Position Duties

The Council District Offices 2, 6, and 10 are up for election this year. The incoming elected officials will be recruiting for positions. The Council Community Relations Coordinator position will serve as a community relations representative in direct support of an elected official. The position will coordinate media communication and public information efforts for the Council District offices. Education and/or experience in the fields of public relations, communications, journalism, public information, web design, or marketing is highly desirable. Strong writing skills, communication skills, and computer proficiency with a firm grasp of social media tools and platforms are essential in this position. As well as the ability to develop and maintain effective relations with constituents and organizations with a positive and professional demeanor when working in public. Bilingual language skills (Vietnamese, Spanish, and/or Chinese), both oral and written, are desirable, but not required.
 
Responsibilities for this position may include, but are not limited to, the following:

• Planning, writing, and managing monthly external communications.
• Designing flyers, graphics, and material for community and public information.
• Updating and designing web and social media content. 
• Collaborating with staff on ideas for media and communication outreach to disseminate the Councilmember’s message to various audiences.
• Engaging and collaborating with constituents, organizations, and city staff as needed.
• Media relations and tracking.
• Planning and coordinating media events, interviews, and responses on behalf of the elected official. 
• Assisting with talking points, quotes, and messages for events and/or social media outlets. 

Employees in this classification are not members of the classified civil service and appointment would be on a contract “at-will” basis and is for a specified period of time to be determined by the appointing elected official and does not extend past the end of the elected official's term. Candidates must be willing to work a flexible schedule as needed, including frequent evenings and weekends and as exempt management employees, are not eligible for overtime compensation. The City of San José Information Technology Department seeks an experienced City Information Security Officer (CISO) to lead cybersecurity Citywide initiatives.
 
The CISO will direct the Cybersecurity Office as the City’s principal executive leader for information and systems security. In partnership with the Chief Information Officer (CIO), they will manage risk identification, protection and compliance, threat detection, incident response (IR), and recovery services for all City departments to ensure business resilience.
 
The City’s CISO must be able to apply expertise in security strategy, cybersecurity frameworks, managing staff and vendor services, leading incident management, and optimizing resources to achieve desired security outcomes.
 
Key responsibilities include but not limited to:

• Lead and mentor the Cybersecurity team, offering expertise and support to foster growth and a collaborative environment. 
• Collaborate with business units and solution providers to provide optimal security measures and achieve a balance between sustaining business operations and achieving security compliance.
• Coordinate with stakeholders within the City and partners/vendors outside of the City to ensure information and systems meet the City’s standards for threat identification, protection, and risk detection.
• Develop, operationalize, and enhance the City’s cybersecurity strategic plan, programs, policies, and architecture, including vulnerability, risk, and threat management programs through remediation.
• Conduct training programs to educate City personnel on relevant security best practices, foster diligence, and ensure compliance.
• Provide expert security guidance to City departments and officials in service planning, procurements, contract negotiations, vendor management, and project management.
• Provide expert guidance on regulations and standards (FISMA, FedRAMP, CJIS, PCI-DSS, HIPAA, etc.) the City must meet in providing municipal services, as well as security frameworks (NIST, ISO, IEEE, etc.) to shape City operations.
• Oversee and lead incident management/response processes in coordination with City departments to respond and recover from incidents.
• Resolve security-related audits in partnership with City staff.
• Ensure comprehensive security strategies align with resilience plans and emergency management exercises.
• Oversee vendor relationships and manage the City’s procurement and utilization of cybersecurity products and services across departments.
• Lead the annual Cybersecurity Assessment of the City’s technology infrastructure.
• Provide strategic and operational leadership to address cybersecurity in the City’s emerging Internet-of-Things, smart communities, privacy, and equity through data initiatives. 
• Collaborate with the Digital Privacy Officer to address privacy challenges emerging from new technologies, including AI. 
• Implement governance policies to ensure responsible AI usage across the organization, aligning with ethical standards and risk management protocols. 
• Support the GovAI Coalition’s initiatives to promote responsible and safe use of AI in government.

