This is a non-sworn, civilian training classification to be used while incumbent is attending a certified P.O.S.T. Basic Police Academy.  Incumbent in this classification receives the same employee benefits as Police Officers, with the exception of being placed in the “Miscellaneous” retirement category until successful completion of a designated police academy, and as a civilian employee, will not be covered by government code sections 4850 and 3300 through 3311.  Upon successful completion of an academy, incumbent shall be sworn as a Police Officer, placed in the safety retirement category and begin an 18-month probationary period as a Police Officer on the date of swearing in. 

Education: 

• High school graduate or its equivalent. 
• Completion of 30 semester (or equivalent quarter) units from an accredited college or university preferred. 

Physical Capabilities/Vision:

• Must be capable of performing the full range of work assigned to a Police Officer free from physical, mental or emotional restrictions, which would adversely impact job performance.

The Hayward Police Department is comprised of a staff of 197 sworn personnel and 124 professional staff.  The Department supports a Community Policing philosophy and offers excellent promotional and special assignment opportunities.  The Patrol Division currently works 3-12.5 hour days and has weekends off at least six months out of the year. Essential Duties

Duties may include but are not limited to the following:

Minimum Qualifications

EXPERIENCE AND EDUCATION 

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: One (1) year in a law enforcement agency within the last thirty-six (36) months and possession of a current Basic California P.O.S.T Certificate.

Education: High school diploma or equivalent (possession of an Associate's degree or Bachelor's degree from an accredited institution is desirable).

License
Possession and maintenance of a valid Class C California Driver's License.

Necessary Special Qualifications: 

- Free of any felony convictions.

- A citizen of the United States or a permanent resident alien who is eligible for and has applied for citizenship (Government Code Para. 1031).

A Dispatcher II is a civilian employee of the Police Department who performs a variety of tasks in the Department’s Support Services Division. The Dispatcher II acts as the Department’s primary dispatcher, receiving and relaying incoming calls for emergency and non-emergency assistance; dispatching police units; operating a variety of telecommunications equipment including radio, telephone, and computer-aided dispatch systems; status monitoring, records and file maintenance in a computer-aided environment; and entry level dispatch training. The City of Pleasant Hill offers a competitive compensation and benefits program.

• Salary: $6,987 to $9,050 per month. Placement within the range depends on experience and qualifications.

DEFINITION

Under general supervision, subject to exercise of individual judgment and initiative, to perform law enforcement and crime prevention work; to control traffic flow and enforce state and local traffic regulations; and to do related work as required.

DISTINGUISHING CHARACTERISTICS

An incumbent in this position performs a variety of law enforcement activities during an assigned shift, which may include crime response, patrol, investigation, traffic enforcement, crime prevention and public safety, case presentation and variable shifts. They wear uniforms, carry weapons, drive patrol cars or ride motorcycles and must comply with departmental grooming standards. In addition, they work under potentially adverse and hazardous conditions and are on call.

EXAMPLES OF DUTIES

Patrols an assigned area in radio car, on motorcycle, or on foot; answers calls for protection of life and private property, and the enforcement of city, county and state laws; conducts preliminary or full investigations depending on assignment, of prowlers, burglaries, thefts, holdups, accidents, deaths and other disturbances; directs traffic, including regulation of vehicle flow at emergency or congested situations; stops drivers who are operating vehicles in violation of laws; warns drivers against unlawful practices; collects and presents evidence with criminal prosecutions; serves warrants and subpoenas; prepares reports of arrests made, investigations conducted, and unusual incidents observed; gives information and directions to the public. Assists in maintaining police records and types records and reports; operates headquarters radio telephone equipment to dispatch officers on patrol; as ordered, acts as lead officer in the field on a shift. Performs basic investigation, consulting and crime prevention work in assisting to control juvenile delinquency; performs such other basic police work as attending fire scenes to assist in the protection of life and property, parade and crowd controlling duties, and engaging in problem-solving skills and tactics.

MINIMUM QUALIFICATIONS

To qualify for competition in this entry-level examination, you must:

1.         Be 21 years of age.

2.         Possess a United States high school diploma, or G.E.D. with qualifying scores, or have passed the California High School Proficiency Examination, or attained a two-year or four-year degree from a college or university accredited by the Western Association of Colleges and Universities.

4.         Possess a valid Class CCalifornia Driver's License by date of appointment.

The Police Communications Dispatcher receives and processes routine and emergency calls. The incumbent will dispatch police and enter, retrieve, and use data from various automated law enforcement information systems. The successful candidate will coordinate with and transfer calls to other emergency service providers as appropriate. The individual will perform a variety of clerical and technical duties in support of the department’s operations. THE POSITION: 

The City of San Rafael is recruiting for a Police Officer. This position performs a wide variety of peace officer duties involving the protection of life and property, enforcement of laws and ordinances, criminal investigation, crime prevention and suppression.  Police officers prepare cases and provide courtroom testimony, provide information and assistance to the public and perform special assignments in areas such as patrol, traffic, investigations and gang enforcement.  General supervision is provided by the Police Sergeant.  Responsibilities may include the direct supervision of officers in training and/or the indirect supervision of other officers and/or support staff.   

