This is a non-sworn, civilian training classification to be used while incumbent is attending a certified P.O.S.T. Basic Police Academy.  Incumbent in this classification receives the same employee benefits as Police Officers, with the exception of being placed in the “Miscellaneous” retirement category until successful completion of a designated police academy, and as a civilian employee, will not be covered by government code sections 4850 and 3300 through 3311.  Upon successful completion of an academy, incumbent shall be sworn as a Police Officer, placed in the safety retirement category and begin an 18-month probationary period as a Police Officer on the date of swearing in. 

Education: 

• High school graduate or its equivalent. 
• Completion of 30 semester (or equivalent quarter) units from an accredited college or university preferred. 

Physical Capabilities/Vision:

• Must be capable of performing the full range of work assigned to a Police Officer free from physical, mental or emotional restrictions, which would adversely impact job performance. 
• All vision must be corrected to 20/20.
• Must be free from color blindness and have a normal field of vision.

Hearing:

• Normal hearing acuity.

Height/Weight: 

• Weight in proportion to height, age and frame.

Age: 

• Applicant must be 21 years of age minimum by completion of Police Academy.

Citizenship: 

• California Government Code Section 1031(a) requires that Police Officers be citizens of the United States.  California Government Code Section 1031.5 requires that permanent resident aliens who desire to be employed as Police Officers be eligible for and have applied for citizenship.

License:

• Possession of a valid California driver’s license issued by the Department of Motor Vehicles.

The City of Lincoln is accepting applications for the position of Police Officer (Lateral/Academy Graduate) within the Police Department.  This recruitment is open-continuous and applications will be reviewed as vacancies occur.  Interested applicants are encouraged to apply immediately.

ABOUT THE DEPARTMENT

Lincoln Police Officers serve a diverse community by performing law enforcement and crime prevention duties, which include but are not limited to: controlling traffic flow, conducting investigative work, and performing a variety of technical law enforcement tasks.  Police Officers also patrol the City in computer-equipped vehicles, make arrests as necessary, interview victims, complainants and witnesses, collect evidence, and prepare written reports.  The Lincoln Police Department is a full-service department of 28 sworn officers, 9 dispatchers and 4 civilian positions. The department serves a population of nearly 50,000 residents in a 20+ square mile suburban area.

THE POSITION

The Police Officer is the journey-level class responsible for performance of the full scope of assigned law enforcement duties and responsibilities, under general supervision. This classification is distinguished from the next higher classification of Police Sergeant in that the latter is responsible for performance of the more complex and difficult tasks, and the supervision of assigned activities.  Receives general supervision from a Police Sergeant, or higher ranking position depending upon assignment. May provide technical supervision and training if serving in the Field Training Program.

ESSENTIAL FUNCTIONS

Include, but are not limited to the following:

• Patrols assigned areas by car, foot or bicycle; performs crime suppression and prevention activities; answers special calls; conducts initial and follow-up investigations; interviews victims, complainants and witnesses; answers complaints including domestic disturbances, health code and local ordinance violations; performs surveillance activities; conducts chemical, drug and alcohol testing; investigates suspicious circumstances.
• Enforces traffic laws; conducts complete accident investigations; controls and directs traffic when necessary; performs crowd control, special event or riot duties; assists in crime prevention activities and the control of juvenile delinquency; serves search warrants and subpoenas; administers first aid in cases of emergency; transports, books and is responsible for the care and custody of detained persons.
• Trains and assists less experienced personnel as assigned; may serve as a Field Training Officer or in a variety of special program areas including gang taskforce, community resources, schools liaison, traffic patrol, task forces, crime prevention and administration.
• May serve as a detective; coordinates and conducts complete and detailed investigation of crimes against persons and property, and crimes involving vice, gaming and narcotics violations; performs undercover and surveillance activities; conducts registration and tracking of sex offenders; collects, preserves and maintains evidence and property.
• Obtains and processes evidence; takes written statements; prepares required reports and maintains investigative records; serves warrants and subpoenas; testifies in court in connection with prosecution of offenders; contacts and cooperates with other law enforcement agencies as warranted.
• Responds to questions, concerns and requests for service from the general public; provides information as appropriate and resolves complaints.
• Establishes positive working relationships with representatives of community organizations, state/local agencies and associations, City management and staff, and the public.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, running, jumping, reaching, twisting, turning, kneeling, bending, squatting and stooping in the performance of daily activities. The position also requires both near and far vision and acute hearing. Additionally, incumbents may work outdoors in all weather conditions including wet, hot and cold. The position entails working in hazardous situations, and may involve abusive persons, potential physical violence and the potential risk of exposure to bloodborne pathogens in the performance of law enforcement duties. The nature of the work also requires the incumbent to drive motorized vehicles, operate a variety of law enforcement equipment, work in heavy vehicle traffic conditions and often work with constant interruptions.

KNOWLEDGE/ABILITIES/SKILLS

The following are a representative sample of the KAS’s necessary to perform essential duties of the position.

Knowledge of:Operations and standard operating procedures of a Police Department; principles of crime prevention and suppression; modern law enforcement methods and procedures, including patrol, crime prevention, traffic control and investigation; basic principles of law enforcement information systems; methods and techniques of supervision, training and motivation; basic principles of mathematics; applicable federal, state and local laws, codes and regulations; methods and techniques of scheduling work assignments; standard office procedures, practices and equipment; modern office equipment including a computer and applicable software; methods and techniques for record keeping and report preparation and writing; proper English, spelling and grammar; occupational hazards and standard safety practices.

Skill to: Operate an office computer and a variety of word processing and software applications; safely and effectively operate a variety of law enforcement equipment, firearms and a police vehicle in emergency situations.

THE SELECTION PROCESS

This recruitment is for Lateral or Academy Graduate candidates only.  Only those candidates who have the best combination of qualifications in relation to the requirements and duties of the position will continue in the selection process. Meeting the minimum qualifications does not guarantee an invitation to the process. The recruitment process is as follows:

Candidates selected for the position will be required to complete a full-background investigation, reference checks, fingerprint check, medical/drug-test and a psychological exam.  Upon hire, Lateral candidates must complete an abbreviated Field Training Program and Academy Graduate Candidates must complete a 16-week Field Training Program.

Police Officer II:

Education and Experience:  Any combination equivalent to graduation from high school and completion of P.O.S.T. Basic Academy or Module D Training for police officers.   At least 2-years' experience as a sworn public safety officer.  

License, Registration, Accreditations, etc: Possession of a valid Class C California Motor Vehicle Operator License; certificate of completion of the P.O.S.T. Basic Academy Certificate; standard CPR and First Aid Certificates issued by the American Red Cross.
