The City of Sunnyvale is seeking a Senior Engineer to help manage design of a wide variety of capital improvement projects to update, modernize and improve City infrastructure. As the Senior Engineer, you will help us plan, design, and build infrastructure to support the City goals and objectives of creating a more sustainable, healthy, and livable Sunnyvale. The position oversees consultants and leads a team of other City engineering staff.

The Department of Planning and Development is currently recruiting for one Senior Planner vacancy:

This Senior Planner will play a crucial role in reviewing complex professional-level tasks related to land use and planning laws, zoning, housing, discretionary entitlements with associated report writing for consideration by the County Zoning Administrator and/or Planning Commission, and the review of building permits and environmental analysis under the California Environmental Quality Act (CEQA). The Senior Planner will also serve as the lead on assigned projects, which may include overseeing a number of programs (examples include: County General Plan & Housing Element, Surface Mining and Reclamation Act, Santa Clara Valley Ag Plan, and Habitat Plan) and works independently, assuming responsibility for more complex projects (such as Stanford master planning), and must be resourceful and responsive to specialized assignments from Executive Management or the Board of Supervisors. The Senior Planner may also be responsible for reviewing development and parcel maps/subdivision proposals, as well as building plans, and permits. The County will be embarking upon a comprehensive General Plan Update, and other various vision plans and may be expected to oversee and manage these efforts. The County also processes large and complex private development applications for large private institutional uses, new quarries, places of worship and agricultural processing campuses. A Senior Planner with areas of expertise related to long-range/comprehensive planning and/or major project development processing experience, coupled with strong CEQA experience is desired. 

In addition to meeting the employment standards for a Senior Planner, candidates must possess in-depth knowledge and working experience in two (2) or more of the following areas:

• Preparing advanced California Environmental Quality Act (CEQA) documents (e.g., Initial Studies, Mitigated Negative Declarations, Environmental Impact Reports).
• Experience in complex medium- to large-scale development entitlement projects such as campus planning, industrial, commercial, housing, agricultural housing or processing developments, or similar projects requiring advanced CEQA processing, staff report writing, data management and analysis, public outreach and public hearings.
• Experience in the management of CEQA and technical consultants, including meeting coordination, reviewing work products, and contracting/billing. Experience in managing consultants to ensure the project is completed within the approved timeline and budget with the proper deliverable is required.
• General requirements of the Surface Mining and Reclamation Act (SMARA), preparation of annual surface mining inspection reports, and review and approval of Financial Assurance Cost Estimate (FACE), Reclamation Plans, and Mining Plans (desired, not required).
• Analytical understanding of State laws and regulations impacting land use and local government, with directly related work products that include major ordinance revisions and creation and processing of new programs. This would include preparation of professional staff reports of summarized data, conclusions and recommendations.
• Have conducted as a lead project manager or co-project manager long-range, comprehensive planning projects; e.g., general plan updates, major zoning ordinance amendments, specific plans, vision plans, etc., with working knowledge of the principals and practices of such working documents.

The incumbent will be a part of a cohesive team of 15 in the Natural Resources Department, which is comprised of three Programs: Wildlife, Vegetation, and Earth Sciences. About the Position: The Wildlife Ecologist III will co-lead Midpen’s natural resource permitting program for capital and routine maintenance with their counterpart in the Earth Sciences Program.  This position is responsible for negotiating, administering and overseeing compliance with regulatory permits; reviewing documents and other work products prepared by consultants or District staff as needed to satisfy permit application or reporting requirements; obtaining wildlife (Endangered Species Act) permits and overseeing permit compliance for capital projects and routine maintenance; generating reports for submittal to regulatory agencies; and coordinating with regulatory agency staff on permitting and compliance.  General responsibilities of this position will also include managing consultants and contractors; managing wildlife habitat restoration or enhancement projects; writing detailed technical summaries and reports for District staff and the public; and conducting surveys in the field.

