DEFINITION
Under general supervision, to make major and minor mechanical repairs on various kinds of gasoline and diesel-powered equipment; and to do related work as required.

ESSENTIAL FUNCTION REQUIREMENTS
Ability to drive and possess a valid California Operator’s license for the type of equipment driven (Class B); ability to work in a variety of confined spaces and positions, and work outside in inclement weather; ability to do heavy lifting; ability to perform work that is labor intensive with considerable bending and stooping and repetitive shoulder, arm and hand motions; must have a great deal of finger dexterity; ability to distinguish color of wires; ability to read and understand written work orders and shop manuals, and communicate with various division employees, parts houses and vendors in order to obtain parts and effect repairs. Within six (6) months of hire, possess and maintain brake certification.

Basic Examples of Duties

Duties may include, but are not limited to the following:

• Inspects, diagnoses and repairs mechanical defects in automobiles, trucks, graders, rollers, and a variety of diesel and gasoline-powered equipment tears down motors and performs general overhauling; repairs transmissions, differentials, carburetors, distributors, fuel pumps, lights, steering gears, starters, alternators, universal joints, sirens, and hydraulic systems; aligns wheels, adjusts brakes; repairs auxiliary equipment such as hydraulic pumps and motors; builds specialized equipment; installs batteries, tires, wiring, automatic electronic systems, and brakes; welds and cuts with electric and acetylene; occasionally makes emergency repairs out of the shop.

THE DEPARTMENT

THE POSITION

The Open Space Ranger will primarily work in the open space areas of incorporated San Rafael.  The Ranger will be responsible for judiciously enforcing all laws, with particular emphasis on identifying unlawful campsites mitigating fire hazards, and coordinating with other private, city, county, and state agencies to clean up the campsites.  They will work with patrol officers, business owners, residents, and other members of the public to prevent crime, resolve problems, and solve crime.  The Ranger is responsible for keeping accurate records and must remain organized.  The Ranger will use a variety of methods to accomplish their goals, including foot patrol, bicycle patrol, 4-wheel drive truck, and the ATV.  

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to): 

• Patrol designated open space areas within the City using foot, bicycle, ATV, and four-wheel drive vehicle patrols.
• Enforce federal, state, and local laws and City ordinances, with particular emphasis on open space regulations.
• Identify, investigate, and address unlawful encampments in open space areas in coordination with City, County, and State partners.
• Mitigate public safety and environmental hazards, including fire risk, illegal dumping, and resource damage.
• Mitigate fire risk through ignition reduction, coordination with Marin Wildfire Prevention Officers, and vegetation abatement for fire road access.
• Removal of ignition sources (warming fires, propane tanks, etc.) in open space.
• Conduct proactive crime prevention, enforcement, and problem-solving activities in parks and open space areas.
• Respond to calls for service related to open space areas, including quality-of-life issues, suspicious activity, and criminal behavior.
• Coordinate cleanup operations with Public Works, Parks, Fire Code Enforcement, and outside agencies.
• Engage with community members, hikers, residents, business owners, and visitors to promote safety and voluntary compliance.
• Prepare clear, accurate, and timely reports, citations, and documentation related to enforcement actions and activitIes.
• Collect evidence, conduct investigations, and follow up on criminal cases occurring in open space areas.
• Provide court testimony as required.
• Assist with emergency response operations, including search and rescue and wildfire-related incidents.
• Maintain familiarity with open space geography, access routes, and environmental sensitivities.
• Perform related duties as assigned in support of Department and City objectives.

EDUCATION and/or EXPERIENCE

• High school diploma or general education degree (GED)
• Possession of California P.O.S.T. Basic Certificate or completion of a California P.O.S.T. approved basic academy.
• No college and/or previous experience required.
• U.S. Citizen and at least age 21.
• Valid driver's license.

ABOUT THE POSITION:
The Housing Coordinator supports the Housing and Community Development division by assisting in the formulation and implementation of the City’s affordable housing policies and programs. This position monitors the City’s inventory of affordable housing units for compliance with the applicable deed restrictions or affordability covenants, assists developers in complying with the City’s Affordable Housing Ordinance, and coordinates the funding processes for the City’s affordable housing funds. The Housing Coordinator stays current with local, state and federal housing laws and helps advance the various affordable housing policies and programs in the City’s Housing Element. This may include drafting funding agreements, reviewing scopes of work for housing rehabilitation projects, and income verification of applicants for affordable housing programs.

