The Department, which is divided into four divisions: Building, Code Enforcement, Housing and Planning, provides a broad range of functions relating to the development of the community.  The Planning Division provides long-range planning and review of applications for new developments.  The Code Enforcement Division provides maintenance of the city’s neighborhoods.  The Housing Division provides development and administration of affordable housing programs.  The Building Division provides construction permit review, issuance, and inspection for residential and commercial structures. The Building Division is currently seeking to fill a vacancy for the position of Building Inspector I/II.

What You’ll Do

To conduct inspections of routine and intricate structural and building systems during different phases of construction, modification, and repair projects; to collaborate with other departments and conduct investigations to ensure adherence to housing, zoning, environmental, and overall land use regulations; to assist in the examination of building plans and specifications; to maintain accurate records utilizing software and computer systems; and to perform related tasks as necessary.

EXAMPLES OF DUTIES ‑ Depending upon assignment, duties may include, but are not limited to, the following:

Building Inspector I/II

• Conduct combination field inspections of industrial, commercial, and residential buildings during various stages of construction and remodeling; ensure proper and safe installations of routine and complex building systems; ensure building progress conforms to all applicable California Building Standards (Title 24, California Code of Regulations), City adopted codes and ordinances, and pertinent provisions of Federal, State and County health and environmental ordinances.
• Respond to emergencies when called upon by supervisor, or emergency dispatchers, to assist as technical expert in evaluation of safety.
• Issue permits for work to be performed.
• Review plans and specifications.
• Assist in the plan checking of residential and commercial projects.
• Participate in Fire Department and County Health Department inspections as required in one or more inspection disciplines such as electrical, plumbing, or mechanical.
• Coordinate inspection activities with other City departments to ensure compliance with conditions attached to projects by the Development Review Board, the Planning Commission or the City Council.
• Conduct inspections with the Code Enforcement officers to verify complaints and/or conditions violating building and zoning codes; conduct follow up inspections to check and verify that conditions are completed.
• Conduct inspections, prepare reports and serve as needed to assist the City Attorney in legal actions initiated by the Building Division.
• Respond to and resolve citizen inquiries and complaints regarding the City's building inspection function.
• Advise property owners, contractors, and others on matters relevant to construction and repair methods and materials; interprets codes and regulations and explains inspection programs; investigates and resolves complaints and problems.
• Retrieve, investigate and analyze building, assessor's parcels, files and other computerized records from computer database as required.
• Confer with architects, contractors, builders and the general public in the field and office; explain and interpret requirements and restrictions; review reports from special inspection agencies, engineers, and architects relating to specific projects.
• Maintain accurate and detailed records and prepare reports.
• Monitor compliance, including after violations.
• Provide public assistance and information over the counter.
• Conduct review of complex technical documents for conformance with accuracy, industry standards, codes, ordinances, and regulations.
• Prepare reports, warning letters, citations, calculations, analysis, grants, diagrams, or technical materials for City, City Committees, public vendor, state and federal filings, and advisory reports.
• Participate in the development of policies and procedures and make recommendations on programs and projects.
• Proficient in using computer software and specialized equipment relevant to job duties.

The Air District is currently accepting applications for the position of Principal Air Quality Engineer. This is an open recruitment for three (3) full-time, represented positions: one (1) vacancy in the Regulatory Development Division and two (2) vacancy in the Engineering Division. 

Regulatory Development Division
The Regulatory Development Division works with all levels of the Air District, including staff, management, executives, and Board members in developing and modifying Air District rules to provide emissions reductions to improve air quality both regionally and at the neighborhood level and to protect the climate. The Principal Air Quality Engineer for the Regulatory Development Division will:

• work closely with professional and technical staff to perform and lead complex program assignments for developing regulations to control air pollutants (including those contributing to climate change and contributing to localized air quality impacts in overburdened communities);  
• work closely with the California Air Resources Board, other local air districts, community groups, community members, environmental organizations, regulated industries, and other key stakeholders to reduce harmful air pollutants, especially in communities overburdened by air pollution. 
• lead, conduct, and coordinate scientific, economic, and technical research work;  
• review and draft regulatory language, develop and implement cost effectiveness and incremental cost effectiveness calculations for a wide variety of sources in an industry with a variety of control options;  
• analyze emissions inventories to determine baseline emissions and reduction estimates for rules under development;  
• brief Air District executives and present at workshops and board meetings;  
• work closely with the Community Engagement Division staff and other Air District divisions to strengthen partnerships with key community stakeholders;  
• perform related work as assigned

