About the Commission: The San Francisco Ethics Commission was created by the City’s voters with the passage of Proposition K in November 1993. The Ethics Commission is responsible for the independent and impartial administration and enforcement of laws related to campaign finance, public financing of candidates, governmental ethics, conflicts of interest, and registration and reporting by lobbyists, campaign consultants, permit consultants, and major developers.

ABOUT THE ROLE

Reporting to the Executive Director, the Deputy Director will oversee department-wide administrative operations and strategic initiatives including organizational planning, program performance, budget development, financial accounting, procurement, contracting, human resources, recruitment, and other administrative functions. This role will supervise three staff members in the Operations Division and closely collaborate with other staff to achieve the Commission’s strategic goals.

The Deputy Director must be willing to forego involvement in all local political activity while a member of the Commission staff and publicly file an annual Statement of Economic Interests (Form 700).

ESSENTIAL DUTIES

Essential duties of the position include, but are not limited to the following:

• Establish and implement departmental goals, policies, and strategic plans as directed by the Executive Director.
• Develop and maintain a broad understanding of the Commission’s laws, policies, programs, procedures, and operations.
• Oversee daily administrative operations of the department including financial management, procurement, accounting, payroll, and related office operations.
• Effectively plan, coordinate, supervise, and evaluate the work of direct reports.
• Manage the department’s hiring initiatives including tracking vacancies, producing hiring-related documents, coordinating recruitment functions with staff and DHR, and supporting onboarding activities.
• Manage the department’s HR and personnel functions and lead initiatives to promote staff engagement and professional development.
• Direct the department’s annual budget development process by working with Commission staff and City stakeholders to get necessary funding approved through the City’s budgeting process.
• Track ongoing spending using the City’s financial systems and monitor adherence to the approved budget.
• Manage the department’s contracting needs and establish internal procedures and documentation for related business processes.
• Design and implement standardized workflows, procedures, documents, and tools for the Commission’s departmental business processes. Identify ways to improve business processes using automation.
• Establish effective metrics that inform the department’s operations and programmatic work in a data-driven manner. Develop processes to generate and track performance measures broadly across functions for leadership and staff, using automated tools in collaboration with the technology division.
• Manage services from other departments to support the Commission’s operations and serve as a liaison for departments and other stakeholders.
• Prepare management reports, annual reports, agency publications, and financial reports to provide regular progress updates regarding departmental goals and operations. Provide presentations at Commission meetings as needed.
• Maintain information on the Commission’s website, including budget, operational reports, and Commission information, in compliance with the City’s language access and digital inclusion standards.

• Support Commission-related operations including assisting with public meetings and onboarding new Commissioners.
• Act on behalf of the Executive Director when requested to provide business continuity for other programmatic and business functions.
• Maintain absolute confidentiality of sensitive information obtained through the course of completing assignments while working comfortably in an open government environment.
• Maintain and retrieve documents, records, and correspondence in accordance with established procedures for data retention and records requests.

Minimum Qualifications

• Bachelor's degree from an accredited college or university, AND
• Two (2) years of managerial experience in governmental ethics, campaign financing, and/or lobbying laws and regulations, all of which must include supervisory experience.

Substitution: Additional experience as described above may substitute for the required degree on a year for year basis up to a maximum of two (2) years.

Desired Qualifications

• A Master's degree in public administration, business administration, public policy, or a closely related field of study, or a juris doctor degree.

• Two or more years of demonstrated experience with public sector management, budgeting, financial accounting, procurement, contracting, and/or recruitment functions.
• Experience in the fields of campaign finance and governmental ethics.
• Experience working objectively, efficiently, and effectively under strict deadlines and highly visible, sensitive, or politicized settings.
• Extensive knowledge and expertise in organizational policies, systems, and issues in a government setting.
• Proficiency with computers and software applications, including with Microsoft Office tools, electronic filings systems, collaboration and project management tools (SharePoint, MS Teams, Jira or similar), financial & accounting systems, digital signature tools (DocuSign or similar), and content management systems (WordPress or similar).
• Familiarity with data analysis skills including advanced Excel, PowerBI, Tableau, or other statistical/analytics tools. Comfortable working with complex datasets and databases.
• Strong leadership and management skills and experience working effectively with diverse stakeholders in fast-paced, sensitive, and politicized settings.

GENERAL INFO

Under general supervision, the Recreation Leader I/II provides essential support to recreation programs and services by performing custodial tasks, event setup and teardown, program support, and minor maintenance duties at various facilities, including parks and community centers. This temporary, parttime position requires working up to 20 hours per week. The role involves ensuring the facilities are clean, safe, and operational while delivering excellent customer service. Performs other duties as assigned.

· Receives general supervision from the Youth and Adult Sports Coordinator

With an emphasis on customer service, the Community Development Technician I/II (CDT) performs a variety of specialized technical work to support the review of building permits and planning permits. Duties include verifying completeness and accuracy of applications, tracking the progress of applications routed to other divisions and County departments, conducting permit history research, and reviewing minor building and planning permits. How to qualify

Education: Possession of a baccalaureate degree from an accredited college or university AND

Experience: Four (4) years of experience managing a section with oversight of contract negotiation, administration, operation, or compliance within a large organization, all of which includes experience supervising professionals.