DEFINITION

Under the direction of the Housing and Community Development Manager, the position is responsible for the development, coordination and oversight of the City’s housing policies and programs to meet the City’s long and short-term housing goals and objectives.

EXAMPLES OF DUTIES

Identify and work with for-profit and non-profit housing development organizations in developing affordable housing projects; negotiate and monitor contracts; develop and evaluate RFP’s relating to affordable housing development; assist in developing new housing assistance programs, new housing development projects, criteria for new construction programs, and in negotiating lending agreements and contracts with financial institutions for housing programs; work on site acquisition for housing programs. Additional duties are to analyze housing project development Pro Forma; maintain a liaison relationship with the County, the State and Federal Agencies which administer housing programs; provide assistance to those individuals seeking housing assistance; monitor compliance of affordable housing projects; prepare and maintain the HUD Consolidated Plan and Annual Performance Reports; and, assist with the compiling of the Housing Element; and, performs related work as required.

MINIMUM QUALIFICATIONS

Knowledge of: Real Estate lending practices and underwriting standards, and housing development finance; as well as, knowledge and experience with housing funds and HUD’s Community Development Block Grant (CDBG) and HOME programs along with laws, regulations and funding requirements relating to State and Federal assisted housing programs.

Ability to: Prepare clear and concise written reports and recommendations, both written and oral, to the City Council, Daly City Housing Development Finance Agency, and at public meetings; maintain effective working relationships with City Council members, City Staff, the real estate development community, non-profit organizations, civic groups and the general public. Additionally, be sensitive to the housing needs of the City’s
lower-income residents, and translate knowledge into policy options for City Council and Housing Development Finance Agency programs. Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Bachelor’s degree in Public Administration, Business Administration, Economics, Planning, Sociology or a related field. A Master’s degree is highly desirable.

Experience: Three years of increasingly responsible experience with housing programs, construction industry, financial institutions, real estate and local agencies is required.

License: Possession of a valid California Class C California Drivers License.

ABOUT THE POSITION:
The Circulation Manager leads the day-to-day operations and strategic direction of the Library’s Circulation Services. As a member of the Library’s management team, this role is instrumental in maintaining efficient, patron-centered service. Key responsibilities include overseeing circulation operations at the Serramonte Main Library: supervising and supporting staff, managing schedules, and ensuring a high standard of customer service. The Circulation Manager also collaborates with managers across all four Daly City library locations, contributes to committee work, supports program planning and implementation related to circulation services, and completes special projects as assigned.

DEFINITION

Under the general supervision of a Librarian II, Librarian III or Library Services Manager, this position is responsible for coordinating a library program area such as Circulation, Programming, Outreach and Marketing, or Technology Support and Training.  This is the highest level of the Library Assistant series and is distinguished from the next lower class by the higher level of responsibility, including coordinating services system-wide and training and supervising staff. 

EXAMPLES OF DUTIES

THE POSITION

The Wildfire Program Support Specialist provides operational, administrative, and technical support for the San Rafael Fire Department's wildfire prevention, mitigation, and community risk-reduction programs.  The Specialist will support the Wildfire Mitigation Program through the implementation of the San Rafael Wildfire Prevention and Protection Plan and Marin Wildfire Prevention Authority (MWPA) goals.  The position works closely with fire prevention staff, vegetation management personnel, contractors, community organizations, and residents to ensure efficient program delivery and high-quality customer service.  This role supports planning, data tracking, public education, defensible space evaluations, grant administration, and logistics for wildfire-related initiatives.  

ESSENTIAL DUTIES AND RESPONSIBILITIES (may include but are not limited to the following):

• Support the implementation of the San Rafael Wildfire Prevention and Protection Action Plan and Marin Wildfire Prevention Authority workplan in an inclusive and equitable manner.
• Provide various administrative support services including but not limited to inputting invoices, contracts, and purchase orders, budget tracking, meeting support and responding to resident inquiries.
• Assist in coordinating contractors, scheduling inspections, and maintaining project timelines and documentation.

The Childcare division offers programs with developmentally appropriate curriculum with a wide variety of activities and experiences that support and enhance children's cognitive, social, emotional and physical growth.  Our professional staff provides a balance of child-initiated and teacher-led activities designed to support children's individual growth and development in a safe and enriching environment.

