DISTINGUISHING CHARACTERISTICS

Systems Security Analyst II

The Systems Security Analyst II is the journey level in the Systems Security Analyst class series and is responsible for the full range of duties. This class is distinguished from the next higher classification of Senior Systems Security Analyst in that the latter is an advanced journey level and performs more complex assignments and may have lead responsibilities. Employees at this level receive only occasional instruction or assistance as new, unusual or unique situations arise and are fully aware of the operating procedures and policies within the work unit. Positions in this class are flexibly staffed and are normally filled by advancement from the Systems Security Analyst I.

Senior Systems Security Analyst

The Senior Systems Security Analyst is the advanced journey level in the Systems Security Analyst class series. Incumbents are the recognized experts in their field, including possessing extensive experience designing and architecting complex information technology and security solutions, as well as demonstrating successful technical project management by the advanced level of knowledge and experience required. Positions at this level are distinguished from other classes within the series by the provision of the highest level of technical expertise and knowledge in the performance of duties.

Receives supervision from the Chief Innovation and Technology Officer. Incumbents of this class do not routinely exercise supervision.

Senior Systems Security Analyst

Receives general direction from the Chief Innovation and Technology Officer. Exercises technical and functional supervision over professional and technical personnel for assigned projects.

ESSENTIAL FUNCTIONS

(include but are not limited to the following)

• Architect, implement, monitor, maintain, and troubleshoot various security systems that protect the City’s networks, IT/OT systems (including SCADA), applications and critical infrastructure.
• Design, organize, modify, install, secure and support security infrastructure; and provide technical support for network and security issues associated with enterprise applications.
• Analyze both raw and processed security alerts, logs and event data to identify potential security incidents, threats, mitigations, and vulnerabilities.
• Architect, implement, maintain, and troubleshoot the City’s business continuity plan and emergency response plan as it relates to redundant, secure infrastructure.
• Investigate, analyze, produce reports, and remediate security incidents that occur on City systems and applications, both on-premises as well as in the cloud.
• Confirm viable backups, test, maintain and monitor both on-premises and within the cloud.
• Review Cyber Security threat information and assists with mitigating vulnerabilities identified.
• Conduct a variety of Cyber Security policy compliance tasks such as discovering unauthorized devices, conducting site surveys for non-compliance, and ensuring network access requirements are met.
• Perform risk assessments and execute tests of network, backups and information systems to ensure technology processes are secure.
• Facilitate administrator and end-user cyber security training and security awareness programs; track and report on end-user training compliance.
• Facilitates penetration testing of all City systems and infrastructure.
• Ensure systems and procedures are compliant with relevant industry requirements and government regulations (e.g., PCI-DSS, CJIS, NIST, NERC CIP, ISO 27000, etc.).
• Engage in continuous information security training to maintain awareness of changes within the information security field.
• Performs other or related duties as assigned.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires prolonged sitting, standing, walking, reaching, twisting, turning, kneeling, bending, squatting, stooping, and intermittently climbing stairs and/or ladders to rooftops and walking rooftops perimeter in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in keeping records and preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work-related documents and acute hearing is required when providing phone and personal service. The nature of the work may require the incumbent to lift equipment and materials weighing up to 25 pounds or more.

Position Summary

Under general supervision of the Finance Director, the Finance Analyst supervises and/or performs highly responsible, complex, sensitive and professional level accounting and financial work in support of the City's various financial activities. Areas of responsibility may include, but are not limited to preparing financial statements, reviewing fiscal records, and monitoring financial transactions in accordance with prescribed accounting systems and generally accepted principles of accounting, auditing and budgeting. Distinguishing Characteristics

This is the advanced journey level in the Finance series. Positions at this level are distinguished from other classes within the series by level of responsibility assumed, complexity of duties assigned, independence of action taken, by the amount of time spent performing the duties, and by the nature of the public contact made. Employees perform the most difficult and responsible types of duties assigned to classes within the series, including detailed analysis of financial transactions and forecasting and may provide direct supervision over assigned personnel. Representative Duties

The following duties are typical for this classification. Incumbents may not perform all of the listed duties and/or may be required to perform additional or different duties from those set forth below to address business needs and changing business practices.

• Balances and reconciles general ledger accounts; prepares adjusting journal entries and monthly bank reconciliations. Maintain accounting, financial, and statistical records; post information to ledgers, journals, logs, and reports; total and balance figures; proof data and make corrections as required; prepare, reconcile, balance, and submit a variety of periodic and special reports.

