Under the general direction of the Fleet and Facilities Manager, this position is responsible for planning, assigning, supervising, training, and assisting mechanics in the routine preventive maintenance, inspection, diagnosis, and repair of structural, mechanical, and electrical systems at Bus Transit facilities. This includes overseeing shop equipment, automated fueling systems, revenue fare collection equipment, passenger amenities, and signage.

The Chief Mechanic - Building Maintenance is a working position that combines the duties of the Mechanic - Building Maintenance classification with skilled supervisory responsibilities. These include supervising work crews, scheduling tasks, managing projects, and providing training and mentorship to subordinate employees. Additionally, the position is accountable for generating detailed written and electronic reports on facility and equipment conditions, documenting maintenance and repairs performed, and outlining ongoing maintenance needs.

 

Essential Responsibilities

 

• Plans, supervises and participates in work assignments for all employees supervised
• Evaluates job performance and knowledge, skills and abilities (KSA) of all employees being supervised.
• Provides training, mentoring and feedback to personnel
• Issues 2nd level of progressive discipline, counseling, and written letters of reprimand to employees supervised. This position will not be responsible for administering discipline at subsequent levels.
• Interprets and enforces District rules, regulations, and policies
• Assures proper completion of job assignments with minimum expense and maximum productivity 
• Certifies records of work in progress and completed, including timecards, material requisitions, maintenance records and equipment counts when required.
• Collaborates closely with supervisors of oncoming and off going shifts to assure maximum daily productivity and continuity of work
• Monitors employee attendance and adherence to arrival, break and departure times
• Assures security and safety of premises and work.  

• Assists in developing and performs ongoing monitoring of key performance measures to ensure departmental goals are consistently achieved
• Performs quality control inspections to ensure all repairs meet or exceed regulatory requirements and internal safety and reliability standards
• Schedules facilities and equipment routine maintenance and ensures all inspections and preventive maintenance activities are performed on time and in a timely and satisfactory manner
• Monitors condition of facilities, passenger terminals and equipment. Directs preventive and corrective maintenance activities to maximize asset life and minimize maintenance expenditures   
• Coordinates and directs special projects and campaigns as required
• Coordinates with stores personnel to ensure adequate materials and supplies are available to complete ongoing and scheduled work
• Responsible for cleaning and safe housekeeping in work areas
• Ensures that occupational health and safety practices and procedures are strictly followed
• Refers any problems to Fleet and Facilities Manager, recommending action required
• Opens and closes work orders in Maximo and enters all pertinent information
• Performs other computerized recordkeeping as required
• Inspects, maintains and repairs all facilities mechanical systems including, but not limited to, bus washers, HVAC systems, electrical systems, lighting, plumbing, automatic and roll-up doors, waste oil and wastewater systems 
• Inspects, maintains and repairs shop equipment such as air compressors, generators, welders, fuel and lube oil delivery systems, hydraulic jacks and lifts, steam cleaners, pressure washers and pneumatic tools and other miscellaneous equipment.

Position Summary

 

The Deputy General Manager, Bus Transit Division plans, organizes, and directs all activities of the Bus Transit Division and performs all duties and responsibilities subject to executive approval by the General Manager within limits of Board of Directors policy.  The Deputy General Manager, Bus Transit Division exercises the maximum degree of initiative and judgment in developing, coordinating, and executing policies, programs, methods, and procedures relating to operations, maintenance, administration, and related activities.   Responsibilities include routine high-level personal contact with transit agency personnel, civic groups, and members of boards and commissions.  This individual must have the ability to negotiate effectively, resolve conflict, and inspire others to achieve the vision of the Golden Gate Bridge, Highway and Transportation District. The Deputy General Manager, Bus Transit Division collaborates extensively with the General Manager, District Board of Directors, Officers, Deputy General Managers for the Bridge Division, Ferry Division and Administration and Development Division and various department managers to formulate and implement strategic objectives to successfully execute the District’s mission.