We're hiring for the following positions:

• One (1) School-Age (TK-5) Instructor I/II at Mary Silveira Childcare Center
• One (1) Preschool Instructor I/II at Pickleweed Preschool
• Three (3) School-Age (TK-5) Instructor I/II at Glenwood Childcare Center

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to - view the full job spec HERE)

• Assist in planning and implementing age appropriate curriculum, activities and events.
• Provide continuous supervision to children in day-to-day activities; ensures health and safety of children.
• Monitor behavioral patterns and assists with assessment and child development profiles.
• Evaluate needs of children, staff and site in order to maintain a safe and healthy environment for children and staff.
• Schedule parent conferences to discuss children's development and concerns; work with family to devise learning and development strategies as necessary.  
• Maintain accurate attendance and enrollment records; maintain appropriate confidential records.

EDUCATION and/or EXPERIENCE

Child Care Instructor I:

• Completion of a minimum of  six (6) units of Early Child Education (ECE) courses and currently working toward the completion of twelve (12) units of ECE courses.
• Six (6) months working with children.
• AA in recreation, education, or related field preferred

Child Care Instructor II:

• Completion of twelve (12) Early Childhood Education (ECE) courses.
• One (1) year working with children in a group setting.
• B.A. in recreation, education, or related field preferred.

SPECIAL REQUIREMENTS

• Possession of a valid California Driver's License preferred

PHYSICAL DEMANDS

Must be able to perform physical activities, such as, but not limited to lifting or carrying children or heavy items (up to 40 lbs.) unassisted, reaching, bending, standing, or walking.  The employee is occasionally required to sit, climb or balance, twist, stoop, kneel, crouch or crawl.  Specific vision abilities required by this job include close vision, distance vision, color vision, peripheral vision, depth perception, and ability to adjust focus.  Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions.

Definition: Under supervision, to provide facility support to recreation programs, activities or services; understands and adheres to facility policies and procedures; and performs related work as required.  This temporary part-time non-benefited position works an average of 5 - 25 hours per week during the program year.  Available shifts are Saturday and/or Sunday afternoons/evenings.

Essential Duties:  Depending upon assignment, the duties of a Facility Attendant - Recreation Leader I, II or III may include, but are not limited to, the following:

• Organizes, inventories and maintains necessary facilities and materials.
• Open, close, and secure recreation facilities.
• Set up and tear down tables and chairs.
• Follow set-up directions specific to each activity and event.
• Maintains group and individual discipline, and code of conduct.
• Perform light maintenance to maintain equipment, rooms, and the overall appearance of the facility and picnic rental sites
• Provide quality customer service to all instructors, participants, and renters
• Performs other duties of a similar nature or level.

Special Requirements:   Vision adequate to perform room set-ups and take down; speak clearly; ability to bend stoop or crouch; physical stamina to complete all set-up related activities; ability to work off-hours, shifts or events as required; strength to lift and carry materials weighing up to 20 pounds; and the ability to work outdoors in a variety of weather and temperature conditions.

Minimum Qualifications:

Knowledge of: 

• Operation of a recreation facility.
• City policies and procedures.
• Record keeping techniques.
• Basic first aid and safety practices and procedures;
• Customer service including greeting guests and providing information.
• Recreation activities and services.
• Basic event management and principals.

 Ability to: 

• Work independently.
• Prioritize and handle multiple program tasks.

• Judge situations and people accurately.
• Understand and carry out oral and written directions.
• Establish and maintain effective and cooperative relationships with subordinates, peers, supervisors, and the public.

• Perform the physical duties of the job.

Education & Experience: 

Recreation Leader I:  Current enrollment in high school, with minimum age of 15 at time of appointment.  Must possess a work-permit. No previous experience required.

Recreation Leader II:  Current enrollment in high school, with minimum age of 16 at time of appointment.  Equivalent to three (3) months of full-time experience (approximately 500 hours) of volunteer or paid work experience in recreation programs or equivalent. Depending on area of assignment, previous knowledge of and experience participating in the activity and/or sport is desirable. 

Recreation Leader III:  Equivalent to completion of the twelfth (12) grade.  Equivalent to six (6) months full-time experience (approximately 1,000 hours) of volunteer or paid work experience equivalent to a Recreation Leader II with the City of Millbrae. Depending on area of assignment, previous knowledge of and experience participating in the activity and/or sport is desirable.

Certificates:  Must possess a first aid/CPR certification or be willing to obtain one. 

Service Standards:  

Must successfully complete background process.  All candidates will be fingerprinted pursuant to California State Law.  All successful candidates under age 18 must possess a work permit prior to hire.
