groups, and outside agencies.
3. Review and approve or deny plan checks for building projects.
4. Supervise and participate in the review of complex development proposals for conformance to City standards; resolve disputes between the City and developers or property owners.
5. Review and edit letters sent by the Planning Division regarding various City actions.
6. Review and respond to referrals from other agencies regarding outside projects that may affect the City.
7. Conduct field visits and site assessments.
8. Take phone calls and inquiries from the public and other agencies; provide assistance to walk in customers at the counter.
9. Participate in the development and implementation of the City’s planning policies.
10. Assist in the training of assigned staff.
11. Undertake special projects as assigned.
12. Attend and participate in professional group meetings; maintain awareness of new trends and developments in the field of municipal planning; incorporate new developments as appropriate into programs.
13. Attend a variety of meetings, including Planning Commission meetings and predevelopment meetings; provide support to advisory bodies.
14. Perform related duties as required.

DISTINGUISHING CHARACTERISTICS:

Reserve Fire Inspectors serve in a volunteer capacity and are expected to participate regularly in assigned duties, training, and development activities, typically over a one-year period. Incumbents must exercise sound judgment, demonstrate professionalism, and work effectively within a team environment while supporting fire prevention and community risk reduction objectives., typically over a one-year period.

SUPERVISION RECEIVED/EXERCISED:

Supervision is received from the Fire Marshal, Battalion Chief, or Company Officer. Incumbents do not exercise supervisory responsibility over other personnel.

ESSENTIAL FUNCTIONS: (include but are not limited to the following)

• Incumbents assist with activities of the Fire Prevention Division, including:
• Participating in public education, community outreach, and fire prevention programs.
• Assisting with business inspections and related fire prevention activities.
• Responding to public inquiries regarding fire and life safety requirements.
• Performing administrative and support functions at the Fire Company or Fire Prevention level.
• Preparing written and electronic inspection reports, correspondence, and related documentation.
• Maintaining communication and awareness of assignment through City and Department communication systems, including assigned email accounts.

EXAMPLE OF DUTIES:

• Supports the mission, goals, and core values of the City and Fire Department.
• Communicates with management, staff, and members of the public regarding inspection activities and
• service needs.
• Assists in the preparation of fire inspection reports documenting technical observations and
• compliance findings.
• Assists with enforcement of applicable codes, laws, and City ordinances under supervision.
• Performs station maintenance and related support duties as assigned.
• Maintains a task book documenting required competencies, training, and completed assignments.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS:

Position requires sitting, standing, walking, running, reaching, twisting, turning, kneeling, bending, squatting, crouching, and lifting more than 50 pounds in the performance of daily activities. The position also requires grasping, repetitive hand movement, and fine coordination in creating reports, and using a computer keyboard. Additionally, the position requires near, far, night, and color vision in situations where there is viewing of maps and fire scenes. When providing emergency services, the position may be required to walk or run on uneven and slippery surfaces and climb ladders. Position may be required to work outdoors in all weather conditions; around loud siren noise; and moving vehicles. This position’s responsibilities will work around fires, chemicals, pesticides, blood, and other potentially toxic exposures. Position may be subject to stressful situations and work unusual and prolonged hours during emergencies, including multiweek mutual aid assignments. These duties may include an occasional demand for extraordinarily strenuous activities in emergencies under adverse environmental conditions.

Knowledge of:
Applicable federal, state, and local laws, codes, and regulations, including adopted Fire and Building Codes and related safety requirements; principles and practices of fire prevention, life safety inspections, and hazard recognition; Department rules, regulations, policies, and procedures; inspection methods and techniques used to evaluate structures and occupancies for fire and life safety compliance; basic fire behavior, fire protection systems, and fire suppression equipment; standard office procedures, practices, and computer software applications; methods and techniques for record keeping, report preparation, and documentation; and public contact and customer service practices related to enforcement and fire prevention activities.

Skill to:
Conduct fire and life safety inspections in a consistent and professional manner; identify fire hazards and code violations and recommend corrective actions; apply applicable codes and regulations to varying occupancy types and situations; prepare accurate inspection reports, notices, and related documentation; operate computers, tablets, and inspection software to enter and maintain records; provide fire prevention education and guidance to business owners and the public; and maintain effective working relationships with staff, other agencies, and community members.

To perform a variety of tasks in the maintenance of City-owned buildings, equipment and facilities.  The purpose of the recruitment is to fill a current vacancy at the Woodland Community & Senior Center (primary duties focus on event setups and janitorial duties/oversight), as well as establish an eligibility list for future vacancies.

IDEAL CANDIDATE

The Ideal Candidate will be willing and able to work a Monday through Friday (1:00 p.m. to 10:00 p.m.) schedule.  In addition, they may need to flex weekend duties as the need arises.  Candidate must be able to read and interpret daily, weekly, and monthly schedules.  The Ideal Candidate will have a good understanding of various technology, including computers and audio-visual (AV) equipment. Ideal Candidate will be able to troubleshoot a wide variety of building systems and think outside the box to find solutions This position requires a “team player” with good interpersonal, time management, problem solving, customer service and communication skills.  Ideal Candidate will have a strong work ethic, be self-motivated and demonstrate a willingness to learn and grow into the position. Candidate must be able to follow directions and display good judgment, as well as be organized, flexible, approachable, resourceful and a positive team contributor and work independently.  Project management skills and proficiency working in a Maintenance Management System is highly desirable.  Successful candidates may also have to respond to after-hours emergencies on short notice.

ESSENTIAL JOB FUNCTIONS

Maintain and repair City buildings, equipment and facilities by performing a variety of semi-skilled carpentry, plumbing, painting, heating/air conditioning, mechanical repair and electrical work as necessary.  Inspect City buildings to locate conditions indicating the need for repairs and maintenance; assist in establishing and implementing preventative maintenance programs.  Operate and maintain a variety of heavy tools and equipment, including small power and hand tools.  Work cooperatively with others.  Regular and consistent attendance. 

OTHER JOB FUNCTIONS

Remodel and repair a variety of building components such as counters, tables, desks, bookshelves, cabinets, partitions, walls, windows and doors; boilers, water pumps, exhaust fans, compressors, and other water and sewage system plumbing as required.  Perform electrical work such as wiring and rewiring; replace switches, ballast and receptacles as required.  Prepare simple activity and related reports; maintain inventory and work records as required.  Requisition supplies and materials.  Perform general janitorial duties as needed.  Perform other facility maintenance duties as assigned.

QUALIFICATIONS

Education:  High School Diploma or equivalent.

Experience:

Facility Maintenance Worker I:  Six (6) months of work experience in carpentry, electrical and maintenance work is desirable.

Facility Maintenance Worker II:  One (1) year of experience performing duties comparable to those of a Facility Maintenance Worker I.

License and Certificate:   Required upon hire, possession of a valid California Driver’s License.
