DESCRIPTION:

Substitute preschool instructor plans, organizes, and implements a program of instruction for preschool as part of scheduled recreation activities; develops courses to be a part of preschool, inventories, and maintains material and equipment requirements for program; supervises and trains Preschool aides and volunteer assistants to assist in conducting the program as needed; assists in publicizing programs to the general public; represents the City before general public as part of assigned functions; coordinates assigned program activities with other departmental programs.

This classification differs from that of a Preschool Teacher which is an as needed position. Substitute teachers are responsible for assisting the preschool teachers as needed, on an on-call basis with no set schedule. This is a part-time temporary, non-benefited position limited to 995 hours per fiscal year.

Receives direct or general direction from the Recreation Coordinator. Exercises no direct supervision over staff.

Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.

Engage with participants in a variety of positive, fun, and age-appropriate activities. Typical activities include, but are not limited to: arts, crafts, reading, snack preparation, indoor and outdoor play, field trips, and special events.

Supervises program participants.

Assists with leading activities, programs, and events.

Maintains a positive and safe work environment.

Encourages participation and facilitates activities.

Supports fellow Preschool Teachers and participates in maintenance of facility and equipment.

Attend staff meetings and respect departmental policies and procedures.

Answer questions and field complaints from customers and refer them to appropriate staff.

Performs other duties as required.

Open and close classrooms and facilities for weekday, weekend, and evening recreation classes and events.

Must be 18 years of age and have an equivalent of two years college and minimum of one year experience in facilitating a program for preschool age children or two years related experience in a leadership position working with preschool age children. At least 15 units of college level courses in Early Childhood Education are mandatory. Current Certifications in CPR and First Aid are desirable. The Preschool Instructor should have knowledge of safety precautions, and should possess a positive and enthusiastic attitude.

Substitute hours are not guaranteed and may vary.

Typical Preschool Schedule: Monday through Friday, 8:45 a.m. to 12:15 p.m.

Typical Lunch Bunch Schedule: Monday through Thursday, noon to 2 p.m.

Worked hours outside the typical schedule can be up to 7 hours a month

Must be able to stand, sit, bend, squat, climb, kneel, jump, run, twist and reach, and lift and carry weight of 30 pounds or less while coordinating and or/ supervising activities.

THE DEPARTMENTS & DIVISIONS
 The Utilities Department is a newly formed department focused on delivering exceptional water and wastewater services. The team promotes excellence in operations, integrity in decision-making, and collaborative problem-solving. The Utilities Department manages a combined budget of approximately $30.9 million for FY25, with $16.4 million allocated to sewer services and $14.5 million to water services. The Utilities Department supports regional wastewater treatment through technical and strategic engineering work at the South County Regional Wastewater Authority (SCRWA). Engineers in this department coordinate multi-jurisdictional projects and ensure regulatory compliance while managing impactful capital projects. The SCRWA serves both Gilroy and Morgan Hill, managing a wastewater treatment facility that processes approximately 2,000 acre-feet of recycled water annually. THE JOBS & IDEAL CANDIDATES

The Utilities Business Manager is an exciting opportunity for a financially savvy, strategic thinker to make a meaningful impact in one of Gilroy’s most vital service areas. The Utilities Business Manager will be responsible for managing multiple enterprise funds, guiding long-range financial planning, and leading rate studies and forecasting that drive decision-making for water, wastewater collection, and wastewater treatment services. This role will supervise two staff, and may supervise more staff as the department grows. They will serve as a critical advisor to the Utilities Director, helping to shape operational strategy. The ideal candidate will bring extensive knowledge of public finance, budgeting, and rate-setting, combined with demonstrated leadership in team management. Experience working with grants, contracts, and municipal systems is highly valued. The Utilities Operations Manager role is ideal for a mission-driven leader who thrives in fast-paced, hands-on environments and is passionate about delivering top-tier utility services. The Utilities Operations Manager will oversee an Operations Division of 18 staff with two direct reports, and may supervise more staff as the department grows. They will oversee the City’s water distribution and wastewater collection systems, ensuring safe, efficient, and sustainable operations. In addition to supervising day-to-day functions, they will lead the implementation of new technologies, including a Computerized Maintenance Management System (CMMS), while also cultivating a culture of safety and accountability. The ability to navigate regulatory standards, build team capacity, and drive process improvements will be essential. The ideal candidate brings a proven track record in utilities maintenance and operations, along with strong project management skills and a proactive approach to problem-solving.

