POSITION

To prepare and implement a wide variety of environmental programs in areas of integrated waste management, water conservation and other resources.  The purpose of this recruitment is to fill a current vacancy in the Equity, Environment, Economy, and Engagement (EEEE) division of the City Manager’s Office, as well as establish an eligibility list for future vacancies.

• Develop and execute various conservation events, which address current conservation issues such as temperatures, changes in precipitation, storms, flooding, droughts, wildfire and other environmental issues.  
• Collaborate with other public agencies to promote and support correlating environmental programs and efforts.
• Provide public outreach and education at community events, which may require evening and weekend participation. Administer rebate and incentive programs.
• Assist with City electricity and solar use monitoring and analysis.
• Coordinate with the Sustainability Advisory Committee on community engagement.
• Assist with Climate Action Plan implementation and greenhouse gas monitoring efforts and outreach.
• Keep abreast of current developments, trends, legislative action, and practices in the field of integrated waste management, water conservation, and other environmental programs.
• Identify, prepare and manage grants from a variety of funding sources.
• Assist with contract management, develop program protocols, create tracking systems.
• Prepare and track internal division annual budget.
• Represent the City at board, commission, and professional group meetings as necessary.
• Act as a liaison with local, regional and state environmental conservation and sustainability programs.
• Regular, predictable, consistent and timely attendance is an essential function of the position, in that the failure of such attendance undermines the City’s ability to provide critical services to employees, department and the public.
• Performs related duties as assigned.

Solid Waste and Recycling:

• Develop and implement program materials and procedures for compliance with legislative requirements pertaining to SB 1383, AB 939, and other recycling, waste reduction, and integrated waste management regulations.
• Conduct inspections and enforcement measures for compliance with waste diversion and food recovery programs.
• Assist with administrating the construction and demolition recycling program and coordinating with City departments for project compliance.
• Coordinate with the City’s franchise hauler to provide outreach and education.
• Review all related legislation to ensure compliance.

QUALIFICATIONS

Any combination of education and experience that would likely provide the required knowledge and abilities is qualifying.  A typical way to obtain these abilities would be:

Education:

Completion of two (2) years of college with major coursework in business, physical science, public administration, environmental studies, or a closely related field.

Experience:

One (1) year of experience developing, promoting, or coordinating environmental, conservation or public outreach programs.

License or Certificate:

Required upon hire, possession of a valid California Driver's License.      

Knowledge of a second language is highly desirable.

MAINTENANCE WORKER I / INTERN
TEMPORARY / PART-TIME

Current Salary: $17.00 - $29.45 per hour

THE POSITION

To perform a variety of semi-skilled and skilled tasks in the construction, maintenance, and repair of streets, sidewalks, signs, water meters, sewers, storm drains, pump stations and tree maintenance. 

The purpose of this recruitment is to hire a Temporary / Part-Time position.  Applicants who do not meet the minimum qualifications for the Maintenance Worker I position may be considered for employment as an Intern.  Temporary / Part-Time employees work no more than 130 hours per month AND 960 hours per fiscal year. Typical work schedule will be three 8-hour shifts per week, excluding weekends and evenings.

IDEAL CANDIDATE

The Ideal Candidate for this position should have previous Road Maintenance experience; sidewalks, driveways, roads, curbs, and gutters, although not required. The Ideal Candidate will be able to follow directions, demonstrate good communication skills (orally and in writing), be flexible, arrive on time, have good attendance, a positive attitude, be able to work independently with limited supervision, and a willingness to take on and learn new skills. Possessing a Class B commercial Driver’s license is desired, though not required upon hire.  

ESSENTIAL JOB FUNCTIONS

Operate a variety of light and moderately heavy construction and maintenance equipment including such pieces as a loader, dump truck, water truck, rubber-tired and steel rollers, rubber-tired tractor with all attachments (except backhoe attachment), striping equipment, and trencher to perform a variety of routine construction and maintenance operations.  Spread asphalt in patching and repairing streets.  Use concrete cutting equipment; operate a jackhammer; pour and finish concrete; construct concrete forms and perform rough carpentry work.  Paint and install traffic markings on streets, crosswalks, parking lots, and curbs; operate a striping truck; manufacture and install traffic signs and remove signs no longer required.  Install and remove traffic control barricades and cones.  Assist in a variety of tree maintenance activities including low limb, stump routing, tree watering, and tree planting.  Utilize proper safety precautions and comply with policies and procedures in the Department Illness and Injury Prevention Program.  Operate equipment and vehicles with possession of all necessary licenses and certificates.  Regular and consistent attendance.

OTHER JOB FUNCTIONS

Respond to inquiries from the general public.  Clean storm grates and drains.  Perform work in emergency situations as required.  Perform minor and preventive maintenance on paint spraying equipment, compressors, sprayers, compactors, and other construction equipment.  Work cooperatively with others.  Perform related duties as assigned.

QUALIFICATIONS

Education: High School diploma or equivalent.  

Experience: One (1) year of work experience in construction or related field.  

License or Certificate: Possession of a valid California Driver's License required upon hire.