Position Duties

 

The City of San Jose is recruiting for a part-time School Crossing Guards in the Police Department during the normal school year.  Work involves providing for the safe conduct of elementary and junior high school children across heavily traveled streets and reporting problems requiring possible police action. Positions may involve substituting at different corners or a regular location assignment.  In general, these assignments are a split shift with approximately ten (10) hours per week.  School Crossing Guards are required to work outside regardless of weather conditions and must be able to provide a uniform as specified by the Police Department.   Work includes outside duties and exposure to weather.  Work may include the physical ability to sit, stand, walk quickly, step up/down from the curb, reach, push and/or pull, twist and or rotate, bend, lift and carry up to 10 pounds, use hands hold and use a stop sign the entire shift, use other hand to stop traffic and use a whistle at the same.

The Wastewater Treatment Plant (WWTP) is a 15.7 MDG sub-regional facility that serves a population of more than 140,000 with an annual operating budget in excess of $10 million and has a staff of 28 professional and technical personnel.

The City of San Mateo is building a cross-functional team tasked with upgrading the City’s 15.7 MGD conventional activated sludge plant with new liquids treatment process facilities, including headworks, primary treatment, five-stage biological nutrient removal/membrane bioreactor (BNR/MBR) process, biological and chemically enhanced treatment (BioACTIFLO) process, and other general plant upgrades, including odor control to serve the new facilities. What You’ll Do

• Operate wastewater treatment facilities to control flow and processing of wastewater, sludge and effluent; monitor gauges, meters and control panels; observe variation in operating conditions, interpreting meter and gauge readings and test results to determine processing requirements.
• Operate valves and gates, start and stop pumps, engines and electric motors to control and adjust flow and treatment processes, operate and maintain boilers, perform routine maintenance work on valves, tanks, related equipment and facilities.
• Monitor, adjust and troubleshoot as needed plant operational processes utilizing data-driven technology, such as the SCADA or PCS system.
• Fully utilize the computerized work systems in accordance with work flow processes.
• Operate treatment plant vehicles and stationary machinery as required.
• Collect samples and perform routine laboratory tests and analyses.

 

These positions require shift work, nights, weekends, holidays with on-call emergency response 24 hours per day. However, along with this challenge is the benefit of working a 12-hour shift that results in a very favorable work/life balance and requires the minimum commuting days as compared to other standard 8-hour shifts.

 

Who You Are

 

The WWTP Operator in Training:

• You have graduated from high school or equivalent, and have six educational units of math or science course work, and six months experience in handling mechanical equipment and tools.
• You have up to 18 months to obtain a Grade I WWTP Certificate to promote to WWTP Operator I.

 

The WWTP Operator I:

• You have graduated from high school or equivalent and have six months experience in handling mechanical equipment tools.
• You possess a Grade I WWTP Certificate and work under direct supervision of the WWTP Shift Supervisor or WWTP Operator II and perform more routine operation work.
• You may be promoted to WWTP Operator II upon obtaining a Grade II WWTP Certificate and completing qualifying training.

 

The WWTP Operator II

• You possess a Grade II Wastewater Treatment Plant Operator Certificate issued by the State of California.
• You have graduated from High school or equivalent and a minimum of one year of experience in the operation of a wastewater treatment plant.

The City of San Jose’s Department of Planning, Building, and Code Enforcement serves to ensure the orderly and safe development of private properties, compliance with all applicable building, zoning, and quality of life ordinances and regulations, and to promote healthy and safe community standards.  This is accomplished by departmental staff in service to customers by:

The Department has a staff of approximately 300 employees and includes four divisions: 

• The Planning Division administers current development projects, processes development applications in conformance with City policies and objectives and conducts long-range planning such implementation of the Envision San José 2040 General Plan. The Division provides support to the Planning Commission and the Historic Landmarks Commission. The Deputy Director (Planning Official) manages this Division. 

• The Building Division conducts plan review and field inspection of construction projects to ensure conformance with health and safety requirements. The Division operates the City’s Permit Center. The Building Official manages this Division.  

• The Code Enforcement Division utilizes education and enforcement tools to facilitate compliance with Municipal Codes designed to maintain a healthy, safe and clean environment, carry out land use policy, and preserve the quality-of-life standards that residents and businesses enjoy. The Code Enforcement Official manages this Division. 

• The Administrative Division manages the Department’s administrative activities, including budget, fiscal and human resources. The Administrative Officer manages this Division. 