• Process accounts receivable; prepare statements for City services, rental, and lease obligations, receive, process, and balance payments received; input data; audit accounts receivable; prepare and process bad debt collections.
• Process accounts payable; review invoices and claim documents received from various departments; input information into computer system; review and analyze check registers and transaction reports; distribute checks including to match remittance documents to payments; file documents and reports.
• Develops and documents accounting procedures by reviewing and determining impact of new accounting and auditing standards; assisting with implementation of accounting and auditing procedures and standards; incorporating changes in financial reporting standards into individual fund and Comprehensive Annual Financial Report templates; and communicating changes in standards and impact of changes to other staff.
• Substantiates or resolves complex financial transactions by analyzing and auditing materials, revenue streams, transactions and documents; reconciling statements and transactions; using initiative and sound independent judgment on difficult procedural problems; and reviewing the work of assigned personnel to determine accuracy of accounting records.
• Coordinate and participate in ACFR and Annual Audit Processes: Prepares in the preparation of annual financial reports including, but not limited to, the Annual Comprehensive Annual Financial Report (ACFR) and the City’s annual audit; review, reconcile and prepared notes to the financial statements, supporting work papers, and other reports; respond to audit inquiries from external auditors and other governmental agencies as necessary.
• Assists in the development of long-term financial forecasts, the preparation of monthly and quarterly financial reports, collects data to support department analytical functions and makes recommendations as appropriate.
• Assist public at service counter and record revenue receipts through operation of cash register; prepare and complete daily revenue deposits including to balance cash drawer, code data input documents, and sign checks with check signer; contact fiduciaries to coordinate investment transactions completed by the City Treasurer and Finance Director.
• May administer and oversee the business licensing fee function for the City by coordinating the collection of business licenses fees, verification of transaction information, computation of charges and refunds, preparation and mailing of invoices; notification to customers of delinquent accounts and insufficient payments coordinating licensing activities with the public, other departments and other agencies; and updating of licensing records by collecting, calculation, and entering data, audition records and entering changes.
• Assist in recording payroll entry and PERS retirement contributions.
• Coordinates and assists in developing and implementing the City’s fiscal budget.
• Schedules budget preparation tasks to meet established deadlines; coordinates budget related matters with departments and provides training and guidance when necessary.
• Evaluates the budget during the execution and implementation phase; identifies variances requiring corrective action; recommends appropriate correction action.
• Reviews and approves purchase requisitions and budget transfers.
• Coordinates the development of the 5-year Capital Improvement Program publication, including but not limited to, document project management, department communications, template structure design and development, schedule development and financial analysis.
• May assist in grant accounting; type statistical schedules and reports; assemble and copy documents.
• May assist in ensuring 1099s are properly prepared.
• Coordinate debt, debt activities, debt schedules and interfund loan activities for the City and other City authorities; participate in debt issuance and financings; analyze debt and work with City departments on debt related matters.
• Provide public assistance at the counter and over the phone; answer questions and provide information; research problems and prepare necessary adjustment; collect payments as necessary.
• Perform special analyses and reports as required by the City Council, management staff, and outside agencies; audit petty cash funds; update general ledger and verify fund balances; reconcile bank accounts.

Senior Civil & Environmental Engineer

MINIMUM QUALIFICATIONS
Minimum License/Certification:

• Current registration as a Professional Engineer in the State of California.

Minimum Education/Experience:

• Bachelor’s degree in Engineering from an accredited program, preferably in one of the following disciplines: Civil or Environmental.
• Over ten years of experience in engineering design, master planning, plan review, project administration and facility operation in storm, water, water reuse, sanitary sewer and solid waste systems.
• Extensive experience with interpreting regulations, permitting, and regulatory compliance for water, wastewater, and solid waste operations.

PREFERRED QUALIFICATIONS
Preferred Education/Experience:  

• Experience with Capital Improvement Project (CIP) budgeting and with developing sewer, water and treatment plant master plan documents and condition assessments.
• Experience with water and wastewater system maintenance; understanding of Enterprise Asset Management System (EAMS) principles.

Preferred Knowledge, Skills, and Abilities (KSA):

• Ability to work in a highly collaborative manner with excellent customer service skills; ability to readily assess complex challenges and barriers and recommend effective resolutions.

This position will report directly to the Fire Marshal. The Deputy Fire Marshal is an advanced level position. Duties include, but are not limited to reading, interpreting, and enforcing all State statutes and regulations under the authority of the State Fire Marshal (SFM), and all standards as adopted by SFM as well as UCDH policies. This position will act as a technical leader with a high degree of knowledge in the overall field and recognized expertise in specific areas. Additionally, persons in this position are expected to perform plan reviews, construction inspections, and existing building inspections, participate in the Incident Command System, and understand and apply Joint Commission and CMS requirements, NFPA Standards, and California Code of Regulations.

Required Qualifications 
Applicants are encouraged to upload license and certification if required of the position. 

