This is a non-sworn, civilian training classification to be used while incumbent is attending a certified P.O.S.T. Basic Police Academy.  Incumbent in this classification receives the same employee benefits as Police Officers, with the exception of being placed in the “Miscellaneous” retirement category until successful completion of a designated police academy, and as a civilian employee, will not be covered by government code sections 4850 and 3300 through 3311.  Upon successful completion of an academy, incumbent shall be sworn as a Police Officer, placed in the safety retirement category and begin an 18-month probationary period as a Police Officer on the date of swearing in. 

Education: 

• High school graduate or its equivalent. 
• Completion of 30 semester (or equivalent quarter) units from an accredited college or university preferred.

• Upon successful completion of the Public Safety Officer in Training requirements, incumbents promote to Public Safety Officer I ($136,764 - $158,321).
• Upon successful completion of all phases of training, members of the Public Safety Officer I classification promote to Public Safety Officer II ($144,724 - $180,310).

Under immediate supervision of a Public Safety Lieutenant or Captain, either currently attends the California POST Basic Academy and is learning to perform a wide range of public safety work involving the protection of life and property including law enforcement, crime prevention, fire suppression, rescue, and basic life support activities; or has graduated from the California POST Basic Academy within the last 12 months; and performs related work as required.

DISTINGUISHING CHARACTERISTICS 

The position of Public Safety Officer Academy Attendee/Graduate is the training level classification for general police and fire work for those incumbents not affiliated with an agency and currently enrolled in a police academy. Incumbents are not sworn personnel and are generally in this classification until successful completion of the police academy. Assignment to this classification is temporary. If incumbents do not successfully complete a police academy, they will be terminated.  Incumbents hired after the graduation from the California POST Basic Academy are not sworn personnel and are generally in this classification until they are promoted to Public Safety Officer I.

Public Safety Officer Academy Attendee/Graduate is distinguished from the higher-level Public Safety Officer I in that the latter is a sworn position where incumbents continue training for both police and fire duties. Incumbents must successfully complete the police academy prior to being promoted to the classification of Public Safety Officer I.

THE POSITION:

The City of San Rafael Police Department is recruiting for a full-time, Police Communications Dispatcher.  This is a specialized police civilian classification and performs all duties required to effectively dispatch police services including operating police radio communication equipment to communicate with the public and police.  Receives, interprets, and transmits information essential to the delivery of emergency and non-emergency police services.

• Monitors local emergency services radio transmissions; maintains contact and monitors status of field units; monitors the county mutual aid channel.
• Responds to emergency phone lines, including calls to and from fire department, alarm companies, and tow companies.
• Prioritizes needs of difficult callers, including hysterical victims, incoherent persons and suicidal subjects; assesses and evaluates emergency situations.
• Enters calls for service information into the CAD system, including type, location, nature and description of event; enters all field unit transmissions.
• Enters information into automated systems, including temporary warrants, missing persons, property, stolen vehicles, domestic violence restraining orders and firearms; searches various databases and automated systems in response to information requests.
• Performs a variety of clerical duties, including photocopying, completing forms and maintaining records; receives and responds to document requests for warrants and DMV printouts.
• Operates a variety of specialized equipment related to dispatch work.
• Answers front office non-emergency lines after hours.
• Informs on-duty shift Sergeant of street activity and pending calls for service.
• May train and evaluate new employees.
• Performs related duties as required.

DEFINITION

Under general supervision, subject to exercise of individual judgment and initiative, to perform law enforcement and crime prevention work; to control traffic flow and enforce state and local traffic regulations; and to do related work as required.

DISTINGUISHING CHARACTERISTICS

An incumbent in this position performs a variety of law enforcement activities during an assigned shift, which may include crime response, patrol, investigation, traffic enforcement, crime prevention and public safety, case presentation and variable shifts. They wear uniforms, carry weapons, drive patrol cars or ride motorcycles and must comply with departmental grooming standards. In addition, they work under potentially adverse and hazardous conditions and are on call.

