Police Officer

The City of Dixon is opening a great opportunity for those curious to learn about the ins and outs of police work for the position of Police Cadet in the Police Department. Under the supervision of veteran Police Officer's the cadet experiences what it takes to develop important cadet skills. Examples: cadet patrol, traffic control, attending meetings, delivery of witness subpoenas, report taking, provide assistance to the various bureaus within the department, directing phone calls to the appropriate personnel, learns how to interact with the community during all kinds of problem-solving situations.

This is an entry-level, volunteer position intended as an educational and career development internship. In addition to serving a support role within the Police Department, this classification is exposed to a wide variety of law enforcement duties and will gain experience in the work place.

ABOUT THE DEPARTMENT

Lincoln Police Officers serve a diverse community by performing law enforcement and crime prevention duties, which include but are not limited to: controlling traffic flow, conducting investigative work, and performing a variety of technical law enforcement tasks.  Police Officers also patrol the City in computer-equipped vehicles, make arrests as necessary, interview victims, complainants and witnesses, collect evidence, and prepare written reports.  The Lincoln Police Department is a full-service department of 28 sworn officers, 9 dispatchers and 4 civilian positions. THE POSITION

The Police Officer is the journey-level class responsible for performance of the full scope of assigned law enforcement duties and responsibilities, under general supervision. This classification is distinguished from the next higher classification of Police Sergeant in that the latter is responsible for performance of the more complex and difficult tasks, and the supervision of assigned activities.  Receives general supervision from a Police Sergeant, or higher ranking position depending upon assignment. May provide technical supervision and training if serving in the Field Training Program.

Position requires prolonged sitting, standing, walking, running, jumping, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires both near and far vision and acute hearing. Additionally, incumbents may work outdoors in all weather conditions including wet, hot and cold. The City of Lincoln is creating an applicant pool for the position of Public Safety Dispatcher I/II within the Police Department.  Interested applicants may submit their application to be part of the applicant pool.  As new vacancies occur, the recruitment team will review applications for consideration.

The Lincoln Police Department is authorized for 23 sworn officers, six dispatchers, and various other civilian and volunteer positions.  The dispatch center provides public safety dispatch services for the Lincoln Police Department and three Lincoln Fire stations. The communications center is staffed 24/7 and dispatchers work in pairs or solo. Public safety dispatchers answer emergency and non-emergency calls for police, fire and other city services.  Dispatchers prioritize calls and dispatch public safety units as needed.  Heavy phone and radio use is a primary duty of the position.  Other duties include clerical and specialized record keeping functions.

Under immediate supervision, this position performs a wide variety of technical and clerical law enforcement support duties related to taking police, fire and medical emergency requests for service from the public and tracks and dispatches field units as appropriate; gathers, records, maintains, retrieves and distributes law enforcement data and information; enters reports and data into a variety of automated law enforcement records systems; ensures that records and information are accurate, clear and comprehensive for law enforcement personnel and the general public; learns applicable policies, procedures and work methods associated with assigned duties; performs other related duties as required.

DISTINGUISHING CHARACTERISTICS
The Public Safety Dispatcher I is the entry level class in which incumbents learn to perform and perform Police Dispatcher duties under immediate supervision. This classification is alternatively staffed with Public Safety Officer II and incumbents may advance to the higher level after gaining experience and demonstrating a level of proficiency that meets the qualifications of the higher class.

The Public Safety Dispatcher II is the working level class in which incumbents are expected to perform the full range of Police Dispatcher duties with minimum supervision and apply sound judgment regarding their scope of authority in dispatching personnel. This classification is distinguished from the Community Service Officer series in that the latter performs duties involving work in taking reports in the field and performing face-to-face public service activities.

The Public Safety Dispatcher I receives immediate supervision from the Police Office Supervisor or a Watch Commander. Incumbents of this class do not routinely exercise supervision. The Library Assistant works under general supervision performing a wide variety of library support services related to patron assistance, circulation, automation, acquisitions, and processing; demonstrates a full understanding of all applicable policies, procedures and work methods associated with assigned duties; performs customer service duties as assigned; and any related duties as required.

Please Note: Seasonal employees are limited to working no more than 999 hours in a fiscal year.

DISTINGUISHING CHARACTERISTICS

The Library Assistant is a position in which incumbents are expected to independently perform the full scope of assigned library support duties.  This class is distinguished from the class of Library Coordinator in that the latter has supervisory and management responsibilities. This class is distinguished from the class of Librarian I/II in that the latter is a professional position that provides more specialized library services. 

SUPERVISION RECEIVED/EXERCISED

Receives general supervision from the Library Coordinator or Director of Library Services/Library Manager. Incumbents of this class do not routinely exercise supervision.

