What You’ll Do
The Assistant/Associate Transportation Planner performs professional transportation planning work; conduct and review transportation impact studies; prepare plans, studies, and reports; and to do related work as required. 

Assistant Transportation Planner - The Assistant Transportation Planner is an entry level class in the transportation planning series. This class is distinguished from the Associate Transportation Planner by the performance of the less complex tasks and duties assigned to positions within the series including assignments in the fields of multi-modal transportation associated projects, master plans, specific plans, policies, and programs. Assignments are generally limited in scope and within the design and procedural framework established by higher level employees. However, as experience is acquired, the employee performs with increasing independence. Since this class is typically used as a continued training class, employees may have only limited work experience. This classification receives general supervision from the Parking Manager, or a higher-level position.

Associate Transportation Planner - The Associate Transportation Planner is a journey level class that performs duties relating to multi-modal transportation and associated projects, master plans, specific plans, policies, and programs. This class is distinguished from the Assistant Transportation Planner by the performance of the full range of duties as assigned including complex plans review, policy development, and advance report preparation. This position requires a high degree of independent judgment exercised on diverse and specialized assignments. It is further distinguished by its major program management responsibilities. This classification receives general direction from the Parking Manager, or a higher-level position. May exercise technical and functional supervision over lower-level staff as assigned.

Depending upon assignment, duties may include, but are not limited to, the following: 

• Review and analyze land development projects including but not limited to VMT, TDM, LOS, parking compliance and other transportation related issues.

• Assist the day-to-day operations of the City’s 3,000+ on and off-street public parking spaces in downtown San Mateo along with public parking spaces in other commercial areas such as 25th Avenue. Duties may include customer service for commercial parking areas, ordering parts for paid parking equipment, evaluating monthly permit parking programs and making policy recommendations, ensuring that signage in restricted parking areas is in good condition and correct for the restriction needed.

• Evaluate and make recommendations on technical aspects of transit planning, capital, or operating projects involving various transit modes such as rail, auto traffic, bicycle and pedestrian transportation and paratransit parking.

• Participate in the development of policies, procedures, and operational actions related to effective parking management, including periodic review of parking related policy issues such as rates, time limits, enforcement hours, loading zones, and other issues.

• Assist or lead in The City’s Residential Parking Permit Program and downtown parking permit program. Duties may include responding to resident inquiries, evaluating new RPPP program area applications, conducting parking occupancy studies, assisting in permit data analysis, establish new public/private lease agreements and participating in community meetings. 

• Provide recommendations resulting from the analysis of alternative transportation system improvements; forecast and prepare transportation capital improvement program project lists. 

• Assist in the compliance of the circulation element of the General Plan, and the City's component of any county or regional transportation plan; provide information and technical support necessary for the development of the City's Transportation Demand Management program. 

• Prepare and/or review reports and studies related to the functioning, improvement and impacts on the transportation system. This may include the evaluation of alternative network improvements and the impacts of proposed or forecasted land development projects.

• Provide support for grant-funding to deliver transportation capital improvements projects, in coordination with Caltrans, San Mateo County Transportation Authority, Metropolitan Transportation Commission, and other agencies; identify and pursue grant funding opportunities in support of transportation related goals for the City.

• May review and check the work of subordinate personnel on specific projects for technical accuracy. May obtain consultants and manage consultant contracts.

• Work with other jurisdictions, congestion management agencies, citizens, business, or professional organizations as necessary. 

• Assist other sections, divisions, or departments on matters related to transportation planning. 

• Develop requests for proposals for parking services, equipment, and technology in coordination with the Police Department. 

• Prepare administrative reports and make presentations to the Sustainability and Infrastructure Committee, City Council, various committees, and advisory boards as directed. 

• Research and draft ordinances and policy for review. 

• Prepare initial studies; coordinate the preparation or review of environmental impact reports; participate in coordinating City planning activities with outside departments. 

• Collect, record and summarize statistical and demographic information; establish and maintain a comprehensive database.

Under general direction from the Employee Relations Division Manager, the Employee and Labor Relations Analyst (ELR Analyst) will conduct highly complex analytical, consultative, and administrative work in employee and labor relations in a centralized human resources environment.

• Act as County management representative in contacts with union representatives and/or departments on meet and confer processes, grievances, disciplinary actions, and other employee and labor relations activities.
• Develop and participate in employee relations activities; provide advice and counsel to department directors, managers, supervisors, and employees in the interpretation of human resources policies, procedures, contracts application, and the administering of grievances; review performance evaluations for consistency and makes recommendations; work closely with management on issues that require resolution or contract clarification.
• Conduct and coordinate investigations of allegations of misconduct, harassment, or unlawful discrimination; write or edit various notices and related correspondence for labor attorney review and approval, including notices of due process, notices of findings, letters of discipline, and separation agreements; make recommendations to department directors, Employee Relations Manager, and County Counsel; coach managers and directors regarding the conduct of termination meetings and serve as witness to  terminations.
• Facilitate and participate in grievances and arbitration proceedings with department management, the Employee Relations Manager, and County Counsel; research and determine facts, confer with legal counsel, brief witnesses for Adjustment Board, appear as a witness for formal appeals, arbitrations and/or litigation as called, prepare formal documentation, and implement resolutions.
• Serve as a primary County representative at negotiations; identify and analyze issues involved; develop negotiating proposals; represent management positions; write and revise contract language; assist with analyzing costs of contract proposals.
• Implement negotiated agreements including memoranda of understanding, separation agreements, grievances, arbitrations, and formal and informal appeals through the Civil Service Commission.
• Develop and implement training programs to department supervisors and managers including customized training on all aspects of employee and labor relations.
• Provide advice and solutions regarding employee performance, attendance, and/or conduct including drafting letters, reviewing/editing evaluations, and providing role playing experiences to assist supervisors and managers in dealing with employee issues with confidence.
• Develop and implement goals, objectives, policies, procedures, work standards, and administrative control systems for the Employee and Labor Relations division of the Human Resources Department.
• Coordinate, oversee, and perform professional-level administrative, research, and analytical work in area of assignment.
• Develop and standardize procedures and methods to improve and continuously monitor the efficiency and effectiveness of operations and service delivery.
• Serve as a liaison with employees, public, and other organizations; provide information and assistance related to assignment; receive and respond to complaints and questions related to assigned area of responsibility; review problems and recommend corrective actions.
• Conduct a variety of analytical and operational studies regarding departmental and program activities; evaluate alternatives, make recommendations, and assist with the implementation of procedural, administrative, and/or operational changes after approval.
• Conduct research and analysis requiring inter-departmental coordination; effectively recommend study parameters and determine appropriate methodology and sources of information for assigned studies/projects.