This position performs the following essential job duties:

• Patrols an assigned area in a radio car, on motorcycle or on foot to observe and report suspicious activities or hazardous conditions for the prevention and detection of crime; arrests law violators in accordance with applicable statutory and case laws.
• Answers routine and emergency calls for protection of life and property and the enforcement of City, County, State and Federal laws, codes and ordinances.
• Investigates crimes, accidents, deaths and disturbances; collects, preserves and presents evidence using scientific identification techniques; interviews, questions and/or takes statements from victims, witnesses and suspects and completes investigative reports.
• Directs traffic, including regulation of vehicle flow at emergency or congested places, stops drivers who are operating vehicles in violation of laws and issues citations or warnings as appropriate.
• Appears in court to present evidence and testimony in connection with criminal prosecution and/or civil cases; serves writs, warrants, subpoenas and other legal documents.
• Provides information and direction to the public; assists in developing community policing strategies; maintains effective public relations and makes public service appearances.
• Provides emergency first aid and/or assistance to injured or incapacitated persons and requests additional emergency medical services as necessary.
• Searches, guards, transports and assists in the booking and custodial care of prisoners.
• Handles missing person cases; takes custody of runaway or delinquent juveniles; investigates child welfare cases involving potential mental, physical or sexual abuse.
• Assists with emergency or planned events, including natural disasters, fires, parades, and crowd control; participates in special details and assignments.
• Directs, instructs, and supervises officers in training; conducts in-service and/or briefing training.

EDUCATION AND EXPERIENCE:

Must possess a California P.O.S.T. Certified Basic Law Enforcement Academy Certificate. Candidates must have completed the P.O.S.T. Basic Academy.  Note:  In conformance with P.O.S.T. regulations, applicants separated from active law enforcement in excess of three years must repeat the State Basic Training Standards and would not be considered for appointment on a lateral entry basis.   

Candidate must be high school graduate or its equivalent.  Completion of 45 semester (or equivalent quarter) units from an accredited college or university is preferred.  Prefer candidates with bilingual skills.

THE POSITION:

MINIMUM QUALIFICATIONS:

Must possess a valid California Class C Driver’s license, completion of the Basic Police Academy, and have a satisfactory driving record; POST certification to include demonstrated firearms proficiency and qualification; complete a comprehensive background investigation including a polygraph, psychological, and medical examination. 

TYPICAL DUTIES:

Applicants must be able to apply the knowledge and skills required of a sworn police officer, and display the ability to perform the following: patrol the Town in an assigned area, individually or as part of a team; provide information, directions and assistance to the public in a variety of situations; take reports and assist the public with complaints; observe, monitor and control routine and unusual traffic situations; stop motorists for various vehicle code violations, and issue traffic citations or give verbal warnings; make arrests for criminal offenses; serve warrants and subpoenas; transport individuals for medical clearance and booking at the County facility; be available to work a wide range of schedules that may include weekends, holidays, and night shifts.

COMPENSATION PACKAGE:

The current monthly salary for this position ranges from $11,083.14 - 13,471.63, depending on qualifications.

DEFINITION

Under general supervision, subject to exercise of individual judgment and initiative, to perform law enforcement and crime prevention work; to control traffic flow and enforce state and local traffic regulations; and to do related work as required.

DISTINGUISHING CHARACTERISTICS

An incumbent in this position performs a variety of law enforcement activities during an assigned shift, which may include crime response, patrol, investigation, traffic enforcement, crime prevention and public safety, case presentation and variable shifts. They wear uniforms, carry weapons, drive patrol cars or ride motorcycles and must comply with departmental grooming standards. In addition, they work under potentially adverse and hazardous conditions and are on call.

EXAMPLES OF DUTIES

Patrols an assigned area in radio car, on motorcycle, or on foot; answers calls for protection of life and private property, and the enforcement of city, county and state laws; conducts preliminary or full investigations depending on assignment, of prowlers, burglaries, thefts, holdups, accidents, deaths and other disturbances; directs traffic, including regulation of vehicle flow at emergency or congested situations; stops drivers who are operating vehicles in violation of laws; warns drivers against unlawful practices; collects and presents evidence with criminal prosecutions; serves warrants and subpoenas; prepares reports of arrests made, investigations conducted, and unusual incidents observed; gives information and directions to the public. Assists in maintaining police records and types records and reports; operates headquarters radio telephone equipment to dispatch officers on patrol; as ordered, acts as lead officer in the field on a shift. Performs basic investigation, consulting and crime prevention work in assisting to control juvenile delinquency; performs such other basic police work as attending fire scenes to assist in the protection of life and property, parade and crowd controlling duties, and engaging in problem-solving skills and tactics.

MINIMUM QUALIFICATIONS

To qualify for competition in this entry-level examination, you must:

1.         Be 21 years of age.

2.         Possess a United States high school diploma, or G.E.D. with qualifying scores, or have passed the California High School Proficiency Examination, or attained a two-year or four-year degree from a college or university accredited by the Western Association of Colleges and Universities.

3.        Have satisfactorily completed a P.O.S.T. approved academy.

4.         Possess a valid Class CCalifornia Driver's License by date of appointment.

5.         Possess a personal history which is compatible with the effective performance of sworn police duties.

6.         Have the physical strength, stamina and agility adequate to perform all duties of a Police Officer.

7.         Hear well enough to comprehend radio transmissions and long-range conversations.

8.         Have adequate written and oral communication skills to give instructions and explanations, conduct information-gathering interviews and write reports.

9.        Be able to deal with a variety of people and situations, exercising judgment, tact and self-restraint.

10.        Have adequate reading skills to understand and interpret orders, bulletins, laws, codes and court decisions.

11.        Be willing to work irregular hours and days and at various locations in the City.

12.        Be able to interact positively and cooperate with co-workers, respond politely to customers, and work as a team member.

13.        Be able to function under demanding time pressure.