Essential Responsibilities

 

• Plans, organizes and directs the administration, operations, safety, training, fleet and facility maintenance, and service scheduling activities of the Bus Transit Division.  Collaborates extensively with the Deputy General Manager-Ferry and other transit agencies to effectively coordinate service
• Oversees operations and maintenance at several facilities including San Rafael, San Francisco, Santa Rosa and Novato
• Directs and manages a customer-focused approach to services consistent with the District’s values, including service, respect, integrity, accountability, teamwork, safety and inclusion; establishes policies and procedures to address operational and administrative issues/challenges within that framework
• Leverages performance monitoring systems, programs and/or technologies for identifying strategies and approaches to achieving the most economical use of workforce and equipment while maximizing service for meeting ridership needs
• Champions the implementation of new technologies and innovative solutions in response to operating challenges and regulatory changes within the Bus Transit Division
• Identifies and supervises implementation of cost control procedures and training programs to effect safe, efficient, and economical bus transit service
• Develops the Bus Division’s annual, performance-based operating and capital budget for presentation to the General Manager and the Board of Directors that meets the Division’s goals, projects, and operating priorities
• Reviews and approves plans for scheduling changes and expansion of service; coordinates activities of the Scheduling Department in preparing for new service or for changes in service in coordination with adjoining transit systems

• In collaboration with the District’s Planning Department, researches, recommends and implements solutions for transportation issues and concerns including service expansion or reduction planning
• Participates in the preparation of procurement documents and makes recommendations to the General Manager and Board for acceptance of the various bids and proposals received
• Plans, assigns, reviews and evaluates work of staff; selects and trains employees as appropriate; responds and resolves personnel issues and problems; recommends and implements employee discipline
• Provides leadership in creating a work environment that encourages process and continuous improvement, performance management, communication, accountability, and collaborative problem solving
• Identifies and facilitates relevant training, workforce development, and teambuilding programs for promoting customer service and improvements to processes to enhance service delivery and operational efficiency
• Participates directly in labor negotiations, labor and employee relations, and labor contract administration; may conduct final step grievance hearings on appeal decisions with unions operating in the bus Transit Division and at times, conduct hearings for matters in other Divisions of the District
• Leads efforts to strengthen labor-management partnerships with Bus Division collective bargaining units, including the Workforce Investment Network (WIN) Partnership with ATU Local 1575 that provides the foundation for the Bus Operator Mentor, Pre-apprenticeship and Apprenticeship Programs
• Fosters relationships with community-based organizations (CBOs), local colleges, and other community stakeholders; leverages those relationships to strengthen GGT’s community presence and understanding of its services, to build local goodwill, and to access resources and/or services that support employee recruitment and retention efforts
• Monitors local, state and federal policies and regulations, analyzes their impact on the operational efficiency, effectiveness, and sustainability of the Golden Gate Transit (GGT) system; effectively communicates any impacts to the General Manager, District colleagues and internal staff
• Participates as a member of the District’s executive management team
• Works collaboratively and effectively with District staff to carry out the organization’s vision and mission and advance projects and programs for meeting operational priorities 
• Acts as a liaison between the Board of Directors, its committees and the Bus Division on transit policy, programs and related matters; prepares detailed reports and recommendations for agenda items for presentation at Board and Committee meetings
• Represents to the Golden Gate Bridge, Highway and Transportation District at national and regional meetings of the American Public Transportation Association, the California Transit Association, the Metropolitan Transportation Commission, and other transit-related organizations
• May be appointed by the General Manager to act on his/her behalf
• Ensures that appropriate safety and health policies, procedures and programs are effectively implemented; that adequate resources and priority are assigned to correcting hazardous conditions, and that applicable safety program activities are carried out

Job Description:  

The City Manager’s Office has a full-time, 40 hours per week, non-benefited summer internship opportunity. The main function of the job is to perform municipal research and analytical work on an entry-level professional basis.

 

The workload will be a balance of assisting in daily municipal operations and special projects. Duties may include, but are not limited to, town-wide capital inventory, risk management, citizens’ requests, record management, benchmarking, policy analysis and research, and govern a technology assessment. The History Intern will work closely with staff in the City Manager’s Office to help preserve and protect the City’s History Collection, ensuring materials are properly safeguarded and prepared in the event of a disaster. DEFINITION Under general supervision or direction of the Director of Water and Wastewater Resources or the Director’s authorized personnel, develops, monitors, conducts, and administers the Department’s occupational health and safety and environmental programs and Water/Wastewater industrial training program in compliance with federal, state, and local safety, health, and environmental regulations, as well as industry standards; develops, implements and administers  safety and training policies, procedures and directives; evaluates effectiveness of safety and training programs, implements new programs and procedures as needed; assists in the administration of the risk management program; acts as the Department’s Safety Officer; and performs other duties as assigned.