Qualifications

Education and Experience:

Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.  A typical way to obtain the required qualifications would be:

• Equivalent to graduation from an accredited four-year college or university with major coursework in business or public administration, economics, planning, finance, or a related field, and
• Five (5) years increasingly responsible professional administrative and analytical experience in municipal government, including experience in budget, strategic planning, policy analysis, and organizational development.

Licenses and Certifications:

• Some positions may require a valid California's driver's license or its equivalent.

Anyone may apply. Current San Mateo County employees with at least six months (1040 hours) of continuous service in classified regular, probationary, extra-help, or limited term positions prior to the final filing date will receive five points added to their final passing score on this examination.

Candidates who pass the application screening will be invited to a panel interview (weight: 100%), which may include the evaluation of a brief written and/or performance exercise given immediately preceding the interview.

Incumbents report to the Utilities Field Supervisor and performs field, office and technical work.  Responsibilities for this position include the ability to perform the most complex and skilled functions of the Water Resources Section, including duties related to the Water Conservation, Recycled Water and Cross-Connection Control programs and the functional and technical supervision of Water Resource Technicians.

The City is seeking a Cross-Connection Control Specialist to perform a range of technical and specialized duties supporting the City’s water system, including the development, implementation, and maintenance of cross-connection control and backflow prevention programs. This role ensures compliance with safe drinking water standards as well as federal, state, and local regulations. Responsibilities include conducting field investigations, surveys, tests, and audits of work performed by third‑party vendors or contract staff; preparing reports; maintaining records and files; and performing related duties as assigned.

Education and Experience
Any combination equivalent to experience and education that could likely provide the required knowledge, skills and abilities. A typical way would be:

Education: Equivalent to completion of the twelfth (12th) grade, supplemented by specialized training in backflow prevention, cross-connection control, water distribution, or a related field.

Experience: Three (3) years of increasingly responsible field and/or office experience related to water distribution and cross-connection control, including inspections, data collection, public contact, and the
interpretation and application of policies, procedures, rules, and regulations.

Licenses and Certifications

• Possession of a valid California Driver’s License and a satisfactory driving record to be maintained throughout employment.
• Possession of a valid Backflow Prevention Assembly Tester Certificate issued by the American Water Works Association (AWWA) or Northern California Backflow Prevention Association (NCBPA), to be maintained throughout employment.
• Possession of a valid Cross-Connection Control Specialist Certificate issued by the NCBPA, to be maintained throughout employment.
• Possession of a valid Grade II (D-2) Water Distribution Operator Certificate issued by the State of California Water Resource Control Board, to be maintained throughout employment.

Selection Process
Applications will be reviewed for relevant education, experience, training and other job related qualifications. Based upon a review of employment applications received, a limited number of the qualified applicants will be invited to participate in the examination process.

The process will consist of an Oral Panel Interview (weighted 60%) and a practical exercise (weighted 40%). An eligibility list will be established from those who pass the examination process with a score of 70% or higher. Current and future vacancies may be filled from this list. The list will remain in effect for at least one year unless exhausted sooner. 

The department will invite the most qualified candidates from the eligibility list to a final department interview. The Public Works department will make the hiring decision.

Position Summary

Under the general direction of a Bureau Deputy Fire Chief to participate as a staff member managing a wide range of fire department activities that may include supervising shift assignments; administrative assignments including planning, organizing and directing programs toward accomplishing goals and objectives of the department; to oversee and direct daily operations of the department; and other duties as assigned.

EXAMPLES OF DUTIES

• Responds and assumes command at emergencies and coordinates on-scene activities.
• Prepares reports on fire service issues and recommends courses of action after considering alternatives.
• Plans, reviews, and supervises Division assigned activities involving fire operations, training, special operations, technical services, administration, emergency medical services, emergency planning & disaster preparedness and other assignments as designated.
• Makes oral and written presentations to fire department personnel, City staff and various community groups.
• Prepares a variety of written reports that are needed weekly, monthly or annually. Maintains department records, recommends capital projects and prepares annual budgets as assigned.
• Reviews monthly financial statements.
• Works with other City departments and government agencies in matters of concern to the fire department.
• May serve as acting Deputy Fire Chief as designated.
• Handles a variety of personnel issues and assures consistent application of department policies and practices.
• Reviews and evaluates the performance of employees.
• Conducts special fire safety programs and insures good public relations.
• Assures that safety and accident prevention programs are adhered to.
• Conducts training and assures completion of engine company assignments and facilitates employee development.
• Attends training to maintain proficiency in modern management techniques and attends staff meetings.