To provide consistency throughout the planning and entitlement processes, key elements of the Planning and Building Divisions operate on the interdepartmental “Development Services Team” with Public Works Development Review and the Fire Marshal. The Deputy Director for Planning is a direct report to the Director of PBCE and provides leadership of all Planning functions within the Department. The position also contributes to the overall management of the Department through overseeing various interdivisional project teams. 
  

The Deputy Director for Planning is responsible for the stewardship and implementation of the City's General Plan and zoning policies, the review of applications for planning permits for consistency with the City’s ordinances and polices including California Environmental Quality Act (CEQA), and for engagement with customers, stakeholders and the community on proposed developments.  

  

The position is supported by three Division Managers and four Principal Planners who take responsibility for day-to-day operations and decision-making and are split between Development Review, CEQA, and Citywide Planning (longer term policy and plan development). The position manages an interdisciplinary team of planners and provides executive direction for specialized professional planning functions, including development review, land use, zoning, urban design, environmental review, historic preservation, housing, transportation, economic development, and data analytics. The position develops and oversees the organizational structure, the annual work program, and the budget and staffing of the Planning Division and assists in the preparation of the Department’s work program and budget.  
 

The Deputy Director of Planning frequently represents the Department and the Director at City Council, officiates public hearings on the Director’s behalf, and represents the Department and the Director at meetings with the public, elected officials, other departments/agencies and various stakeholders. The position includes attendance at evening meetings.  

   

Essential areas of responsibility include: 

• Oversee the department's planning budgets, ensuring proper allocation of resources, cost recovery, as well as the development and oversight of the divisions fees and charges  

• Ensure all planning activities comply with local, state, and federal regulations. 

• Develop and implement long-term city planning initiatives. 

• Facilitate public meetings and community outreach to gather input and inform the public about planning projects. 

• Provide leadership and guidance for critical housing related issues/proposals ranging from zoning, permitting, infrastructure improvements, community engagement and sustainability 

• Oversee the review of development proposals, zoning changes, and other land use applications for compliance with city codes and policies.  

• Manage complex planning projects and initiatives, including comprehensive plan updates, area plans, and zoning code revisions.  

• Collaborate with the internal development-services partners, elected officials, developers, community groups, and the general public on planning matters.  

• Prepare reports, presentations, and recommendations for the Planning Commission and City Council  

• Assist in the day-to-day operations of the Division. 

• Advise the Director about important and/or sensitive issues; take appropriate action to address them. 

• Represent the Department and City before other government agencies, community groups, citizens, businesses and professional organizations. 

• Provide positive and constructive leadership and management; mentor and motivate staff. 

• Lead organizational review and strategic planning efforts. 

• Continue to stay on the forefront of nationwide trends and initiative. Introduce and implement creative ideas and processes to help the city achieve 
   its economic development, quality of life, and other goals.

About the Division
 
The Parking Division resides within Transportation and Parking Operations and provides a comprehensive range of services aimed at meeting the needs of businesses, downtown employees, visitors, convention, cultural and sports facilities, special
events, schools and residents. Services include:
 

• Operations and maintenance of the City’s public parking facilities: eight garages and six surface lots totaling over 7,000 parking spaces, and 2,500 on-street metered parking spaces utilizing smart meter, and multi-space meter technologies.
   
• Management of vendor contracts, including a Parking Operations vendor responsible for day-to-day management of off-street facilities and Security vendor responsible for parking facility security and parking enforcement field investigations.
   
• Parking compliance activities supporting traffic safety, street cleanliness and maintenance activities, turnover of on-street spaces in business districts; and enhanced neighborhood quality-of-life through the removal of vehicles abandoned or stored in the public right-of-way.
   
• Collection of fines from parking citations and oversight of administrative review process for contested citations.
   
• Development and implementation of transportation and parking operation plans for a variety of special events, including provision of traffic control during events.
   
• Staff support to the Downtown Parking Board. The Board is comprised of seven members appointed by the City Council and serves as a public forum for discussion of downtown parking issues.
   
• The 24-25 fiscal year operating budget for the Parking Division’s services includes revenue projections of approximately $12 million from lots/garages and $3 million from on-street meters. The Division is supported by nearly 90 employees, both professional staff that lead programs, implement projects, and perform analytical administrative work; and field staff that provides parking compliance and meter collections/repair services. 

 

 

Position Duties

 
The Department of Transportation (DOT) is looking to potentially fill three (3) vacancies for Parking/Ground Transportation Administrator. Each role has a distinct focus: one  leads the on-street vehicle abatement efforts, another oversees on-street enforcement programs, and the third manages the daily operations of off-street parking lots and garages.
 
On-Street Vehicle Abatement Parking/Ground Transportation Administrator 
The On-Street Vehicle Abatement Parking/Ground Transportation Administrator is a newly created position within the Division, reporting to the Vehicle Abatement Parking Manager. This role will oversee the launch and management of the City’s initiative to address vehicle blight and maintain street cleanliness across the City.

New Program Services Include:

• Oversee the citywide enforcement of oversized and lived-in vehicles.
• Lead efforts to inventory oversized and lived-in vehicles parked on streets citywide.
• Analyze data to develop and implement a site/location prioritization strategy.
• Manage internal and external outreach, including delivering presentations to community stakeholders.
• Implement temporary and permanent parking restrictions, such as tow-away zones.
• Oversee enforcement activities, including towing, enhanced cleaning, and street-sweeping in designated zones/areas.
• Track program progress and outcomes, providing regular status reports.
• Manage interdepartmental relationships to ensure the program’s success.

Under direction, the On-Street Vehicle Abatement Parking/Ground Transportation Administrator performs complex professional, analytical, and administrative work in the development, implementation, and management of parking programs and contracts related to on-street parking enforcement operations.

This role includes one direct report—a Parking and Traffic Control Supervisor—and oversees eighteen (18) indirect reports, comprising two (2) Senior Parking and Traffic Control Officers (Sr. PTCOs) and sixteen (16) PTCOs.

The successful candidate will lead, manage, and motivate a team of nineteen (19) staff members by setting clear goals, fostering an innovative work environment, maximizing staff development, and recognizing achievements appropriately.

Key Responsibilities:

• Oversee the day-to-day management of the Parking Compliance Unit’s Vehicle Abatement Program.
• Serve as the City’s primary liaison for Council office staff and constituents regarding oversized vehicle and vehicle abatement concerns.
• Manage parking compliance and enforcement activities in alignment with the San Jose Municipal Code and California Vehicle Code.
• Analyze on-street parking conditions and assist in establishing appropriate parking controls.
• Manage program budgets and fiscal activities effectively.
• Provide staff support and collaborate with committees, boards, task forces, community groups, associations, and interdepartmental teams.
• Coordinate and contribute to the preparation of new parking ordinances, resolutions, requests for proposals (RFPs), agreements, and City Council memorandums related to on-street parking services.
• Analyze data to optimize the use and enforcement of on-street parking.
• Lead the hiring, onboarding, training, development, and performance appraisal of staff within the Parking Compliance Unit (PCU) and support the Vehicle Abatement Parking Manager in developing and managing Standard Operating Procedures across the unit.
• Perform routine audits of program operations, evaluate processes to identify improvement opportunities, and assist with the planning and execution of short- and long-term parking planning projects and programs.
• Support procurement processes within the Parking Division by developing Scopes of Service for RFPs and RFBs and develop reports and presentations for community meetings and other stakeholder groups.

On-Street Enforcement Parking/Ground Transportation Administrator 
The On-Street Enforcement Parking/Ground Transportation Administrator reports to the On-Street Parking Manager and is responsible for managing and operating the City’s PCU and Meter Shop. The PCU oversees citywide enforcement of parking regulations and provides various services, including proactive patrols, school safety, residential permit enforcement, and street sweeping. The Meter Shop handles the installation, maintenance, and revenue collection for approximately 2,500 on-street parking meters.
This position has two (2) direct reports: a Parking and Traffic Control Supervisor and a Senior Maintenance Worker, and oversees forty-seven (47) indirect reports, including four (4) Senior Parking and Traffic Control Officers (Sr. PTCOs), thirty-six (36) PTCOs, one (1) Staff Specialist, and six (6) Maintenance Workers.

The successful candidate will plan, coordinate, assign, and supervise the work of employees engaged in parking enforcement and meter operations through subordinate supervisors.

Off-Street Operations Parking/Ground Transportation Administrator:
 
The Off-Street Parking/Ground Transportation Administrator focuses on managing the day-to-day operations of eight parking garages and six surface lots, totaling approximately 7,300 parking spaces, primarily in Downtown San José. The position reports to the Off-Street Parking Manager and oversees a Parking and Traffic Control Supervisor.
 
The successful candidate will lead a team that works closely with Downtown businesses and residents, community groups, associations, Council Offices, the Downtown Parking Board, the Convention Center and Cultural Facilities operator, and other City departments to deliver off-street parking services. They will ensure that the off-street parking program consistently provides the highest level of customer service, minimizes costs, and maximizes cash flow to the City.
 
Key Responsibilities:

• Develop, implement, and manage agreements and contracts related to off-street parking operations, including major projects like facade and elevator modernization, and security program analysis.
• Lead and manage off-street parking staff by establishing goals, fostering an innovative work environment, maximizing development opportunities, and providing appropriate recognition.
• Work directly with Downtown businesses, community groups, Council Offices, and other stakeholders to deliver effective off-street parking services.
• Oversee the maintenance and security of parking facilities and the parking guidance system, ensuring optimal operation.
• Analyze Downtown San José’s parking supply and demand, considering local market conditions and future developments.
• Manage marketing agreements and implement strategies to attract customers and increase participation in parking programs.
• Perform and analyze results from semi-annual customer service surveys for all parking facilities, track City Council-approved Performance Measures, and manage off-street parking operating budgets.

DEFINITION
Crisis Response Clinician I: Under direct supervision of the Crisis Response Supervisor, provides field and office based professional behavioral health counseling, psychoeducation, outreach and engagement, case management, consultation, and quality assurance review of assigned cases; and performs related other work as required or assigned.

Crisis Response Clinician II: Under general supervision of the Crisis Response Supervisor, provides field and office based professional behavioral health counseling, psychoeducation, outreach and engagement, case management, consultation, and quality assurance review of assigned cases; and performs related other work as required or assigned. This is a full journey level position within the Crisis Response Clinician series and is distinguished from the Crisis Response Clinician I by the performance of the full range of duties with only occasional instruction or assistance.

Under the flexible staffing concept, Crisis Response Clinician II positions that become vacant may reasonably be filled at the Crisis Response Clinician I level for training purposes.

EXAMPLES OF DUTIES

MINIMUM QUALIFICATIONS
Knowledge of: Office machines and specialized software applications; current philosophy, principles, and practices for services to clients with serious mental illness; individual, group and family psychodynamics as they relate to adults or children in crisis; psychological diagnostic methods and terminology; personality development from infancy through adulthood; human and health services systems in the County including private agencies and other community resources; applicable local, State and Federal laws, ordinances and rules.

Ability to: Provide crisis intervention treatment to adults, children or adolescents with various mental disabilities ranging from serious mental illness to dysfunctional behavior patterns, including victims of sexual or physical abuse; set realistic treatment goals and facilitate their attainment; evaluate the degree of mental disability or emotional distress of patients/clients; communicate effectively orally and in writing; provide consultation and technical assistance to agencies, schools and other organizations; operate modern office equipment including specialized software applications programs; interacts positively and cooperate with co-workers, responds politely to customers, works as a team member, functions under demanding time pressure, responds in a positive manner to supervision, attends work and perform duties on a regular and consistent basis.

Education: Master's degree from accredited college or university in Social Work, Social Welfare, Psychology, or a closely related field.

Experience:
Crisis Response Clinician I: One (1) year of experience working in the social work or counseling field with strong emphasis on social services, crisis response, severe mental illness, resources, and referrals using a collaborative and community framework.
Crisis Response Clinician II: Two (2) years of experience working in the social work or counseling field with strong emphasis on social services, crisis response, severe mental illness, resources, and referrals using a collaborative and community framework.

License:
Possession of a valid Class C California Driver's License.
Crisis Response Clinician I: Registered with the State of California Board of Behavioral Sciences as an APCC, AMFT or ACSW. A current license with the State of California Board of Behavioral Sciences, as either a LCSW, LMFT, LPCC or licensed Clinical Psychologist desirable.

Crisis Response Clinician II: A current license with the State of California Board of Behavioral Sciences as either a LCSW, LMFT, LPCC or licensed Clinical Psychologist required.
