Behavioral Health and Recovery Services (BHRS) offers a broad spectrum of mental health and substance use services for children, youth, families, adults and older adults in San Mateo County in the prevention, early intervention and treatment of mental illness and/or substance use conditions. Mental health services are also available for emotionally disturbed children, older adults at risk of institutionalization, children in special education or at risk of out-of-home placement, uninsured residents of San Mateo County and people of any age in a major crisis.
 
Correctional Health Services provides integrated medical, dental, mental health, and chemical dependency treatment to San Mateo County's incarcerated adults, and medical and dental care to the juvenile hall population. Medical services include health screening, treatment, education, and 24-hour emergency response for juveniles and adults.

Public Health Policy and Planning includes Edison HIV Clinic and Mobile Health Clinic/Street and Field Medicine program. Edison Clinic provides comprehensive patient-centered HIV primary care services to persons living with HIV (PLWH) within San Mateo County as well as provides services in diagnosis and treatment of sexually transmitted infections (STIs) to all San Mateo county residents. The Mobile Health Clinic/Street and Field Medicine program provides field-based medical care focusing on homeless, formerly incarcerated, and farmworker/farmworker family member individuals. The program provides medical care in the field at encampments and homeless congregation sites, homeless shelter, peripheral sites outside of San Mateo County Clinics, and on a mobile medical clinic vehicle that parks at scheduled sites throughout the county.

The San Mateo Medical Center is a public hospital and clinic system fully accredited by the Joint Commission. The Medical Center operates outpatient clinics throughout San Mateo County and also an acute-care hospital. We serve the healthcare needs of County residents, serving as the healthcare home for underserved and underinsured residents, with an emphasis on education and prevention. Under general supervision, Nurse Practitioners will provide services such as conducting complete physical examinations, developing diagnostic impressions, and managing care of patients working in one or more specialty areas, such as geriatric, pediatric, family health, or OB/GYN practice.

POSITION

The City of Daly City is looking for people interested in working 10-20 hours per week in a variety of settings selected by the Department of Library and Recreation Services. Our current openings are in the Recreation Division and may be in the areas of the Afterschool Youth Recreation Program, Aquatics Program or Facility Attendant. This position will report directly to the Recreation Program Coordinator or Recreation Program Supervisor and will work various hours throughout the week, including evenings and weekends

DEFINITION

Under general supervision, a Recreator III independently performs assigned tasks which serve the public use of municipal recreation facilities and other duties as required.

EXAMPLES OF DUTIES

Open and close facilities following established guidelines, set up equipment needed for facility programs, perform routine maintenance and cleanup for assigned facilities, collect fees for facility use, maintain order and discipline in assigned facilities and programs by enforcing City and Departmental policies, may facilitate in assigned program areas, may supervise other part-time staff, volunteers, or court workers as assigned, and maintain accurate records and reports. May include specific assignments such as senior swim instructor, senior lifeguard, facility attendant and assisting with after school or summer programs. Other duties as assigned.

MINIMUM QUALIFICATIONS

Knowledge of: General facility operations, intermediate lesson instruction techniques for assigned area, and safety practices for assigned programs.

ESSENTIAL FUNCTION REQUIREMENTS

Basic Examples of Duties

• Inspects, diagnoses and repairs mechanical defects in automobiles, trucks, graders, rollers, and a variety of diesel and gasoline-powered equipment tears down motors and performs general overhauling; repairs transmissions, differentials, carburetors, distributors, fuel pumps, lights, steering gears, starters, alternators, universal joints, sirens, and hydraulic systems; aligns wheels, adjusts brakes; repairs auxiliary equipment such as hydraulic pumps and motors; builds specialized equipment; installs batteries, tires, wiring, automatic electronic systems, and brakes; welds and cuts with electric and acetylene; occasionally makes emergency repairs out of the shop.

To perform a variety of semi-skilled and skilled work involving the construction, maintenance, and repair of the City's traffic signs and markings.  The purpose of this recruitment is to fill a current temporary/part-time vacancy in our Public Works Department. Candidates who do not currently meet the minimum qualifications for the Signs and Markings Technician I position may be considered for an Intern position instead.

IDEAL CANDIDATE
The Ideal Candidate will have experience with equipment, materials and methods utilized in general construction, maintenance, and repair of traffic signs and markings. This individual will be able to work independently with limited supervision, and make sound decisions.  It is important that this person can follow directions properly, be flexible, communicate clearly and have a positive, professional attitude.

ESSENTIAL JOB FUNCTIONS
Paint, install, and maintain city street signs, striping and reflective markers. Design and manufacture street name signs, City facility signs, and regulatory signs. Interpret and apply relevant codes, rules, and regulations as specified in the Traffic Control Handbook, Caltrans Specifications and California Manual on Uniform Traffic Control Devices (MUTCD). Provide general information to the public, other city departments, and vendors pertaining to area of assignment; investigate and respond to citizen inquiries and complaints regarding area of assignment. Comply with the policies and procedures in the Department Illness and Injury Prevention Program; utilize proper safety precautions and set a positive example for others. Regular, predictable, consistent and timely attendance is an essential function of the position. OTHER JOB FUNCTIONS
Assist in the planning and layout of traffic control devices including safe work zones. Be aware of the Underground Service Alerts (USA) guidelines.  Perform preventive maintenance and minor repairs on assigned equipment such as compressors, paint sprayers, thermal applicators and stencils. Install new or modified signing and/or striping as directed by Senior Signs and Marking Technician. Requisition and purchase materials and supplies; assist in maintaining expenditure records for materials and services; maintain records and prepare reports regarding work performed. QUALIFICATIONS
Signs and Markings Technician I

Education: High School Diploma or equivalent. Specialized coursework in signs and markings or related field is desired.