About the Position

The Rules and Strategic Policy Division works with all levels of the Air District, including staff, management, executives, and Board members in developing and modifying Air District rules to provide emissions reductions to improve air quality both regionally and at the neighborhood level and protect the climate. The Senior Rule Development Engineer (Senior Air Quality Engineer) will: 

• Work closely with professional and technical staff and perform complex scientific research and economic analyses and engineering work for developing regulations to control air pollutants (including those contributing to climate change and contributing to localize air quality impacts in overburdened communities).
• Review and draft regulatory language, develop and implement cost effectiveness and incremental cost effectiveness calculations for a wide variety of sources in an industrial sector with a variety of control options.
• Analyze emissions inventories to determine baseline emissions and reduction estimates for rules under development. 
• Review environmental and socioeconomic analyses required by statute.
• Develop testing and verification procedures. 
• Advise Air District managers, brief executives, and present at workshops, committee meetings and board hearings.

DEFINITION

Under direction, provides lead direction to engineering staff and performs the more difficult and complex professional engineering work in a variety of areas such as permit application evaluation, toxic risk screening and assessment evaluations, compliance audits and source testing; modeling and source inventory; performs related work as assigned.

DISTINGUISHING CHARACTERISTICS

This is the specialist level class in this series. In addition to performing the more difficult and complex engineering work, responsibilities include functioning as the project leader for a variety of engineering projects, providing training to other District staff and coordinating technical data gathering and compilation and the preparation of special and technical reports. This class is distinguished from Supervising Air Quality Engineer in that the latter supervises the staff and participates in the activities of assigned air quality engineering responsibilities.

This is the advanced lead level in the professional engineering series. Incumbents provide lead direction to air quality engineers and performs highly specialized and difficult engineering projects. Incumbents are assigned to design and implement programs that require considerable professional knowledge and the use of independent judgement. This class is distinguished from the Principal Air Quality Engineer in that the latter has the responsibility for developing new programs and handling the most difficult, sensitive, or critical projects.

Experience:

Deputy Probation Officer I ($43.07/hr-$53.84/hr) - One year of experience in a human services capacity involving communicating and interacting with a diverse population either on an individual or group basis for the purpose of interviewing, counseling or rehabilitating, such as in the role of an institutional counselor, peace officer, or mental health or social services professional.

Deputy Probation Officer II ($48.09/hr-$60.07/hr) - Two years of experience performing duties comparable to those of an entry level Deputy Probation Officer I in San Mateo County.

There are currently various vacancies in the Probation department. Depending on qualifications, the vacancy may be filled at the Deputy Probation Officer I or Deputy Probation Officer II level.

Selected candidates must be available to work flexible shifts, including graveyards, day shift, swing shift, weekends and holidays at any of the Probation Department locations. Selected candidates must also successfully pass a background investigation, including fingerprints, medical examination, psychological evaluation, a truth verification test and be free from any physical, emotional or mental condition which might adversely affect the exercise of the powers of a Peace Officer. Felony and misdemeanors convictions may be disqualifying depending on type, number, severity, and recency. Deputy Probation Officers I must complete 200 hours of core probation officer training coursework within one year of appointment.

About The Position

Each day, Deputy Probation Officers (DPOs) have the opportunity to contribute to community safety by actively engaging with at-risk youth and adults. Our department is firmly dedicated to implementing the most effective evidence-based, equitable, and trauma-informed practices to uplift and empower the individuals under our supervision. DPOs work in close cooperation with the County's criminal justice system and partner with Community Based Organizations to offer guidance and support to the population we serve.

Deputy Probation Officer II is the journey level class of this series. Under direction, incumbents independently perform a variety of complex assignments primarily in the areas of intake, investigation, or supervision. This class is distinguished from Deputy Probation Officer III in that the latter has acquired greater work experience and technical competence and handles the exceptionally difficult cases requiring a high level of intensive probation casework. The III level may also mentor or train other staff in areas in which they possess expertise, provide lead direction or substitute for the supervisor on a short-term basis.

Successful candidates must have two years of full-time (2080 hours) experience working in a California County Probation Department as a Deputy Probation Officer AND have successfully completed a California POST OR STC-certified P.C. 832 Arrest and Control course AND a STC-certified Probation Officer Core course to qualify.

IMPORTANT: Individuals who are not currently employed full-time as a Deputy Probation Officer but have a minimum of two years of full-time experience in a California County Probation Department should not have a separation date greater than six months from the date of application.

To qualify for this position, you must possess all of the following:

• Two years of full-time (2080 hours) experience working in a California County Probation Department as a Deputy Probation Officer.
• Graduation from an accredited four-year college or university. A degree in sociology, psychology, corrections, criminal justice, counseling or a closely related social or behavioral science is preferred.
• *Completion of a certified California POST or STC approved P.C. 832 Arrest and Control course.