Engineering Division
The Engineering Division evaluates permit applications and reviews permit renewals for equipment and operations that emit air pollutants in the Air District’s jurisdiction. The division provides technical support to other agency programs and assists businesses, trade associations, agencies, environmental groups, and community members with issues related to permitting and compliance. The division is responsible for implementing the Air District’s Facility Risk Reduction Program that focuses on reducing health risks to the community from existing facilities or sources.

The position will be working on the Air District’s Toxic Air Contaminant Control (TAC) Programs. These programs are designed to identify, assess, and reduce public exposure to toxic air contaminants—pollutants known to cause or contribute to adverse health effects, including cancer and other serious illnesses. The programs integrate federal, state, and local regulations to:

• Monitor and evaluate TAC emissions from permitted facilities through annual emissions inventories and health risk assessments
• Implement the Air Toxics New Source Review (NSR) program, requiring preconstruction review and risk assessment for new or modified sources of TACs.
• Operate Facility Risk Reduction Programs, targeting existing facilities to identify, assess, and reduce health risks, especially in communities with disproportionate air quality impacts.
• Engage with community stakeholders and provide transparent access to emissions data and health risk information through annual reports and online tools.

These efforts have led to significant reductions in health risks from toxic air contaminants across the Bay Area.

Beyond specific permitting work, some of the important programs and projects in which the Engineering Division are actively engaged include but are not limited to:

• Dispersion modeling and health risk assessments for toxic emissions
• Verification of emissions inventories
• Database development and data management 
• Development of new regulations or amendments of existing regulations
• Strategic planning of division programs

The Principal Air Quality Engineer for the Engineering Division may perform other complex and highly specialized air quality engineering work such as, but not limited to:

• Processing permit applications for complex facilities
• Analyzing air emissions and other metadata
• Evaluating program effectiveness
• Providing project leadership

This role also involves peer review, staff mentoring, and training. The incumbent may lead or contribute to sensitive, high-profile projects and deliver technical presentations to the Board of Directors, public, industry, and partner agencies. The Principal Air Quality Engineer also represents the Air District in multi-agency working groups.

Testifies as expert witness before the Hearing Board.

Conduct technical seminars for industry and other agencies.

Develop, participate and review field engineering compliance audits, source testing and sampling, analysis of the results and preparation of reports; observes and audits private contractor tests.

Provide lead direction, review and participate in the study of accidental releases as complex facilities, rule effectiveness and hazardous material storage, transportation and handling.

THE OPPORTUNITY

The City of Pacifica is recruiting for a Public Works Superintendent within the Department of Public Works. Under the direction of the Field Services Manager, the incumbents will be responsible for the field services of the Public Works Department. They will plan, organize, and direct the work of field personnel and perform related work as required. The incumbents will be assigned to oversee various subdivisions such as Streets, Streams, Storm Drains, Street Lighting, and Motor Pool programs.

 

THE DEPARTMENT

The Public Works Department is responsible for maintaining and repairing the City’s infrastructure and wastewater treatment operations in an efficient and cost-effective manner while providing a high level of customer service and a safe work environment for city employees. The Department maintains parks, playing fields and medians and keeps streets and trails clean and well-maintained. The Department also coordinates the tree program, cleans beaches and coordinates the City Beautification program.

 

The Public Works Department is organized into three divisions including Wastewater Treatment Operations, Field Services and Engineering. The Wastewater Treatment Operations includes the operation of the Calera Creek water treatment plant and management of the collection system. Field Services oversees the maintenance of city streets, parks, trees, vehicles and public facilities. The Engineering Division manages public infrastructure projects, transportation planning and maintenance and repair of the City’s infrastructure. The Public Works Department is supported by 56 full-time staff and an annual operating budget of $4.6 million, along with a FY2023-2028 CIP appropriation of $ 8.6 million.

