The Legislative and Regulatory Manager is responsible for organizing, assigning, reviewing and participating in the performance of a wide range of professional duties related to Pioneer Community Energy regulatory and legislative matters, with particular emphasis on representation of Pioneer’s interests at the California Public Utilities; develops Pioneer’s positions on complex issues; and develops analyses, written reports, and presentation materials to support Pioneer’s position. The Placer County Community Development Resource Agency is seeking applications to fill one (1) full-time Long-Range Senior Planner vacancy on the Long-Range Planning team. This position performs a variety of complex, long-range planning functions, including supporting development of the General Plan update and Housing Element implementation and will support a Principal Planner and the Planning Director in fulfilling the role. This position can be based out of either the Auburn or Tahoe City office.

Key duties include:

• Assist in updating the County’s General Plan, including drafting and developing policy and code, permitting policies and/or development standards, and implementation strategies, as well as performing legislation review and education.
• Support work efforts centered around housing, including zoning code updates, policy development, permitting policies and/or development standards, legislation review and education, and implementation strategies.
• Collaborate on fees, incentives, and streamlining packages for housing and infill development, and coordinate with developers and landowners. Coordinate with current planning team.
• Perform research, data collection, and analysis.

Planning Services currently offers a hybrid remote work environment and alternative work schedules. This position requires occasional work outside of normal working hours, such as evenings and weekends, to attend and participate in community and/or staff decision-maker meetings and also requires travel to various countywide locations, including both the Auburn and Tahoe City offices, for a variety of meetings and hearings.

MINIMUM QUALIFICATIONS
EXPERIENCE
Three (3) years of increasingly responsible planning experience performing duties similar to those of an Associate Planner.

TRAINING
Equivalent to a bachelor’s degree from an accredited college or university with major course work in urban, regional, or environmental planning, or a related field.

Senior Civil & Environmental Engineer
Salary Range: $95,900/yr. - $189,900/yr. (Budgeted salary range $95,900/yr. - $142,900/yr.)

Use advanced engineering concepts and organizational objectives to provide leadership and support focused on engineering, project management, and compliance for the Facilities Management: Utilities department. Work with individual Utilities system managers to evaluate system performance and provide technical leadership for deferred maintenance and capital improvement projects. Conduct master planning for future capacity needs. Conduct system assessments to improve the design of physical plant systems. Lead civil system compliance efforts. MINIMUM QUALIFICATIONS
Minimum License/Certification:

• Current registration as a Professional Engineer in the State of California.

• Over ten years of experience in engineering design, master planning, plan review, project administration and facility operation in storm, water, water reuse, sanitary sewer and solid waste systems.

PREFERRED QUALIFICATIONS
Preferred Education/Experience:  

• Experience with Capital Improvement Project (CIP) budgeting and with developing sewer, water and treatment plant master plan documents and condition assessments.
• Experience with water and wastewater system maintenance; understanding of Enterprise Asset Management System (EAMS) principles.

Deputy Fire Marshal
Salary Range: $6,750.00 to $13,383.33 Monthly
 

This position will report directly to the Fire Marshal. The Deputy Fire Marshal is an advanced level position. Duties include, but are not limited to reading, interpreting, and enforcing all State statutes and regulations under the authority of the State Fire Marshal (SFM), and all standards as adopted by SFM as well as UCDH policies. This position will act as a technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas. This position will regularly lead projects of critical importance to the organization; these projects carry substantial consequences of success or failure. May direct programs with organizational-wide impacts that include formulating strategies and administrating policies, policies, processes, and resources. In this position, the individual will perform detailed inspections of buildings under the authority of the UCDH Fire Marshal’s Office. Provide fire and life safety education to occupants. Analyze hazardous materials and functional use of space during construction plan review and validate post-occupancy use for compliance. This position may serve as State Fire Marshal (SFM) Designated Campus Fire Marshal (DCFM) for the UCDH Hospital and other UCDH medical¬ related facilities. Note, that SFM has the sole authority to approve a candidate as an SFM DCFM.

Additionally, persons in this position are expected to perform plan reviews, construction inspections, and existing building inspections, participate in the Incident Command System, and understand and apply Joint Commission and CMS requirements, NFPA Standards, and California Code of Regulations.

Required Qualifications

• OSFM Fire Inspector 2A- 2D training class series and/or ICC Building Code Certification.

DISTINGUISHING CHARACTERISTICS

This is the full supervisory-level classification in the Police Records series. This classification is distinguished from lead or senior-level records classifications by its ongoing responsibility for personnel supervision, work planning, evaluation, training, compliance oversight, and administration of unit procedures.

SUPERVISION RECEIVED/EXERCISED

Receives general direction from a Police Captain, Lieutenant, or designee. Exercises direct supervision over assigned records staff and may exercise indirect supervision over temporary staff and/or volunteers, as assigned.

ESSENTIAL FUNCTIONS

Environmental Conditions / Working Conditions

• Work is performed in an office environment with regular contact with staff, the public, including occasionally upset individuals, and criminal justice partners. Incumbents may be exposed to sensitive or disturbing information 
• May be required to work evenings, weekends, holidays, or after-hours on-call based on operational needs. 
• Must successfully complete a thorough background investigation. 

KNOWLEDGE, SKILLS AND ABILITIES
Knowledge of:

• Principles and practices of law enforcement records management, including confidentiality, dissemination restrictions, quality control, and records security. 
• Operations, services, and activities of a Police Records Unit. 
• Applicable federal, state, and local laws, regulations, court orders and policies affecting police records, including the California Public Records Act, and related information systems. 
• Records retention, sealing, purging and authorized destruction practices. 
• Computer systems and criminal justice information systems, including CLETS/NCIC concepts as applicable to assigned duties. 
• Principles and practices of supervision, training, performance evaluation, coaching and basic discipline. 
• Modern office procedures, methods, and equipment, including standard business software.
• Methods of researching, compiling, analyzing, and maintaining technical and statistical records and reports.

Skill to:

• Effectively use records-related software and standard business applications to compile, audit,  retrieve, and maintain information and to produce accurate reports and correspondence. 

 
Ability to:

• Plan, organize, supervise, train, and evaluate assigned staff and ensure work is performed effectively and in compliance with applicable laws, regulations, and policies. 
• Interpret, explain, and apply records unit policies and applicable laws to routine and complex records requests, subpoenas, court orders, and disclosure decisions. 
• Maintain confidentiality and exercise tact, discretion, and independent judgment within general policy and legal guidelines. 
• Independently organize and prioritize multiple tasks and meet critical deadlines in a high-interruption environment. 
• Communicate clearly and concisely, orally and in writing, using appropriate English grammar and syntax. 
• Establish and maintain effective working relationships with staff, law enforcement agencies, courts, attorneys, other public agencies, and the public.

THE SELECTION PROCESS

The process may include an in-basket exercise, individual interviews, panel interviews and/or other related components.  Only those candidates who have the best combination of qualifications in relation to the requirements and duties of the position will continue in the selection process. Meeting the minimum qualifications does not guarantee an invitation to the process.
