DESCRIPTION  

The City of Thousand Oaks is excited to announce the creation of a new Engineering Division Manager position within the Public Works Department. This newly established role, has been created to further strengthen our commitment to infrastructure excellence and service. Unlike similar roles in the City, this position has not been previously filled and offers a unique opportunity to shape and lead a critical division focused on engineering and construction of the City’s critical infrastructure. Depending on the qualifications and experience of the selected candidate, this position will be responsible for overseeing complex engineering projects related to the City's water and wastewater infrastructure, ensuring the continued reliability and advancement of these vital systems. 

The Public Works Department is seeking an innovative and proactive Engineering Division Manager who will be responsible for leading and managing the design, engineering and construction management to advance and protect the capital investments in the City’s critical public infrastructure.

POSITION DETAILS:

• Conduct investigations at scenes of incidents to which summoned, or incidents observed; determine what, if any, crime has been committed; identify, collect, preserve, process, and book evidence; locate and interview victims and witnesses; identify and interrogate suspects;

Detective Assignment

• Serve on assigned taskforce including gang or drug taskforce; gather knowledge about individuals or groups who are involved in criminal activity in order to understand how they function, describe their current activities, forecast future action they may undertake, and provide intelligence and resources that will eradicate criminal activity; coordinate and participate in multi-jurisdictional intelligence gathering and suppression operations;
• Receive, review, and analyze reports and case information on law enforcement activities requiring special and detailed investigations;
• Coordinate and conduct complete and detailed investigations of crimes involving juveniles and adults, crimes against persons and property including child and elder abuse claims, homicides, rape and assaults with deadly weapons, and crimes involving vice, gaming, and narcotics violations; follow cases from reporting, to arrest, to prosecution;
• Contact, interview, and interrogate victims, complainants, witnesses, suspects, and others involved in cases and incidents; obtain statements, documents, and factual and physical evidence;
• Collect, preserve, maintain, and book evidence and recovered property found that is involved with suspected crimes;
• Hold stakeouts, perform undercover activities, conduct surveillance activities, and other observation assignments;
• Prepare investigative reports and case information; recommend disposition of cases including to discuss recommended disposition of cases with legal authorities;
• Review information and evidence obtained for presentation in court cases; testify in court concerning evidence and facts gathered during the investigative process;
• Remain on-call during stipulated time periods to respond to incidents that will probably require major investigative follow-up and criminal identification work at the scene of the incident; and
• Perform related duties as required.

PATTERN I – ACADEMY LEVEL

• Must have successfully completed a POST certified basic academy not more than three (3) years prior to the date of application.
• Must possess or be eligible to possess a Proof of Eligibility (POE) or certificate (Basic, Intermediate, or Advanced) from California Peace Officer Standards and Training under SB 2.  Ineligibility or decertification from POST will automatically disqualify candidate from holding a peace officer classification.

Experience:

• Some work experience as a California peace officer or other work experience that demonstrates a general aptitude for police work.

PATTERN II –LATERAL TRANSFER

• Successfully completed (at any time) a California POST certified basic law enforcement academy: AND
• Must be currently employed in a California law enforcement agency with at least one (1) year of full-time experience as a sworn peace officer with a California law enforcement agency, and be eligible for appointment as a Peace Officer under Section 830.1 PC; AND
• Must possess a basic POST certificate issued by California Commission on Peace Officers Standards and Training or other documentation to substantiate your eligibility.

3.      Review and audit all accounts payable, purchase orders, cash receipts, business licenses, payroll, utility billing, and other accounting records and transactions; ensure money is posted to correct accounts and that all accounts balance.

4.      Provide assistance in the development of the annual budget; assist in the review and validation of the annual City budget; create a variety of spreadsheets, documents, and graphs; assist in preparing the final budget document for approval by City Council.

5.      Prepare bank reconciliations and related journal entries for a variety of accounts.

6.      Prepare a variety of monthly, periodic, and annual financial and statistical reports and account summaries; prepare treasurer reports; prepare and file annual State Controllers Report.

7.      Assist in preparation of year end closings and accompanying financial reports.

8.      Perform grant accounting work related to federal, state or grant agency funding; maintain records for audit purposes.

9.      Maintain and track fixed asset inventory control records for the City.

10.   Participate in the year-end audit; compile and prepare supporting schedules, work papers, and financial reports as requested by auditors.

11.   Prepare property tax remittances for payment.

The City of Thousand Oaks is seeking a forward-thinking and results-driven Budget Officer to play a pivotal leadership role in the Finance Department. This is a unique opportunity to shape the City’s financial planning and guide high-impact initiatives that support citywide service delivery and long-term fiscal sustainability.  

As the strategic leader of the City’s biennial budget process, the Budget Officer collaborates with all departments, provides key insights to executive leadership, and ensures transparent, data-informed decision-making. With the City currently implementing a new budget software, the successful candidate will take ownership of the system and be responsible for producing the final budget documents in both print and digital formats. As part of this effort, the Budget Officer will lead a refresh of the City’s performance measures, working with departments to integrate meaningful, outcome-focused metrics into the budget. 

The City is preparing to undertake a comprehensive ERP system replacement, and the Budget Officer will serve as a key member of the implementation team, helping to shape financial functionality and ensure a smooth transition to the new platform.

PRIMARY RESPONSIBILITIES

Budget Strategy, Development, and Reporting 

• Lead the development and administration of the City’s biennial Operating and Capital Improvement budgets  

• Lead the development and administration of the City’s biennial User Fees, Fines, and Penalties Schedule 

• Lead the development and administration of the City’s annual Cost Allocation Plan  

• Collaborate with departments to align financial resources with City goals and priorities 

• Develop multi-year financial forecasts and monitor trends to support long-term planning  

• Write clear, concise, and effective staff reports to communicate complex financial information to City leadership and the public 

• Prepare and present budget reports and other financial information for internal and external stakeholders 

System Implementation and Innovation

• Streamline and improve the City’s Monthly Financial Report  

• Play a key role in the planning and implementation of the City’s future ERP system replacement 

• Identify opportunities for process improvement and implement innovative processes 

 Financial Reporting & Capital Management 

• Oversee capital asset budgeting and coordinate with departments on project funding and tracking  

• Analyze financial and operational data to provide insights and recommendations to executive leadership 

• Develop tools and reports to improve transparency and decision-making across the organization 

Leadership & Collaboration 

• Supervise and mentor direct report(s), fostering ownership, accountability, and professional growth  

• Serve as a trusted advisor to the Finance Director and senior management 

• Coordinate cross-departmental efforts and facilitate a collaborative, service-oriented budget process 

Communication & Training 

• Deliver clear and effective presentations to staff, senior management, and City Council on budgetary reports, issues, policies, and financial data  

• Lead cross-departmental training efforts on budget systems, financial procedures, and reporting tools 

• Translate complex financial concepts inaccessible information for non-financial audiences  

The City of Patterson is recruiting for a Firefighter.  This safety position will respond to fire alarms, emergency medical calls, traffic accidents, rescue and other emergency calls to protect life and property.  This position will also participate in trainings, drills, study activities and in the maintenance of the department apparatus, equipment and facilities.  Under the supervision of the Fire Engineer or Fire Captain, provides first responder medical emergency at the basic life support level.  Performs other duties as required.