EXAMPLES OF DUTIES

Patrols an assigned area in radio car, on motorcycle, or on foot; answers calls for protection of life and private property, and the enforcement of city, county and state laws; conducts preliminary or full investigations depending on assignment, of prowlers, burglaries, thefts, holdups, accidents, deaths and other disturbances; directs traffic, including regulation of vehicle flow at emergency or congested situations; stops drivers who are operating vehicles in violation of laws; warns drivers against unlawful practices; collects and presents evidence with criminal prosecutions; serves warrants and subpoenas; prepares reports of arrests made, investigations conducted, and unusual incidents observed; gives information and directions to the public. Assists in maintaining police records and types records and reports; operates headquarters radio telephone equipment to dispatch officers on patrol; as ordered, acts as lead officer in the field on a shift. Performs basic investigation, consulting and crime prevention work in assisting to control juvenile delinquency; performs such other basic police work as attending fire scenes to assist in the protection of life and property, parade and crowd controlling duties, and engaging in problem-solving skills and tactics.

MINIMUM QUALIFICATIONS

To qualify for competition in this entry-level examination, you must:

1.         Be 21 years of age.

2.         Possess a United States high school diploma, or G.E.D. with qualifying scores, or have passed the California High School Proficiency Examination, or attained a two-year or four-year degree from a college or university accredited by the Western Association of Colleges and Universities.

3.        Have satisfactorily completed a P.O.S.T. approved academy.

4.         Possess a valid Class CCalifornia Driver's License by date of appointment.

5.         Possess a personal history which is compatible with the effective performance of sworn police duties.

6.         Have the physical strength, stamina and agility adequate to perform all duties of a Police Officer.

THE POSITION: 

The City of San Rafael is recruiting for a Police Officer. This position performs a wide variety of peace officer duties involving the protection of life and property, enforcement of laws and ordinances, criminal investigation, crime prevention and suppression.  Police officers prepare cases and provide courtroom testimony, provide information and assistance to the public and perform special assignments in areas such as patrol, traffic, investigations and gang enforcement.  General supervision is provided by the Police Sergeant.  Responsibilities may include the direct supervision of officers in training and/or the indirect supervision of other officers and/or support staff.   

This position performs the following essential job duties:

• Patrols an assigned area in a radio car, on motorcycle or on foot to observe and report suspicious activities or hazardous conditions for the prevention and detection of crime; arrests law violators in accordance with applicable statutory and case laws.
• Answers routine and emergency calls for protection of life and property and the enforcement of City, County, State and Federal laws, codes and ordinances.
• Investigates crimes, accidents, deaths and disturbances; collects, preserves and presents evidence using scientific identification techniques; interviews, questions and/or takes statements from victims, witnesses and suspects and completes investigative reports.

THE POSITION:

The City of San Rafael is recruiting for the position of Police Cadet (3 positions available).  This is an excellent job opportunity for students interested in law enforcement.  Under direct supervision, this fixed-term/limited term, civilian position provides general and specific information and assistance to the public.  The position also provides logistical assistance to all police department functions.  The primary assignments for the Cadet position are crime prevention, patrol support, and records/front office support. 

This position performs the following essential job duties:

• Maintains inventory of supplies and equipment
• Photocopies documents, files reports and manages additional work requests
• Uses personal computers and software applications for data entry and records maintenance
• Ensures proper calibration and maintenance of technical equipment and instruments
• Cleans and maintains work areas and machinery
• Assists with vehicle fleet cleaning and maintenance
• Performs related duties as required

To be eligible for this position you must have knowledge of:

• Basic office practices and procedures
• City and Department policies and procedures
• Information technology, personal computers and related software applications
• Correct English usage including spelling, grammar and punctuation
• Alphabetical and numeric filing systems 

To be eligible for this position you must possess the ability to:

• Deal tactfully and effectively with the public
• Understand and carry out oral and written instructions
• Maintain accurate records and files
• Communicate effectively both verbally and in writing
• Understand and carry out oral and written instructions
• Process documents, maintain accurate records and files, and perform routine clerical duties
• Operate large vehicles, move heavy equipment, and tow equipment and trailers
• Use a computer to prepare documents and spreadsheets
• Establish and maintain cooperative relationships with the public and fellow employees
• Make arithmetic calculations quickly and accurately
• Work evenings and weekends 

EDUCATION / EXPERIENCE:

• High School Diploma or equivalent.
• Some related experience preferred.  

SPECIAL REQUIREMENTS 

• Must be able to meet City of San Rafael Police Department requirements for security clearance. 
• Must accept “limited term” appointment requirement as a condition of employment. 
• Must possess a valid California drivers’ license and have a safe driving record. 
• Preference given to college students preparing for a career in law enforcement.