The Judicial Council of California is accepting applications for the position of Fiscal Supervisor for Budget Services.   

The Fiscal Supervisor over the Court Budget Unit (CBU) in the Budget Services office plans, organizes, supervises, reviews, and evaluates the work of assigned staff responsible to support all aspects of budget development and implementation for the 58 trial courts. The Supervisor oversees the development of allocations and distribution of $3 billion annually to the trial courts and manages other budgetary processes and programs that support court operations. The Supervisor oversees the preparation of trial court financial documents and required reporting; provides technical fiscal assistance to the courts; reviews funding requests to ensure compliance with statute, budget authority, and Judicial Council policy; and related assignments for court leadership, Budget Services management, and the Judicial Council’s Executive Office. This position directs the work and staff activities that support the Trial Court Budget Advisory Committee (TCBAC) and various TCBAC subcommittees and work groups.

This position works independently with limited supervision and interacts with court leadership including presiding judges, court executive officers, local fiscal court officers, advisory committee and subcommittee members, leadership and management from other Judicial Council offices, and all units within the Budget Service office.

About The Position

We are seeking highly motivated, highly skilled, innovative and enthusiastic individuals to join the Recreation and Human Services Division with the City of Half Moon Bay.  As a critical member of this team you’ll be responsible for assisting in organizing and conducting a variety of recreation programs and activities.

What You Will Do

• Open, secure and close City facilities.
• Arrange chairs, tables and other equipment for events held at City facilities.
• Arrange audio system and room set-up for City Council, Planning Commission and Recreation Committee meetings.
• Monitor activities during the facility rentals and other facility usage including monitoring the time of access and departure of the group, monitoring set up and clean up quality provided by the group to ensure that department standards are met. Inspect facilities after usage ends. 
• Accept and file facility rental paperwork and drop in fees. 
• Provide customer service in person or by phone by orienting users, answering questions and resolving problems.
• Enforce department rules including facility rental policies.
• Communicate with the community in both English and Spanish (preferred).
• Work evenings and weekends as needed. 
• Perform related duties as assigned.

What You Bring

Sufficient education and experience to satisfactorily perform the duties of this classification. Knowing that any combination of experience and training that would likely provide the required knowledge and abilities would be qualifying. Such as:

Building Attendant I: Possession of a High School Diploma, or equivalent, and no experience working in a recreation setting.  Experience working in a recreation setting can substitute for the diploma or equivalent.

Building Attendant II: Possession of a High School Diploma, or equivalent; and two (2) year’s paid or unpaid work experience, or two (2) years of experience equivalent to the level of Building Attendant I.

Building Attendant III:  Possession of a High School Diploma, or equivalent; and four (4) year’s paid or unpaid work experience, or four (4) years of recreation leadership experience equivalent to the level of Building Attendant I.

Knowledge of:

• Basic mathematical functions.
• Equipment, facilities, operations and techniques used in a comprehensive community recreation program.
• Modern computer equipment and Microsoft Office suite programs and browsers.

Skill to:

• Set up audio and video systems and other devices as needed.

This position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities.  The position also requires grasping, repetitive hand movement and fine coordination in preparing statistical reports and data using a computer keyboard.  Additionally, the position requires near vision in reading correspondence, statistical data and using a computer, and acute hearing is required when providing phone service and communicating in person.

ABOUT THE POSITION

There are multiple positions full-time (38-hours per week) and part-time (20-hours per week). The current vacancies are at our family-friendly Redwood Shores Branch Library performing a wide variety of customer service and technical library work, providing services for children, adults, and families. The incumbent may also be assigned to work at other Redwood City Public Library locations. This position requires work during the day, evenings and weekend rotation (both Saturday and Sunday) and these are onsite/in-person positions. We may use the eligibility list created from this recruitment process to fill any part-time or full-time positions that occur in other Redwood City Public Library locations, during the life of the eligibility list.

Typical tasks include, but are not limited to:

• Primarily provide customer service in the following capacities (but not limited to):
