Essential Duties

Duties may include but are not limited to the following:

• Patrols the assigned area on foot or in patrol vehicle, makes routine security checks, inspects places of possible disorder and keeps alert to discover suspect circumstances or persons.

Minimum Qualifications

EXPERIENCE AND EDUCATION 

Any combination equivalent to experience and education that could likely provide the required knowledge and abilities would be qualifying. A typical way to obtain the knowledge and abilities would be:

Experience: One (1) year in a law enforcement agency within the last thirty-six (36) months and possession of a current Basic California P.O.S.T Certificate.

Education: High school diploma or equivalent (possession of an Associate's degree or Bachelor's degree from an accredited institution is desirable).

License
Possession and maintenance of a valid Class C California Driver's License.

Necessary Special Qualifications: 

- Free of any felony convictions.

- A citizen of the United States or a permanent resident alien who is eligible for and has applied for citizenship (Government Code Para. 1031).

THE DEPARTMENT

At the helm of the City’s legal leadership is a part-time elected City Attorney, Rob Epstein, who has served for seventeen years as San Rafael’s City Attorney with dedication and expertise. An elected City Attorney is fairly rare (a total of 10 statewide) and the part-time position is even more unique. For many years, this distinctive structure has delivered an effective combination of elected political leadership with professional legal support for the City. In addition to the elected part-time City Attorney, the City’s legal office is comprised of two full-time attorneys and one legal assistant. This classification is part of the Mid-Management employee group, a team of highly qualified and dedicated individuals who work under general direction and supervision of their department Directors. Essential responsibilities include but are not limited to:

• Consults with and provides legal advice to staff in various departments of the City. This is a non-sworn, civilian training classification to be used while incumbent is attending a certified P.O.S.T. Basic Police Academy.  Incumbent in this classification receives the same employee benefits as Police Officers, with the exception of being placed in the “Miscellaneous” retirement category until successful completion of a designated police academy, and as a civilian employee, will not be covered by government code sections 4850 and 3300 through 3311.  Upon successful completion of an academy, incumbent shall be sworn as a Police Officer, placed in the safety retirement category and begin an 18-month probationary period as a Police Officer on the date of swearing in. 

Education: 

• High school graduate or its equivalent. 
• Completion of 30 semester (or equivalent quarter) units from an accredited college or university preferred. 

Physical Capabilities/Vision:

The Veterinary Technician will assist in the care of animal patients at the City’s animal shelter. THE POSITION:

• Monitors local emergency services radio transmissions; maintains contact and monitors status of field units; monitors the county mutual aid channel.

THE POSITION:

Under direct supervision, the Police Officer Trainee attends a Commission on Peace Officer Standards and Training (P.O.S.T) approved Police Basic Recruit Academy and successfully completes the academic and physical training required for appointment to the classification of Police Officer Recruit II. Police Officer Trainees are considered at-will employees. Police officer probationary status begins when the trainee is sworn in as a Police Officer Recruit II after completion of the police academy.

ESSENTIAL DUTIES:

Duties may include but are not limited to the following:

• Participate in a P.O.S.T certified police academy designed to provide an overview of the criminal justice system including knowledge of laws, police procedures, law enforcement techniques, first aid and physical fitness.
• Receives training to develop an awareness of Police Department functions, as well as the responsibilities of Police Officers and how those responsibilities relate to field operations.
• Receives academy and field training to become a Police Officer.
• Learns proper handling and firing of firearms, report writing and emergency vehicle operation. 
• Develops an understanding and working knowledge of the California Penal, Vehicle, Health and Safety Codes. 
• Develops an understanding of proper evidence collection and preservation methods.

Hiring Bonus

Up to 10 Lateral Police Officers hired into the classification of Police Officer for the City of Fremont will qualify for a new hire bonus of up to $100,000. 

• $10,000: Paid on the first paycheck following the Police Officer’s hire with the City of Fremont.
• $10,000: Paid upon completion of the Field Training Officer (FTO) Program.
• $15,000: Paid upon successful completion of probation.
• $15,000: Paid upon one (1) full year following completion of probation.
• $15,000: Paid upon two (2) years following completion of probation.
• $15,000: Paid upon three (3) years following completion of probation.
• $20,000: Paid for completing the final six (6) months2 (months 55-60) for a total of five (5) years of service.

To qualify, new hires must meet the four requirements below. 

1. Must not have prior work history with the City of Fremont.
2. Meet the definition of Lateral Police Officer (please see Minimum Requirements below).
3. File their application for employment on or after the City Council adoption of this letter agreement, and
4. Begin employment with the City of Fremont before the tenth Lateral Officer Hiring Bonus is awarded under this program.

Minimum Qualifications

• Legally authorized to work in the United States under federal law.
• Possession of a high school diploma, GED, or equivalent.
• Be at least 20.5 years of age at time of filing and 21 years of age at time of appointment.
• Possession of a Class C California driver’s license at the time of appointment with a satisfactory driving record.
• Currently employed as a police officer or deputy sheriff by a California law enforcement agency.
• Successful completion of a POST-approved field training or jail training program.