ESSENTIAL FUNCTIONS

Include but are not limited to the following

• Staffs the circulation, reference, and children’s reference desks and provides superior customer service at these desks. 
• Educates patrons about the Library Code of Conduct, to ensure a positive experience for all patrons. 
• Assists patrons with the online catalog, computers, self-checkout machines, and other library equipment and electronic resources. Demonstrates and educates patrons in the proper use of the equipment and assists when standard issues arise.
• Performs circulation activities, including checking library materials in and out, registering library patrons and issuing library cards, placing holds, and explaining and implementing library policies and procedures. 
• Assists patrons with information inquiries, whether in person, by phone, e-mail, or official social media channels. These inquiries may include directional, informational, reader’s advisory, and basic reference questions. 
• Assists patrons with locating materials within the library and informs patrons of library services and resources. Suggests alternative or additional resources where appropriate. 
• Maintains the library in a neat and orderly condition, including by shelving library materials. 
• Supports the maintenance of the library collection, including by weeding outdated or damaged material; removing damaged items from circulation at service points; and repairing library materials. 
• Processes, catalogs, and prepares new materials for circulation following established procedures. 
• Suggests new materials to benefit the library collection. 
• Receives payments in cash, checks, and credit/debit cards, records payments in the Library computer system, provides receipts reflecting transactions, and addresses routine overdue and library customer circulation record issues and escalates more complex concerns.
• Balances the cash drawer on a daily basis. 
• Communicates with patrons about missing and damaged items and related fees. 
• Plans and implements library programs and events as directed
• Prepares marketing materials, public information, and event calendars for supervisor review and distribution.
• Creates assigned book displays.
• Performs opening and closing procedures.
• Maintains records and files and compile statistics on related library services, materials, and projects.
• Perform general clerical duties as necessary and operate library related office equipment.
• Establishes positive working relationships with representatives of community organizations, state/local agencies, City management and staff, and the public.
• Perform related work as required. 

WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily office activities.  The position also requires grasping, repetitive hand movement and fine coordination in preparing documents and data using a computer keyboard.  Additionally, the position requires near and far vision in reading correspondence, statistical data and using the computer, and acute hearing is required when providing phone and personal service.  The need to lift, drag and push files, paper and documents weighing up to 25 pounds also is required.

KNOWLEDGE/SKILLS/ABILITIES

Knowledge of:  Principles, policies, and procedures of public library services, including library cataloging, classification, selection, and reference; library equipment, software, and resources used for circulation, cataloging, selection, and reference, including computer systems and program, information resources, and Internet resources; effective and positive customer service; proper English spelling and grammar, and basic principles of mathematics; modern and standard office procedures, practices, software, and equipment; record keeping and report preparation and writing; occupational hazards and standard safety practices.

Skill to: Operate an office computer and a variety of word processing and software applications.

Ability to:  Participate in a variety of technical and paraprofessional tasks relating to providing library services, including researching and utilizing reference systems; developing and implementing library programs; assisting patrons; and using code and other technical cataloging standards; analyze situations appropriately and adopt effective courses of action, including referring complex situations to supervisors.
Interpret, explain and apply applicable administrative and departmental policies and procedures; work independently and as part of a team, including the ability to prepare clear and concise reports and keep accurate records; read, interpret and record data accurately; organize, prioritize and follow-up on work assignments; communicate clearly and concisely, both orally and in writing; and establish and maintain effective working relationships; work with staff and patrons from diverse backgrounds and cultures; observe safety principles and work in a safe manner

THE SELECTION PROCESS
The process may include an in-basket exercise, individual interviews, panel interviews and/or other related components.  Only those candidates who have the best combination of qualifications in relation to the requirements and duties of the position will continue in the selection process. Meeting the minimum qualifications does not guarantee an invitation to the process. The City of Patterson is seeking to fill one (1) part-time Recreation Specialist position in the Recreation Department for their sports program and to establish an eligibility list.  Duties include, but are not limited to: implement a wide range of programs that foster community development that include youth/adult sports, special events, open gym, and youth development activities.  This position will require assistance of general office duties and may include supervision of volunteers and staff, and performs related duties as assigned.

This position is established for 19 hours a week, but will vary depending on programming needs, and will be working weekdays, evenings, weekends and holidays.

The City of Dixon is looking for a detail-oriented individual to fill one regular, full-time position of a Management Analyst I for the Community Development Department. The position performs a variety of professional level administrative and analytical duties in the development and administration of City programs, projects and policies; to coordinate administrative project and performs research, statistical and other analytical work in support of a department or assigned programs; and to represent the City and department both inside and outside City government.
