Under general supervision from the Communications Supervisor, the Communications Operator operates a computer aided dispatch system receiving calls and dispatching police, fire or other City services.

This class is distinguished from the Communications Supervisor in that the latter provides technical and functional supervision over assigned communication personnel.

THE DEPARTMENT

The Communications Center in the Support Services Division of the Hayward Police Department is responsible for dispatching both Police and Fire Services throughout the City of Hayward. The Hayward Police Department is one of 18 CALEA (Commission on Accreditation for Law Enforcement) accredited police departments in California and is committed to maintaining CALEA's high standards and broadly recognized excellence.
The Communications Center is frequently the first point of contact that a member of the public will have when requesting assistance from the City of Hayward. The information gathered by the communications operator during this contact is critical to a positive outcome. Minimum Qualifications

LATERAL REQUIREMENTS:

Experience: Two (2) years of experience as a public safety dispatcher for a Public Safety Answering Point, including heavy public contact while performing multiple tasks and using a computer-aided dispatch system.

Education: Equivalent to the completion of the twelfth (12th) grade.

Licenses and Certificates: Completion of the California Commission on Peace Officer Standards and Training (POST) Basic Public Safety Dispatcher course is highly desirable.

OTHER REQUIREMENTS

Typing Certificate: A typing certificate with 35 net words per minute 

1. Certificates will be accepted from a public school, business school or temporary agency; certificates from Internet testing services and/or home computer CD testing will NOT be accepted.
2. Typing certificate (or signed statement on official letterhead from the testing agency) must be dated no earlier than six (6) months prior to the date of the application filing.

Under supervision, a Police Cadet is a non-sworn, part-time classification that assists police personnel in a variety of operations in order to gain practical knowledge of law enforcement. They will obtain practical work experience that supports their career goals.

• Observing and reporting hazardous conditions such as missing traffic signals, signs, and street markings that need to be repainted.
• Maintaining assigned equipment and supplies such as hand-held citation computers, citation books, rain gear, street cones, flares, etc.
• Performing traffic control duties such as setting up barricades and temporary signs, directing traffic, and placing inoperative bags on broken parking meters.

Positions assigned to Fleet Maintenance may be responsible for:

• Reviewing and reporting vehicle deficiencies.
• Scheduling repair of vehicles and equipment.
• Transporting vehicles and equipment to repair shop.
• Arranging for tows.
• Entering and maintaining vehicle inventory/status log.
• Coordinating service, oil changes, and cleaning of vehicles.
• Maintaining supplies such as stocking first aid kits, fingerprint kits and flares, ensuring fire extinguishers are full and appropriately charged, etc.
• Registering undercover vehicles with DMV.

The City of Patterson is seeking to fill one (1) part-time Recreation Specialist position in the Recreation Department for their sports program and to establish an eligibility list.  Duties include, but are not limited to: implement a wide range of programs that foster community development that include youth/adult sports, special events, open gym, and youth development activities.  This position will require assistance of general office duties and may include supervision of volunteers and staff, and performs related duties as assigned.

THE POSITION:

Under the general supervision of the Youth & Family Services Clinical Supervisor and the Community Services Manager, the Intervention Counselor provides crisis intervention, individual and family counseling; identifies appropriate referral services to youth, families and individuals.

CLASS CHARACTERISTICS:

Intervention Counselor is a journey-level professional classification. Incumbents perform the full range of counseling duties within the Community Services division. Incumbents in this position receive occasional instruction as new or unusual situations arise. The Intervention Counselor is distinguished from the Clinical Supervisor in that the latter is responsible for overseeing clinical work, providing direct supervision to clinical staff and interns, responsible for ensuring counselors follow professional guidelines, establishes processes and procedures for the clinical side of the division, researches and provides appropriate training, and is the primary liaison with the school district and police department in regard to referrals, counseling, and crisis support. While the Intervention Counselor provides direct counseling, run group counseling and workshops, and provides intervention services and supportive tools and resources to clients.

ESSENTIAL DUTIES:

Duties may include but are not limited to the following: 

• Provide individual, family and group counseling to children, adolescents, and adults using a variety of therapeutic and counseling techniques. 
• Provide crisis intervention services around a variety of issues including: incorrigible youth/status offenders, child/adult abuse, domestic violence, trauma, individuals experiencing mental health issues, and families in conflict; may conduct visits at homes, schools, and juvenile detention centers. 
• Conduct assessments to identify appropriate resources, provide referral services and connect clients with additional services as needed.

THE POSITION:

This is a division head management position at the Hayward Executive Airport, reporting to the Airport Manager. The incumbent is responsible for the management of the business and accounting functions at the airport and provides second-line supervision and direction of staff within the Airport Division. • Prepares and administers the Recycling & Solid Waste (RSW) Program budgets; manages budgets to ensure appropriate spending and recording of expenditures, including tracking the status of associated RSW Special Funds and RSW Program grants.
• Managing the RSW Program's recycling programs including planning, organizing, and implementing programs and projects designed to encourage business, citizen, and public participation in waste reduction, recycling, pollution prevention, and composting, and maximizing efficiency and material recovery.
• Managing the RSW Program's public education, marketing and outreach program for RSW Program functions, and preparing, coordinating, implementing, and participating in public events which support RSW Program service objectives.
• Establishing and maintaining relationships with the press and other media, and community groups, organizations, and agencies, for publicizing, sponsoring and promoting RSW Program programs and events.
• Representing the City at the Alameda County Waste Management Authority (ACWMA), including Alameda County Recycling Board and Authority Board meetings and reporting significant issues to the City Manager in a timely manner; participating in County Waste Management Authority Technical Advisory Committee meetings; preparing and making presentations to the ACWMA and Recycling Board as required.
• Conducting resident and business surveys related to the RSW Program.
• Preparing a variety of data analyses on waste stream quantities and overall program elements, including cost analyses of programs, in conjunction with ACWMA and State programs and mandates.
• Providing reports to State and Regional authorities on integrated solid waste program results.
• Participating in the development of solid waste, waste reduction, recycling, and pollution prevention policies, which comply with regulatory mandates.
• Analyzing proposed regional, state and federal legislation affecting solid waste management.
• Recommending revisions of existing programs to meet new/changing needs.
• Preparing reports and documents for City Council study sessions and meetings; making presentations to City Council, other boards and commissions, and public groups.
• Providing staff-support and/or representing the City with a variety of committees, commissions, community groups, and the general public.
• Receiving and responding to customer service requests concerning scope of program, technical information, and service delivery issues.
• Developing proposals to obtain county, state, and federal grants; implementing and administering grant programs.
• Planning, assigning, supervising, and reviewing the work of professional and/or support staff; participating in the recruitment and selection of RSW Program staff.
• Facilitating communication, consensus building and resolving conflicts related to MSR Program projects and policy matters by conferring with, facilitating and conducting meetings with elected and appointed officials, other City departments, members of the public, and neighborhood organizations; participating in developing and conducting citizen involvement/public participation events to explain MSR Program policies, procedures, and proposed regulations and policies; and developing and conducting demonstration projects, workshops and other training events.
• Maintaining internal and external customer relations by using tact and diplomacy in all interactions with customers; establishing and maintaining positive and effective working relationships with co-workers and those contacted in the course of the work; and coordinating with departments and outside agencies.
• Maintaining attention to detail by prioritizing work and coordinating several activities simultaneously despite interruptions.
• Maintaining integrity of work by taking responsibility and accountability for completion of work and customer interactions and maintaining punctuality and attendance at work.