Education: Graduation from High School or equivalent. Bachelor’s or Master’s degree majoring in industrial engineering, safety engineering, occupational health, or closely related field desirable.

Experience: Three (3) years of experience in the areas of workplace safety and employee training, including at least one (1) year of which involved administration of a comprehensive safety and accident prevention program. Five (5) years of experience in the areas of workplace safety and employee training, including at least three (3) years of which have involved administration of a comprehensive safety and accident prevention program desirable.

License/Certification: Possession of a valid Class C California Driver's License; possession of a Cardiopulmonary Resuscitation and Emergency Cardiac Care Provider certificate and First Aid certificate or the ability to obtain one within 12 months of appointment.

The following certifications are highly desirable:

 

• Certification by the Board of Certified Safety Professionals as a Certified Safety Professional (CSP) and an Associate Risk Manager (ARM)

Description

The Department of Public Works is seeking well-qualified candidates for the position of Wastewater Collection Supervisor.
 
The Wastewater Collection Supervisor serves as first-line working supervisor, having responsibility for overseeing a crew of Wastewater Collection Workers in the operation and maintenance of sanitary sewer facilities of the ten County-owned sewer maintenance and sanitation districts. The Supervisor will coordinate, direct, and participate in the activities of the crew and administrative staff; utilize the computerized maintenance management system (CMMS) for scheduling work and indicating work that has been completed; operate a variety of light construction equipment and wastewater collection system maintenance equipment; and perform related duties as assigned.
 
The ideal candidate for this position will have at least two years of experience leading or supervising a crew of workers and laborers performing sanitary sewer maintenance work.
   
 The ideal candidate will also have the following:

• Knowledge of and demonstrated experience with practices, procedures, materials, tools, and equipment used in the operation, maintenance, and repair of sanitary sewer facilities 
• Experience in conducting sanitary sewer system inspections (sewer laterals and mainlines) and preparing related reports
• Ability to organize office work, manage day-to-day tasks, and interpret and implement instructions, policies, and procedures
• Knowledge and experience with computerized maintenance management systems
• Familiarity with GIS
• Knowledge of safety protocols and procedures and the ability to champion and inspire employee safety
• Strong computer skills and aptitude for learning new technologies
• Strong problem-solving and decision-making skills.

• Plan, organize, coordinate, direct and participate in the operation and maintenance of sanitary sewer systems.
• Supervise, train, evaluate and instruct subordinate personnel.
• Investigate, respond to, and resolve customer complaints and prepare reports of findings and actions taken.
• Perform field inspections associated with sewer district projects or sewer inspection permits.
• Read and interpret engineering and construction plans and specifications.
• Review crew’s completed work assignments, such as sanitary sewer overflow (SSO) reports, work order and service request documents, CCTV inspection reports, etc., to ensure information required is complete and accurate. May enter details into California Integrated Water Quality System (CIWQS).
• Administer County and Department safety programs and policies by ensuring employees' compliance with safety practices and procedures.
• Prepare performance evaluations and address performance issues with crew members.
• Participate in an "on-call" rotation and be available to assist for work in emergencies outside of normal working hours.
• Perform related duties as assigned. 

 

Qualifications

QUALIFICATIONS
Licensure/Certification:

• Possession of a Class B California driver license with both air brake and tank endorsement; AND
• Possession of a Grade III Collection System Maintenance Certification through the California Water Environment Association’s (CWEA) Technical Certification Program.

 
Education and Experience:
Any combination of education and experience that would likely provide the required knowledge, skills and abilities is qualifying.  A typical way to qualify is:

• Four years of experience in road maintenance and construction work, including two years of experience with sanitary sewer collection and water distribution systems.