Experience: One (1) year of experience performing duties in general construction or maintenance work related to signs and markings. 

License or Certificates: Must acquire and be able to retain a valid Class B California Driver's License with Tank and Air Brake Endorsement, Signs and Markings Specialist I and Work Zone Safety certifications from the International Municipal Signal Association (IMSA), First Aid, CPR, ICS 100 and NIMS 700 certifications prior to permanent appointment.

BENEFITS

Receives general direction from the Chief Innovation and Technology Officer. Exercises technical and functional supervision over professional and technical personnel for assigned projects.

ESSENTIAL FUNCTIONS

(include but are not limited to the following)

• Architect, implement, monitor, maintain, and troubleshoot various security systems that protect the City’s networks, IT/OT systems (including SCADA), applications and critical infrastructure.
• Design, organize, modify, install, secure and support security infrastructure; and provide technical support for network and security issues associated with enterprise applications.
• Analyze both raw and processed security alerts, logs and event data to identify potential security incidents, threats, mitigations, and vulnerabilities.

PHYSICAL, MENTAL AND ENVIRONMENTAL WORKING CONDITIONS

Ability to:

All abilities from the Systems Security Analyst I level, and independently manage security-related projects, investigations, operations, and incident response; independently perform professional work involving the evaluation, implementation, and daily management of information security systems; implement and maintain compliance with all required information security rules, regulations, mandates, standards, and best practices; design, document, and implement secure network, system, and application architectures; on an ongoing basis, identify and declare observed risks, threats and vulnerabilities and propose practical steps to minimize or mitigate them; participate in, or lead, cross functional teams and meetings; perform and/or work with professional service providers to conduct risk assessments and/or ethical hacking/penetration testing against city systems to determine and mitigate vulnerabilities and other security issues; perform governance tasks, including research, analysis and evaluation, and provide recommendations regarding proposed security, network, and user systems and applications; and conduct various security awareness programs such as citywide cyber security training campaigns, phishing testing, and periodic targeted training initiatives.

ABOUT THE POSITION:
The Housing Coordinator supports the Housing and Community Development division by assisting in the formulation and implementation of the City’s affordable housing policies and programs. This position monitors the City’s inventory of affordable housing units for compliance with the applicable deed restrictions or affordability covenants, assists developers in complying with the City’s Affordable Housing Ordinance, and coordinates the funding processes for the City’s affordable housing funds. The Housing Coordinator stays current with local, state and federal housing laws and helps advance the various affordable housing policies and programs in the City’s Housing Element. This may include drafting funding agreements, reviewing scopes of work for housing rehabilitation projects, and income verification of applicants for affordable housing programs.

DEFINITION

Under the direction of the Housing and Community Development Manager, the position is responsible for the development, coordination and oversight of the City’s housing policies and programs to meet the City’s long and short-term housing goals and objectives.

EXAMPLES OF DUTIES

Identify and work with for-profit and non-profit housing development organizations in developing affordable housing projects; negotiate and monitor contracts; develop and evaluate RFP’s relating to affordable housing development; assist in developing new housing assistance programs, new housing development projects, criteria for new construction programs, and in negotiating lending agreements and contracts with financial institutions for housing programs; work on site acquisition for housing programs. Additional duties are to analyze housing project development Pro Forma; maintain a liaison relationship with the County, the State and Federal Agencies which administer housing programs; provide assistance to those individuals seeking housing assistance; monitor compliance of affordable housing projects; prepare and maintain the HUD Consolidated Plan and Annual Performance Reports; and, assist with the compiling of the Housing Element; and, performs related work as required.

MINIMUM QUALIFICATIONS

Knowledge of: Real Estate lending practices and underwriting standards, and housing development finance; as well as, knowledge and experience with housing funds and HUD’s Community Development Block Grant (CDBG) and HOME programs along with laws, regulations and funding requirements relating to State and Federal assisted housing programs.

Ability to: Prepare clear and concise written reports and recommendations, both written and oral, to the City Council, Daly City Housing Development Finance Agency, and at public meetings; maintain effective working relationships with City Council members, City Staff, the real estate development community, non-profit organizations, civic groups and the general public. Additionally, be sensitive to the housing needs of the City’s
lower-income residents, and translate knowledge into policy options for City Council and Housing Development Finance Agency programs. Interact positively and cooperate with co-workers, respond politely to customers, work as a team member, function under demanding time pressure, respond in a positive manner to supervision, and attend work and perform duties on a regular and consistent basis.

Education: Bachelor’s degree in Public Administration, Business Administration, Economics, Planning, Sociology or a related field. A Master’s degree is highly desirable.

Experience: Three years of increasingly responsible experience with housing programs, construction industry, financial institutions, real estate and local agencies is required.

License: Possession of a valid California Class C California Drivers License.