DISTINGUISHING CHARACTERISTICS

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking, reaching, twisting, turning, kneeling, bending, stooping, and squatting in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service. Additionally, the incumbent in this position may work in all weather conditions including wet, hot and cold. Duties include, but are not limited to reading, interpreting, and enforcing all State statutes and regulations under the authority of the State Fire Marshal (SFM), and all standards as adopted by SFM as well as UCDH policies. This position will act as a technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas. This position will regularly lead projects of critical importance to the organization; these projects carry substantial consequences of success or failure. May direct programs with organizational-wide impacts that include formulating strategies and administrating policies, policies, processes, and resources. In this position, the individual will perform detailed inspections of buildings under the authority of the UCDH Fire Marshal’s Office. Provide fire and life safety education to occupants. Analyze hazardous materials and functional use of space during construction plan review and validate post-occupancy use for compliance. This position may serve as State Fire Marshal (SFM) Designated Campus Fire Marshal (DCFM) for the UCDH Hospital and other UCDH medical¬ related facilities. Note, that SFM has the sole authority to approve a candidate as an SFM DCFM.

Additionally, persons in this position are expected to perform plan reviews, construction inspections, and existing building inspections, participate in the Incident Command System, and understand and apply Joint Commission and CMS requirements, NFPA Standards, and California Code of Regulations.

Required Qualifications 
Applicants are encouraged to upload license and certification if required of the position. 

• OSFM Fire Inspector 2A- 2D training class series and/or ICC Building Code Certification.
• Must possess a valid California Driver’s License
• Five (5) years of experience in building, fire, or hazardous materials inspections.
• College education/training equivalent to a BS level in Fire Science, Construction, Chemistry, or similar related field.
• Experience working within “Authority Having Jurisdiction” for enforcement of regulations, or someone who has completed an apprenticeship (time/experience) and is fully educated/experienced in construction.

Preferred Qualifications 

• OSFM Certification as a Fire Inspector 2
• ICC Building Code Official Certification
• Hazardous Material Inspection experience.
• Experience in hospital inspections &/or construction.
• Thorough knowledge and skill in one or more of the following fields: Hazardous Materials Inspections, Laboratories, Hospital &/or Construction Inspections.
• Demonstrates excellent working knowledge of the California Health and Safety Code sections under the authority of the Office of the State Fire Marshal, California Code of Regulations Title 24, NFPA, and other standards required for Fire Prevention activities within the state of California.
• The ability to manage programs that include formulating strategies and administering policies, processes, and resources while functioning with a high degree of autonomy.
• Decision-making is based on established procedures and integration/interpretation of relevant laws, regulations, and organizational policy; professional best practices; relevant science methodology, impact on other UCDH programs; and senior management approvals. Decisions may impact other programs, departments, segments of the organization, and/or organization wide.
• Knowledge and understanding of all aspects of the job; ability to intermittently analyze work papers, reports, and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policies and procedures; determine compliance; identity, interpret, explain, and enforce violations; review and interpret codes and rules; maintain awareness of safety at all times.
• Excellent interpersonal, oral, and written communication skills to effectively communicate with UCDH Administrators, Contractors, Consultants, and Regulatory Agencies.
• Demonstrates ability to manage numerous details simultaneously and work under severe time constraints, competing deadlines, conflicting demands, and frequent interruptions.
• Ability to exercise independent judgment in solving issues and adhering to the UCDH Policies and Procedures.
• Analytical and problem-solving skills to handle a wide variety of assignments in different phases to determine appropriate action.
• Ability to recognize when a problem or emergency must have an immediate response and then be able to initiate action.

Special Requirements 

• Must participate in the department’s DMV Pull Notice Program. Must pass a pre-employment Live Scan Fingerprinting Background check.
• Administrative deadlines or emergency incidents will require the incumbent to work a certain amount of unscheduled non-paid overtime.
• Typically, this position provides services during normal business hours of operation; however, the individual must be able to work flexible hours that can include days, nights, weekends, and holidays. Occasional overtime as required to meet operational needs.
• Ability to work in a high-stress structured environment.
• Ability to maintain maximum confidentiality and professionalism while working with complex issues.
• Ability to work in a non-smoking environment.
• The incumbent will be exposed to alarms and other auditory warning devices. Must be able to function in a multi-disciplinary and fast-paced work environment while maintaining the need for quality, accuracy, completeness, and timelines.
• This position requires individuals to have the mobility to climb ladders and stairs and be able to differentiate between various alarm signals.
• This position may, at times require the incumbent to work with or be in areas where hazardous materials and/or infectious diseases are present and, as such, the incumbent will be required to participate in a medical monitoring program and other programs necessary to enter a hazardous materials environment.
• Will be required to work outdoors in a variety of weather conditions; tolerate very hot and very cold temperatures; walk over rough, uneven, or rocky surfaces; work at heights greater than 10 feet; climb ladders or steps to reach objects; work in small, cramped areas; bend or stoop repeatedly or continually over time; discriminate among colors or match colors of wiring systems and color-coded valves and piping; stand or walk for extended periods of time with the inability to rest at will and use arms above shoulder level. When not performing duties in the field, incumbents work in an indoor office setting and are required to enter data into a terminal, PC, or keyboard device; produce written documents using proper grammar, punctuation, and spelling; use graphic instructions, blueprints, and layouts as part of the plan review process when checking for code compliance; and sit for extended periods of time with the ability to move at will.

This position may be subject to a criminal background investigation, drug screen, Live Scan fingerprinting, medical evaluation clearance, and functional capacity assessment.