Knowledge of:

• Supervisory principles and practices, including work planning, scheduling, employee training and evaluation
• Practices, procedures, materials, tools, and equipment used in the operation and maintenance of sanitary sewer and storm drain systems
• Safety practices relating to public works projects
• Basic arithmetic
• Volume, weights, and measures
• The proper use of hand tools including shovels, rakes, hoes, etc.
• The proper use of power tools and light equipment including power saws, drills, air powered tools, portable and stationary pumps, generators, compressors, vibratory rollers, motorized tampers, etc.
• County and CAL OSHA safety rules, procedures, and equipment

Skill/Ability to:

• Lift and carry heavy equipment and supplies used in the course of the work, such as jackhammers, pumps, piping, and paving materials

Job Description:  

The Administrative Services Department has a rewarding full-time, 40 hours per week, non-benefited summer internship opportunity to begin in June of 2026. The main function of the job is to perform municipal research and analytical work on an entry level professional basis.

 

The workload will be a balance of assisting in daily municipal operations and special projects. Duties may include, but are not limited to town-wide capital inventory, risk management, citizens’ requests, record management, benchmarking, policy analysis and research. The position will serve as a regular staff member, and will receive assignments and work direction from the Administrative Services Director. The primary goal of the internship program is to provide a recent graduate an opportunity to apply their academic training in a municipal government setting. This paid internship provides hands-on experience in the daily operations of municipal government on all levels, thus enhancing the intern’s skills and résumé for a future profession in government.

Qualifications:

• Bachelor’s degree in public administration or related fields, or expected college graduation in Summer 2026 or 2027; completion of some course work for a master’s degree in public or business administration, political science, planning or a closely related field in desired;

The Manager, Track & Structures reports to the Deputy Director of Infrastructure Engineering and is responsible for overseeing railroad track and structures engineering support for the Peninsula Corridor Joint Powers Board (Caltrain)

Essential Functions & Duties:

Essential Functions:

• Acts as agency lead on matters related to track and structures.
• Oversee the track and structures engineering tasks for design/construction of Caltrain Capital and SOGR projects and provide technical support for planning on grade separation projects.
• Ensure the capital and maintenance projects comply with the contract agreement and implement the approved design for compliance with JPB standards and specifications. 
• Lead the advanced technical reviews of projects to assess constructability, examine design details, perform quantity audit, and recommend construction sequencing.
• Establish effective relationships and liaise with Caltrain operation contractors, consultants, internal departments, and other agencies (CPUC, FRA, UPRR, etc.) on railroad track and structures related to influence design and project development.
• Supervise staff.  Hire, mentor and take appropriate corrective and/or disciplinary action.  Ensure EEO policies and procedures are followed. Participate in selection of staff. Coordinate staff training and professional development. Establish performance objectives. Monitor and evaluate employee performance.

Examples of Essential Duties: 

• Plan, develop and implement the group’s work plan, budget, goals, and objectives to be consistent with the Engineering Department’s goals.
• Manage the design review of project documentation such as drawings, basis of design, specifications, technical reports, and calculations for compliance with Caltrain Standards and for cost effectiveness of the design. 
• Lead development of potential solutions to the design/construction team and presents for design optimization, risk management challenges, and constructability improvements.
• Assist with Maintenance Department to develop the annual and long-term railroad track engineering and maintenance plans, coordinate these plans with capital projects and support to implement the plans.
• Review and provide technical input for capital and maintenance projects for compliance and cost effectiveness of the design.
• Perform QA reviews of RFIs and submittals as well as participate in change order review and final inspections to construction. 
• Ensure track and structures comply with all return-to-service requirements following all construction activities.
• Review and evaluate project specific designs and provide technical recommendations to design variance approval process.
• Responsible for Caltrain Bridge Management Program.
• Responsible for updates to Caltrain Engineering Standards.
• Train, motivate and monitor staff activities, provide direction, and to identify and resolve the problems.
• Provide 24/7 on-call construction and maintenance support.
• Perform all job duties and responsibilities in a safe manner to protect oneself, fellow employees and the public from injury or harm.  Promote safety awareness and follow safety procedures to reduce or eliminate accidents.

• Bachelor’s degree in civil or related field. 
• Professional Engineer's license.
• Five years of relevant experience or demonstrated equivalency of experience of railroad design and engineering in a railroad, engineering firm, or public works agency with experience managing professional staff.
• Railroad structures projects design experience through all phases of design and construction.
• Experienced with AREMA, FRA and CPUC Standards.

