The City of Lincoln is initiating a continuous recruitment to establish a pool of qualified candidates for future vacancies in the Senior Human Resources Analyst classification.

ABOUT THE ROLE

As a Senior Human Resources Analyst, you will be an integral member of a focused team of four within the Human Resources Department, which is dedicated to delivering specialized services across various functions including:

DEFINITION

Under general direction, performs complex and highly responsible professional and technical human resources work in the areas of recruitment, examinations, classification and compensation, benefits administration, and provides support to the Human Resources Director.

DISTINGUISHING CHARACTERISTICS

The Senior Human Resources Analyst is a professional level class in which the incumbent is expected to perform a wide range of the most complex human resources activities.  As the advanced journey level classification within the Human Resources Analyst series, positions at this level are distinguished from other classes within the series by the greater level of responsibility assumed, complexity of duties assigned, independence of action taken and by the nature, scope and impact of the work performed.  Employees perform the most difficult, confidential and advanced level type of duties assigned to classes within the series, which may include providing direct supervision over assigned personnel and performing complex professional analytical work in support of internal and external customers with sound judgement and minimal supervision.

SUPERVISION RECEIVED/EXERCISED

Receives general supervision from the Human Resources Director.  Incumbents may supervise technical or support staff.

ESSENTIAL FUNCTIONS

Include but are not limited to the following:

• Administers the City’s selection process; plans and coordinates recruitments; conducts labor market analyses and determines length of recruitments; prepares job bulletins and recruitment information; determines and places advertising in appropriate media; coordinates participation in career and job fairs; and reviews and evaluates applications; determines appropriate written, oral and/or performance examination programs; develops, evaluates and validates selection instruments; supervises the administration and scoring of examinations and the establishment of eligible lists; receives, researches and responds to candidate appeals; manages the employee onboarding and separation processes and develops and implements recruitment processes and procedures.
• Prepares or oversees the preparation of all personnel action forms, including new hires and separations, and submission of payroll for processing.
• Administers the City’s employee benefit program including retirement, health, dental, life insurance and voluntary employee benefits; evaluates program and vendor effectiveness; assists in resolving difficult or sensitive problems; serves as intermediary for employees and vendors/providers and administers the City’s open enrollment process.
• Conducts position classification studies; performs job audits and analyses of individual positions, classes and series of classes; participates in organizational and staffing studies of City departments; prepares and revises class specifications and proposes appropriate salary ranges for newly established and revised classifications.
• Conducts salary and employee fringe benefit surveys, analyzes data and recommends adjustments and internal relationships.
• Develops, implements and manages the use of the City’s HRIS system; analyze and develop forms and procedures associated with human resources processes and HRIS applications; maintain the department internet and intranet pages.
• Provides professional and technical advice regarding memorandum of understanding (MOU), language, Personnel Rules and Regulations, policies, procedures, laws, rules and regulations to City departments, employees, employee organizations, job applicants and the general public and responds to complaints and requests for information from employees, management, outside agencies and the public.
• Designs and conducts employee training and orientation programs and assesses training effectiveness and modifies training programs as needed.
• Supports the Human Resources Director with employee and labor relations matters to include handling investigations, disciplinary matters and labor relations duties; assists in the collection and preparation of data used in negotiations.
• Supports the Human Resources Director with conducting formal and informal inquiries into discrimination, harassment and equal opportunity related complaints.
• Coordinates leave management programs; advises employees on their rights under the Family Medical Leave Act (FMLA), California Family Rights Act (CFRA), State Disability Insurance (SDI), Paid Family Care Leave (PFL), long-term disability and disability retirement; receives and processes requests for FMLA, CFRA and other leaves; determines eligibility and sends initial notices; requests additional information and prepares other leave-related correspondence; recommends approval or denial of leaves.
• Supports the Human Resources Director with monitoring compliance of the Department’s various programs with applicable laws, guidelines and regulations; tracks and analyzes proposed legislation to determine impact on human resources operations and programs; researches, develops and proposes updates to, and/or establishment of new, City policies, administrative regulations and personnel rules.
• Establishes highly effective working relationships with clients, employees and union representatives, representatives of community organizations, state/local agencies and associations, City management and staff and the public.
• Performs related duties as required.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Position requires sitting, standing, walking, reaching, twisting, turning, kneeling, bending, stooping, and squatting in the performance of daily activities. The position also requires grasping, repetitive hand movement and fine coordination in preparing reports using a computer keyboard. Additionally, the position requires near and far vision in reading written reports and work related documents. Acute hearing is required when providing phone and personal service. Additionally, the incumbent in this position may work in all weather conditions including wet, hot and cold. The need to lift, drag and push files, paper and documents weighing up to 25 pounds is also required.