 

The Wildlife Ecologist III has broad technical experience in wildlife and habitat management, is self-directed, and works independently managing complex large-scale projects. The ideal candidate will have knowledge and experience in: negotiating and securing permits (ideally programmatic permits) from regulatory agencies primarily California Department of Fish and Wildlife and US Fish and Wildlife Service but may include US Army Corps of Engineers or Regional Water Quality Control Board; overseeing sensitive status species monitoring, reporting and recovery efforts; land stewardship and environmental planning; data collection, analysis, and interpretation; GIS software or online platforms; preparation of clear and concise reports; developing and maintaining records for regulatory agency permits; and managing consultants and contractors. Knowledge of CEQA is desired but not required.

• Possesses a broad breadth of understanding of wildlife management for wide ranging taxa from large megafauna to micro invertebrates

Work Environment: The Wildlife Ecologist III functions within a team environment with other Resource Management staff. Overview:

The Senior Engineer (Electrical) is to provide specialized electrical engineering expertise, particularly related to low and medium voltage electrical distribution systems and low voltage motor control centers used in industrial facilities, including water treatment plants. This individual will serve as a subject-matter expert, support ongoing capital projects throughout all phases—planning, design, and construction, act as the Owner’s representative for electrical engineering, and manage consultants and professional services agreements. Position Duties

 

Salary range for the classification of Chief of Surveys is:

$133,682.64 - $162,860.88 Annually. This range includes an approximate five percent (5%) ongoing non-pensionable pay. Actual salary shall be determined by the final candidates’ qualifications and experience.

 

The Department of Public Works is recruiting for (1) Full-Time Chief of Surveys position to provide the following typical duties and responsibilities which may include but are not limited to:

• Supervises an office technical staff in the preparation of drawings, corner records, record of surveys, reviewing improvement plans and specifications, parcel maps and tract maps.

• Provides direction and supervises several field survey crews to locate property lines, gather data for topographic surveys and stake construction projects.

• Reviews, schedules, and assigns crews to survey projects; recommends methods and procedures to efficiently complete assigned projects.

• prepares time and cost estimates for requested survey work. 

• Reviews preliminary construction drawings to determine nature and extent of required survey work; participates in pre-construction, project scheduling, and other meetings concerning survey matters.

• Reviews, approves, or examines land surveying documents (maps, plats, reports, descriptions, etc.) under supervision of the Land Surveyor.

• Manages surveying staff including supervision, hiring, training and performance evaluations.

• Plans, coordinates, and schedules all office surveying activities.

• Sets and maintains standard practices for office surveying activities and quality control.

• Consults with public and private engineers, inspectors, and contractors relative to requested work and coordinates any necessary activities.

• Communicates with clients and the public and resolves issues that arise during field surveys.

• Performs map and document research for field and office survey projects.

• Interprets construction documents for construction surveys.

 

 

Minimum Qualifications

Education: High School Diploma or equivalent (General Educational Development [GED] Test or California Proficiency Certificate)

Experience: Eight (8) years of increasingly responsible sub-professional engineering/surveying work, including three (3) years at a level of a Survey Party Chief, Senior Engineering Technician, Senior Construction Inspector, or equivalent.

Acceptable Substitutions

Up to four (4) years (equivalent to 120 semester units or 180 quarter units) of undergraduate course work in college engineering, surveying, geography, and/or mathematics, or related fields, from an accredited college or university, may be substituted for subprofessional engineering/surveying experience on a year-for-year basis.

Certifications

Possession of a Land Surveyor-in-Training certificate and possession of a valid driver's license authorizing the operation of a motor vehicle in the State of California. - Land Surveyor's license is highly desirable.

Work Environment: This full-time position is part of the Land Stewardship & Trails Department at Midpen’s Administrative Office in Los Altos, California. Midpen offers a hybrid office/telecommute work schedule for this position following successful onboarding. A minimum of three days on-site in the office is required per week. This is primarily a sedentary office classification.  Must possess the ability to lift, carry, push, and pull materials and objects weighing up to 25 pounds. Some fieldwork may be required, which involves the ability to walk for short distances over rough terrain, drive vehicles over unimproved roads, and stand for extended periods.

Education and Experience:

Equivalent to graduation from an accredited four-year college or university with major coursework in business administration, public administration, or a related field and three (3) years of professional analytical experience equivalent to a Management Analyst I at the District. Public sector experience is preferred and previous supervisory experience is desirable.