Preferred Qualifications:

• Able to respond 24/7 to service and operational needs in a variety of weather and road conditions.
• Experienced with AREMA, FRA and CPUC Standards.
• Effective oral, written, and presentation communication skills.
• Possess a valid California driver license with safe driving record or able to obtain one within six months of hire.

THE POSITION

The City of Daly City is seeking a dynamic and experienced Economic Development Program Manager to join the Office of the City Manager. This new position is an opportunity to shape and lead innovative programs that enhance the local economy, reimagine and activate the environment and attract, retain and support businesses in the Daly City community.

The Economic Development Program Manager plays a vital role in fostering relationships with the business community, developing and implementing economic development strategies, all while providing direct support to meet business needs. The diverse range of work in partnership building, policy development, long-term visioning, program implementation, data analysis and research provides an exciting and fulfilling opportunity.

As a top priority for the City, the Economic Development Program Manager will ensure the City addresses the needs of local businesses and provides opportunities for their success, as well as identify new businesses to enhance the City’s overall economic health. This also includes regular outreach to local businesses to offer assistance through referrals to state and federal programs, and strategic planning for expansion approval. This position must create and maintain partnerships with multiple associations community organizations and State and Federal re-sources.

DEFINITION

Under the direction of the City Manager or their designee, the Economic Development Program Manager develops, coordinates, and implements the City’s economic development programs and related activities; works with commercial and retail businesses, developers and property owners and managers on potential opportunity sites, assists applicants and business in their dealings with the City, initiates key economic activities based on the City’s General Plan, provides economic data to inform key city policy decisions; manages Grant funding opportunities for economic development, develops and implements marketing, branding and outreach activities for attraction and retention of businesses in Daly City and performs related work as required.

Duties may include, but are not limited to, the following:
• Develop and update the City’s Economic Development and Business Strategy and develop an action plan to implement the strategy and economic development programs on a citywide basis.
• Manage grant and funding opportunities to support economic initiatives; oversee administration of economic development grants and contracts.
• Develop financing sources for various programs through communication and negotiation with agencies of the State and Federal government, the private sector and nonprofit foundations.

• Oversee and coordinate Economic Development events and festivals.

• Identify, develop and analyze data to assess trends, issues and opportunities affecting businesses and the City in order to effectively support local businesses.
• Serve as the primary liaison to the Daly City/Colma Chamber of Commerce and effectively maintain the relationship between the Daly City/Colma Chamber of Commerce, and other private and public organizations related to business and economic development.
• Create and foster effective business relationships with key stakeholders to facilitate business attraction and retention that will support the economic development and growth of the City.
• Identify and recommend revisions to ordinances and policies that may hinder business operations to improve economic conditions, functionality and aesthetics.
• Assist applicants, business representatives and developers in dealings with the City on the entitlement and building permit approval process and other needs.
• May assist in the recommendation of policies and programs pertaining to the fiscal and economic development of the City.
• Prepare reports and make presentations to business and community groups, City Commissions and Boards, City Council and the public.
• May prepare and administer the budget for Economic Development Program.
• Supervise and train one Economic Development Program Specialist
• Professionally and effectively represent the City of Daly City in developing relationships between the City and representatives of private sector development opportunities, business community and city staff.

MINIMUM QUALIFICATIONS

Knowledge of: Principals, issues and practices of economic and commercial development, redevelopment, land use planning and permitting, business retention, public policy and business development including best practices, marketing/marketing research; statistical analysis and research methods and the sources of information and data pertaining to economic development, business retention; evaluation and analysis of pro formas; the State of California Redevelopment Law; private sector development techniques; Applicable federal, state, and local laws and regulations concerning economic development activity in urban areas, real estate, public land acquisition, redevelopment and land use; Federal and State Grants regulations, Grant writing and grant administration oversight and implementation experience; Effective methods of gaining consensus and building support for objectives; Principles and practices of organization, administration, budget and supervision.

Ability to: Communicate clearly and concisely, both orally and in writing. Education: Graduation from college or university with a Bachelor's Degree in Business Administration, Economics, Marketing, Planning, Public Administration or a related field.

Experience: Four years of increasingly responsible experience and demonstrated proficiency in economic development, real estate financing, commercial real estate, redevelopment, or planning, including two years of supervisory experience. Working knowledge of California planning law and practice is desirable.

License: Possession of a valid California Class C California Drivers License.