KNOWLEDGE, SKILLS AND ABILITIES

What You’ll Do

• Process utility bills for residents and businesses in the City.
• Work with other departments and the City’s waste management service to accurately set up complex utility accounts and process utility bill adjustments.
• Interact with and assist customers to set up, adjust, and/or close their utility accounts and provide general customer service support.
• Reconcile revenue and financial accounting systems, interfacing transactional data between them.
• Create invoices for various departments to collect fees and other sources of revenue.
• Review, reconcile, and record daily revenue transactions.
• Assist with various month-end and year-end accounting tasks specific to the Revenue section.

The Essentials

• Three (3) years of increasingly responsible accounting clerical experience.
• Education equivalent to an associate of arts degree in accounting or a related field. Additional experience may be substituted for some of the required education on a year-to-year basis.

Highly desirable  

• Utility billing and miscellaneous revenue collection and/or customer service experience.

ABOUT THE POSITION

ABOUT THE POSITION

The City of Gilroy is currently recruiting a full-time Engineering Technician/Inspector at level I or II or III (depending on experience and qualifications) for the Engineering Division of the Public Works Department. The Parks & Recreation Department is responsible for managing and maintaining the City's beautiful park system, recreation facilities, pools, and cemeteries and providing programs, services and activities that enhance residents’ lives and contribute to the health and wellness of the community. The Position:
 This recruitment is for two Recreation Coordinator positions. 

Recreation Coordinator, Performing Arts Unit, Community Recreation Center

The Performing Arts Unit offers year-round programming in theater, dance, music, and choir, led by a team of contract instructors and part-time staff. One of our cornerstone offerings is the Youth Theater Program—now in its 55th year—which stages four full-scale productions annually. We’re looking for a passionate, organized, and collaborative recreation professional who shares our love for theater and the performing arts. This role is key to delivering high-quality, inclusive, and engaging programs, classes, and performances. Recreation Coordinator, Active Older Adults, Senior Center

The Senior Center serves a thriving community of over 1,000 members and welcomes hundreds of visitors each day for both drop-in and fee-based programs. With a wide range of offerings—from fitness and nutrition to travel and enrichment—the Center is a vibrant, highly valued resource with something for everyone. We are seeking an enthusiastic, dedicated, and compassionate recreation professional who enjoys working with older adults.  This classified position is responsible for coordinating programs within a specific recreation program (Performing Arts; Youth Development; Sports & Aquatics; Older Adults & Special Populations, Enrichment, or Marketing & Communications).  The position may also be responsible for conducting administrative and promotional duties for community-wide activities or events in a specific recreation program. The incumbent may be required to oversee a specific recreation facility, perform routine program development or oversight, and take specific responsibility for the coordination of as-needed staff and contract employees. Performs related work as required.

Minimum Qualifications

EDUCATION AND EXPERIENCE

Minimum Requirements:

• A Bachelor's Degree from an accredited college or university with a degree in Recreation, Recreation & Leisure Studies, Tourism, Leisure & Event Planning, Social Science, Kinesiology, or closely related field; and
• Two (2) years of full-time paid experience coordinating a recreation program, including the supervision of recreation leadership personnel.  These two (2) years may be a combination of full-time, part-time, or internship experience (2,000 hours of part-time and/or internship experience are equivalent to one (1) year of full-time work experience).

For Aquatics Program:

• Minimum of two (2) years of experience in various aquatics programs and in aquatic environment emergency response.

Possible Substitution for Education:

• Graduation from high school or possession of a G.E.D. and five (5) years of additional paid full-time experience in the supervision of recreation personnel in a public recreation setting may be substituted for the college graduation requirement.

Desirable Qualifications:

• Experience with program budgeting and program marketing is highly desirable; and
• Experience using recreation registration software program is desirable.

LICENSE(S) AND/OR CERTIFICATION(S)

• Possession of a valid California Class C driver's license is required at the time of appointment and for the duration of employment; and
• CPR and First Aid is required within six (6) months of appointment and for the duration of employment.

For Aquatics Program:

• Title 22 First Aid and CPR certification are required at the time of appointment and for the duration of employment; and
• Lifeguard Training Certificate and Lifeguard Training Instructor Certificate are required at the time of appointment and for the duration of employment.

DESIRABLE QUALIFICATIONS

• Experience with program budgeting and program marketing is highly desirable;
• Experience using recreation registration software program is desirable; and
• When assigned to the Aquatics Program, Water Safety Instructor Certifications or other recognized Swim Lesson Instruction Certification is desirable. 

OTHER REQUIREMENTS

• May be required to work evening shifts, weekends, and unusual hours to meet program and event requirements; and
• Must be able to perform all of the essential functions of the job.