Overview:
The Grants, Compliance, and Claims Management Unit with Valley Water is the centralized unit for seeking and managing grants brought in to help fund Valley Water projects. The pre-award side of work within the unit will be administered by this Senior Management Analyst, with support from a Management Analyst II, and oversight by the Grants Unit Manager.
 
Senior Management Analyst (SMA): Core components of the Senior Management Analysts work will include researching grant opportunities and writing grant applications; high levels of collaboration with project teams, grants liaisons in watersheds and water utility divisions, procurement, legal, government relations, capital improvement program, and communications; and tracking/reporting. The position will tie efforts into the two grant roadmaps (i.e. strategic funding plans), assist in preparing updates to the Board and staff via all employee communications, and aid in early compliance reviews (pre-agreement) to ensure Valley Water can meet grant terms and conditions. As a Senior, the position will help implement new grants management software on the pre-award side in coordination with the unit’s compliance and claims staff, assist in updating standard operating procedures, and work with the Unit Manager to clearly define rationale for which grants to pursue.

Management Analyst II: Core components of the Management Analyst II's work will include assisting the SMA in researching grant opportunities and writing grant applications, coordinating with project teams, tracking and reporting grant-related information, assisting with compliance tracking for federal and state grant terms and conditions, and assisting with grant communications such as the bi-monthly Grants One Pager update for the Board of Directors and the Grants Action Team monthly meeting.

Grants, Compliance, and Claims Management Unit (Position Code 68) 

Valley Water Telework Program: Eligibility for telework will depend on the type of work performed, operational needs, and the ability for the employee to perform the essential functions of their job duties while teleworking. The City of San Jose is hiring for an Enterprise Resource Planning Modernization Technical Project Manager (Enterprise Supervising Technology Analyst) to lead the project to modernize the City’s ERP System. This is a multi-year project with the first phase being to identify a solution and an ERP implementation partner.
 
The position will be dedicated to managing the consolidation and replacement of the City’s aging ERP applications with a modern and robust ERP system. The ERP Technical Project Manager will partner with the Finance Department and City stakeholders to bring on a consulting firm to oversee the execution of the project. Thereafter, the ERP Technical Project Manager will partner closely with the consulting firm and the Finance Department’s Functional Project Manager to evaluate the City’s current ERP systems, identify gaps and improvements, define the project scope, objectives, and timelines, and manage the project team to ensure the ERP project is delivered on-time and on-budget. 
 
In this role, you would serve as a technical project manager for the modernization of the City’s ERP systems. Responsibilities include but not limited to the following:

• Leading the technical workstream for the City’s ERP Modernization project.
• Partner with the Finance and IT sponsors and stakeholders to evaluate, select and onboard a consulting firm to oversee the execution of the project.
• Partner with the consulting firm, Finance Department, and IT stakeholders to evaluate the City’s current ERP systems, identify gaps and improvements, and define the ERP Modernization project scope.
• Collaborate with the project’s cross functional and technical teams and leads to communicate and escalate cross functional and technical impacts.
• Provide oversight and coordination of all technical workstream activities, including status reporting, resourcing, requirements, design, build, test, and deployment tasks.
• Develop, maintain, and operate the project management structure for the ERP implementation, including selection, configuration, deployment and operation of project management tools, project management processes and project reporting.
  • Define and document project scope, objectives, and success criteria with particular focus on alignment with business objectives.
  • Create and maintain project plans, including schedules, timeline, tasks, and budget.
  • Break down complex tasks into actionable work items, with accurately estimated required time and effort, appropriate sequencing plus alignment of co-dependent activities.
  • Determine resource requirements: identify and schedule appropriate people and assets.
  • Manage day to day activities against project plans and identify issues or bottlenecks requiring escalation or resolution.
• Assist in defining and managing project governance roles and parameters.

Salary Information: The actual salary shall be determined by the final candidate’s qualifications and experience. In addition to the starting salary, employees in the Enterprise Supervising Technology Analyst (ESTA) classification shall also receive an approximate five percent (5%) ongoing non-pensionable compensation pay.

• Salary Range (including the 5% NPWI): $141,697.92 – $172,645.20

 The ESTA classification is represented by the City Association of Management Personnel (CAMP).
