The City of Stockton is seeking a highly skilled and experienced Senior Systems Analyst to join our Information Technology team, with a focus on enterprise applications. This role requires a deep understanding of enterprise application architecture, data integration, and IT best practices.

The ideal candidate will be responsible for analyzing and being fluent in the latest technologies, various AI tools, Power BI, Databricks, Azure, Copilot Studio -Google Cloud Platform (GCP), and Amazon Web Services (AWS), to name a few, with experience in the implementation and optimization of enterprise-grade IT systems.

The Senior Systems Analyst will collaborate closely with developers, City department SME, and IT leadership to ensure our systems support strategic objectives, enhance operational efficiency, and adapt to evolving technological needs. Incumbents work a 9/80 work schedule Monday through Thursday 7:30 am to 5:30 pm and Fridays 8:00 am to 5:00 pm with alternate Fridays off. Incumbents in this position are included in the Civil Service system and are represented by Stockton City Employee Association (SCEA) - Professional and Technical Bargaining Unit.

This role involves analyzing and improving computer systems, coordinating with vendors and technical teams, and ensuring seamless integration across platforms. Responsibilities include troubleshooting complex hardware and software issues, enforcing server security policies, optimizing system performance, and maintaining clear communication with user departments. The ideal candidate will have experience in systems analysis, implementation, and documentation, along with a strong understanding of interdepartmental IT needs in a dynamic government environment.

This is a department head position who will coordinate the City’s efforts in promoting community and economic development. The incumbent will serve as Executive Director of the Successor Agency to the Redevelopment Agency. The Community and Economic Development Director acts with a high degree of independence of action in the assigned area of responsibility to attain objectives according to policy guidelines. The Director will direct and coordinate the City's economic development efforts that may include financing, site selection, supplemental outreach recruitment and existing business expansion and development entitlement assistance. Prepares and recommends the City's economic development policy goals and implementation plans. Serves as a liaison with local, state and federal agencies responsible for economic development activities. Manages developer selection process and negotiates developmental agreements for commercial and industrial projects. Manages permit processing, planning, building plan checking and inspections, code enforcement, historic preservation and development engineering. Directs research and preparation of various reports, proposals, and studies. Chairs committees comprised of key employees from other city departments in order to respond in a coordinate manner to the development needs of applicants. Represents the City at various meetings. Performs related work as required. 

ESSENTIAL RESPONSIBILITIES: The essential responsibilities of the director are to have knowledge of principles and practices of economic development efforts that may include financing, site selection, business outreach and recruitment, existing business expansion, and development entitlement assistance methods and techniques of permit processing, building inspection and code enforcement; laws, ordinances and regulations governing the operation of municipal government; management theory and practice; spelling, grammar and punctuation; appropriate safety precautions and procedures. 

Have the ability to plan, organize and administer comprehensive economic development programs; coordinate a task force designed to respond to developmental needs of applicants; prepare comprehensive reports, make effective oral presentation and maintain effective public relations; exercise good judgement in the handling of municipal affairs; formulate and administer budget; operate a vehicle observing legal and defensive driving practices; establish and maintain effective relationships with those contacted in the course of work; deal with a wide variety of planning, building and code/zone customers and reaching a satisfactory resolution to difficult and complex problems; maintain confidentiality and determine what information can be dispensed; coordinate with various departments for plans and permits review; manage the performance of others in the department with regards to scheduling inspections, computerized data entry, permit issuance, public relations, complaint, planning and community and economic development conditions and monetary follow-up. 

PHYSICAL DEMANDS & WORKING CONDITIONS: Strength, light work-lifting, carrying and/or pushing 25 pounds maximum; incumbents are required to attend periodic evening meetings; and required to travel within and out of City to attend meetings. 

PREREQUISITES: This position requires equivalent to a bachelor’s degree from an accredited college or university with major course work in business administration, urban planning, economics or a closely related field.