• OSFM Fire Inspector 2A- 2D training class series and/or ICC Building Code Certification.
• Must possess a valid California Driver’s License
• Five (5) years of experience in building, fire, or hazardous materials inspections.
• College education/training equivalent to a BS level in Fire Science, Construction, Chemistry, or similar related field.
• Experience working within “Authority Having Jurisdiction” for enforcement of regulations, or someone who has completed an apprenticeship (time/experience) and is fully educated/experienced in construction.

Preferred Qualifications 

• OSFM Certification as a Fire Inspector 2
• ICC Building Code Official Certification
• Hazardous Material Inspection experience.
• Experience in hospital inspections &/or construction.
• Thorough knowledge and skill in one or more of the following fields: Hazardous Materials Inspections, Laboratories, Hospital &/or Construction Inspections.
• Demonstrates excellent working knowledge of the California Health and Safety Code sections under the authority of the Office of the State Fire Marshal, California Code of Regulations Title 24, NFPA, and other standards required for Fire Prevention activities within the state of California.
• The ability to manage programs that include formulating strategies and administering policies, processes, and resources while functioning with a high degree of autonomy.
• Decision-making is based on established procedures and integration/interpretation of relevant laws, regulations, and organizational policy; professional best practices; relevant science methodology, impact on other UCDH programs; and senior management approvals. Decisions may impact other programs, departments, segments of the organization, and/or organization wide.
• Knowledge and understanding of all aspects of the job; ability to intermittently analyze work papers, reports, and special projects; identify and interpret technical and numerical information; observe and problem solve operational and technical policies and procedures; determine compliance; identity, interpret, explain, and enforce violations; review and interpret codes and rules; maintain awareness of safety at all times.
• Excellent interpersonal, oral, and written communication skills to effectively communicate with UCDH Administrators, Contractors, Consultants, and Regulatory Agencies.
• Demonstrates ability to manage numerous details simultaneously and work under severe time constraints, competing deadlines, conflicting demands, and frequent interruptions.
• Ability to exercise independent judgment in solving issues and adhering to the UCDH Policies and Procedures.
• Analytical and problem-solving skills to handle a wide variety of assignments in different phases to determine appropriate action.
• Ability to recognize when a problem or emergency must have an immediate response and then be able to initiate action.

Special Requirements 

• Must participate in the department’s DMV Pull Notice Program. Must pass a pre-employment Live Scan Fingerprinting Background check.
• Administrative deadlines or emergency incidents will require the incumbent to work a certain amount of unscheduled non-paid overtime.
• Typically, this position provides services during normal business hours of operation; however, the individual must be able to work flexible hours that can include days, nights, weekends, and holidays. Occasional overtime as required to meet operational needs.
• Ability to work in a high-stress structured environment.
• Ability to maintain maximum confidentiality and professionalism while working with complex issues.
• Ability to work in a non-smoking environment.
• The incumbent will be exposed to alarms and other auditory warning devices. Must be able to function in a multi-disciplinary and fast-paced work environment while maintaining the need for quality, accuracy, completeness, and timelines.
• This position requires individuals to have the mobility to climb ladders and stairs and be able to differentiate between various alarm signals.
• This position may, at times require the incumbent to work with or be in areas where hazardous materials and/or infectious diseases are present and, as such, the incumbent will be required to participate in a medical monitoring program and other programs necessary to enter a hazardous materials environment.
• Will be required to work outdoors in a variety of weather conditions; tolerate very hot and very cold temperatures; walk over rough, uneven, or rocky surfaces; work at heights greater than 10 feet; climb ladders or steps to reach objects; work in small, cramped areas; bend or stoop repeatedly or continually over time; discriminate among colors or match colors of wiring systems and color-coded valves and piping; stand or walk for extended periods of time with the inability to rest at will and use arms above shoulder level. When not performing duties in the field, incumbents work in an indoor office setting and are required to enter data into a terminal, PC, or keyboard device; produce written documents using proper grammar, punctuation, and spelling; use graphic instructions, blueprints, and layouts as part of the plan review process when checking for code compliance; and sit for extended periods of time with the ability to move at will.

This position may be subject to a criminal background investigation, drug screen, Live Scan fingerprinting, medical evaluation clearance, and functional capacity assessment.

The City of Patterson is seeking a highly qualifed Public Works Director to plan, direct, manage, and oversee the activities and operations of the Public Works Department including the urban forestry division, fleet maintenance division, water operations division, streets and collections division, wastewater treatment division, parks and landscape division, electrical and facility maintenance division, and  regulatory and environmental compliance  division.  The incumbent will coordinate assigned activities with other City departments and outside agencies and provide highly responsible and complex administrative support to the City Manager’s Office.

Under the direct supervision, performs a variety of difficult and complex professional officer and field engineering work; prepares plans, designs, and specifications for a variety of the Department of Public Works projects; reviews work prepared by outside consultants; prepares engineering reports; and performs related duties as assigned.