 

The Senior Environmental Engineer - Wastewater will lead high-profile wastewater treatment initiatives for the South County Regional Wastewater Authority (SCRWA). The Senior Environmental Engineer - Wastewater will oversee one direct report and, working alongside the third-party contractor for the treatment plan, will serve as the technical lead for complex CIP projects, regulatory reporting, consultant oversight, and cross-agency collaboration. The Engineer will play a pivotal role in ensuring long-term environmental sustainability while enhancing infrastructure critical to regional growth. The ideal candidate will have strong expertise in sanitary or environmental engineering and understanding of regional, state, and federal-level regulations. EMPLOYMENT STANDARDS

Utilities Business Manager:

• Education: Bachelor’s degree with major coursework in business, public administration, accounting, or other similar field of study. Master’s degree is desirable.
• Experience: 4+ years professional finance or budget experience, including 1 year supervisory.

Utilities Operations Manager:

• Education: Bachelor’s degree in civil engineering, construction management, environmental sciences, public administration, or a related field of study.
• Experience: 3-7+ years of relevant utilities operations and supervisory experience.

ABOUT THE POSITION
The City of Gilroy is hiring two part-time Recreation Specialist positions, each with a distinct focus. One position will support Youth, Adaptive, and Senior programs, while the other will focus specifically on serving the East Gilroy neighborhood with various recreation programs. Both roles will involve leading programs for socio-economically disadvantaged youth, teens, and adults, managing part-time staff, program planning, administering grants, and collaborating with local organizations and public agencies.
 
Under general supervision of a Recreation Manager, Recreation Supervisor, or Recreation Coordinator, the Recreation Specialist will plan, organize, and direct the physical, recreational, and social activities of assigned recreation programs. Program areas include but are not limited to: Adaptive (special needs), Adult and/or Youth Sports such as organized leagues or classes, After School Program, Cultural Arts, Facility Attendant, Senior Center, Special Events, Summer Camps, Theater, and Youth Center/Youth Services. This is an entry-level, paraprofessional position supporting the Recreation Division.

The Department

The Community Services Department plays a key role in enhancing the community and ensuring the citizens of Fremont receive excellent customer service through the management of recreation facilities, quality recreation and environmental programs, and park planning.

The Position

The Park Ranger/Naturalist will provide information and assistance to the public, as well as enforce laws, rules, regulations, and the Fremont Municipal Code. The primary focus of the position will be to assist with implementing the initiatives of the Homeless Task Force. Additionally, the incumbent may conduct natural resource protection and environmental education programs.

Examples of Job Duties

• Work in prescribed uniform and is responsible for general patrol and supervision of City of Fremont’s parks, plazas and trails.
• Interact and engage with unhoused populations on a daily basis, providing guidance and encouragement, enforcing laws and regulations and connecting community members with service providers.
• Perform homeless response strategies and mitigation efforts, such as posting notice to abate nuisance tags, collection on unattended property and removal of debris.
• Provide assistance and act as a liaison to the public, responding to questions concerning park and recreation facilities, programs, policies, and rules and regulations.

The CISO will direct the Cybersecurity Office as the City’s principal executive leader for information and systems security. In partnership with the Chief Information Officer (CIO), they will manage risk identification, protection and compliance, threat detection, incident response (IR), and recovery services for all City departments to ensure business resilience.
 
The City’s CISO must be able to apply expertise in security strategy, cybersecurity frameworks, managing staff and vendor services, leading incident management, and optimizing resources to achieve desired security outcomes.
 
Key responsibilities include but not limited to:

• Lead and mentor the Cybersecurity team, offering expertise and support to foster growth and a collaborative environment. 
• Collaborate with business units and solution providers to provide optimal security measures and achieve a balance between sustaining business operations and achieving security compliance.