The Departments: 

Community Development Department

The Community Development Department is comprised of three divisions: Planning, Building, and Housing and Community Services. In general, the Department guides the ongoing physical development of the community, to ensure that construction conforms to the standards of the City and State. Within the Department, the Housing and Community Services Division provides strategic leadership for the City’s housing program and facilitates the development and preservation of affordable housing and the delivery of community services for lower income residents. The Housing and Community Services Division is staffed by nine (9) full-time positions. Specific activities within the Division include administration of the City’s inclusionary housing program for rental and ownership units, loans for new affordable housing development and rehabilitation, the long-term compliance of the City’s affordable housing portfolio, and management of the City’s Redevelopment legacy assets and Housing Element program implementation. The Division also administers the City’s federal Community Development Block Grant (CDBG) and HOME Investment Partnerships Act Program (HOME) entitlement grant programs. These grants are used to promote affordable housing, rehabilitate substandard housing, facilitate neighborhood improvements, remove barriers to persons with disabilities, prevent homelessness and reduce its impacts, and to fund public services for low- and moderate-income residents. The Housing and Community Services Division of the Community Development Department is currently hiring for two Staff Analyst II positions. 

The Compliance Staff Analyst II in this Division will be essential in administering and monitoring compliance of the City's Affordable Housing Programs. This position ensures that multifamily housing projects comply with local, state, and federal regulations. The Staff Analyst II will review, interpret, and apply these regulations, as well as the City’s affordable housing agreements. Responsibilities include overseeing compliance for the affordable rental portfolio, monitoring both existing and new inclusionary units, collaborating with developers on initial marketing and lease-ups, and assisting with complex issues related to rental compliance and reporting requirements. Additionally, the Staff Analyst II will report directly to the Housing Development Officer and provide administrative and clerical support.

The Housing Policy Staff Analyst II in this Division will be responsible for implementing a range of new policies and programs in the City’s adopted 2023-2031 Housing Element. This position will help track changing state laws and requirements, conduct research and policy analysis, plan and conduct stakeholder outreach, coordinate and manage consultants, serve as the City’s liaison to the Santa Clara Community Planning Collaborative, gather and organize data for analysis and mapping, manage ordinance updates, write staff reports, evaluate programs, draft presentations for City Council, and more. Housing Specialist I, Term-Limited

This term-limited position is currently approved for a two-year assignment with the potential of an extension to three years upon approval.

The City of Sunnyvale is seeking a term-limited Housing Specialist I to join the Housing Division in the Community Development Department. The term-limited Housing Specialist I will focus on the planning and implementation of unhoused services and programs. Under direction of the Housing Officer, Homeless Services Manager, or the Affordable Housing Manager, the term-limited Housing Specialist I will play a key role in the planning and development of new affordable housing, creating new housing programs and unhoused services and programs, implementing the Housing Element, applying for grants/funding to support affordable housing, and monitoring housing legislation. The term-limited Housing Specialist I will perform technical and professional level planning and community development work, with an emphasis on creation and implementation of programs that serve people experiencing homelessness and/or affordable housing programs. This position will closely collaborate with affordable housing developers, various housing advocacy groups, local non-profits, and the community. The ideal candidate will be a passionate affordable housing professional who is a motivated self-starter able to work independently, while also being a team player who can communicate effectively with supervisors, colleagues, consultants, and decision-makers. Creativity, critical thinking, public speaking, and the ability to perform research and analyses are essential traits.

The minimum qualifications for education and experience can be met in the following way:

(1) a Bachelor's degree from an accredited college or university in urban planning, public administration, business administration, architecture, public policy, social work, psychology, public health or a related field; AND Three years of professional housing programs/policy experience, real estate development,  land use planning program experience or program management, planning, development and/or evaluation of unhoused services or programs; OR
 
(2) a Master's degree from an accredited college or university with major coursework in urban planning, architecture or a related field; AND Two years of professional housing programs/policy experience, real estate development, land use planning program experience, or program management, planning, development and/or evaluation of unhoused services or programs. 

The eligibility list from this recruitment may also be used to fill future vacancies in the classification.

Salary: $54.98 - $70.17 Hourly