DISTINGUISHING CHARACTERISTICS

The Recreation Coordinator is an advanced journey level classification responsible for coordinating programs for a specified recreation program or recreation facility. Incumbents regularly work on complex tasks that require discretion and independent judgement. Assignments are given with general guidelines and incumbents are responsible for establishing objectives, timelines, and methods to deliver services. The Recreation Coordinator differs from the lateral classification of Recreation Coordinator - Therapeutics in that the lateral classification specializes in therapeutics programs, whereas, the Recreation Coordinator performs general recreation work. The Recreation Coordinator is distinguished from the higher-level classification of Recreation Supervisor in that the later primarily performs supervisory functions over recreation programs, facilities, events, and/or parks and supervises full-time personnel. 

Candidates must attain a passing score on each phase of the examination process to qualify for the Eligible List. A department interview may be required prior to appointment.

ABOUT THE POSITION
The City of Gilroy is hiring two part-time Recreation Specialist positions, each with a distinct focus. One position will support Youth, Adaptive, and Senior programs, while the other will focus specifically on serving the East Gilroy neighborhood with various recreation programs. Both roles will involve leading programs for socio-economically disadvantaged youth, teens, and adults, managing part-time staff, program planning, administering grants, and collaborating with local organizations and public agencies.
 
Under general supervision of a Recreation Manager, Recreation Supervisor, or Recreation Coordinator, the Recreation Specialist will plan, organize, and direct the physical, recreational, and social activities of assigned recreation programs. Position Duties:

The Department is recruiting for part-time, unbenefited Lifeguard and Instructor Lifeguard positions in the Recreation Services Division (RS) for the Citywide Aquatics programming.

The Lifeguard classification is covered by the Minimum Wage Police and pay starts at $17.95 hourly.

The Instructor Lifeguard classification is covered by the Pay Floor Rate and pay starts at $29.45 hourly.

These positions may be required to work variable shifts between the hours of 6:00 AM – 8:00 PM, Monday – Saturday during the dates of June 16, 2025 - August 8, 2025. Additionally, a MANDATORY training for both Lifeguard and Instructor Lifeguard positions will take place starting the week of June 9, 2025 - June 13, 2025, from 8:00 AM – 5:00 PM. These positions are part-time, unbenefited with a limit of less than 20 hours per week or less than 1,040 hours per year. There is no guarantee of hours or longevity. All programs adhere to Santa Clara County, Public Health guidelines to ensure the health and well-being of staff. Face coverings and Personal Protective Equipment are provided. Staff may assist with daily health screenings, cleaning, and sanitization in City programs following the Centers for Disease Control and Prevention guidelines. 

Note: Candidates are not required to possess the Lifeguard Training certificate at the time of completing the application or to interview for the position. If selected for the position of Lifeguard, the Citywide Aquatics program will offer Lifeguard Training certification classes, if needed. If selected for the position of Instructor Lifeguard, the Citywide Aquatics program will be offering Lifeguard Training and American Red Cross Water Safety Instructor's (WSI) certification classes, if needed. The American Red Cross Lifeguard Training certification age requirement is at least 15 years old and the American Red Cross Water Safety Instructor certification age requirement is at least 16 years old. 

If selected to move forward in the conditional offer process, the Lifeguard certification pre course swimming skills test that consists of the following:

• a 300-yard swim using front crawl or breaststroke.
• a 2-minute tread using legs only
• the ability to retrieve a 10-lb dive weight from 7 ft deep, to the surface and swim 20 yds with the weight, using legs only and exit the pool without using a ladder within 100 seconds. 

Lifeguard:  Lifeguards supervise the conduct of swimmers to maintain safety in the swimming pool. Lifeguards also enforce swimming pool rules and may participate in swim instruction programs; observe swimmers in swimming pools; provide warnings to those who violate the safety rules of the pool and expelling them, if necessary, because of willful disobedience of the rules; rescues swimmers who are in distress; and administers artificial respiration when necessary, according to the prescribed method. Lifeguards may also train and direct the work of lower-level workers as assigned and participate in pool maintenance. Possession of a current American Red Cross Lifeguard Training’s Authorization Certificate is REQUIRED for the position of Lifeguard. 

Instructor Lifeguard:  In addition to the duties identified for Lifeguards, Instructor Lifeguards also organize and conduct swimming instruction classes for beginners, intermediate, or advanced swimmers at a swimming pool. Duties will include teaching swimming to children, adult individuals, and groups. Instructor Lifeguards may officiate at competitive swim meets. Instructor Lifeguards must also be able to instruct in the techniques of swimming and lifesaving. Possession of a current American Red Cross Water Safety Instructor’s Authorization Certificate (WSI) is REQUIRED for the position of Instructor Lifeguard. 

Lifeguard and Instructor Lifeguards may be placed at any of the City pools. Currently, the City of San José is hiring for four pools at the following locations:
