THE DEPARTMENT

The City Clerk’s Office in San Rafael is led by a full-time, elected City Clerk who also serves as Department Head, supported by two Deputy City Clerks. IDEAL CANDIDATE AND CORE COMPETENCIES

The City Clerk’s Office is seeking a full-time Deputy City Clerk to join a dedicated team committed to transparency, civic engagement, and exceptional public service. This position provides professional-level support to the City Clerk and other City departments, with responsibilities spanning public records management, legislative support, and compliance with open government laws. The ideal candidate will bring a blend of the following skills and experience:

• Strong knowledge of the California Public Records Act (CPRA), including experience reviewing, redacting, and releasing public records in compliance with legal requirements.
• Familiarity with the Brown Act, Political Reform Act, and other regulations governing local government transparency and ethics
• Proficiency in records and agenda management systems, document imaging software, and digital workflow tools.
• Excellent written and verbal communication skills, with the ability to prepare clear, accurate meeting agendas, minutes, and official records.

ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to - view the full job spec HERE)

• In the absence of the City Clerk, functions as the City Clerk, attends City Council meetings and perform all of the duties of holding a public meeting, including facilitating public comment, calling roll for Council votes, etc.
• Ensures adherence to established Council meeting procedures and rules; processes Council actions in the form of resolutions and ordinances; performs research, data gathering and analysis for written reports to the City Clerk.
• Prepares Council Chambers or other rooms for meetings.
• Generates Action Agendas and finalizes official minutes. • Processes and responds to Public Records Act (PRA) requests.
• Plans, organizes, develops, implements and administers the City-wide records management system.
• Assists in the development and implementation of goals, objectives, policies, procedures and work standards for the department.
• Participates in the development and administration of the department's budget.
• Maintains current knowledge of new trends and innovations in the field of records management.
• Answers telephone calls, responds to email, researches records and retrieves information for general public, City Council and City staff.
• Prepares agenda packets, hard copy and electronically, for Council meetings.
• Files and indexes official City records as prescribed.
• Maintains other City and departmental records and files.
• In the absence of the City Clerk administers oaths of office, acts as Notary Public and certifies official City records. 
• May be required to work evenings and/or irregular work hours.
• Makes recommendations regarding office procedures and processes, including technology, to improve workflow and implements improvements subsequent to approval.

EDUCATION and/or EXPERIENCE

Deputy City Clerk I: Equivalent to AA degree and three years of progressively responsible experience using state of the art technology in a local government agency, preferably in a City Clerk’s Office.

Deputy City Clerk II: in addition to the requirements for the Deputy City Clerk I, this level requires at least 4 years of experience as a Deputy City Clerk I or demonstrated ability to successfully complete the essential duties and responsibilities at the full journey level with a high degree of autonomy. Bachelor’s Degree preferred. Certified Municipal Clerk designation preferred. 

Both levels: Commission as a Notary Public in the State of California within six months of appointment

DESCRIPTION:

The Department:

The mission of the Finance Department is to ensure that the financial/fiscal activities of the City, its Agencies and Corporations are performed, recorded and presented in compliance with professional and ethical standards. The Finance Department administers the financial affairs of the City, including City-owned public utilities. These functions include: budget administration and control; maintaining a general accounting system and the preparation of comprehensive annual financial reports; collection of taxes, fees, special assessments and utility charges; investment of City funds; procurement of supplies, materials, equipment, and services; operating the City Warehouse; issuance of bonds and debt management; internal auditing; and financial management of contracts, including leases.

The Accounting Division resides in the City's Finance Department and is responsible for providing relevant, accurate, and timely transaction processing and financial reporting services for the City. 

The Position:

This is a paraprofessional position in the classified service and is distinguished from the next lower level of Accounting Technician II in that positions at this level require the frequent use of a high degree of independent judgment and interpretative ability related to a technical knowledge of accounting, computer applications, on-line financial systems, and applicable laws and regulations. While a Senior Accounting Technician can perform work in all areas of the Accounting Division, the current recruitment is within the Accounts Payable section. Incumbents in this class use computer applications on a daily basis in accomplishing their work. Incumbents in this class are expected to supervise and provide technical guidance to staff.

Associate Degree in Accounting, Finance or related field.

Minimum Experience Requirements:

Four (4) years experience in Finance/Accounting (accounts receivable, account payable, payroll, or general or public accounting).

Acceptable Substitution:

Two years of additional qualifying experience may be substituted for the required education.

Experience with PeopleSoft Financial and/or Human Resources/Payroll Systems.

THE DEPARTMENT

At the helm of the City’s legal leadership is a part-time elected City Attorney, Rob Epstein, who has served for seventeen years as San Rafael’s City Attorney with dedication and expertise. An elected City Attorney is fairly rare (a total of 10 statewide) and the part-time position is even more unique. For many years, this distinctive structure has delivered an effective combination of elected political leadership with professional legal support for the City. In this model, the elected City Attorney sits as a trusted counterpart to the elected City Council, providing both legal advice and political leadership.

In addition to the elected part-time City Attorney, the City’s legal office is comprised of two full-time attorneys and one legal assistant. The legal team has been known for its collegial, respectful, and inclusive environment. The City Attorney’s Office also oversees and collaborates with various outside legal counsel. 

Due to the part-time nature of the position, the elected City Attorney does not manage or oversee the daily operations of the City’s legal affairs. Instead, this responsibility falls to the Chief Assistant City Attorney, who provides operational leadership and management. While the elected City Attorney offers high-level legal oversight and representation, the Chief Assistant City Attorney and support staff handle the bulk of the legal work, ensuring the City’s legal needs are met efficiently and effectively.  This structure balances the benefits of elected accountability and experience with the necessity of onsite professional legal expertise in managing the City’s legal affairs.

This classification is part of the Mid-Management employee group, a team of highly qualified and dedicated individuals who work under general direction and supervision of their department Directors. Essential responsibilities include but are not limited to:

• Consults with and provides legal advice to staff in various departments of the City. It is anticipated that a key responsibility of the Deputy City Attorney will be to consult and support Human Resources with Labor Relations, Discipline, Investigations, ADA, and EEO issues, while also providing legal advice to other client departments.
• Reviews staff reports.
• Drafts and reviews ordinances, resolutions, contracts, deeds, leases and other legal documents and instruments
• Represents the City at various Brown Act meetings and community meetings.
• Performs legal research and prepares opinions on various legal issues for City departments.
• Represents the City in civil and some criminal matters in both state and federal court and in administrative or mediations proceedings.  Examples of routine matters include representing the Police Department in Pitchess motions and gun violence retraining orders. 
• Manages claims and litigation with support from the other attorneys in the office.

EDUCATION and/or EXPERIENCE:

• Juris Doctor degree from an accredited law school.
• No previous municipal legal experience is necessary.
• Active membership in the State Bar of California.

Deputy City Attorney II:

• Juris Doctor degree from an accredited law school.
• Two (2) years of progressively responsible legal practice in municipal law and any combination of education and experience that demonstrates possession of the requisite knowledge, skill and abilities representing a public agency.

The Department of Public Works (PW) is committed to providing the highest standards of service delivery to its citizens as it works to build, maintain, and update the City’s civic infrastructure. Public Works is comprised of approximately 50 employees with a general budget of $33 million and a Capital Improvement Program (CIP) budget that ranges between $15–$30 million depending on the City’s annual infrastructure needs.

Its mission is to ensure San Rafael’s infrastructure meets the needs of a vibrant and growing city through careful management of major improvements and the maintenance of the City’s assets. Recently, the Department underwent a process of restructuring as management of all City engineers was placed under the Assistant Director for enhanced oversight, communication, and workflow.

IDEAL CANDIDATE

The ideal candidate has a proven track record in completing projects, particularly in capital and municipal construction. ESSENTIAL DUTIES AND RESPONSIBILITIES (including but not limited to - view the full job spec HERE)

• Plans, organizes, directs and controls all parts of projects from concept through design, permitting, bidding, and construction to the closeout for a portfolio of complex capital improvement projects.
• Prepares and monitors project budgets, including support for obtaining funding.
• Coordinates work of a multi-disciplinary development team across organizational boundaries, including design architects and construction professionals.  
• Develops and maintains detailed project schedules and budgets, tracks expenditures, and recommends cost control strategies.
• Reviews and processes change orders, ensures quality control, and oversees contractor compliance with plans, specifications, and safety standards.
• Prepares reports, presentations, and communications to inform internal and external stakeholders, including City Council.
• Ensures that contractors are maintaining safe work sites and that the needs of the staff at each project are being protected.
• Coordinates final project closeout including punch list items, documentation, and transfer to operations.
• Manages consultant contracts and coordinates with engineers, architects, construction managers, and inspectors.
• Facilitates cross-departmental coordination and public outreach related to project scope, impacts, and progress. 
• Supports grant application processes and ensures compliance with local, state, and federal funding requirements.

EDUCATION and/or EXPERIENCE

Any combination of education and experience that provides the knowledge and abilities listed. 

• Equivalent to a bachelor's degree from an accredited college or university with major coursework in construction management, project management, civil, structural or mechanical engineering, facilities planning, design management, architecture, business, economics, planning or a related field

AND

• Five years of progressively responsible experience in project management related to the area of assignment.

The required education is interchangeable with project management experience related to the area of assignment on a year-for-year basis up to a maximum of two years.

Possession of a master's degree in a field noted above, professional registration or licensure, or Project Management Institute (PMI) / Construction Management Institute (CMI). Either may be substituted for one year of required experience 

• Valid CA driver’s license required.  
• Registration as a licensed architect or engineer in the State of California is desirable.

HOUSING OFFICER

The City of Sunnyvale is seeking a Housing Officer to oversee the Housing Division in the Community Development Department, responsible for the City's affordable housing programs, human services funding, federal grants and homeless services. The ideal candidate will be a passionate affordable housing professional known for being creative and solution-oriented and will be well-versed in state and federal housing legislation and familiar with the unique challenges presented by California's housing market. This position manages the City's varied federal, state and local housing programs and projects and is responsible for managing the technical, fiscal and policy aspects of complex projects and programs. This position serves as liaison to the Housing and Human Services Commission which advises the City Council on funding and policy related to affordable housing and human services. The Housing Officer needs to work collaboratively with the Director, the other two program managers, the Housing Division staff, and many directors and program managers in other City Departments. Excellent written and spoken communication is required along with an excellent rapport with stakeholders and colleagues.

Currently, major work efforts include implementation of the 2023-2031 Housing Element Programs and establishment of programs to assist unhoused members of the community. THE DEPARTMENT

The Library and Recreation Department is comprised of two divisions, Library and Recreation & Childcare, that are dedicated to enhancing the quality of life of San Rafael residents. The Department’s mission is to enrich the community through discovery, learning, and play, and strives to maximize the delivery of strategically aligned programs and services to provide the highest value for the community.

The Recreation Division operates with a $4.93 million budget and 18 FTE. The Recreation Division includes 3 community centers, one cultural center, an aquatics center, two community gardens, 3 ballfields, a multi-use turf field, 3 community parks, 11 neighborhood parks, 6 pocket parks, and 5 special use parks. The Recreation Division is responsible for developing innovative, diverse, and community-centered programs and services at the City’s park and recreation facilities.

The Albert J. Boro Community Center and Pickleweed Community Park are important facilities managed by the Recreation Division. The Albert J. Boro Community Center and Pickleweed Park are located in the heart of the Canal neighborhood, a vibrant and diverse area that has traditionally been marked by socio-economic disparities compared to the rest of San Rafael. The facility is heavily utilized and is an important resource for a predominantly Spanish-speaking community. Programming of the facility is supported by the City Council-appointed Pickleweed Advisory Committee.

The Community Center is co-located with the Pickleweed Library and is a successful example of joint and collaborative use between the City’s Library and Recreation Divisions. The Pickleweed Library is scheduled for major renovation starting in Fall 2025, with select library programs relocating into the Community Center. Pickleweed Park is currently wrapping up another major renovation, which included converting two full-size soccer fields to all-weather turf, and adding new amenities, including a basketball court, fitness equipment, play area, and gazebo. The park is expected to be fully re-opened in late July.

IDEAL CANDIDATE

The Recreation Supervisor will oversee the Albert J. Boro Community Center and Pickleweed Park, serving as a key leader in enhancing recreational services for the surrounding community.

The ideal candidate for the Recreation Supervisor position will be a dynamic and service-oriented leader with a strong background in recreation programs and services, staff supervision, and community engagement. They will have demonstrated experience in planning, organizing, and overseeing recreation programs and services that align with the diverse needs of the community. A successful candidate will be skilled in fostering a collaborative and inclusive work environment, managing and mentoring staff, and implementing innovative programs that enhance recreation services.

This individual will be an effective communicator and problem solver, adept at engaging with community stakeholders, fairly and transparently balancing the needs of diverse user groups and ensuring that programs and services meet the needs of a multilingual community. Experience with City Boards, Commissions, and Committees; diverse program offerings (multilingual and older adult programming, rentals, gymnasiums, etc.); and multiuse sports fields are a plus.
